This document is intended to provide Embraer Customers with detailed information about the structure and usage of the Embraer Service Bulletins.

Here the Customer will know how the actual Embraer Service Bulletin structure is and be alerted to some details contained in the Service Bulletin, including an explanation of each topic of the document as well as the importance of filling out the Service Bulletin Evaluation Form.

The primary purpose of the document is to make the use of Service Bulletins friendlier.

Thus, please feel free to contact the Embraer Customer Account Manager (ECAM), or Embraer Technical Representative, Embraer Field Support Representative (FSR), or Contact Center, as applicable, to transmit your comments or let us know your specific needs.

CHAPTER 1

INTRODUCTION

1. SB – GUIDE (SERVICE BULLETIN GUIDE) PURPOSE

The SB – GUIDE document is intended to enhance the operator’s familiarization with the EMBRAER Service Bulletins and optimize their utilization.

2. SB – GUIDE APPLICABILITY

EMBRAER recommends the distribution of this guide to the maintenance personnel and all people involved with the Service Bulletin accomplishment process.

3. SCHEDULE OF REVISIONS TO THIS GUIDE

This Service Bulletin Guide will be reissued on an annual basis, as necessary.

CHAPTER 2

SERVICE BULLETIN PURPOSE

1. CONCEPT

1-1. The Service Bulletin (SB) is a document which imparts instructions for modification or special inspections prepared by the aircraft, equipment, and component manufacturers, which are required for support of the operators' products. The SB is usually approved by the certification authorities, except for those restricted to some defense programs or customized fleets, approval being then granted by EMBRAER - Engineering Board.

1-2. The SB is issued to offer the Customers improvements in the operation, maintenance, and dispatchability, or to correct system/structure discrepancies, of the aircraft, system components, or ground support equipment. It provides the necessary information to enable the airline company or repair shop engineering to plan modifications or specific inspections on the aircraft, equipment, or component and the procedures for the maintenance personnel to accomplish them.

1-3. It is the only document used by Embraer Design Engineering to transmit recommended actions which require a record of accomplishment and to notify the Customers of the types of recommendations outlined under policy because of the importance of these recommendations and the necessity for assuring proper handling within the receiving Customer.

1-4. The Service Bulletins present to Customers:

– modifications to aircraft, engine or accessory including embedded software;

– substitution of parts;

– substitution of embedded software programs;

– special inspections/checks;

– reduction of existing life limits or establishment of first life limits for components;

– conversion from one engine model into another;

– changes that affect interchangeability or intermixability of parts;

– certification requirements and safety aspects.

1-5. Service Bulletins are not used to cover routine recommended inspections/checks, standard repairs, or revisions to maintenance practices or shop procedures. These are covered as revisions to the manufacturer’s Maintenance, Structural Repair, or Component Maintenance Manuals as appropriate.

1-6. Instructions presented in a Service Bulletin are applicable only to the aircraft listed in the “SB EFFECTIVITY” topic presented in the beginning of the document.

2. TYPES OF SERVICE BULLETINS

The Service Bulletins are classified as follows:

2-1. STANDARD SB

It is used to present instructions or information related to a modification or special inspection to be accomplished on the aircraft or equipment and that is not urgent in nature and may be properly scheduled.

Standard SB is printed in standard SB-format white paper.

2-2. ALERT SB

It is issued for all matters requiring urgent attention of the Customer and is limited to items affecting safety.

Alert SB is printed in SB-format light blue paper with the word “ALERT” in the heading and in the footing to help distinguish it from standard SB.

In the cases where the nature of the material covered by an Alert SB previously issued becomes not alert anymore, that is, the period of time requiring urgent attention to a matter has finished, then this Alert SB is changed into a Standard SB and is issued with the same number as the Alert SB, but without the capital letter “A” preceding the sequence number.

A statement that this Standard SB supersedes the previous Alert SB is entered on the first page, immediately below the SB title.

2-3. SIMPLIFIED SB

A Simplified SB is issued mainly to perform aircraft reconfiguration. It has the same organization than Standard SB, but the instructions contained are simplified, and it is accomplished according to the EMBRAER engineering drawing. Hence, the simplified SB must be accomplished in EMBRAER’S site and under EMBRAER personnel’s supervisions.

Simplified SB is printed in standard SB-format white paper.

2-4. PARTNER MANUFACTURER/VENDOR SB

The partner manufacturer/vendor SB is presented included in the airframer SB.

The airframer SB is prepared in the standard way, presenting the partner manufacturer/vendor SB included. The partner manufacturer/vendor SB is reproduced within the airframer SB pages and these pages contain both airframer and partner manufacturer/vendor mastheads and footings.

2-5. GROUND SUPPORT EQUIPMENT (GSE) SB

The GSE SB is prepared in order to present the necessary information to modify a GSE designed and manufactured by EMBRAER or supplier.

3. SERVICE BULLETIN REVISIONS

3-1. GENERAL

An SB revision is defined as any change to information already issued in an SB.

Once issued, a Service Bulletin shall not be eliminated. In case the original intent of the SB becomes invalid, a new SB is issued for the purpose of presenting a new solution configuration or restoring the units already modified to the original configuration.

This new SB supersedes the original bulletin and then a revision to the invalidated SB is also issued in order to halt its accomplishment. Units which have already been modified by the accomplishment of the original SB have the incorporation of the new SB indicated.

3-2. SUPERSEDURE

(a) Supersedure by an SB revision

An SB revision supersedes the previous SB issuance naturally and the SB follow-up is identified as SB revision rather than the original SB.

(b) Supersedure by a new SB

When a new SB is issued to present a revision to the full material covered by a previously issued SB, this new SB presents the superseding statement immediately below its title, on its first page, and the previously issued SB is revised to have its matter invalidated and halt its accomplishment. In the text of the previous SB, its matter is cancelled and the accomplishment of the new SB is indicated.

3-3. ADDITIONAL ACTIONS

When revising an SB to present new information/instructions changing its previously covered matter, the SB is structured so as to completely present both new matter and the necessary complement/change to the previous matter.

3-4. REVISION INDICATOR

Revision indicator is a black bar placed in the page left-side margin, beside the revised, added, or deleted material. Text displacement and text format are not indicated.

3-5. REVISION NUMBER

Revisions to SB are identified by a number, starting from 01.

The SB revision is referred to as a “change” to the bulletin and it is indicated in the footing of every affected SB page with the respective issuing date. The first page of the SB presents the revision number on its footing, even in case it is not affected by the revised matter.

3-6. REASON FOR REVISION

A brief statement of the reason for which the SB is being revised is presented in the SB Reason paragraph.

3-7. REVISION TRANSMITTAL SHEET

An SB revision issuance is preceded by a transmittal sheet which provides the following:

(a) The number of the revision being applied to the SB.

(b) Identification and listing of Information Notice(s), if any, related to the presented SB.

(c) Statement about the necessity to do or not any additional work if the previously issued SB has already been accomplished.

(d) List of issuances of the SB, from the original issue to its latest revision, and the respective issue dates.

(e) Summary of the changes made to the SB revised portions.

4. SERVICE BULLETIN INFORMATION NOTICE (IN)

4-1. The IN is an agile document used to transmit light information, as necessary, to correct, modify, or complement the information contained in a Service Bulletin. This document does not carry engineering modifications or any pertinent approved technical data.

4-2. This document makes it possible to answer more promptly to the customers’ doubts and requests and to record the information, associating it directly with the respective SB, so as to assure its incorporation when a revision to the SB is made.

4-3. Information Notice main features:

(a) The IN is always linked to the current issue of an existing Service Bulletin.

(b) The IN is not a Regulatory Authority-approved document, so its application is restricted to simple subjects not involving safety aspects.

(c) The IN is distributed to the respective users through the same media as those used for the

corresponding Service Bulletin.

(d) Information presented in the INs is incorporated in the next revision to the relevant Service Bulletin.

5. SERVICE BULLETIN INDEX

This index lists all Service Bulletins covering the Embraer aircraft. It is updated on a monthly basis and is made available to Customers on FlyEmbraer and DTData.

SERVICE BULLETIN ARRANGEMENT

1. SPECIFICATION USED

The Service Bulletin organization and contents are based on the Air Transport Association of America (ATA) Specification 100 or 2200, as applicable.

2. SB FORMAT AND INDEXING

2-1. SB PAGE FORMAT

(a) Page masthead - Refer to Figure 2.1.

SB page masthead contains the manufacturer’s logotype and the document designation.

Page footing presents the SB number, page number, original issuing date, and information about SB revision with the change number and its respective issuing date.

2-2. SB PAGE NUMBERING - Refer to Figure 2.2.

(a) SB pages are numbered starting from page 1. On the first page of the SB, the total number of pages included in the complete SB is given.

(b) The page number is placed immediately below the SB number, in the footing of each page.

(a) SB is identified by a number composed according to a standard numbering system as prescribed in ATA 100 or ATA 2200, as applicable.

(b) The SB number is arranged as a function of the SB type and is presented as follows:

1) Applicable to Standard SB, Simplified SB, Partner Manufacturer/Vendor SB, and Ground Support Equipment SB

E.g.: SB 170-34-0006 / SB GSE-32-0001

The SB number is composed of the acronym SB, for bulletins in the English language or BS, for bulletins in the Portuguese language, plus three elements, separated by hyphen, as follows:

1 The first element is related to the project identification number or the GSE identification acronym, as applicable

E.g.: 170, 145, 120, 145LEG, 145BAF, 314, F5M, 500, 505, GSE etc.

NOTES: • For Embraer 170 and Embraer 175 aircraft, the first element of the SB number presents the identification number 170;

• For Embraer 190 and Embraer 195 aircraft, the first element of the SB number presents the identification number 190;

• For Embraer 190 Lineage, the first element of the SB number presents the identification number 190LIN;

ATA Chapter/ System Standard Number Breakdown The listing that follows identifies and defines the system/chapter breakdown which is used in the Service Bulletin numbering.

3. WARNING, CAUTION, AND NOTE

These adjuncts to the SB text are used to highlight or emphasize important points when necessary. They call attention of the user to safety, precautionary, or additional information to make the job safe, easier, and more efficient.

3-1. WARNINGS

• Warnings call attention to potential injury to persons. They specify the correct way to use materials, carry out processes, methods, procedures or obey limits that must be followed precisely to avoid injury or death to persons.

• Warnings are located directly above the text to which they relate and vertically in line with the numerical or alphabetical breakdown of the steps to which they apply.

• If the warning applies to consecutive subtasks/steps, it is placed before the first subtask/step.

• If the warning applies to several, non-consecutive subtasks/steps, it is placed before the applicable subtasks/steps.

3-2. CAUTIONS

• Cautions call attention to potential damage to equipment or material. • They specify methods and procedures that must be followed to avoid damage to equipment

or material. • Cautions are located directly above the text to which they relate and vertically in line with the

numerical or alphabetical breakdown of the steps to which they apply. • If the caution applies to consecutive subtasks/steps, it is placed before the first subtask/step. • If the caution applies to several, non-consecutive subtasks/steps, it is placed before the

applicable subtask/step.

3-3. NOTES

• Notes give information and advice that help accomplish the job. • Notes call attention to methods which make the job easier or special instructions which are

required for the accomplishment of the modification. • Notes follow the text to which they relate and are located directly under and vertically in line

with the text to which they apply. • If the note applies to consecutive procedural steps, it is placed under the topic heading of

those steps.

4. SERVICE BULLETIN ARRANGEMENT

4-1. GENERAL

The Service Bulletin is identified by a number and a title, and is made up of 3 main sections and several subsections.

4-2. SB TITLE

The title contains the ATA chapter name, affected system name (if applicable), and a brief statement of the modification/inspection involved in the Service Bulletin.

E.g.: “FLIGHT CONTROLS – ELEVATOR CONTROL SYSTEM – REPLACEMENT OF ACTUATOR ROD END”

“AIR CONDITIONING – INSTALLATION OF NEW RELAY IN DIFFERENTIAL CONTROL”

4-3. SB ARRANGEMENT – Refer to Figure 5.1.

(a) The SB contents are outlined in three major sections and may involve supplementary sections denominated appendix, as follows:

1) Planning Information

Planning Information presents all information concerning the applicability, scope, brief summary of the job involved, compliance recommendations, technical approval, manpower, aircraft balance change characteristics, publications to be referred to and publications affected, to permit the operator to determine if the SB should be applied to his equipment and to help him plan its accomplishment.

2) Material Information

Material Information presents the list of the material required for the incorporation of the bulletin into each aircraft or equipment, inform the kit price and time for availability, and include statement concerning the effects of the parts on the equipment previous configuration assembly, besides presenting the special tool information, when applicable.

3) Accomplishment Instructions

Accomplishment Instructions presents the job in a logical step-by-step sequence and consistent with the status of the equipment. Figures and respective notes are used, as applicable.

4) Appendix

Appendixes are presented as section, or sections, following the Accomplishment Instructions that include additional information to support the procedures or instructions that are in Service Bulletin.

(b) Separate pageblocks are assigned to each major section of the bulletin.

(c) A Service Bulletin Evaluation is presented at the end of the bulletin which shall be filled out by Customer aiming at the following benefits:

1) Constantly improving the quality of the Service Bulletin contents;

2) Guaranteeing the fleetwide configuration control;

3) As close as possible, reflect the post-mod configuration in subsequent SB issues to make incorporation instructions clearer and easier.

4) Having a formal channel for data exchange with future modifications requested by the Operators in view;

5) Gathering instances of difficulties encountered at the time of the Service Bulletin incorporation;

6) Guaranteeing the up-to-dateness of the affected technical publications presented in the Service Bulletin;

7) Minimizing impacts brought about by the Service Bulletin revisions.

4-4. SB DIVISION INTO PARTS

When necessary, the SB can be divided into PARTS. In this case each part is considered equivalent to an independent SB, so that it can be accomplished and registered independently.

When an SB is divided into PARTS some of major sections such as: DESCRIPTION, COMPLIANCE, ESTIMATED MANPOWER, WEIGHT AND BALANCE, MATERIAL INFORMATION and, specially ACCOMPLISHMENT INSTRUCTIONS are organized accordingly in order to present the respective information and make possible the incorporation of each SB PART as an independent SB.

A. SB EFFECTIVITY

This paragraph provides the identification elements of the equipment to which the SB is applicable. Such identification elements are: model, manufacturer serial number (MSN), information about pre-mod or post-mod condition relative to any identified modification, and information about any affected component which the affected equipment is equipped with.

When necessary, the SB effectivity is divided into aircraft groups according to the relevant configuration considered in the SB.

It also provides the information about modification, or other equivalent modification, which is factory-incorporated into the equipment by the manufacturer, when applicable.

B. CONCURRENT REQUIREMENTS

When applicable, this paragraph states that other Service Bulletins, or portions thereof, have to be accomplished in conjunction with, prior to, or subsequently to accomplishment of the subject Service Bulletin.

Otherwise, the statement “None” is presented.

C. REASON

This paragraph provides sufficient elements to assist the Customer in determining the SB applicability and the effects on the equipment operation.

It presents a clear and complete description of the condition that the equipment has encountered, the respective consequence, and the action to correct or improve the equipment operation, including the elements that will permit the operator to know the benefits the modification will bring.

It is broken down as follows:

In this item, the need for a modification is explained, an evaluation of the modification is made, and the consequence upon the involved equipment or aircraft operational system is pointed out.

(4) Revision History

In this item, the reason to revise the Service Bulletin is presented, summarizing in a clear and objective way the changes introduced. Reasons for the successive revisions are kept so as to preserve the history of the Service Bulletin evolution.

D. DESCRIPTION

The description consists of a brief but comprehensive outline of the job that the SB presents, including alternate actions to be taken, whenever applicable, until final modifications can be accomplished.

Information that assists the Customer in planning the equipment modification, such as parts to be modified at, or obtained from, a supplier or a supplier technical representative, as well as other required modifications treated in any different bulletins, is included.

E. COMPLIANCE

Under Compliance the manufacturer’s recommended intervals for accomplishment of the actions specified in the SB are provided. Compliance is presented in terms of limits of hours, cycles, calendar time, etc., as the case may be, with a view to causing it to coincide with the scheduled maintenance of the equipment.

Wording such as “at the earliest opportunity where manpower and facilities are available” or “at the next suitable planned maintenance period” may be used.

F. APPROVAL

This paragraph specifies the authority that has approved the technical aspects of the SB.

NOTE: SB presenting aircraft reconfiguration modification and Alert SB present the Embraer Engineering Board as approver.

G. ESTIMATED MANPOWER

This paragraph provides an estimate of the man-hours required to accomplish the SB.

This estimate is for direct labor only, performed by experienced personnel, and does not include the time to plan, prepare, or inspect the work. It is also assumed that all the tools, parts, and other means are promptly available when necessary.

It is broken down into steps that inform the times for the following operations:

• Time to gain access to the work area (disassembly);

• Time to perform the modification or inspection presented in the bulletin;

• Time to restore the aircraft or equipment to normal condition, and;

• Time to perform the necessary tests.

Times related to processes involving waiting periods, such as sealant or painting curing time, are not usually considered but they are referred to in a note to prepare the operator for this fact.

H. WEIGHT AND BALANCE

This paragraph discloses data related to changes in the basic weight and balance of the aircraft caused by the SB accomplishment.

The total net change in weight is provided if it equals or exceeds (±) 0.1 pound (0.045 Kg) and is applicable to changes to the aircraft or to accessories or components for use on the aircraft.

The balance change data provides the effect (±) on the basic balance. It is applicable only to changes to the aircraft.

Especially in the case of a component SB, when applicable, the manufacturer indicates the associated center of gravity arm for the modification.

I. SOFTWARE ACCOMPLISHMENT SUMMARY

This paragraph is applicable if the Service Bulletin involves any change to software, including the Accomplishment Summary Information in accordance with RTCA Document DO-178( ). The information supports change approval by providing the required traceability of the change history.

NOTE: For EMB-500 “Phenom 100”, EMB-505 “Phenom 300”, and when applicable, for EMB-145 “Legacy”, this paragraph I. is entitled I. ELECTRICAL LOAD DATA and provides the data related to changes in the basic electrical load of the aircraft on account of the SB accomplishment. 3. ACCOMPLISHMENT INSTRUCTIONS

1) Accomplishment Instructions are presented in a standard step-by-step arrangement, starting with the capital letter “A” and going on sequentially with the other alphabetical capital letters.

2) Depending on the complexity of the job, the major instructions are presented in a logical sequence in the accomplishment instruction steps, and the detailed instructions are presented as notes in the figures.

3) Accomplishment instructions emphatically call special attention to important points, when carrying out certain procedures, as necessary.

More common adjuncts used to emphasize important points are WARNING, CAUTION, and NOTE.

4) From 2006 and on, for ERJ 145 aircraft family and EMB-120, at the end of the Accomplishment Instructions, three notes have been presented which are shown below and carry important orientations aiming at improving the quality of Embraer Service Bulletins. Q. Where can I find SB copies?

A.The Service Bulletins are available at the FlyEmbraer site and at the Digital Technical Data (DTDATA) for in-house users (EMBRAER employees) and only at the FlyEmbraer site for outside users (operators).

Q. How can I get copies of earlier Service Bulletins?

A. Please contact CAM (Customer Account Manager) and/or E-CAM (EMBRAER Customer Account Manager) or your Local/Regional EMBRAER Technical Representative.

Q. What sort of bulletins does EMBRAER issue?

A. Alert Service Bulletins, GSE Service Bulletins, Information Bulletins, and Service Bulletins.

Q. What is the periodicity of revisions to a Service Bulletin?

A. There is no scheduled revision service for Service Bulletins. They are revised as required.

Q. How do I know whether a Service Bulletin is Free of Charge (FOC) or Chargeable?

A. All the Service Bulletins show a reference price for the material list. However, this item is treated on a case-by-case basis with each customer, as there may be contractual obligations. For specific information, contact your CAM and/or E-CAM. For Executive Jets fleet, this information is contained in item 2.B. Industry Support Information of the Service Bulletin.

Q. What are the procedures for a specific customer to be included in the effectivity of a Service Bulletin already existing?

A. It is necessary for the customer to request a Proposal of Service Bulletin (PSB) through his Technical Representative, Customer Account Manager (CAM), and/or E-CAM.

Q. Is the maintenance documentation updated whenever a Service Bulletin is incorporated?

A. No. Unless a special agreement has been entered into with EMBRAER, accomplished SB will not be incorporated into the maintenance documentation. However, all affected Maintenance Manuals and the Illustrated Parts Catalog (IPC) will reflect the PRE-MOD and POST-MOD SB status.

Q. Are the Wiring Manuals (WM) updated whenever a Service Bulletin is incorporated?

A. No. Unless a special agreement has been entered into with EMBRAER, accomplished SB will not be incorporated into the Wiring Manuals. Wiring Manuals reflect the aircraft configuration upon the aircraft delivery. Wiring Manual should be used accompanied by the incorporated SBs to assure a complete electrical aircraft overview. Due to the complexity of the Wiring Manual preparation process, the Service Bulletin-originated revision data are not reflected automatically in the affected wiring diagrams and hook-up charts of the associated equipment. If a customer incorporates a Service Bulletin not related to Airworthiness Directives that changes some wiring diagrams, these changes are made available to the customer in the Service Bulletin documentation. During the maintenance of an aircraft under POST-MOD configuration, customers have to refer to the SB for an updated electrical wiring and hook-up charts of associated equipment. For the aircraft which have the SB equivalent modification(s) factory-incorporated, the WM already reflects the POST-MOD condition.

Q. Is the Service Bulletin Evaluation Form used to update the EMBRAER SB incorporation status database?

A. No. The Service Bulletin Evaluation Form is only used to report discrepancies in the contents of the SB and it constitutes a tool for SB improvement. For the Executive Jets fleet, the evaluation and implementation form (annexed with SB) was also improved, in order to help us to control the fleet configuration (PRE or POST-MOD), which is very useful during a troubleshooting or a technical disposition, when we need to know the aircraft configuration.

Q. How is the TIME FOR ACCOMPLISHMENT or COMPLIANCE time defined for Service Bulletins?

A. Basically, the terms used to denote how more or less urgent the accomplishment of a Service Bulletin (SB) is, are “RECOMMENDED” and “AT THE OPERATOR’S DISCRETION”. To provide more details concerning this issue, an explanatory Information Bulletin (IB) has been issued for each program.

E.g.: for the 145 Program, refer to IB145-00-0004.

Q. When is a Service Bulletin mandatory?

A. A Service Bulletin is considered mandatory only if it is associated with an AD.

Q. Can ADs and Service Bulletins differ in accomplishment times?

A.Yes. When an AD is issued, the Service Bulletins are not necessarily updated because there are Ads issued from different authorities, and Service Bulletin revisions would never reach all AD scenarios. Besides, it is important to emphasize that AD compliance prevails over Service Bulletins compliance.

Q. Need the effectivity of a Service Bulletin be the same as that of an Airworthiness Directive?

A. No. The fact of an SB being or not being related to an AD depends on each aircraft configuration. However, it is advisable that both effectivities be the same to avoid confusion.

Q. An AD has been issued due to a “design correction” on account of which EMBRAER is issuing a Service Bulletin for rectification: Are all affected aircraft referred to in the Service Bulletin effectivity or is a PSB required?

A. All affected aircraft are referred to in the SB effectivity and no PSB is required.

Q. An AD has been issued due to a “new requirement”, which did not exist upon the aircraft delivery, on account of which EMBRAER is issuing a Service Bulletin to allow customers to modify the aircraft to comply with the new rule: Are all affected aircraft referred to in the Service Bulletin effectivity or is a PSB required?

A. The affected aircraft may not be referred to (it depends on each customer contract) in the SB effectivity and a PSB is required (costs will be charged).

Q. During the aircraft production, additional Engineering Orders (EOs) may have been issued to cover modifications equivalent to a Service Bulletin: Where can one find this incorporation data?

A. When requested, this data is included in the aircraft delivery documentation.
