• IDIQ Contract for 5 years NTE $99M in Orders (no individual order greater than $10M)

• Orders issued on a CPFF, CPIF, CPAF, or FFP basis

• Orders by any federal agency with a SBIR program

• Single IDIQ award recipient with anticipated multiple subcontractors

• Set-aside determined prior to solicitation

Section G – Contract Administration Data – Cost type orders are subject to allowable cost and

fee provisions as well as limitation of cost and funds provisions

– Orders may be incrementally funded

– Ordering Officers can be from any federal agency with an SBIR program

– Evaluation is best value to the Government with technical factors more important than cost

– Technical Factors include: capabilities of proposed solution, understanding of requirement and technical approach, team composition and management plan, past experience performing similar efforts, and the time to provide operational capability

– Cost factors include: cost, cost realism, and commitment to small business

Delivery Order 0001 Requirements

• The contractor shall develop, host, and maintain a single federal-wide on-line university (SBIRU.com) through which innovative small business technology firms in the United States are provided information and training related to the SBIR and STTR programs, the operation and management of small (i.e., less than 500 employee) research firms, and the efforts necessary to transition technology from early stage research to product manufacturing.

• The Contractor is responsible for acquiring and maintaining all software licenses and payment of all use/registration fees associated with the establishment and operation of SBIRU.

• Training delivery shall be available in as many formats and methods as possible and shall maximize use of electronic tools to enable on-demand/just-in-time learning as well as collaboration and interactive group learning (e-learning, virtual classroom, VLE, etc.) without co-location.

• The contractor is required to establish an initial operating version of SBIRU within 6 months of contract/delivery order award. An initial operational capability shall consist of: – establishment of the SBIRU infrastructure,

– import of existing user profiles,

– registration of new users and creation of new user profiles,

– launch of SBIRU.com website, and

– the ability to deliver training for initial course offerings

– where to find assistance in their state or region.

Delivery Order 0001 SBIRU Features and Operational Functions

• Divided into four system areas – Design and Maintenance of SBIRU – User Management System – Course Management System – Course Content and Delivery

• Specific mandatory and highly desired features are identified. Failure to meet a mandatory feature will make the proposal unacceptable. The more highly desired features a system includes the higher technical evaluation.

• All hardware and software requirements must be met using COTS without any proprietary system changes or add-ons.

• Use Case Demonstrations will be used to validate many mandatory features as part of final selections.

• COTS non-proprietary/developmental system provisions.

• Need for SMEs and relevant experience in all aspects of the requirement (on-line services, training management/services, course content delivery).

• Detailed management plan for realizing IOC in 6 months and full operational requirement in 12 months.

• Ability to provide multiple training formats and professional training capability (references, plans, objectives, and testing) across a wide variety of relevant disciplines.

• Capacity to handle huge variability in workload and access requirements efficiently.

General Provisions

• Requirements for Delivery Order 0001 is basis for cost and technical evaluation

• Solution must address all 3 aspects of the requirement – web portal and cloud services; training management services; and course content and delivery capabilities. Failure to fully and adequately address any area will result in an unsatisfactory evaluation.

• Teaming/partnering to provide expertise across all areas is highly encouraged

General Provisions (continued)

• Evaluations will include multiple evaluators across multiple agencies.

• Non-government advisors may provide specific expertise but will not perform evaluations.

• Final evaluations will include use case demonstrations designed to evaluate many of the mandatory capability features specified for delivery order 0001.

• The provision of company marketing materials and brochures is not persuasive; however, the provision of copies of COTS software product descriptions may be considered as definitive prior to demonstration.
