MSMEs in India – Gearing up to Global Competitiveness
The MSME sector, known to the key economic transformation factor of Emerging Market Economics has become an important component of our growth process. In India, the SME sector is the biggest provider of employment, next only to agriculture. It is interesting that the 11 million MSME units, which make up the Indian SME sector produce over 8000 products that include Pharmaceuticals, Garments, Textiles, Auto‐ancillaries, Jewellery and Software. No wonder the sector is widely regarded as the growth engine of the Indian economy. The sector constitutes 95% of all the industrial units and contribute 40% of the industrial output and about 40% of the exports. With their expansion and exposure to international markets the sector has been evolving its entrepreneurial skills over the years.
In the context of globalization, this sector needs to develop capacities enabling them to be internationally competitive. The MSME units have many potential advantages like entrepreneurial spirit, flexibility, resourcefulness and an ability to identify business opportunities based on their unique products and services. However, they face many barriers in their development, which include their small size and therefore limited resources and restricted access to finance lack of economies of scale and managerial and marketing skills deficiencies and so on an so forth.
The global experience in building up the MSME sector has proved that building capacity, improving governance, access to finance, addressing non tariff barriers and facilitating trade and investment are imperative to enhancing the capabilities of the MSME sector to exploit domestic and global market opportunities.
With a view to make the size of the unit and the technology employed by firm globally competitive, the definition of small scale sector was revised by the policy makers. This broadened the concept of SSI sector with inclusion of services and trading activities in its ambit as well as the medium enterprises in a composite sector of “small and medium enterprises”.
The MSMED Act which has become operational with effect from 2nd October 2006, uses the term “enterprise” instead of “industry” to give recognition to the Service sector and also defines a “medium enterprise” to facilitate technology upgradation and graduation.
As per the new definition, Micro, Small and Medium Enterprises have been defined under Micro, Small and Medium Enterprises Development Act 2006 (MSMED Act 2006), which defines manufacturing and service sector on the basis of investment in Plant and M/c in the equipment of these enterprises respectively.
In the industrial manufacturing enterprises, Small Enterprises & Medium enterprises have investment in Plant & M/c upto Rs. 5 Crores and above Rs. 5 Crores to Rs. 10 Crores respectively.
Similarly in the Service Enterprises, Small Enterprises & Medium Enterprises has the investment in equipments up to Rs. 2 Crores and above Rs. 2 Crores to Rs. 5 Crores respectively.
The Service Enterprises comprises all types of services covering Transporters, Professionals, Small business‐Small & Large Schools, Colleges, Professional Colleges, Hotels & Restaurants and other Services excluding Retail trade only. These shall be classified under the MSME advances category in case the investment in equipment is up to Rs. 2 Crores and explained above.
In view of the importance of this vital Sector, a Two‐Day National Conference is organized.

Mr. Arun Maira, Member, Planning Commission, Govt. of India will deliver the Key‐note Address.
Hon’ble Mr. Sunil Tatkare, Minister for Finance, Maharashtra State, has agreed to address the Valedictory Session
