• Short term funding crisis
-28% cut in budget over 4 years
• Increase in demand for many of our services
• Equates to savings of £125 million
Our options
• Do nothing
• Make efficiency savings
• Just cuts services

Priorities
• £43 million budget cuts 2011/12
• £40 million in divestment by 1st April 2013
Our Response
Divestment – why do it?
1. Reduce the overheads of being a large organisation2. To change the identity of the Council from service provider to community
leader, consumer advocate, market maker3. To create more localised and joined up services4. To hand back responsibilities to our residents, customers and
communities5. To unlock the creativity of our staff to co-create different services with our
communities6. To create an economically more efficient model for assessing value by
financially empowering users and paying by results
Benefits of Social Enterprise
• Social enterprises build communities of interest around their business like approaches to tackling social and environmental issues
• They contribute to the economic and social growth of the county including job creation and levering external funds
• They seek to make a financial surplus and reinvest in local benefits

Saxmundham will be a vibrant and socially inclusive market town, containing:
• A new Health Centre
• A Community Enterprise Centre
• More higher skilled, higher paid employment opportunities, especially for the young adults of the area
• An integrated transport hub for the area
• A revitalised secondary education facility on the current Middle School site
• A revitalised High Street with a produce market supporting the livelihoods of local suppliers

• The centre will be a multi-function, multi-agency building and SADCIC is looking to work in partnership with a variety of users in providing accommodation and services
• Potential Users:• Suffolk County Council for locally based staff • Suffolk Coastal District Council• Library • Police• NHS • BT • University Campus Suffolk and • EDF Energy

• Suffolk County Council
– Libraries need to contribute to Suffolk County Council saving, as will every other service,
– The New Strategic Direction envisages services being divested to communities who can:
• Run them more innovatively• Run them more in tune with local need• Run them more cost effectively because they do not
have the same overheads as the County Council

– Major consultation on the library service– What people value about their library– Asking for innovative ideas on how libraries might
be managed in the future– Asking for ways that savings might be achieved
