Below are the goals of the University of Central Florida with an explanation of how the Department of Public Administration is meeting the identified goals of the university. Goal 1: Offer the best undergraduate education available in Florida. Administrative Writing Course With a university-wide initiative to increase students’ writing skills, a number of writing initiatives were started in Public Administration. With direction and feedback from the faculty and the Public Administration Advisory Board, Dr. Claire Knox designed PAD 3733: Administrative Writing in the Public Sector. The course design includes three weeks of grammar and APA style review. Then, eight genres of government writing are covered in the remaining weeks of the semester: Rules, Regulations, and Administrative Procedures Executive Summaries and Abstracts Policy Handbooks and Guides Memorandums Press Releases Professional Report Writing Grant Proposal Writing Government Websites Stressing an audience-centered approach to writing, short writing and editing assignments are scheduled each week to mimic a public sector work environment. The summer 2011 semester class completed a client-based project for the Central Florida ASPA Chapter. The four deliverables were: an exemplar public servant biography, press release, twitter feeds, and photo with caption. These documents were used for the Central Florida ASPA’s celebration of public servants campaign. Online Writing Resources The Public Administration website now has a designated page of writing and APA style resources for students. These resources include website links to APA tutorials and paper formatting videos, Purdue’s Online Writing Lab, UCF’s Writing Center, and an Editing Techniques and Advice sheet. The 2-page editing guide, designed by Dr. Knox, provides a checklist for students to use while editing papers. Each item on this list refers students to the APA Manual if additional information is needed. In addition an online tutorial has been developed for use in all of our courses to improve writing at the undergraduate and graduate levels. American Humanics Becomes the Nonprofit Leadership Alliance To respond to the marketplace, the national board for American Humanics changed their name to the Nonprofit Leadership Alliance. In addition to the name change, the Nonprofit Leadership Alliance will begin to offer national nonprofit professional certification to professionals currently working in the nonprofit sector and to graduate students in a certificate or masters’ program.

UCF Nonprofit Advisory Board Hosts National Nonprofit Leadership Institute In January 2011 the annual Management/Leadership Institute of the Nonprofit Leadership Alliance was held at the Walt Disney World Swan and Dolphin Resort in Orlando and hosted by our UCF Nonprofit Advisory Board Members. Dr. Hitt and Dr. Ann Manley were the Co-Chairs for the conference, which brought together over 800 socially conscious, career-minded students, academic professionals, and nonprofit leaders for learning, networking, and professional development. This Nonprofit Leadership Institute is the only national forum of its kind, and our 10th Annual Community Partners Nonprofit Management Conference was held in conjunction with the national conference. Over 80 local nonprofit professionals spent the day in workshops discussing the corporate perspective on philanthropy.

Nonprofit Management Student Association The American Humanics Student Association also went through a name change in 2011 becoming the new “Nonprofit Management Student Association” (NMSA) welcoming students from all over the university to join. The purpose of the student association is to provide educational and networking opportunities for students interested in working in the nonprofit sector. One of the exciting things the NMSA has done is to create a blog about their opportunities and current nonprofit management research and information. Students (6) Receive National Scholarships In 2011, Ashley Caycedo, Ashley Gonzalez, Marcus Pruitt, Rosalyn Ram, and Scott Johnson received the NextGen Scholarship of $4,500 to provide a stipend during their internship. This scholarship is partially underwritten by the W.K. Kellogg Foundation to support education in the nonprofit sector and designed to help students with demonstrated leadership potential complete their Nonprofit Leadership Alliance certification requirements, specifically the minimum 300-hour nonprofit internship. PhD program graduate, Fatih Demiroz, received the Annual ASPA Conference Scholarship from the Section on Public Performance and Management of the American Society for Public Administration. Students Visit Tallahassee –5th Annual Public Administration Tallahassee Legislative Trip During the week of February 16-18, 2011, members from the Master of Public Administration Student Association (MPASA) and its undergraduate counterpart, the Organization for Public Administration (OPA), visited Florida’s state capitol, Tallahassee, to experience state government operations firsthand. During their three-day trip, students had the opportunity to attend legislative committee meetings relating to higher education and state employee pensions. Students enjoyed private meetings and discussions with Lt. Governor Jennifer Carroll, Senate President Mike Haridopolos, and State Representatives/UCF Alumni Mike Horner and Steve Crisafulli. In addition, students met with Secretary of State Kurt Browning, Secretary of Agriculture and Consumer Services cabinet staff, and Volunteer Florida’s Chief Executive Director Wendy Spencer. On the final day of the trip, before heading back to UCF, students visited with the Florida Department of Elderly Affairs’ Emergency Coordinating Officer and toured the State Emergency Operations Center. The trip was coordinated by Assistant Professor Thomas Bryer and Fred Kittinger, UCF’s Associate Vice-President for University Relations.

6th Annual Public Administration Tallahassee Legislative Trip During the last week of February 2012 students Marie Michel, Michael Miller, Reggie Paros, Kelda Senior, and Sarah Watson traveled to Florida’s capital to learn more about public administration in the legislative process. The students met with several members of state government including Lt. Governor Jennifer Carroll, Secretary of State Ken Detzner, and state Senator Bill Simmons. Kelda Senior said “One highlight was meeting with Florida Secretary of State Ken Detzner, who stated that it has been his time in public service that has been the most rewarding because he has been able to impact the lives of Floridians directly and meaningfully. His insight served as a reminder to me that public servants are still a respected and essential part of society.” In addition, students participated in a mock debate on the Senate floor. After visiting the Capitol, students toured the state Emergency Operations Center and learned how all the intricate components of the State Emergency Response Team (SERT) come together in times of crisis. This year’s trip was led by Fred Kittinger, Maria Augustin and Dr. Qian Hu.

Disaster Resiliency and Sustainability Workshop Program The economic, environmental, and social impacts of natural events can be staggering. Although communities cannot control when and the manner in which a natural hazard occurs, communities can improve their resiliency to such events. With support from the US Department of Agriculture (USDA), School of Public Administration faculty members Naim Kapucu and Christopher Hawkins (with Fernando Rivera of Sociology) organized a workshop on disaster resiliency at the University of Central Florida on March 29-30, 2012. The workshop investigated how communities, particularly rural communities, can become more resilient to natural hazards and disasters. Participation to the workshop was invitation based. More information about the workshop can be found at http://www2.cohpa.ucf.edu/pubadm/workshops.html. The papers presented at the workshop are available online. Increased Outreach – Our school sends an electronic newsletter weekly and e-mails to students regarding specific internship and job opportunities. On the School of Public Administration website, the link School News has also been enhanced to list these opportunities. The NLA students have developed a very active blog and use twitter to update others on their activities. The nonprofit management lecture series is a partnership with the Nonprofit Management Student Association and the Collegiate Chapter of the Association of Fundraising Professionals (AFP), where top leaders in nonprofit management speak to students about the issues in the profession. The students have also partnered with the Young Nonprofit Professionals Network (YNPN) to promote professional networking opportunities.

Goal 2: Achieve international prominence in graduate study and research.

Grant Funding Secured by Faculty ($2,099,204) National Ranking – Our MNM program is ranked 25th and our MPA program is ranked 59th by US News and World Report, making our school unique with two nationally ranked programs at UCF.

Faculty Member Publications – (82) Faculty members published two (2) books, ten (10) book chapters, fifty-eight (58) peer-reviewed articles, and eight (8) other publications during this time. What is important is that many of these publications are in top tier journals in our field. Of the articles published by faculty in refereed journals, nine (9) of these are in the very top journals in the field – one (1) article was published in Public Administration Review (PAR), one (1) article in Journal of Public Administration Research and Theory (JPART), and seven (7) articles were published in the American Review of Public Administration. Appendix A Lists Publications Faculty Member Presentations – (101) Faculty members made seventy-four (74) peer reviewed conference presentations at national and international conferences, twelve (12) regional peer reviewed conference presentations, ten (10) non-refereed international and national presentations, and sixteen (16) state or local presentations. This is an impressive number of faculty presentations doubling the number of presentations reported in the last annual report made when we were a department. Appendix B Lists Presentations Graduate Student Publications – (12) Eight (8) different graduate students published nine (9) articles in refereed journals with faculty members, and two students published three (3) book chapters with two faculty members. Appendix C Lists Articles Graduate Students Peer Reviewed Presentations – (16) Faculty members worked with nine (9) graduate students to make co-presentations at international, national, and regional conferences. During the period of review, student’s papers were presented in Italy, Canada, Washington, Nevada, New York, Chicago, and Baltimore. Appendix D Lists Presentations Honor Society Induction The honor society for public administration, Pi Alpha Alpha, holds its induction ceremony in conjunction with the Annual Research Conference every year. In 2011, eleven students were inducted into the honor society: Undergraduate (1), MPA Students (4), and PhD Students (6). In 2012, ten new inductees participated in the ceremony: MPA Students (6), Faculty Members (3) and alumni (1). Liou Serves as National ASPA President – During 2011, Liou served as the Vice President of ASPA National Council, and in March of 2012 he assumed the position of President of ASPA’s National Council. In this role, Liou will be traveling nationally and internationally representing both ASPA and UCF.

Faculty and Students Present at International ASPA Convention – For the last two years faculty and graduate students made a very strong showing at the American Society for Public Administration’s (ASPA) Annual Conference, which is the top professional organization in public administration. In 2011, the conference was held in Baltimore, Maryland and in 2012 it was held in Las Vegas, Nevada. In 2011, seven (7) faculty members presented papers and/or served on high level committees and four (4) graduate students presented papers at the conference. In 2012, eight (8) faculty members presented papers or served in high positions on

committees and seven (7) graduate students presented papers. Dr. Bryer served in 2011-2012 as the founding chair of the ASPA Technology Advisory Committee; in 2012, he was elected as chair-elect of the Section on Public Administration Education, which will lead to his service as section chair from 2013-2015.

5th and 6th Annual Public Administration Research Conferences The 5th Annual Research Conference was held on March 25, 2012 with the focus on healthy communities and healthy government. There were panels on healthy citizen participation, community resiliency, urban agriculture, and water for health. The 6th Annual Research Conference was held on March 30, 2012, the theme was Community Resiliency and Sustainability: Current Trends in Public Service. This conference was held in conjunction with the International Emergency Management Workshop organized by Drs. Kapucu and Hawkins as part of their USDA Grant on Disaster Resiliency. Over 100 people attended each of these conferences with representation from local governments in Central Florida. School Represented at NASPAA Conference – Three (3) faculty members (Blessett, Feldheim, and Kapucu) attended the annual National Association of Schools of Public Affairs and Administration (NASPAA) conference and participated in four presentations on nonprofit management and diversity. Dr. Feldheim completed her term as Chair of the Nonprofit Management Section and remains on the Board of the section for another three years. Under her watch the section drafted and approved recommendations on competencies for nonprofit programs which were submitted to COPRA, the peer review committee, for further action.

School Well Represented at ARNOVA Conference – At the annual conference of the Association for Research on Nonprofit Organization and Voluntary Action (ARNOVA) held in Toronto, Canada in November 2011, five (5) faculty members and five (5) graduate students presented papers or served on panels. Dr. Feldheim, as Vice Chair of the ARNOVA Teaching Section, convened a pre-conference workshop: “Curriculum, Collaboration, and Resources.” Leaders from ARNOVA, ASPA, CCVA, NACC, NASPAA and NLA participated on a panel, for the first time, to identify ways to collaborate on nonprofit management curriculum. Dr. Bryer served on the conference planning committee.

New Master of Research Administration Approved in 2011 There were 20 students enrolled during the inaugural fall semesters in the new completely online program that is the first of its kind in the country. Dr. JoAnn Smith is the Program Coordinator, and she has convened a stellar Advisory Board comprised of leaders in the profession of research administration to help refine the curriculum. Faculty Members Earn University Awards Michael Abels was the recipient of the 2012 COHPA Instructor Award for Excellence in Graduate Teaching. As an instructor in the School of Public Administration, Dr. Michael Abels serves as a professional role model for graduate students and as a mentor for MPA students. Abels utilizes his professional experience as a city manager and his continued strong ties with local governments to enhance the MPA student experience by providing a bridge between local governments and academia.

Thomas Bryer in 2012 was the recipient of two COHPA Excellence Awards, one for research and one for service. He also received three awards from UCF, one for Innovative Excellence in Teaching, Learning, and Technology, one as part of the Teaching Incentive Program, and one for Scholarship of Teaching and Learning. Since his arrival as an Assistant Professor five years ago, he has thirty-three (33) publications with twenty-one (21) articles in peer-reviewed journals demonstrating his research prowess. He is also strong in providing service by serving on the COHPA Faculty Council, the Faculty Senate, and numerous school committees. Professionally, Bryer is the President of the Central Florida Chapter of the American Society for Public Administration, Treasurer of the national Social Equity Award Committee and was appointed by Congressman Grayson to an Education Advisory Board for the FL 8th Congressional District. In 2011, Bryer was the recipient of the College of Health and Public Affairs Excellence in Graduate Teaching Award, which recognized his outstanding student evaluations, his creativity in course content delivery, and his contributions to the scholarship of teaching and learning. Barbara Howell was the 2012 recipient of the UCF Service Learning Recognition Award. At the Service Learning Day festivities in February, Howell was honored for over 15 years of teaching PAD 5850, the Grants and Contract Management class. She was the first in public administration to teach an online course and one of the first to teach a service learning course. Each year Howell improves the course content and the technology aiding students to write grant proposals that have brought significant dollars to public and nonprofit organizations in our community. Naim Kapucu was the 2011 recipient of both the university and the college Award for Excellence in Public Service. During his tenure at UCF, Kapucu has served on over 40 university committees and worked with over 300 nonprofit organizations to build capacity. The model of capacity building developed by the department and Kapucu focuses on a team approach to strengthening organizations by utilizing faculty members, graduate students, and community partners to provide training and direct services. Goal 3: Provide international focus to our curricula and research programs. Dr. K. Tom Liou visited universities and attended conferences in China, Korea, Hong Kong, and Taiwan as President of the American Society for Public Administration. These include:

Dr. Colby Conducts Second Study Abroad to Seoul Korea – During fall 2011, Dr. Colby conducted the department’s second study abroad course, which was hosted by the Seoul Metropolitan Government. Nine (9) students participated in the course and visited Seoul, Korea to meet with public administrators learning about the innovative strategies being applied in Seoul. The students then presented their case study at the CPNM Research Colloquium on November 28, 2011. Dr. Colby Teaches Special Topics Course “Public Administration in Russia” During the summer of 2011, Dr. Colby taught a special topics course on public administration in Russia. The course utilized current readings and the findings from Dr. Colby’s interviews with public administrators and educators during his two previous trips to Russia. Blessett Member of Planning Committee for International Conference Dr. Blessett serves on the planning committee for the 9th Annual Consortium for International Management, Policy and Development (CIMPA) Conference held in Windhoek, Namibia in 2013. This conference is designed to promote good governance, support effective management, and establish sustainable partnerships in countries throughout Africa. Howell in Nicaragua Working with Children’s Global Alliance Barbara Howell spent two weeks in Nicaragua working with the Children’s Global Alliance, Inc., a nonprofit out of Vail, Colorado. During that time, she worked with a school for disabled

children supported by government funding. The team of volunteers investigated needs of the school and made arrangements for special education teachers to provide on-site training for the Nicaraguan teachers. In addition, they met with the equivalent of DCF and made home visits with staff members from the school. Lawther Directed Agreement with China for MPA Education Dr. Wendell Lawther directed an agreement for UCF with the National Peoples’ Congress of China to allow for a student from China to complete the MPA program in 12 months. Currently, Shen Zheyi is completing the MPA Program under the direction of Dr. Lawther. Service Learning Projects – are required in five of the courses in the Master of Nonprofit Management and in the MPA Capstone Course. As part of a class assignment, students provided a deliverable product to over 150 nonprofit organizations in central Florida and around the country.

10th and 11th Annual Community Partners Nonprofit Management Conference – planned and organized by the Nonprofit Management Advisory Board members. The 10th annual conference was combined with the NLA – Leadership Conference and Dr. Ann Manley and Dr. John Hitt served as Honorary Chairs for the Conference. For the 11th annual conference Pam Landwirth, President of Give Kids the World, served as the Conference Chair with the theme of Groundhog’s Day –“If you do what you always do you will get what you always get!” Both conferences were very well attended.

Nonprofit Capacity Building and Performance Measure Grant In 2010, the Center for Public and Nonprofit Management secured a two-year grant from the Corporation for National and Community Service (CNCS). The grant award was for $320,000 ($160,000 from CNCS and a matching fund of $160,000 from UCF Partners). Ten nonprofit organizations from west Orange, south Lake and south Sumter counties were selected to receive a personalized performance measurement system and database to improve performance. Dr. Claire Knox is PI on this grant and Drs. Feldheim and Wang are CoPIs. Building Disaster Resilience and Sustainability Grant This is a two year grant secured in 2010 by the CPNM from the United States Department of Agriculture (USDA), the National Science Foundation (NSF), and the Cooperative State Research, Education, and Extension Service (CSREES) for $387,557.39 to build disaster resilience and sustainability in rural communities in central Florida through the applications of social network analysis. Naim Kapucu is the principle investigator and Dr. Chris Hawkins is the co-investigator. This project seeks to assess current hazard mitigation practices, emergency response networks, and disaster recovery methods used by rural counties and rural parts of urban counties in Central Florida. Specifically, the project will address Public Management and Policy, Planning and Rural Community Development, and Sociological, Behavioral and Social Networks perspectives to uncover fundamental relationships governing the functioning of resilient communities in response to disasters. Findings from this research will make a substantial contribution to those who are responsible for risk reduction and response in their respective communities. Creating Collaborative Infrastructure in Virtual Organizations Grant Naim Kapucu was one of several researchers to receive a $400,000 grant from the National Science Foundation to expand knowledge on virtual organizations by utilizing meta-analytic, field, and laboratory methods. The research approach is to examine a theoretically-based model of virtual organizational effectiveness using meta-analytic integration, field research on emergency response systems, and laboratory experimentation. VISTA Project Designed to Improve Outcomes for Homeless Students Thomas Bryer and Maria-Elena Augustin the Director and Assistant Director respectively of the CPNM have received a three-year grant from the Corporation for National and Community Service to host 15 Volunteers in Service to America (VISTA) beginning in summer 2012. VISTAs will receive expert training from faculty and staff members affiliated with the CPNM, and then they will be placed in partner school districts, nonprofit and faith-based organizations in Orange and Seminole counties. The goal is to increase capacity to improve outcomes for homeless students. The value in service to the community is$369,433 reflective of the salaries of the VISTAs. This is an exciting new way for the CPNM and our school to serve our community.
