Preservation Element of the General Plan Revived development of a high-level visionary policy document to ensure that the historic, social and cultural elements that make San Francisco unique are preserved and enhanced.

Commission Rules & Regulations Adopted commission requirements for selection of officers, voting, and parliamentary procedure. Also provides baseline requirements for applicant submittals such as plans, photographs, documentation. Includes “How to succeed at the Commission” handout for public.

Ex Parte Communication Evaluated all options, including pros and cons, for disclosure of ex parte

Local Designation Criteria Resolution clarifying vague Code language on criteria used to determine eligibility for local landmark designation.

Landmark Designation Work Program Adopted a work program of historic resources for the Department’s survey and designation team to initiate decision with property owners and prepare documentation. Established priorities for resources with specific characteristics.

Administrative Review Delegation Adopted scopes of work deemed minor for review and approval by Department staff. Also developed appeal or request for hearing process. Shifted approximately 70% of all preservation entitlements to staff review – reducing costs and time for applicants.

ADA/Barrier Removal Adopted policy in collaboration with the Mayor’s Office on Disability regarding review process for accessibility upgrades for City-owned properties.

Preservation Design Guidelines Developing historic preservation design guidelines in partnership with public, stakeholders, and Planning Commission. Must be adopted by both the HPC and the Planning Commission.

EIR Preservation Alternatives Adopted policy for level of detail and analysis, as well as a range of preservation alternatives required for EIR’s that have identified potential impacts to historic resources.

CLG Annual Report Goals Set goals/ performance measures for SF Preservation Program upcoming year.

Department Budget Review and Comment Provides input to Department, Planning Commission, and the Board of Supervisors on special projects, administrative tasks, and staffing during budget planning process.

Cultural Heritage Assets Committee Convened a committee to hold public hearings to discuss increased interest in social and cultural heritage. Will provide recommendations to the City on how to support community efforts to protect and promote resources.
