Subject: Single point Supply to Residential Colonies or Office
cum residentialComplexes of Employers, Group Housing Societies and
Commercial cum Residential Complexes of Developers, Regulation
s.
Please refer to Sale Circular No. D-04/2013 dated 19.01.2013 was
issued in
compliance to the HERC notification dated 09.01.2013 vide which
the detailed guidelines for single
point supply were circulated. Now, it has been decided that all
Power Colonies (having more than 20
nos. houses) to be issued bills on Single Point Metering w.e.f.
01 .04.2014.
The procedure for implementation of the regulation are as under
please.
The procedure for implementation of supply of electricity on
single point is to be
completed by 15 th
1. All Head of the State Power Utilities / BBMB / Power grid
shall issue directions for appointment of
Nodal Officer for the colonies under their jurisdiction.

2. The designated officers names be intimated to the office of
XEN/Monitoring DHBVN, Hisar
by 5 th
3. The Nodal officer will map the colony on the enclosed
format-I by 15

4. The SDO (OP) will get prepared a separate meter blank as per
the list supplied by the Nodal
officer.
February and will hand
over to the SDO (OP) concerned.
5. The bills will be issued as usual in the month of February /
March and the final reading in the
bills of February / March 2014 will also be supplied to the
Nodal officer and that meter reading
will be entered in the meter blanks as IR. for the next
bills.
6. All the meters in that colony will be read on the same day in
the month of February / March andsimultaneously reading of Single
Point meter will be recorded.
7. On First April, the reading of Single Point Meter and all
meters will be read
simultaneously.
8. On the basis of reading of 1 st April, the bills of Single
Point Supply and consumers will be
generated, will be issued by 7 th April and to be distributed by
10 th
9. All residents have to deposit their bills to the Nodal
Officer by 17
of April. th April and the Nodal
Officer will deposit Single Point bill to the SDO (OP) by 25
th
Initially the SDO (OP) will provide services for:-
April.
1. Preparation of Meter Blank as per survey to be submitted by
the Nodal officer.2. Preparation of bill on the reading to be
submitted by Nodal Officer.
3. Mtc. of the LD system and Distribution transformer.
4. Replacement of any defective meter on deposit of meter cost
by the Nodal officer.
5. The facility for testing of individual meters for accuracy /
tempering or calibration /
sealing on the request of Nodal officer.
The above instructions should be brought to the notice of all
concerned for careful and
meticulous compliance please.
