Dear Angie:

In accordance with the provisions contained in Tide 30 CFR 250.900, Shell Pipeline Company LP ("SPLC") hereby submits this application for the modification of existing Platform SS241 A, Complex ID 21435). This modification provides for the replacement of two existing natural gas engine driven power generators with diesel driven generators.

Ship Shoal 241 currently has two (2) 200kW natural gas engine driven power generators on the facility to provide power to the entire facility. Due to production decline of the natural gas supply to the platform, the 2" gas supply line to these generators was recendy de-activated and the platform has relied on two (2) temporary 150 kW diesel driven generators instead. Currendy, there is an ongoing project to install new Aviation Equipment (FAA) on the platform. This new additional equipment would potentially increase the power demand on the platform. The natural gas driven generators will be replaced with permanent diesel driven generators to support the continuous operations of the platform.

Shell Pipeline Company 88 241 Platform Deck Extension Addition

INTRODUCTION

In March 2017, Shell Pipeline Company (SPLC) contracted EDG to connect two small, existing deck extensions on the west side of the Lower Deck on SS 241. Grating was to be added to the existing south extensionand to the newly framed area spanning between the existing deck extensions. The north deck extension was to be left ungrated because of accessibility issues. Reference Photograph 1, below.

SPLC provided the loading criteria. The area was to be designed for 200 psf area loading. Alternately, the area was to be designed to withstand the setting of a survival capsule by the platform crane.

The following specifications were used in the analysis:

LOADING CRITERIA

The loading criteria provided by SPLC are listed below:

Load Case 1: 200 psf area loading on deck extension with 100 year storm metocean loads and associated dead and live loads; utilize one third allowable stress increase

Load Case 2: 200 psf area loading on deck extension with operating storm metocean loads and associated dead and live loads; no allowable stress increase utilized

Load Case 3: 24 kip x 1.5 impact factor, distributed over 8' x 12' area with operating dead and live loads; no metocean loads and no allowable stress increase

In March 2019, EDG was subsequently contacted by SPLC and asked to determine whether the deck extension could support 400 psf area loading. This time EDG was asked to load the entire area, including the north deck extension that had been previously left ungrated.

ANALYSIS

The two, small deck extensions previously installedwere not included in any drawings or structural models that EDG had. Model results noted as "existing" in this report, do not include the two, small deck extensions. Field measurements of these extensions were taken by SPLC, and the members were incorporated into the model. Since the age ofthe existing deck extension is unknown, 36 ksi steel was assumed. Additional steel was added to connect the existing extensions and the model was loaded according to the loading criteria above. The Structural Analysis Computer System (SACS™) software by Bentley Systems, Inc. was utilized for the analysis.

See Figures 1 and 2, below, for a view of the entire SACS™ model and a view of the Lower Deck. The deck extension is highlighted in pink.

RESULTS

Figures 3 and 4 depict the Lower Deck in its existing condition. This model incorporates all of the structural changes that have occurred on the platform since the plug and abandonment work was done in 2012. According to the original design drawings, the Lower Deck was designed to support area loading ranging from 275 psf to 1800 psf. The current model includes 200 psf area loading on the Lower Deck.

Figures 5 and 6 depict the Lower Deck with the proposed deck extension, loaded with 200 psf area loads. The 200 psf area load was added to the 100 year storm and operating load combinations. A one third allowable stress increase was utilized for all 100 year storm cases. There were no significant changes in stresses.

Figures 9 and 10 depict the Lower Deck with the proposed deck extension, loaded with the 24 kip load applied to an 8 ft. by 12 ft. area. A 1.5 impact factor was applied to this load. This load case includes operating dead and live loading on the platform, but does not include any metocean loading since the load is instantaneous. No allowable load increase was utilized. There were no significant changes in stress.

RECOMMENDATIONS

Based on the analysis, the deck extension can be loaded with 400 psf area loading. The deck extension is also sufficient for the setting of the survival craft. Since the survival craft loading is less than 400 psf, it is acceptable to load the area around the survival craft with the full 400 psf area loading while the craft is present.
