SCHOOL OF PUBLIC POLICY (RANEPA)

The School of Public Policy was created in 2009 by the order of Vladimir Mau, Rector of the Academy of National Economy under the Government of the Russian Federation. It was originally known as the Department of Public Administration and in the same year admitted its first students to the undergraduate program of Management in Public Administration. In 2011 the Academy of National Economy was reorganized into the Russian Presidential Academy of National Economy and Public Administration (RANEPA), and the Department of Public Administration became part of the RANEPA Institute for Public Policy and Applied Humanities Research. Sergey Zuev, the head of the Department of Public Administration was appointed Dean of the new Institute.

In 2012 the Institute for Public Policy and Applied Humanities Research created and admitted students to a band new program based on the principles and standards of Liberal Arts.

On January 1st, 2013, the Institute for Public Policy and Applied Humanities Research was renamed to the Department of Public Policy and in the summer of 2013 the Departments of Philosophy and Sociology were placed under its supervision.

In August 2014 the Department of Public Policy was reorganized into the School of Public Policy.

The School is constantly working to launch a new master's degree programs, expand the options of education courses, and create new forms of extracurricular student life.

Sergey Zuev is Dean of the School of Public Policy of RANEPA and a Member of the Academic Council of RANEPA. He also serves as Rector of the Moscow School of Social and Economic Sciences.

Organizer and leader of over one hundred business simulations and seminars on planning and management training in the field of social and cultural policy, including international seminars in collaboration with European partners such as the Council of Europe, Felix Meritis Foundation (Netherlands), KulturKontakt (Austria), Marcel Hastir Foundation (Belgium), and others. Dr. Zuev has a doctorate in Art History from Leningrad State University.2

Global Governance and Leadership is an undergraduate degree program with a global focus designed to make students better leaders in the private, public, governmental, or nonprofit sectors.With its strong emphasis on leadership, the program gives students the skills needed to make tough choices about critical issues facing today's society.Specifically tailored to help students develop the skills required to assume a future leadership position, this unique undergraduate program combines normative and empirical approaches to international law, organizations and processes, and applies them to the analysis of global political institutions and policies. Moreover, the program includes courses in psychology, writing, negotiation, economics and finance, ethical decision-making, logic, and organizational behavior.All these competences focus on building what employers are looking for - strong communication and leadership skills, the creation and maintenance of collaborative and productive teams in any environment.

Dr. Sam PotolicchioAcademic Director

Main lecturer and organizer of the Preparing Global Leaders Summit, a Professor at RANEPA, and Director of Global Education at Georgetown University's McCourt School of Public Policy. Potolicchio was named a “Future Leader in College Education” and selected as one of the best professors in America in his field by the Princeton Review. He has lectured in over 70 countries, including at Yale, Oxford, Cambridge, Harvard, Dartmouth, Brown, Sorbonne, and Warwick.

MANAGEMENT The program is aimed at developing management skills and awareness of public administration and business management. Students undertake an internship in government agencies and business companies, and participate in research and consulting projects.

INTERNATIONAL POLITICS IN CULTURAL CONTEXT The program is offered in partnership with the University of Manchester (UK). It is aimed at a new specialization for Russia – politics in a historical and cultural context. The program graduates possess competencies of a political scientist and a cultural specialist that enable them to conduct political and historical analysis.


MANAGEMENT IN THE CREATIVE ARTS

The program is offered in partnership with the University of Manchester (UK). The program prepares specialists who work in modern cultural and creative economy environments and manage cultural projects in museums, libraries, theaters and cultural centers.


PSYCHOLOGYGraduates of this program can work in education, HR, psychotherapy, individual and business consulting, rehabilitation, and can conduct research in psychology and psycholinguistics. They study the brain's structure and modeling human consciousness.

LIBERAL ARTS COLLEGE

PUBLIC RELATIONSThe program develops professional competencies in PR, GR, advertising, marketing and social media. It trains producers of political and digital media communications in public administration and public policy.


JOURNALISM Internship in leading Russian media companies and skills of dealing with new media and developing unique content and efficient collection of information enable graduates to hold key positions in various fields of the media industry.

Exams: Foreign language, an exam on professional aptitude, Russian language

REGIONAL STUDIES The program prepares experts with the following competencies:- command of two or three foreign languages; - awareness of international political and economic situation;- knowledge of specific political, economic and cultural features of a region of specialization;- ability to produce analytical documents (monitoring and briefing papers, articles on a political situation or economy); - competencies in financial analysis.


PHILOLOGY AND TRANSLATIONA graduate of this program will speak two foreign languages, develop translation skills, study foreign literature and culture, and will be able to work as a translator, an editor, or journalist.

SOCIOLOGYSpecializations:- Classic and modern social theories - Technologies of social research Students obtain unique knowledge that enables them to pursue a successful career in research, business, public administration, or consulting. Future sociologists receive their initial experience participating in various projects and internships in research centers and media.

HISTORY Three specializations are offered within this program:- History of state and government in Ancient World and Middle Ages - History of state and government in the Early Modern Period and Modern Age. - History of state in Eastern countries Students get an overview of the key trends in the development of world history. They build an understanding of Russia's role in the era of globalization. Graduates of the program speak foreign languages, are able to deal with sources, and can work as historians, archeologists, analysts, journalists, teachers, and researchers.


PUBLIC POLICYSpecific features of the program are: · international cooperation with universities and analytical centres;· teaching of some disciplines in English;· internships in Russian research centers and analytical departments of public administration; · i nternational internships in partner organisations (Canada, Singapore, China, India, Brazil).Future analysts, advisors and developers of effective strategies in social, economic and international policy are trained within this program.

DESIGN

This program offers a project-based education with immersion in modern cultural environment. A student's potential is realized through their educating in creative environment. Young practitioners (designers, architects, photographers etc.) are invited to conduct master classes, trainings, lectures, and short-term tasks. Students have an opportunity to undertake internships in leading designer, brand, advertising and communication agencies of Moscow. They also work in art galleries and art foundations as developers and project managers. The students participate in exhibitions and create a portfolio of their creative works.

Exams: Russian language, foreign language, exam on creative professional aptitude.

POLITICAL SCIENCE

The program trains specialists capable to solving the country's socio-political problems. Three in-demand specializations are offered by the program: – Political psychology and conflict resolution studies,– Public administration and political management,– International relationsThe language of business communications is studied within the program, and it is also possible to learn a second foreign language and participate in foreign language training abroad. Students have an opportunity to undertake internships in the Presidential Executive Office, State Duma, the Federal Council, with federal, regional and local authorities, NGOs and political parties.

PSYCHOLOGY OF PUBLIC SERVICE

Graduates who complete the program are able to work in HR management, coaching, psychological diagnostics, psychological consulting, psychological training, social psychology, legal psychology, or child psychology. The program is conducted by experienced lecturers that have publications and professional experience. Students participate in projects on organizational and management consulting.


PUBLIC RELATIONS

The program is aimed at developing students' systematic and creative thinking. The students acquire skills of project work and study humanitarian disciplines. They also learn how to use PR and GR technologies, develop skills of reputation management in business and politics, and study how to use advertising and marketing tools in the public sphere. Tutoring of vocation-related subjects is conducted by experienced PR and marketing practitioners.

INTERNATIONAL BUSINESSThe mission of this program is the formation of a force of professional managers, entrepreneurs, and leaders of a market-oriented economy who are entrepreneurial, ethical, competitive, and ready to work successfully in both national and global environments.The program is designed for students aspiring for careers in international business in the context of growing globalization.This innovative program includes project-oriented teaching as a means of building core competencies: Considerable attention is given to methodology and personal development, which is not characteristic of Russia's educational tradition.

PROJECT MANAGEMENT Msc in Project Management is meant to prepare highly-qualified specialists in one of management's most in-demand areas today, as well as to help develop strategic-thinking skills and the ability to accept and implement strategic decisions in varied contexts. The program will also teach students effective management skills for both Russian and international projects.The managers will acquire a balanced blend of quantitative and qualitative tools through theoretical and applied instructional methods. They will learn to initiate, manage and drive change through the usage of financial and business competence. MASTER OF GLOBAL PUBLIC POLICYThe program meets international standards and has been carefully benchmarked to the top graduate-level public policy programs around the world. It is designed to prepare graduates as future leaders and professionals, to address global challenges with sound public policy.The MGPP program is the first of its kind in Russia and taught entirely in English. Long-term Russian language programsDepartment of Russian as a foreign language, School of Public Policy (SPP) offers a regular elective course in Russian as a Foreign Language (9 months /1000 hours of Russian language). The course is offered for students with different levels of Russian: elementary, pre-intermediate, intermediate, upper-intermediate, and advanced. The program provides students with the level of Russian language proficiency that will allow to study in the chosen Russian-taught bachelors' or masters' programs. Individualized approaches are tailored to all levels and special needs. In addition, if there is sufficient interest, we also offer special courses in Russian Literature, Culture, Business Russian, Area Studies, Professional Writing in Russian, etc.

Short-term Russian language programsThe Russian International Summer School (RISS) at SPP is a one-of-a-kind 8-week program, which provides students with a unique opportunity to strengthen their language skills, gain deeper understanding of contemporary Russia and also have an internship in Russian and International companies. By learning Russian and taking advantage of the opportunity to explore Moscow, meet Russians, work as interns in various companies and organizations the students can gain deeper insight into Russian culture, history, politics, and economics. RISS students will emerge with valuable credentials for future careers in international business, academia, think-tanks, and international organizations.
