Saturday March 23, 2019 13 STATE TIMES NEWS NOWSHERA: Additional Deputy Commissioners (ADC) Nowshera Sukhdev Singh Samyal and ADC Sunderbani Vinod Kumar Behal on Friday visited the border villages of Bhajnova and Ganaya and inspected the construction of bunkers in these villages. The visiting officers inter- acted with the officers of PWD and the Rural Development Department. They expressed their satis- faction on the quality and speed of construction of bunkers. They issued instructions to further accel- erate the progress to com- plete the bunkers at the ear- liest so that the villagers could save their lives during ceasefire violations by Pakistan. STATE TIMES NEWS UDHAMPUR: Bhaskar Institute of Paramedical Sciences (BIOPS) Udhampur organised an Inter-College symposium on World Tuberculosis Day in its college on Friday. On this occasion CMO K.C. Dogra was Chief Guest while Dr. Kaviraj (DTO) Udhampur, Dr. SK Magotra, Principal BDC and Prof PL Suri were the Guests of Honour. In order to create aware- ness about TB, students performed the skit and cul- tural programme. Nine students from differ- ent local paramedical col- leges of district Udhampur presented their views about this deadly disease. Expert Dr. Kaviraj also delivered a lecture regard- ing the disease. Dr. Kaviraj urged the stu- dents to do spread noble massage as how to keep safe by adopting healthy and good health habits in day to day life. A Sunali Devi of NDC Udhampur clinched first prize, Anchal Sharma of BIOPS second and Priya Bhagat of Govt. ANMT School Udhampur secured third prize. STATE TIMES NEWS POONCH: Continuing with its yeomen services in provid- ing the artificial limbs, hearing aids and carrying out the cataract treatment to the needy people for the last 30 years, the Pritam Spiritual Trust in a widely attended event, dispatched the first batch of eight patients for their cataract operation in Gem Eye Nursing Home, Nai Basti. Jammu. A total of 123 patients belonging to the bor- der villages who were unable to bear the cost of operation, were registered for this operation which will be dispatched in the batches of eight patients. The patients' batch was flagged off by the President Municipal Committee Poonch Sunil Sharma in the presence of prominent people of Poonch. While addressing the gather- ing, Sunil Sharma appreciated the services of Retd Principal Jagbir Singh, chairman of the Trust and assured that all pos- sible assistance will be provided to the trust. He dis- cussed on seed replacement, sustainable farming and nutri- ent conservation. He stressed on organic farming and added that by growing the organic crops farmers are able to gen- erate extra income and employment. Dr. Suja Nabi Qureshi, sci- entist suggested the farmers that by the timely control of various Rabi crops diseases and insects-pests they can increase their crops yields. Dr. Sanjay Koushal, scientist elaborated various precautions and activities that need to be taken during Rabi season. BVM declares annual result KVK organises Rabi campaign at Bharakh World TB Day observed STATE TIMES NEWS JAMMU: The State Government has directed all the departmental heads to submit project-wise Utilisation Certificates (UCs) on time, to pave way for speedy and effective implementation under vari- ous centrally-sponsored schemes (CSSs) in the State. "Centrally Sponsored Schemes play a pivotal role in achieving desired levels of development in the State, therefore, important to ensure expeditious imple- mentation of such projects, which necessitates timely submission of UCs and timely achievement of physi- cal and financial mile- stones," reads the circular issued on Friday by Arun Kumar Mehta, Principal Secretary, Finance. "It has been noted that some departments either avoid follow up or are indif- ferent towards timely sub- mission of UCs to the con- cerned Ministries in Government of India which adversely impacts flow of CSS-funds and thus ham- pers the development of the State," it added. "It is enjoined upon all the Administrative Secretaries to ensure regular follow-up with the concerned min- istries in Government of India for accessing funds under relevant Centrally Sponsored Schemes and ensure timely submission of UCs in respect of all these Schemes. The current sta- tus of projects funded under various Central Sector Schemes/ Centrally Sponsored Schemes with milestones for the financial years, 2018-19 and 2019-20 be forwarded to Finance Department for necessary action immediately. If any Department has not been able to access funds due to issues related to matching State shares, such cases may be brought to notice of Finance Department," the circular further stated. According to circular, all Administrative Secretaries and Heads of Departments shall personally ensure strict adherence of circular instructions by implement- ing agencies and Director Finance (s)/FA/CAOs shall assist the Administrative Secretaries in the implemen- tation of these instructions. "In continuation to Govt. Order No. 34 Ind of 2019 dated February 22, 2019 sanction is hereby accorded to the advance drawal of Rs. 3.35 lakh only under Capex Budget 2018-19 in favour of Director, Handloom Development Department for its drawal and further placement at the disposal of director, Craft Development Institute, Srinagar for the scheme 'Certification of J&K Handloom as Ha nd-woven and Handmade' out of the funds available with, the Directorate of Handloom Development Department for the purpose," reads the order issued by Navin Choudhary, Principal Secretary, Industries & Commerce Department. Advance drawal of funds under Capex Budget 2018-19 released STATE TIMES NEWS JAMMU: The government on Friday consti- tuted four-member Committee headed by Mohammad Yaqoob Ittoo, Director General Budget for streamlining Re-appropriation of all projects/schemes under Capex Budget. Nasir Ahmad Naqash, Director Development Expenditure Division, Parvez Ahmad Kakroo, Director Development Expenditure Division II and Shafaat Yehya, Deputy Director Budget/GM JKIDFC will be the Members of the aforesaid committee. "The committee shall have the mandate to streamline process of re-appropriation and also ensure that no re-appropriation takes place where projects have been identified for funding under 'languishing project' scheme," reads the order issued by Arun Kumar Mehta, Principal Secretary, Finance. "All the proposals for re-appropriation shall be scrutinised by the committee and on the recommendations of the committee the sav- ings under the projects shall be re-appropriat- ed accordingly," the order further stated. HC asks applicants to remove deficiency within ten days STATE TIMES NEWS JAMMU: The Jammu and Kashmir High Court on Friday asked applicants for the post of District Judge (Direct Quota) to remove their deficiencies on various contexts within ten days from today. "In continuation to this office Notification N0.H6O/GS dated November 5, 2018, it is notified for the information of the applicants (35 from Kashmir and 34 from Jammu Province) that their applications for the post of District Judge (Direct Quota) have been found deficient in certain respects. They are informed to remove the deficiency, within ten days, from today," reads the notification issued by Sanjay Dhar, Registrar General, JKHC. STATE TIMES NEWS JAMMU: Tahir Hussain, Director Finance Home Department J&K has been appointed as Audit-cum- Investigating Officer for conducting physical and financial audit in respect of construction of bunkers under Security Related Expenditure (SRE). The order in this regard was issued on Friday by Dr. Arun Kumar Mehta, Principal Secretary Finance Department. "The officer shall conduct an in-depth investigation and furnish a detailed report to the Finance Department enumerating the reasons behind the slow pace of the construc- tions of bunkers in the border areas of the State even when Ministry of Home Affairs, Government of India has already sanctioned this project costing Rs. 415.75 crore in 2017," the order further stated and added, "Besides, the officer shall look into the cause of non- reimbursement of Rs. 2.176 crore lodged during the financial year 2016-17 for 'Pilot project for con- struction of 60 bunkers in Jammu' which has been rendered inadmissible by Ministry of Home Affairs, Government of India's audit team." "The report shall be fur- nished by the officer with- in a period of 20 days," the order added. Tahir appointed as Audit-cum-Investigating Officer Eve teasing case reported STATE TIMES NEWS JAMMU: An eve teasing case has been reported in Domana area on Friday. As per the details, a woman of Janipur lodged a complaint with police that Vinod Raina, resident of Muthi harassed her when she was on way to her house. Police has taken cognisance in the matter and started inves- tigation. Man cheated on pretext of job STATE TIMES NEWS JAMMU: A man was cheated on the pretext of job to his son in Domana area on Friday. As per the details, Lal Singh, resident of Punjab lodged a complaint with police that Girdhari Lal, resident of Muthi took Rs 2 lakh for providing job to his son but despite passing of considerable time nothing was done in this direction. "When he asked Girdhari Lal to return the money, he assault- ed Singh at his residence", he said in com- plaint adding that the accused also took gold chain from him. Police has registered a case and during investigation got to know that money was transferred through bank. Police is investi- gating the matter. Dowry harassment case reported STATE TIMES NEWS JAMMU: A dowry harassment case was reported in Women Cell, Jammu on Friday. As per details, Inderjeet Kour, resident of Lower Gadigarh lodged a complaint in Women Cell that her husband Amarjeet and in-laws are harassing her on the pretext of dowry and many times have forced her to go to her parental house. Police has registered a case and started investigation. Man lodges complaint against wife STATE TIMES NEWS JAMMU: A man on Friday lodged a com- plaint against his wife in Janipur Police Station. As per the details, Suresh Kumar, resident of Bhawani Nagar stated in his complaint that her wife gave her some poisonous sub- stance in food due to which he was admitted to hospital. STATE TIMES NEWSJAMMU: The StateGovernment has directed allthe departmental heads tosubmit project-wiseUtilisation Certificates(UCs) on time, to pave wayfor speedy and effectiveimplementation under vari-ous centrally-sponsoredschemes (CSSs) in theState.

"Centrally SponsoredSchemes play a pivotal rolein achieving desired levels ofdevelopment in the State,therefore, important toensure expeditious imple-mentation of such projects,which necessitates timelysubmission of UCs andtimely achievement of physi-cal and financial mile-stones," reads the circularissued on Friday by ArunKumar Mehta, PrincipalSecretary, Finance.

"It has been noted thatsome departments eitheravoid follow up or are indif-ferent towards timely sub-mission of UCs to the con-cerned Ministries inGovernment of India whichadversely impacts flow ofCSS-funds and thus ham-pers the development of theState," it added.

"It is enjoined upon all theAdministrative Secretariesto ensure regular follow-upwith the concerned min-istries in Government ofIndia for accessing fundsunder relevant CentrallySponsored Schemes andensure timely submission ofUCs in respect of all theseSchemes. The current sta-tus of projects funded undervarious Central SectorSchemes/ CentrallySponsored Schemes withmilestones for the financialyears, 2018-19 and 2019-20be forwarded to FinanceDepartment for necessary

action immediately. If anyDepartment has not beenable to access funds due toissues related to matchingState shares, such casesmay be brought to notice ofFinance Department," thecircular further stated.

According to circular, allAdministrative Secretariesand Heads of Departmentsshall personally ensure strictadherence of circularinstructions by implement-ing agencies and DirectorFinance (s)/FA/CAOs shallassist the AdministrativeSecretaries in the implemen-tation of these instructions.

STATE TIMES NEWSJAMMU: The government on Friday consti-tuted four-member Committee headed byMohammad Yaqoob Ittoo, Director GeneralBudget for streamlining Re-appropriation ofall projects/schemes under Capex Budget.

Nasir Ahmad Naqash, DirectorDevelopment Expenditure Division, ParvezAhmad Kakroo, Director DevelopmentExpenditure Division II and Shafaat Yehya,Deputy Director Budget/GM JKIDFC will bethe Members of the aforesaid committee.

"The committee shall have the mandate tostreamline process of re-appropriation andalso ensure that no re-appropriation takesplace where projects have been identified forfunding under 'languishing project' scheme,"reads the order issued by Arun KumarMehta, Principal Secretary, Finance.

"All the proposals for re-appropriation shallbe scrutinised by the committee and on therecommendations of the committee the sav-ings under the projects shall be re-appropriat-ed accordingly," the order further stated.

STATE TIMES NEWSJAMMU: Tahir Hussain,Director Finance HomeDepartment J&K has beenappointed as Audit-cum-Investigating Officer forconducting physical andfinancial audit in respectof construction of bunkersunder Security RelatedExpenditure (SRE).

The order in this regardwas issued on Friday byDr. Arun Kumar Mehta,Principal SecretaryFinance Department.

"The officer shall conductan in-depth investigationand furnish a detailedreport to the FinanceDepartment enumeratingthe reasons behind theslow pace of the construc-tions of bunkers in theborder areas of the Stateeven when Ministry ofHome Affairs,Government of India hasalready sanctioned thisproject costing Rs. 415.75crore in 2017," the orderfurther stated and added,

"Besides, the officer shalllook into the cause of non-reimbursement of Rs.2.176 crore lodged duringthe financial year 2016-17for 'Pilot project for con-struction of 60 bunkers inJammu' which has beenrendered inadmissible byMinistry of Home Affairs,Government of India'saudit team."

"The report shall be fur-nished by the officer with-in a period of 20 days," theorder added.
