Notified Body (NoBo) and Independent Safety Assessor (ISA)
The Norwegian Railway Inspectorate has approved Scandpower as a Notified Body for Rolling Stock in the railway industry. This certification is valid within the European Union and the EEA as well.

Notified BodyNotified Bodies are authorised to verify compliance with Technical Specifications for Interoperability (TSI) as part of the system to effectively and safely facilitate interoperable railway services within the European Union.
When placing an order for a new sub-system (e.g. rolling stock), an operator (owner) must appoint a Notified Body to verify compliance with all require-ments in the TSI. When these requirements are met, the Notified Body will issue a Certificate of Conformity that the operator can use as a Declaration of Verifica-tion vis-à-vis the relevant railway authority.
Scandpower has organised the Notified Body activities in a separate division with a separate management system to ensure organisational independency. Project teams for performing technical assessments will be established using experts from the whole Scandpower Group and from sub-contractors if needed. Our techni-cal experts are located in Norway, Sweden, USA and China and have long experience and strong compe-tence in railway systems.
Independent Safety Assessor When being a Notified Body, Scandpower is a recog-nized third party organization, and can thereby offer services as Independent Safety Assessor as well.The basis for safety assessment and verification activities has normally been EN 50126, EN 50128 and EN 50129. But Scandpower is even in a position to provide assessments towards the more general standard IEC 61508, which also might be relevant in some projects.
In the past few years, Scandpower has carried out several third-party verification projects, including projects on the X 40 electric multiple units for SJ, the Vectus Personal Rapid Transport system and on the new Bergen Light Rail (Bybanen). Scandpower has also been involved in the develop-ment of safety documentation for several rolling stock deliveries and infrastructure projects in Scandinavia. Thus, Scandpower has experience in both develop-ment and assessment of safety documentation.
