Norma Mae (Brown) Martin, 71, of Oracle, AZ, passed away on Monday, June 16, 2014 at Hospice Family Care Center in Tucson, AZ. She was born June 23, 1942 in Miami, AZ, the daughter of Travis and Helen Brown. Norma resided many of her early married years in Hayden, AZ. Norma is survived by her daughter, Judy (Gilbert); son, David (Melinda); brother, Walter (Glenda); grandchildren, Danny Hernandez, JR Hernandez and

Crystal Martin; great-grandchildren, Ramon Anaya, Gabriel Anaya, Maya Hernandez, Mariah Hernandez, Alonzo Hernandez and Blazin Rose Lyons; and many nieces and nephews. She was preceded in death by her husband, David “Lefty” Martin; and two sisters, Barbara Childers and Charlene Cross. Between the years of 1951 to 1956 Norma lived in Winslow, AZ, Anchorage, AK, Artisa, CA, Bellgarden, CA, Gardena, CA and then back to Arizona. In 1958

They purchased their first house in Hayden, AZ and resided there for many years. From 1970 - 1981 Norma was on the Hayden Public Library Board of Trustees. She served on the Finance Committee and served five terms as President. Norma was also an Adult Bible teacher, Assistant Treasurer, Member of the Constitution Revision Committee for San Pedro Valley Baptist Church in Dudleyville, AZ. From 1974 - 1977 Norma was the Deputy Assessor, Motor Vehicle Division, Gila County Assessor’s Office, Hayden Branch, Hayden, AZ. In 1975 Norma was a Special Temporary Clerk at the Hayden Federal Credit Union. In 1978 - 1979 Norma was a Cafeteria Worker for the Hayden-Winkelman School District. In 1984 - early 1990’s Norma worked with the Town of Hayden. She began as a General Office Clerk was promoted to Deputy Town Clerk/Election Officer in 1985. Norma medically retired from the Town of Hayden in the early 1990s. Norma and David “Lefty” purchased property in Oracle, AZ in the early 1990s to which they moved. They remained there until David “Lefty” passed away in 1998. Norma remained in Oracle until April 2014 at which time she fell ill and succumbed to her debilitating medical condition on June 16, 2014. Her hobbies were volunteer work, reading, camping and oil painting. She will be greatly missed. Her spirit will live in each one of us for eternity. Mom, thank you for all that you have taught us. Services for Mrs. Martin will be held Friday, June 27, 2014, at 10 a.m. at Griffith Mortuary, Kearny, AZ. Luncheon to follow at Hayden Golf Course Club House. Longtime San Manuel resident, Betty Allen, 69, went to be with the Lord on June 2, 2014. Betty fought bravely, over the past several months, recovering from numerous ailments and surgeries. She conquered and won those battles with her tough exterior of a personality and strong will that was known to all who knew and loved her. Sadly, repeated episodes with pneumonia had weakened her lungs and she lost her battle on June 2, surrounded by her family as she passed peacefully, while she slept. Betty was born on January 28, 1945, in Scottsville, Kentucky. She was the youngest of four children born to Ray and Lorene Hooten, along with her sister, Beatrice, and her brothers, Paul and Bobbie. She moved to San Manuel over twenty years ago to enjoy the peace of small town life, most of her family was soon to follow. It was only recently, this past February, that her family had to move her into the city of Tucson to be closer to medical facilities and her longtime friend and physician, Dr. Judith Brown. Betty and her siblings endured many hardships associated with “farm life”, but, they also experienced many great adventures in the woods behind their farmhouse, which acted as their playground during their childhood. These years of creating memories and mischief also created an unbreakable bond amongst them that would follow them throughout their lives. Her passion in life was gardening. In every home she had ever lived in, her first priority was always “Fixing up the yard.”, by planting flowers and shrubbery. She also read many novels and loved to sew, but, her true enjoyment in life was the time she spent with her grandchildren, Rick, Killian, Shoshone, and Paul. All of whom she adored. She cherished all the wonderful years she was able to be in their lives, experiencing their events as they all grew into adulthood. She also has a fifth grandson, Jeff (“Alaric”), who lives in Louisville, Kentucky, and had spent many years as a young boy in his grandmother’s care. Betty is survived by her three children: sons, Jeff (Donna)

May “LaVonne” Brunson passed away June 11, 2014 at the age of 67. Our beloved “LaVonne” Brunson was born May LaVonne Guttry on March 2, 1947 to Nathan Porter and Isabel LaVerne Guttry. She was the oldest of four siblings, a sister Frankie (John Butler), brother Bob (Melanie), sister Claudia (Bill Keith) and brother Butch (Becky). LaVonne married Wilbur Brunson in 1972 and together they raised three children, Allen (Tammy), Stacie (John Sharp) and Tom (Layel). They loved and enjoyed four grandsons, Kyle (Deanna), Tyrel, Dusty and Coby, two granddaughters, Amber (Bob Cruea) and

Deni, and three great-granddaughters, Morgan, Reese, and Emmy. LaVonne enjoyed time with family above anything else and loved nothing better than having all of the Brunson and Guttry families under one roof for her annual Christmas gathering. LaVonne was a voracious reader, and before a car accident rendered her left arm disabled, liked to crochet and do ceramics. She and Wilbur loved attending sporting events for the grandkids, having cook-outs or camping trips with the family and gathering with friends at the VFW in Globe. She was not afraid of technology, and loved playing computer games and

LaVonne was diagnosed with cancer at the age of 23 and battled valiantly against the ramifications of that for the next 44 years, always with dignity and acceptance. She was an exceptionally strong woman and remained nothing but kind, generous, loving and patient through adversities which could have just as easily made her bitter, angry and resentful. LaVonne was preceded in death by her

husband Wilbur just 20 months prior to her own passing … they are now together again. Services for LaVonne will be held Friday, June 27, at Maranatha Baptist Church, Saguaro Dr., Globe, at 10 a.m. Interment will be Monday, June 30, at 11 a.m. at Veteran’s Memorial Cemetery, Cave Creek, AZ.

All persons arrested are presumed innocent until proven guilty in a court of law.June 16 Gabriel Nathan Valdez, 31, San Manuel, was arrested in the 600 block of Fifth Ave., San Manuel, and was charged with assault. He was transported and booked into the Pinal County Jail in Florence. Criminal damage was reported in the 37000 block of S. Golf Course Dr., SaddleBrooke. A sprinkler system was turned off and plants were destroyed. A natural gas leak was reported in the 200 block of E. Fifth Pl., San Manuel. The call was turned over to Southwest Gas.June 17 Adrian Joseph Marquez, 25, San Manuel, was arrested in the 400 block of S. Ladera Pl., San Manuel, on a warrant for failure to appear. He was transported and booked into the Pinal County Jail. Engendaran Nln, 51, Oracle, was arrested in the 2300 block of W. Paseo Redondo, Oracle, and was charged with assault and fighting/disruptive behavior. He was transported and booked into the Pinal County Jail. Lost explosives were reported in the 27000 block of N. Mineral Creek Rd., Kearny. An Asarco employee reported that there was a missing booster charge after a blast at Ray Mine. He explained that boosters come in a case of 36 but are sometimes short one. The booster was either never shipped or was placed in the blasting area and destroyed. A police report was needed so the proper

paperwork could be filed with ATF (United States Alcohol, Tobacco and Firearms Bureau). An accident without injuries was reported in the 28000 block of S. Veterans Memorial Blvd., San Manuel. A vehicle struck and killed a deer. The driver of the vehicle was uninjured.June 18 An accident without injuries was reported in the area of E. Webb Rd. and S. Mt. Lemmon Rd., Oracle. A vehicle swerved to miss a deer and veered off the road. Criminal damage was reported in the 900 block of W. First Ave., San Manuel. A window was broken. Theft of rims and tires was reported in the 600 block of W. Fifth Ave., San Manuel. The reporting party located another individual installing the rims and tires on his vehicle. The property was returned and no charges were filed.June 19 PCSO investigated a 911 hang up call that originated in the 200 block of W. Grant St., Oracle. A baby had been stung by a scorpion. The call was turned over to Oracle Fire Department.June 20 Criminal damage was reported in the 76000 block of E. Indian Hills Dr., Dudleyville. Graffiti was painted on a water tank. PCSO assisted Mammoth Police Department with a possible burglary in progress in the 100 block of N. Verdugo Pl., Mammoth. Criminal damage was reported in the 60000 block of E. Eagle Ridge Dr.,

Many of you already know the Board of Supervisors approved by a vote of 3 to 2 a Special Use Permit for Medical Marijuana Dispensary in Oracle. I,

along with Supervisor Cheryl Chase, voted no on this proposal. Even though I did support Proposition 203 in 2010 when it was brought to the voters of Arizona, I do not support the location that was selected for this dispensary in Oracle. I do agree that medical marijuana should be allowed for patients who sincerely need it to help with severe physical and psychological problems. When you look over a map of the area, this dispensary is across from DeMarco’s Pizza where students gather and a school bus stops to pick up and drop off children. It’s next

door to our Pinal County Public Health Services Clinic and on the main road leading into and out of Oracle. Everything is wrong with this particular location. In fact, the Pinal County Planning and Zoning Commission agreed, they gave it a unanimous recommendation of denial. But this applicant for the Special Use Permit, Glenn Wilt Jr., pulled out all the stops when it came to trying to get this approved. He employed a big-time “hired gun” from Scottsdale, lobbyist Jason Rose, to develop a plan to make sure this dispensary would become a reality. Mr. Wilt Jr. also hired a third party, Bloom Dispensaries, which has other dispensary locations across the state, to operate the facility in Oracle. Their representative

Supervisor voted against dispensary, opposed to locationaddressed the board and basically gave a sales pitch for Bloom Dispensaries. Mr. Wilt Jr. and Jason Rose made sure that they got the point across that they wanted this dispensary in Oracle and at that specific location. There was no attempt to address the concerns of the residents who had a problem with this dispensary. What really disturbed me was a mention that the amount of people who showed up to testify on this issue before the Planning and Zoning Commission intimidated a member of that commission (who also voted for denial). How can you be intimidated by a group of people who simply disagree on this proposal? This is a democracy. People are allowed to speak their mind, the Oracle residents were simply participants in the process. In closing, my hope was that my fellow supervisors would listen to the people of Oracle and agree that this was not a good location for a Marijuana dispensary. I do thank Supervisor Chase for joining me in supporting the wishes of the majority of Oracle’s residents on this 3-2 split vote.

Never has there been an city council like Mammoth so disciplined in secrecy, so precisely in lockstep in keeping information from the people at large and from their representatives in the city. Never has a city council been so unabashed in reaching like Caesar for still more wealth and power. FLORENCE - The Pinal County Board of Supervisors adopted the 2014/2015 fiscal year tentative budget in the amount of $378,079,096. The tentative budget, presented by County Manager Greg Stanley, does not raise taxes for the upcoming year. Stanley explained that the general fund was decreased by $9.6 million, while the overall budget increased by just over $4 million due to monies set aside in the case any debt is issued for capital infrastructure. At the regular session meeting of the Pinal County Board of Supervisors held on June 18, a decision was made on the application for a special use permit that would be used for a medical marijuana dispensary in Oracle. After listening for over an hour to a number of speakers from the public both for and against the dispensary, the supervisors voted 3 to 2 in favor of approving the dispensary location in the building located at 1880 W. American Ave. Voting against the measure were Supervisors Pete Rios and Cheryl Chase. The

supervisors in favor of the measure were Steve Miller, Anthony Smith, and Todd House. Around 20 residents of Oracle attended the meeting with some of them speaking out against the approval of the special permit. Pinal County Sheriff’s Department Chief Deputy Steve Henry spoke about the concerns of the sheriff’s department which included that it is still a violation of federal law, impaired driving while under the influence of medical marijuana, and the possibility that it will open the door to other crimes. Jim Knupp, public information officer for the Pinal County Attorney’s Office also spoke out

against the dispensary. The Executive Director of Bloom Dispensaries, Lezli Engelking gave a power point presentation explaining her company’s management policies in exceeding all regulatory standards mandated by the medical marijuana law and how Bloom believes in giving back to the community. She said that there have not been any problems in any of the state dispensaries. The dispensary in Oracle will be called Bloom Oracle. Others that spoke in support of the dispensary were Jesse Lopez, vice-president of AZ4NORML who answered questions pertaining to medical marijuana laws.

County approves medical marijuana dispensaryNORML is the National Organization for the Reform of Marijuana Laws. A professional lobbyist also spoke in favor of medical marijuana and the dispensary. Someone pointed out that the medical marijuana law is a voter approved law and that the residents of Oracle voted 55 percent to 45 percent in favor of medical marijuana. She said that she is glad that the building is now rented and that it was difficult for her to attend the meetings because she felt people looked at her in a negative

way. “I am more for having our community grow in a healthy way,” she said. “I hope that true patients will

have medical marijuana more accessible to them and that the revenue will help the community.”

The former Winkelman Elementary School and Leonor Hambly Middle School have been consolidated. The new school name is Leonor Hambly K-8 School. “Leonor Hamby was the first female administrator in the school district and was a Hispanic role model for many female students pursuing a career in education. It is only fitting that the second female administrator in the district is the new principal of the new Leonor Hambly K-8 School,” said Jeff Gregorich, HWUSD superintendent. “I am very excited to be the first principal of the new Leonor Hambly K-8 School. I look forward to making it place where all students can learn and reach their dreams. Having graduated from the Hayden-Winkelman School District makes me even more committed to ensure every

The San Manuel Sea Lions hosted the Florence Sharks and the Eloy Otters on Saturday. The Sea Lions won the meet with 1,253 points. The Sharks finished second with 182 points and the Otters finished third with 142 points. This was the most points the Sea Lions have scored all year and the team remains undefeated with only one dual meet left before the League Championship Meet. There were many outstanding swims by numerous swimmers at the meet. The team had more personal best times in this meet than in any other meet this season. The coaches expressed pride in the way the swimmers keep working hard to improve their times each week. The following swimmers swam the maximum number of events and achieved best times in all of them: Emerik Zovko, Hannah Smallhouse, Genevieve Estrada, Ben Fister, AJ Lopez, Aubrey Bridges, Angelina Tilley, Jayden Smith, and Jessi Rice. Three team records were broken at the meet. Darien Apuron bettered the 11-12 Girls 50 Butterfly record by 0.24 seconds with a time of 31.55. That record was previously held by Arielle Gray and set in 2011. Darien also shaved a tenth of a second off her own 50 Backstroke record (33.42). Will Newman improved his team record in the 100-yard Butterfly to a time of 1:02.03 by over 4 seconds. Evan Apuron swam the maximum number of events and won all of them. swimming significantly more yards every day. As an 8-year-old swimmer on a team full of great 8-year-old swimmers, Emerik finished a very close second in the Breaststroke and was part of the winning Medley Relay and Freestyle Relay teams. The Sea Lions next meet will be against Coolidge on Saturday, June 28 at the San Manuel Pool beginning at 9 a.m. This should be an exciting meet, as the Dolphins have an excellent swim team and will also be swimming to remain undefeated this season. A special informal meeting was held at the Oracle Fire station on Thursday, June 19. The meeting was held to inform the public about the fire dangers that exist in the Oracle area and the importance of becoming Firewise. Over 60 people attended the meeting. Fire Chief Larry Southard said he has not seen the extreme fire level arrive so early as this year. Usually extreme conditions arrive around 10 days before July 4.

Chief Southard and Assistant Chief Robert Jennings gave a brief overview on the John Adams fire including a question and answer session. Rachel Opinsky, co-chairperson of the Firewise board spoke about the Firewise program and the Emergency Notification System. Other issues discussed at the meeting included evacuation planning, the One Call Now auto dialer system (reverse 911), the upcoming brush burning at the brush disposal site and Firewise property evaluations.

A Mammoth senior citizens group met at the Mammoth Christian Youth Center on Wednesday, June 11. Guest speakers for the luncheon were Senator Barbara Mc-Guire and candidate for Representative in Legislative District 8, Carmen Casillas. Casillas, a Democrat, will be running against T.J. Shope. Following lunch, Frances Wickham introduced LD 8 Senator McGuire. The sena-tor spoke about the changes in DES and the new agency replacing CPS. She said it will improve the safety of our children. Senator McGuire was one of the first legislators to call for the resignation of the V.A. di-rector after the recent scandal at the Phoenix V.A. Hospital. “We need to take care of our veterans,” McGuire said,

which received applause from the seniors in attendance. McGuire said that there is talk in the legislature about doing away with the state in-come tax and raising the sales tax. The senator said she be-lieves in securing our borders but it needs to be handled with dignity. “They are hu-man beings and we need to respect that,” she said. Carmen Casillas then spoke. She said that public educa-tion and immigration reform are important issues to her. Carmen is a former vice-mayor and council member for the City of Globe. She was co-founder of the Boys and Girls Club and a victim advocate. Both Senator McGuire and Casillas answered questions from the audience. The Mammoth senior group will begin meeting regularly at the Mammoth Christian Youth Center.

Over 300 people showed up Saturday, June 21, 2014 at Oracle State Park for an evening of music, dancing and stargazing. The event marking the Summer Solstice was a collaboration between the Friends of Oracle State Park and the Oracle Dark Skies Committee. People danced to the music of “Undercover” out of Tucson.

Oracle Dark Skies Committee members were available to discuss the work they are doing to have the Oracle State Park designated as a Dark Sky Park. Amateur astronomers had their telescopes set up, pointing up at the Oracle sky to view Mars and Saturn and the Milky Way. Arizona State Parks Director Bryan Martyn was in attendance thanking patrons and noting the great turnout for the event.

of each tax dollar it takes in. Based on the 2013/2014 fiscal year for each dollar of property tax paid, the county receives only 24 cents. This is quite a change since 2010/2011 where 31 cents was received into county coffers. The rest of the tax dollar portion goes to school districts, Central Arizona College, cities and towns along with other entities. Some of the challenges faced by the Supervisors in developing a balanced budget is that new construction added to the assessed valuation is still slowly bouncing back. General Fund non-property tax revenues are

growing modestly and issues with Immigration and Customs Enforcement along with potential fund sweeps are still undecided at this time. Despite the challenges, the Supervisors have kept county priorities funded. Improvements to Hunt Highway are continuing with Phase I nearing completion in August. Phase II will begin at the end of the year. Pinal Airpark and San Manuel Airport are also continuing to grow as economic development assets of the county. Projects at both airports are included in this budget. Road safety and dust control

projects are also figured into the tentative budget. Looking at the general fund, 64 percent of it goes to Public Safety (Sheriff, County Attorney, Superior Court, Probation and Justice Courts). General Government operations takes up 23 percent, while Health Care and other expenses takes up the rest. Once the Tentative Budget is adopted, it can be decreased or parts of the budget can be reallocated. However, the total budget cannot be increased. The Final Budget is to be heard and adopted on July 2, 2014.
