EDGAR PHASE-IN LIST UPDATES AVAILABLE TO PUBLIC

Pursuant to Rule 901 of Regulation S-T, registrants whose filings are processed bythe Division of Corporation Finance may request a change in the date they become subject to mandated electronic filing on the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system. The Division intends to publish from time to time changesand corrections to the phase-in list published in the Federal Register on March 18,1993 (Re1. 33-6977, February 23, 1993, 58 FR 14628). ADMINISTRATIVE PROCEEDINGS

ORDER MAKING FINDINGS AND IMPOSING REMEDIAL SANCTIONS AGAINST GARY KRAMER

The Commission entered an Order Making Findings and Imposing Remedial Sanctions (Order) in connection with previously instituted public administrative proceedingsagainst Gary Kramer (Kramer) of Boca Raton, Florida. Kramer was a part owner, secretary and a principal of Easter Kramer Group Securities, Inc., a registeredbroker-dealer which ceased operations in June 1991.

Kramer submitted and the Commission accepted an Offer of Settlement whereby he consented to the entry of an Order containing findings that on July 10, 1991, a Final Judgment of Permanent Injunction was entered against Kramer enjoining him from further violating or aiding and abetting violations of the antifraud provisions, broker-dealer books and records provisions and net capital requirements of the federal securities laws, and Regulation T promulgated by the Board of Governors of the Federal Reserve System.

The Commission, based upon the findings and Kramer's consent, barred Kramer from association with any broker, dealer, municipal securities dealer, investment companyor investment adviser. (ReI. 34-32496)

CIVIL PROCEEDINGS

CIVIL COMPLAINT FILED AGAINST FORMER OFFICERS OF FINANCIAL NEWS NETWORK INC.

The Commission announced the filing of a complaint for Injunctive and Other Relief against C. Stephen Bolen, Earl W. Brian, Gary A. Prince and Mitchel H. Young. All of the defendants are former officers of Financial News Network Inc. (FNN) , the now-defunct cable television network. The complaint alleges numerous violations of the antifraud, reporting and books and records provisions of the federal securities laws.

The Commission's complaint alleges that Bolen, Prince and Young fraudulently inflated FNN's reported revenues and earnings for fiscal 1989 and the first three quarters of fiscal 1990, and that Bolen, Brian, Prince and Young attempted to cover up and perpetuate the fraud during FNN's fiscal 1990 audit. The inflation of FNN's revenues and earnings was primarily accomplished through the manipulation of revenues from two related companies of FNN- -United Press International, Inc., and Institutional Research Network, Inc. In connection with the scheme, the defendants made false statements and supplied false documents to FNN's independent auditors, and Bolen and Youngknowingly falsified FNN's books and records. Bolen also caused FNN to payapproximately $800,000 in unauthorized compensation to a company that he secretlycontrolled and engaged in insider trading by selling 20,000 shares of FNN stock at $9 per share while in possession of material, nonpublic information concerning the fraudulent inflation of FNN's financial results.

In addition to permanent injunctions against all defendants, the Commission is seeking to force Bolen to disgorge all of his illicit profits and losses avoided, with prejudgment interest, and pay a penalty under the Insider Trading Sanctions Act of 1984. The Commission is also seeking a Court order prohibiting Bolen from servingas an officer or director of any publicly held company. Brian has agreed to consent, without admitting or denying the allegations, to the entry of a Final Judgment of Permanent Injunction enjoining him from future violations of Rules 10b-5 and l3b2-2 under the Securities Exchange Act of 1934. HOLDING COMPANY ACT RELEASES

INDIANA MICHIGAN POWER COMPANY

A notice has been issued giving interested persons until July 19, 1993 to request a hearing on a proposal by Indiana Michigan Power Company, an electric public-utilitysubsidiary company of American Electric Power Company, Inc., a registered holdingcompany, to effect the refunding of up to $45 million of pollution control revenue bonds issued in connection with the financing of pollution control facilities. THE COLUMBIA GAS SYSTEM, INC.

A notice has been issued giving interested persons until July 19, 1993 to request a hearing on a proposal by The Columbia Gas System, Inc. (Columbia), a registeredholding company, TriStar Ventures Corporation (TVC) , a non-utility subsidiary companyof Columbia, TriStar Georgetown General Corporation and TriStar Georgetown Limited Corporation, each a wholly owned subsidiary company of TVC (collectively, GeorgetownCogeneration Subsidiaries) and Georgetown Cogeneration, L.P. (GCLP), a partly owned subsidiary company of the Georgetown Cogeneration Subsidiaries. TVC proposes to invest at any time or from time to time through December 31, 1995 up to $16.5 million in equity in the Georgetown Cogeneration Subsidiaries for investment in a cogenerationproject to be operated by GCLP (Georgetown Project). Additionally, GCLP and the Georgetown Cogeneration Subsidiaries propose to incur at any time or from time to time through December 31, 1995 up to $95 million in debt financing for the GeorgetownProject. GCLP and the Georgetown Cogeneration Subsidiaries also have requestedauthority to arrange for interest rate protection agreements and letters of credit in connection with the proposed debt financing. POTOMAC EDISON COMPANY

A notice has been issued giving interested persons until June 19, 1993 to request a hearing on a proposal by Potomac Edison Company (PEC) , an electric public-utilitysubsidiary company of Allegheny Power Systems, Inc., a registered holding company.PEC requests authority through December 31, 1993 to redeem 4,046 of its 4.70% Cumulative Preferred Stock, Series B, par value $100 per share. MISSISSIPPI POWER COMPANY

A supplemental order has been issued authorizing a proposal by Mississippi Power Company (Mississippi), a wholly owned electric public-utility subsidiary company of The Southern Company, a registered holding company, to release the Commission's reservation of jurisdiction over the issuance and sale of first mortgage bonds (Bonds)and preferred stock (Preferred) in an aggregate principal amount of $165 million. The Bonds and Preferred will be sold under the competitive bidding procedures of Rule 50 as modified by the Commission's Statement of Policy dated September 2,1982.Jurisdiction will continue to be reserved over the issuance and sale of additional first mortgage bonds and preferred stock in an aggregate principal amount of $55 million; any Bonds and Preferred that will be sold under an exception from the competitive bidding requirements of Rule 50 under Subsection (a)(5) thereunder; and transactions relating to the issuance and sale of pollution control revenue bonds in an aggregate principal amount of up to $37 million. IMMEDIATE EFFECTIVENESS OF PROPOSED RULE CHANGES

The Chicago Board Options Exchange filed a proposed rule change (SR-CBOE-93-27)relating to monthly subscriber fees for use of Exchange installed telephones.
