I. STORAGE SHED

A. General

1. Storage shed shall be constructed primarily of metal.

2. Storage shed shall be 22’x30’ in size and no more than 20 ft in height. Shed shall be anchored, attached and secured to a foundation. Foundation will be provided by others unless County selects optional concrete pier footings. The intent is for this to be effectively a removable building, which could be disassembled, reassembled by County in the future, if needed.

3. Materials shall be new and free of defects.

4. Metal sheathing shall be at a minimum 29 gauge thickness.

5. Exterior color of shed shall be of a color selected by County from the manufacturers standard color palette.

6. Structural and secondary frame rails and components shall be a minimum 16 gauge thickness. Base rail, where the rail meets the ground shall be a minimum 12 gauge thickness.

7. Materials shall be rust and weather resistant and the framework and sheathing shall have a minimum 10 year warranty against defects and rust.

B. Roll-Up Doors

1. Shall be a minimum of 12’x12’ in size

2. Shall have the ability to be locked

3. Shall be constructed primarily of metal

4. Shall have a manual chain hoist-type mechanism for opening and closing

5. Shall be of a rolling curtain type and not glide onto an interior track when open

6. Shall be provided with endlocks and bottom weather-stripping

7. Shall have a minimum one (1) year warranty

8. Shall be installed according to the manufacturer’s specification

C. Man Door

1. Shall be a minimum size of 36 inches in width and 78 inches in height

2. Shall have “blade” type of door handle

3. Shall have keyed deadbolt or similar means of locking

4. Shall be constructed primarily of metal

5. Shall have a minimum one (1) year warranty

D. Skylights

1. Shall be UV and weather resistant

2. Shall be transparent or translucent to allow the passage of light to the interior of the shed

3. Shall consist of 4 panels installed and distributed on the roof. Distribution shall provide even lighting throughout the interior of the structure.

4. Shall provide a minimum of 40 sq ft of light passage

5. Shall be compatible with shed materials and be sealed against water penetration in accordance with manufacturer’s instructions

6. Shall have a minimum one (1) year warranty

E. Ventilation

1. Shed shall have a minimum of 4 sq. ft. of open ventilation

2. Shall be provided equally at both the upper and lower portions of the shed

3. Shall be secured or screened against pest infiltration

4. Shall have minimum one (1) year warranty

F. Caulk

1. Caulk shall be silicone-based, rated for 50-year use.

II. EXECUTION

A. Definitions

1. County: San Joaquin County.

2. Engineer: The authorized representative of the County.

3. Contractor: Entity that is awarded this work.

B. Location

1. Work is located at the San Joaquin Consolidated Household Hazardous Waste (HHW) Facility, 7850 R.A. Bridgeford Street, Stockton, California 95206.

C. Work Hours

1. Contractor work hours shall be from 8:00 A.M. to 5:00 P.M.

D. Working Day

1. A working day shall be Monday through Friday with the exclusion of public holidays.

E. Time Allowed to Complete Work

1. Time is of the essence.

2. Contractor shall complete the shed installation within thirty (30) working days.

3. Working day count will start when Notice to Proceed is issued by the Engineer.

4. Working day count will be suspended when the Contractor submits the Building Permit application to the County Community Development Department, and will resume when the Community Development Department returns the application to the Contractor. Contractor shall pursue this permit diligently. Notify the Engineer when this permit application is submitted.

5. The working day count will not be suspended if the Community Development Department does not issue a permit due to lack of information or clarity, or other reason within the control of the Contractor, such that the building permit application must be resubmitted. Time required for additional reviews of the building permit by the Community Development Department will be included in the working day count.

6. Working day count will cease when the work is substantially complete. Substantial completion includes the placement of the shed on the foundation and the installation of anchors in accordance with the anchor manufacturer’s instructions.

F. Work Schedule

1. Contractor shall submit a work schedule after receipt of Notice to Proceed. Schedule shall identify the dates for:

a) Submitting application for building permit

b) Pouring concrete foundation pier foundation (optional item, see below)

c) Delivery of shed

d) Installation of shed

G. Pre-construction Conference

1. Pre-job meeting will be scheduled by the Engineer after Notice to Proceed.

2. Contractor and Engineer shall meet at the site to review job schedules, discuss various aspects of work and clarify procedures, such as security, staging area, and equipment to be used.

H. Use of Site

1. Contractor may be on site to erect the shed for four consecutive days only.

2. Contractor may be on site to install concrete pier foundations, if selected by the County, for two consecutive days only at a time of the Contractor’s selection.

3. The Contractor shall provide drinking water and other worksite facilities required by OSHA for Contractor’s workers. Contractor may use the restroom facilities on site during the operating hours of the Household Hazardous Waste Facility (HHW).

4. The HHW hours of operation are generally Wednesday through Saturday from 9:00 A.M. to 4:00 P.M. excluding holidays.

5. Water, electricity and trash services are available on site for the Work for this project. Other uses are not permitted.

6. Scraps, meal and beverage trash may be disposed of within the trash receptacles on site daily.

7. Contractor shall provide a dumpster if more than 10 cubic yards of waste from this project are anticipated.

8. Contractor shall not interfere with traffic and the workflow of personnel or customers of the Household Hazardous Waste Facility during its public hours of operation.

9. Staging and Parking

a) Contractor shall stage materials and equipment at the work site in such a manner so as to not interfere with daily operations at the HHW site and at areas shown on the Plans.

b) The Contractor shall be responsible for Contractor’s materials and equipment. The County shall not be responsible for thefts, vandalism or damage to Contractor’s material and equipment left on site. The site has a locked gate but the entire perimeter of the site is not fenced.

I. Site Conditions

1. Contractor shall verify existing conditions before commencing work. Discrepancies between the bid items and field conditions shall be immediately reported to the Engineer who shall determine if there needs to be a change order.

Contractor’s failure to immediately call discrepancies to the Engineer’s attention shall constitute acceptance of those conditions.

2. Contractor shall not modify the work without prior written authorization by the Engineer.

J. Responsibility for Safety

1. Contractor shall be solely and wholly responsible for the safety of Contractor’s workers. Contractor shall follow Occupational Safety and Health Administration (OSHA) safety standards.

K. Documents on Site

1. Contractor shall maintain a complete set of contract documents on site. Contract documents include:

a) Contract drawings and specifications

b) Copies of submittals (see below, section L)

2. If the contract documents are not present, the Engineer may halt work until contract documents are provided on site.

L. Submittals

1. The Contractor shall provide submittals within five (5) working days after Notice to Proceed.

2. Submittals shall clearly provide the information requested. Lack of clarity is justification for a submittal to be returned to the Contractor for re-submittal.

3. Substitutions of materials, equipment, construction methods, etc. from those noted in the specifications, must be approved in writing by the Engineer prior to their use.

4. Submittals shall be:

a) Include sufficient information to allow the Engineer to verify that the product proposed complies with the specifications.

b) Be consecutively numbered

c) Identify the contact name of the subcontractor or vendor, if any

d) Explicitly identify any features that vary from the Contract

5. Submittals shall be made in writing, signed and dated by the Contractor. The Engineer will retain three copies.

6. Contractor shall allow five (5) working days for the Engineer to review submittals. Engineer will review submittals without deliberate delay upon receiving the

submittals. The Engineer will be the sole judge of the sufficiency of the information.

7. Review of submittals by the Engineer does not relieve the contractor of responsibility to follow the contract specifications, nor does it relieve the contractor from responsibility for errors or omissions in the submittal. Allowed deviations from the contract specifications, if any, will be identified in writing by the Engineer.

8. Submittals Required:

a) Manufacturer’s standard color palette for storage shed

b) Design of concrete anchors if the shed is attached to concrete provided by others, stamped by engineer licensed in California

c) Concrete anchor installation instructions, if Contractor is not asked to provide concrete pier footings

d) Substitution for approved products, if any

e) Approved Building Permits

f) Roof panels or skylight diagram showing configuration and location

g) Manufacturer’s instructions for assembly and installation of storage shed

h) Documents showing rust and weather resistance of metal coatings

i) Manual for reduced-drive chain hoist-type mechanism for opening and closing roll-up doors

j) Manufacturer’s instructions for assembly and installation of accessories

k) A copy of an active and current license for the type of work being performed

M. Change Orders

1. Change orders or notifications will be made in writing. Verbal agreements are not binding.

2. If a directive by the Engineer, whether written or verbal, seems to the Contractor to be a change of contract scope, then the Contractor shall immediately call the Engineer’s attention to that interpretation. Failure of the Contractor to call Engineer’s attention to such a directive is acceptance by the Contractor of that directive as a contract change at no additional cost and at no additional contract time.

N. Verify Conditions

1. Contractor shall verify all existing conditions and measurements before commencing work. All discrepancies between scope of work specifications and actual field conditions shall be immediately reported to the County’s Representative who shall determine if modifications in work are necessary. The

Successful Contractor shall not modify the work without prior authorization from the County's representative.

O. Contractor Responsibility

Contractor shall:

1. Obtain all necessary permits and/or certifications required

2. Dispose of any type of debris at the end of each work day.

3. Replace and/or repair any damage done to equipment and/or property if caused by Contractor’s employees and/or subcontractors.

4. Provide, to the Engineer, approval in writing from shed manufacturer before field cutting or altering structural members.

P. Shed Anchors onto Foundation By Others

1. The Contractor shall install shed anchors according to Contractor’s submittal. Engineer will test the tensile strength of the anchor to verify the strength is at least the Contractor’s design strength.

Q. Shed Installation

1. Install the shed in accordance with the anchor design and installation instructions of the shed manufacturer if the shed is installed on concrete provided by others, or in accordance with the concrete pier footing design.

2. Install doors, vents, windows, and other accoutrements.

3. Spot-paint the shed where the finish was damaged by shipping or installation.

4. Prior to applying caulk, clean both surfaces. Apply caulk at the base of the shed on the interior and exterior surfaces against concrete foundation. Apply caulk in a continuous bead.

R. Project Close-Out

1. At the conclusion of all construction the Contractor shall request a final inspection of all work from the Engineer. The Engineer will list any deficiencies. Contractor shall complete all listed deficiencies in a timely manner until the work is complies with the provisions of the Contract.

III. MEASUREMENT AND PAYMENT

A. General

1. It is the intent of this Contract that all invoices be submitted prior to June 30, 2012.

2. Payment will be based on the lump sum price quoted in the bid sheet.

3. Payment shall be full compensation for labor, materials, equipment, mobilization, delivery of shed, assembly, area clean-up, insurance and other overhead.

4. Payment to the Contractor shall be reduced by $200.00 per day for each working day in excess of the working days allowed.

B. Mobilization

1. Mobilization shall include:

a) Submittals of required documents and information as identified

b) Providing a working cell phone to the job foreman and providing the job foreman’s cell phone number to the Engineer

C. Installation

1. Shed installation includes anchoring the shed and applying caulk.

2. Spot paint the shed to remove damage during shipping and installation.

IV. CONCRETE PIER FOOTINGS (OPTIONAL)

A. General

1. Providing concrete pier footings is an optional item at the discretion of the Engineer as identified in the Notice to Proceed. If this option is not selected, then the Contractor shall install the shed on concrete provided by other as identified in the Contract documents.

2. Concrete pier footings are a method to support and secure the shed at specific locations along the shed walls as needed. Location and number of footings shall be as identified by the Contractor.

3. Submit design, number and location of the concrete pier footings for approval. Design shall be stamped by an engineer with the appropriate license in the State of California.

4. Contractor shall allow the Engineer to take samples of the concrete to measure 28-day concrete strength. Payment may be reduced if the measured strength is less than the design strength proposed by the Contractor.

B. Measurement and Payment

1. Full payment will be made for this item if the minimum design characteristics are met as identified in the Contractor’s design.

2. Payment for concrete pier footings will be reduced if the concrete strength is less than the minimum designed. Reduction in payment is as follows:

Final Payment = bid price x (Actual concrete strength)

(2 x Design concrete strength)

Example: if the 28-day design concrete strength is 2500 psi, and the measured 28-day strength is 2000 psi, then the payment for the footings will be 40% of the bid price.
