The Union Government on 5 December 2014 divested its 5 percent stake in Steel Authority of India Ltd

(SAIL).

The Reserve Bank notified reviewed Foreign Direct Investment (FDI) policy in railways infrastructure and

Defence sectors.

Air India signed a MoU with NBCC for monetization of surplus land assets of the national carrier.

The Union Cabinet approved Regional Rural Banks (Amendment) Bill, 2013 that seeks amendments in the

Regional Rural Banks (RRBs) Act, 1976.

RBI in its fifth bi-monthly monetary policy statement kept the policy rates unchanged.

International Finance Corp (IFC) arm of World Bank issued 10 billion rupee Masala bond to fund

infrastructure development. The so-called masala bonds mark the first rupee bonds listed on the London

Stock Exchange. The name masala bond is the Indian counterpart of the Dim Sum bond applied to Chinese

offshore issues of IFC. Bonds issued inside India by IFC are known as Maharaja Bonds.

November 11: Reserve Bank of India tightened its norms for Non-Banking Financial Companies (NBFCs) by

requiring them to have a much stronger capital base. Failing to which, the NBFCs would lose their CoR

(Certificate of Registration). NBFCs have been given time till March 2017 to comply with the norms.

November 19: Indian Renewable Energy Development Agency Ltd ( IREDA) and US ExportImport (Exim)

Bank signed a Memorandum of Understanding (MoU) with respect to cooperation on clean energy

investment.

State Bank of India (SBI) Mutual Fund (MF) announced that it will launch Shariah Equity Fund on 1

December 2014. The fund is aimed at attracting investments from Muslim populations of India. The fund

has been approved by the All India Muslim Personal Law Board, an authority that oversees the

observance of Muslim civil laws in India.

The Securities and Exchange Board of India (SEBI) directed Foreign Portfolio Investor (FPI) to ensure

compliance with all necessary norms of Foreign Portfolio Investment (FPI) Regulations before issuing

Offshore Derivative Instruments (ODIs) especially participatory notes (P-notes) with immediate effect.

With respect to this SEBI issued the guidelines outlining the details.

Reserve Bank of India (RBI) decided to sell worth 2000 crore rupees government bonds through Open

Market Operations (OMOs) to squeeze the liquidity in the market.

The Reserve Bank of India on 27 November 2014 issued Guidelines for Licensing of Small Finance Banks in

the Private Sector. As per the issued guidelines, the minimum paid-up equity capital for small finance

banks shall be 100 crore rupees.

Reserve Bank of India (RBI) released guidelines for Licensing of Payments Banks. These guidelines will

allow mobile firms and supermarket chains, among others, to enter the banking arena to cater to

individuals and small businesses.

The objectives of payments banks will be to further financial inclusion by providing small savings accounts

and payments or remittance services to migrant labour workforce, low income households, small

businesses, other unorganized sector entities and other users.

The Reserve Bank of India (RBI) eased gold imports and scrapped 20:80 scheme. The decision to withdraw

the 20:80 scheme will cut smuggling of gold and raise legal shipments into India. In 2013, the 20:80

scheme was introduced to bring down inbound shipments, sliding rupee and to combat a huge current

account deficit (CAD) along with a hike in import duty to 10 percent.

India-Saudi agreed to cooperate in areas of strategic reserves, petrochemical conservation, refineries and

energy efficiency programmes. The areas include strategic reserves, petrochemical conservation, research

and development, refineries and energy efficiency programmes.

Telecom giant SoftBank announced to make an investment of 10 billion US dollars in India's IT and

Communications sector in coming years. SoftBank is aiming at telecom space and e-commerce sector in

India.

The Union Finance Ministry scrapped the current selection process for the posts of Chairman and

Managing Director (CMD) and Executive Director (ED) of Public Sector Banks (PSBs).

The Kamarajar Port Ltd (KPL) on 28 October 2014 announced to set up a Free Trade and Warehousing

Zone (FTWZ) on 100 acres, adjacent to its premises.

World Bank report titled, India Development Update that claims India's GDP to grow by 5.6 percent in

Current Fiscal Year.

Consumer Price Index (CPI) inflation or retail inflation of September 2014 stood at 6.46 percent as

compared to the 7.3 percent in August 2014.

JP Morgan on 10 October 2014 cut its India GDP growth projection for 2014-15 to 5.1 percent from 5.3

percent.

Data released by Railway Ministry said that during April to September 2014, Railways revenue earnings

have gone up by over 12 percent.

Shipping Corporation of India Limited launched India Myanmar Service (IMS) Container service. The

service will link South and East India to Myanmar via Chennai, Krishnapatnam, Yangoon, Colombo port

rotation.

The Department of Industrial Policy and Promotion (DIPP) in first week of October 2014 approved 33

defence proposals. Of these 33 proposals, 19 are related to the foreign direct investment that aims to

boost the manufacturing in defence sector.

The Reserve Bank of India released fourth Bi-Monthly Monetary Policy Statement. Policy rates were kept

unchanged in this announcement.

State Bank of India (SBI) and Japan Bank for International Cooperation (JBIC) signed a dual-currency loan

agreement to set up an export credit line.

Note: The loan is co-financed with the Bank of Tokyo-Mitsubishi UFJ Ltd (BTMU) amounting to 13.5 billion

Japanese Yen ($135 million) and $21 million approximately.

Financial sector giant Nippon Life said it will partner Anil Ambani-led Reliance Group for a proposed

Reliance Bank and launched two India-focussed funds for Japanese investors.

Note: The two funds will direct investments by Japanese retail investors into Indian equity and bond

markets.

RBI has issued amendments to Basel 3 norms. It has allowed banks to issue additional Tier 1 capital

instruments. The RBI said that banks must have a provision of Point of Non-Viability (PONV) for every non-

equity instrument.

United Bank of India declared debt-ridden Kingfisher Airlines and its owner Vijay Mallya as wilful

defaulters.

Note: What is a Wilful Default?

A wilful default occurs when either a borrower has not repaid when he can do so, or when sanctioned funds

have been used for other purposes or when the borrower disposes off the assets assured for availing of the

loan without the bank’s knowledge.

Axis Bank which is India's third largest private bank has been featured in Forbes Asia's FAB 50 list of 2014.

Note: This is the fourth time that Axis Bank has been featured and is amongst the only two banks in this

renowned list.

The RBI has issued directions to The Choundeshwari Sahakari Bank Ltd. of Kolhapur, Maharashtra that will

require the bank to seek prior approval for its banking business.

The Reserve Bank of India will adopt a common recruitment system from next year to tap talent for its

core functions.

The Reserve Bank of India decided to fix the maximum age for Managing Directors and Chief Executive

Officers in private sector banks at 70.

State Bank of India, SBI, celebrated 150 years of its operations in Sri Lanka

The Reserve Bank of India (RBI) proposed to segregate the post of Chairman and Managing Director

(CMD) of Public Sector Undertaking (PSU) banks.

Note:

i. At present, the post of CMD in PSU banks is vested with one person only.

ii. The only exception among the PSU banks is State Bank of India where the top position is commanded

by the chairman and there are four managing directors with clearly defined executive roles.

With the objective of addressing sanitation related health concerns, the Urban Development Ministry and

the Bill & Milinda Gates Foundation have agreed on a partnership to promote user friendly toilets to

ensure universal sanitation in the country.

Coca-Cola India has launched its zero sugar soft drink — Coca-Cola Zero — in line with its strategy to make

India its fifth largest market by 2020.

Google India announced to launch a nationwide contest to develop a mobile app for Prime Minister’s

office (PMO). The contest will be held in collaboration with the citizen engagement platform of the

government, MyGoV.

Private sector bank ICICI Bank launched a savings account for minors above 10 years of age with the name

“ Smart star”.

Global rating agency Moody 2014 released a report titled Indian Banks Could Need 26-37 billion US dollar

in External Capital for Basel III Compliance.

RBI released Gopalakrishna Committee report on Capacity Building in banks and non-banks. The

committee has recommended a 360-degree feedback for a transparent and comprehensive performance

assessment exercise, one that ensures adequate performance differentiation between employees.

State Bank of India (SBI) and Industrial Credit and Investment Corporation of India (ICICI) allowed kids to

operate bank accounts independently. SBI had launched new accounts Pehla Kadam and Pehli Udaan for

kids. Now, ICICI Bank has launched Smart Stars account and Federal Bank Limited has Young Champ

Account for minors.

State Bank of India (SBI), the country’s largest lender announced that it has signed a Line of Credit (LoC) of

500 million dollar with Export-Import Bank of Korea (Korea Eximbank).

Seeking to expand Asian operations, Qatar-based Doha Bank will acquire the Indian operations of the

HSBC Bank Oman.

achieve full immunization coverage for all children by 2020.

The 13th edition of PBD will mark the 100th year of Mahatma Gandhi’s return to India from South Africa.

PBD is an event which celebrates the achievements of Indians living abroad.

NSSO released Situation Assessment Survey of Agricultural Households. The survey focused on a common

perception regarding agriculture — how it generates just 15 per cent of India’s GDP (2012-13 data)

despite rural areas houses 68.8 per cent of the total population (2011 Census).

eliminate Tuberculosis (TB) from India. The announcement was made at WHO's Global TB Symposium

titled Moving out of the box to end global TB epidemic: with post-2015 strategy while addressing the

45th Union World Conference on Lung Health at Barcelona.

Supreme Court on 28 October 2014 rapped the Union Government and Lieutenant Governor of Delhi

Najeeb Jung over delay in Delhi Government formation.

The Union Government on 27 October 2014 disclosed names of black money account holders in an

affidavit to Supreme Court. The affidavit was filed after the union government was attacked by political

rivals that it was cautious of revealing names.

Union Ministry of Corporate Affairs (MCA) on 24 October 2014 announced that donations to the Swach

India Inc.

Union government de-regulated the price of diesel and hiked in domestically produced natural gas. This is

the first reduction in diesel rates from 2009. The diesel price was reduced by 2 rupees a litre to 30.86

rupees in January 2009.After the deregulation of diesel, the rates of diesel will bring down rates by 3.37

rupees per litre.

The union cabinet approved an inter-governmental Memorandum of Understanding with Iran to upgrade

the Chabahar port Phase-I.

Union Government on 19 October 2014 decided to re-launch the modified Direct Benefit Transfer (DBT)

The Union Cabinet chaired by the Prime Minister Narendra Modi on 18 October 2014 approved the

Ahmedabad Metro Rail Project Phase-1.

Department of Personnel and Training (DoPT) under the Union Ministry of Personnel, Public Grievances

and Pensions on 16 October 2014 amended the selection procedure for the post of Chief of Central

Vigilance Commission (CVC).

Union Ministry of Urban Development (MoUD) on 10 October 2014 constituted 17-member Committee

to decongest roads of New Delhi.

Union Health Minister Dr Harsh Vardhan on 10 October 2014 launched the National Mental Health Policy

of India. It was the first ever Mental Health Policy of India which was launched on the occasion of first

ever National Mental Health Day organized by the Union government. The National Mental Health Policy

has been prepared on the basis of the recommendations made by the Policy Group on Mental Health

constituted by the Union Government in April 2011.

The Post Sachar Evaluation Committee headed by Prof. Amitabh Kundu submitted its final report to the

Union Minister for Minority Affairs Najma Heptullah on 9 October 2014.

Union Government launched Swachhta Udyami Yojana – Swachhta Se Sampannta ki Aur of National Safai

Karamcharis Finance and Development Corporation. The scheme was launched by the Minister of State

for Social Justice and Empowerment, Sudarshan Bhagat on 2 October 2014.

Prime Minister Narendra Modi on 2 October 2014 launched Swachh Bharat (Clean India) campaign in New

Delhi. The Swachh Bharat campaign was launched on the occasion of 145th birth anniversary of Mahatma

Gandhi and is aimed at making India clean by 2019, i.e. 150th birth anniversary of Mahatma Gandhi.

Union Ministry of New and Renewable Energy signed an MoU on 1 October 2014 for setting first-ever

Offshore Wind Power Project in India along the Gujarat coast.

India will get USD 35 bn from Japan over the next five years for Developmental projects, including building

of smart cities and next generation infrastructure

Congress has secured chairmanship of five Parliamentary Standing Committees after failing to get the

Leader of the Opposition post in the Lok Sabha.

The emergency management services provider GVK EMRI has signed a memorandum of understanding

with National Trauma Research Institute, Australia to improve emergency trauma care services in the

country.

The Government has constituted a four-member high-level committee under the Chairmanship of former

Cabinet Secretary T.S.R. Subramanian to review various environment laws in order to bring them in line

with current requirements.

The Union Cabinet gave its approval for implementing a comprehensive Telecom Development Plan for

the North-Eastern Region. The proposal entails an estimated cost of over Rs. 5,336 crore.

Make in India

Make in India is an international marketing campaigning slogan coined by the Prime Minister of India, Narendra

Modi on 25 September 2014 to attract businesses from around the world to invest and manufacture in India. The

campaign has been concentrated to fulfill the purpose of job creation, enforcement to secondary and tertiary

sector, boosting the national economy, converting the India to a self-reliant country and to give the Indian

economy global recognition.

Objective

The major objective behind this initiative is to focus upon the heavy industries and public enterprises while

generating employment, empowering secondary and tertiary sector and utilizing the human resource present in

India.

The highlights and purpose of Make in India include making India a manufacturing hub and economic

transformation in India while eliminating the unnecessary laws and regulations, making bureaucratic processes

easier and shorter, and make government more transparent, responsive and accountable.

Kisan Vikas Patra

Kisan Vikas Patra is a saving scheme that was announced by the Government of India that doubles the money

invested in eight years and seven months. The Directorate of Small Savings Government of India, sells these saving

bonds through all Post Offices in the country so that the scheme can be accessed by citizens from all over the

country. A KVP can be encashed after two and a half years from the date of issue at the value it has been bought

and the interest accrued for the period.

The “kisan” in Kisan Vikas Patra does not mean that only farmers can buy these saving certificates but means that

the revenue mobilized by this scheme will be used by the Government of India in welfare schemes for farmers. Any

individual can safely invest and save their money in the form of Kisan Vikas Patra.

How to Invest

Kisan Vikas Patra can be purchased from any Post Office by filling a form and depositing the amount in cash or by

cheques or demand drafts with the filed form and your photographs. The Post Office will issue a Certificate called

Kisan Vikas Patra with your name, amount, date of maturity and amount on the date of maturity.

Who Can Invest

You can invest in Kisan Vikas Patra if you are a citizen of India and an adult; in your own name, or on behalf of a

minor. A trust is also eligible to invest in KVP. Two adults can jointly buy KVP.

Who is not Eligible

Kisan Vikas Patra is not for business entities such as a company or institutions. NRIs or HUF (Hindu Undivided

Family) are also not eligible to invest in KVP.

Broad features of the new KVP

* Interest: 8.7 per cent.

* Tenure: eight years and four months (100 months).

* Investment doubles in 100 months.

* Minimum lock-in period two years and six months.

Liquidity

* Can be encashed in eight equal monthly instalments after the lock-in period

* Can be transferred to another person by endorsement and delivery

* Can also be given as collateral for loans by banks

* Minimum investment Rs.1,000. Thereafter, in denominations of Rs.5,000, Rs.10,000 and Rs.50,000. There is no

maximum limit.

* Taxability: fully taxable

* Mode of investment: cash or cheque

* Know your customer (KYC) norms: PAN not required but identity/address proof required

* Will be sold initially through post offices across the country, but later through some government-owned banks

Objective - NITI Aayog aims to foster cooperative federalism through structured support initiatives and

mechanisms with the States on a continuous basis, recognizing that strong states make a strong nation.

NITI Aayog will also serve as a ‘Think Tank’ of the Government and will provide Centre and States with relevant

strategic and technical advice across the spectrum of key elements of policy.

Payments Banks and Small Banks

The Reserve Bank of India (RBI) has set a minimum paid-up capital of Rs.100 crore for those who wish to

set up payments and small banks.

The promoters will have to have an initial minimum capital of at least 40 per cent.

In case the promoters’ stake is in excess of 40 per cent, it will have to be brought down to 40 per cent

within three years from the date of commencement of business of the bank. This has to be brought

down to 30 per cent within 10 years, and further to 26 per cent within 12 years from the date of

commencement of business.

According to the draft guidelines, existing authorised non-bank pre-paid instrument issuers (PPIs), non-

banking finance companies (NBFCs), corporate BCs (business correspondents), mobile telephone

companies, super market chains, companies, real sector co-operatives and public sector entities are

eligible for setting up a payments bank.

The guidelines allow even banks to take equity position in a payments bank as permitted under the

Banking Regulation Act, 1949.

NEW BANKING LICENSE

In April, RBI issued in-principle licences to infrastructure financier IDFC and micro lender Bandhan. These entities

will have to start operations within 18 months from the time they secured the licences.

The approval of licences for IDFC Ltd (IDFC.NS) and Bandhan Financial Services marks the start of a cautious

experiment for a sector dominated by lethargic state lenders, many of which are reluctant to expand into rural

areas or towns where banking penetration is low. No new Indian bank has been formed since Yes Bank (YESB.NS)

in 2004.

Project Unlearn

Child Rights and You (CRY) launched Project Unlearn with an aim to end child labour and encourage children to go

to school. It was launched on 14 November 2014 on eve of Children’s Day. Project Unlearn is a campaign which will

help children in labour (28588) across the country to be able to free themselves from shackles of labour, go back to

school and be hopeful of a bright future.

Electronic Toll Collection (ETC) programme

Union Ministry of Road Transport & Highways decided to roll out Electronic Toll Collection (ETC) programme in the

country under the brand name FASTag.

ETC is a programme of electronically making the payment on highway tolls without stopping the vehicle at the toll

plazas.

Characteristic features of the FASTag programme

• The vehicles will be provided a unique number of the RFID Tag that should be affixed on the wind shield of the

vehicle.

• The RFID Tag on windshield will be read by the readers fitted in the dedicated ETC lanes of plazas, which will

deduct an appropriate amount depending upon the class of vehicle from the account of the user.

• The complete process of payment will be automated.

• The dedicated ETC lanes will have colour coding for distinct identity recognized as FASTag lanes.

• The RFID based FASTag will be provided by ICICI Bank and Axis Bank. They will provide Central Clearing house

(CHH) services through their franchises or agents and at point of sales near the toll plazas.

• Road users can enroll and get FASTag affixed on their vehicles at designated toll plaza locations or Point of Sale

(POS) stations of Axis bank and ICICI bank.

Girl Rising: A Global campaign to highlight importance of girls’ education

Bollywood actresses Priyanka Chopra and Freida Pinto launched a multi-level global campaign, Girl Rising in New

Delhi. The campaign aims at spreading awareness about importance of girls’ education and includes documentary

film featuring the two stars and seven other actresses. Priyanka and Freida are part of the global feature, which

also co-stars Oscar-winners Meryl Streep and Anne Hathaway. The Indian version of the documentary that

features top Bollywood actresses tells stories of nine unforgettable girls around the world striving against difficult

circumstances to achieve their dreams of an education. The girl rising campaign aims to create awareness and

create a tangible platform to affect change.

Digital India Programme

Union Cabinet launched the Digital India Programme. The programme is worth 1 lakh crore rupees and seeks to

transform the Indian economy into a digitally empowered knowledge economy.

The Digital India programme is a transformed version of the already running National e-Governance Plan. The

programme will be implemented in phases from 2014 till 2018.

Aim of the Programme

The project aims to provide thrust to nine growth areas. These are: broadband highways, everywhere mobile

connectivity, Public Internet Access Programme, e-Governance, e-Kranti (which aims to give electronic delivery of

services), information for all, electronics manufacturing, IT for Jobs and early harvest programmes. Projects

included in the program aim to ensure that government services are available to citizens electronically and people

get benefit of the latest information and communication technology.
