Residents may know that this taxi firm will soon bewithout a home since their site adjacent to the stationis destined for a Council Housing Scheme. The Councilhave granted space for 4 of their 6 taxis in WintonDrive opposite Ascot Court although their request toallow the other 2 cars to use the Red House car park,which is leased to the Council by the Brewers, hasbeen turned down. We think this a regrettable decision.Whilst we appreciate that other nearby businesses havebeen refused permission to park here in the past - wefeel that as the taxis are, in effect, a pu blic service, anexception should have been made in this case.

There is also the question of a taxi office. Just oneroom is all that is needed. There is a large empty shopacross the road but the rent is far too high. The idealsite, however, appears to be the tattooist's shop onthe Station premises itself. On investigation, it isdiscovered that, despite notices to the contrary on thedoor, the shop remains permanently closed. PerhapsMr. Eagle might offer the lease to Crescent Cars?

Scots Hill HouseA rather disturbing change of planning policy appearsto have arisen with regard to this site.

It will be recalled that a planning application forthe demolition of the existing house and the erectionof 6 detached houses with garages was approved lastyear. An application for 10 houses and garages hadbeen refused on Highway and Planning grounds.

The Council recently received a further planningapplication - again for the demolition of the existinghouse but instead of the 6 houses the erection of 54flatlets for old people is now planned.

We are not against housing elderly people, far fromit, but we are strongly against such a developmenttaking place on what must now be the most dangerousstretch of road in the neighbourhood.

The site is bounded on its southern and western

sides by Green Belt land; it would surely be a wiserpolicy to retain the southern side of the hill with anopen aspect.

We are also concerned at the density levels. Thedensity of the previous application was approximately4 dwellings per acre compared with 32 units per acrefor the present scheme.

However we are told that the previous policy isnow out of date on account of the Highfield Develop-ment with its 'high density flats element'.

Outline planning permission was in fact granted -but only just - even the Director of Planning himselfhad been against the scheme - and it is known thatseveral local councillors were also against it. We arehowever, assured that conditions will be much betterwhen the N. Orbital opens but I think we will have towait and see before commenting on that.

Horse Riding on the Green.Plans are being made to ban horse riding on the Greenin front of Croxley House.

The Residents' Association have frequently dis-cussed this subject in the past but as there have al-ways been such mixed feelings on the matter noaction was ever taken. However a recent meeting washeld at Basing House between residents and organi-sations with interests in the Green and Councilofficials. Concern was expressed at the way a few, infact a very few, indiscriminate riders were creatingtrouble to walkers, particularly to residents of CroxleyHouse, by jumping over seats, riding too fast andgenerally inflicting a lot of unnecessary damage to theGreen.

One does have a great deal of sympathy with themajority of riders, some of whom come quite a con-siderable distance, who will have their pleasure cur-tailed because of a selfish few. It is hoped that, evenat this late hour, some compromise solution can beworked out.

PROPOSED MARINA -CASSIOBRIDGE WHARF

Members of the Leisure Services Committee recentlyinspected three Marinas - two in the Midlands and thethird at Uxbridge. A report is now being preparedshowing the cost viability of such a venture at Cassio-bridge.

The Council are to have a meeting with local residentsinto the question of making a piece of land availablebehind the Kebbell Development as a play area.

WATFORD ROAD/GREENPELICAN CROSSING

The County Highway Authority have agreed, due toconstant pressure, to the proposal to erect a Pelicancrossing across the Watford Road from the old SchoolGarage to the school. Permission to go ahead, however,has to be obtained from the Dept. of the Environment.This is still awaited.

WARD BOUNDARY CHANGESAt the present time Croxley Green is divided into twowards, Croxley North containing an electorate of4823 and returning 4 Councillors with 1206 voters percouncillor and Croxley South containing an electorateof 3539 returning 3 Councillors with 1180 voters percouncillor - total 8362. Add 400 to allow for theHighfield Development which makes this 8762.

In order to keep as near as possible to the member/electorate ratio aimed at, the area is to be divided intotwo 2-member wards and one three-member ward, soretaining the present representation for the area.

The following are the proposed three wards whichwill be put into operation at the local Council' electionsin May next year:Croxley North:The whole of the area to the north of and includingBaldwins Lane to the Sarratt Parish Boundary, togetherwith those properties on the Green from and including'Applegarth' to Baldwins Lane and Loudwater Lane,having an electorate of 2527 to be represented by 2members givinga member/electorate ratio of 1263.

Croxley Green (Mid):The area bounded on the north by the rear of theproperties in Baldwins Lane; on the east by the MetRailway; on the south by New Road, Yorke Road,Watford Road, All Saints Lane, Croxley Hall Woodsand the railway line; and on the west by the RiverChess and the public footpath leading from the Chessto Loudwater Lane, having an electorate of 3505 tobe represented by three members giving a member/electorate ratio of 1168.

Croxley Green South:The area bounded on the north by New Road and therailway line; on the east by the District Boundary withthe borough of Watford; on the south by the disusedrailway line from the District Boundary to its junctionwith the existing line, thence along the existing line tothe western side of Croxley Hall Woods; and on thewest by Croxley Hall Woods, All Saints Lane, WatfordRoad & Yorke Road, having an electorate of 2730to be represented by 2 members giving a member/electorate ratio of 1365.

Parish Boundaries are to be left unchanged for thetime being - this means that Dover Way (part)Canterbury Way, Links Way (part) Rousebarn Lane,and Little Green Lane, will remain part of Sarratt(Durrants) Ward.

NEWS FROM THE YOUTH CENTREMy' How time flies. It does not seem lo'ng ago' that Iwrote a lengthy article for the Autumn 1974 editionof "The Croxley Green Resident" and now I am againwriting for the spring issue.

Before informing you of ideas for the future, Iwould like to update the information given in theprevious edition and indicate the changes which havetaken place at the centre.

TIle main change, being like many industrial/commercial firms the centre is feeling the squeeze andI have had to increase the nightly subscriptions paidby the young people to as follows:-

Monday/Thursday: lOp (full-time at School/College)15p (at Work)

Tuesday: Judo Evening Only:lOp (7 to 13-year-olds)15p (14 to 17 -year-olds)20p (18 years upwards)25p (visitors)

Wednesday: lOp & 15p (as Monday/Thursday)Friday: Juniors: lOp (9 to 13 years)The Annual Affiliation Fees will remain the same.

A concession has been made to the youngsters andthat is the juke-box, previously one had to pay forits use, but now it is "free-Play".

A few words about each age group/section usingthe centre. Monday/Thursday evenings are used bythe 14- to l8-year-olds, mainly as socialising evenings,Monday being more popular than a Thursday. Discos,film shows, and special events are regularly providedfor this age group.

is going from strength to. strength in the two youngerage groups vis. 7-9 and 10-13-year-olds, but not sowell with the 14 and upwards. At present, I can offerimmediate membership in the last age group, but theyounger groups have waiting lists. If you know ofyoungsters of either sex who would like to join thissection, please get them and their paren ts to call andsee me. The waiting list referred to means waiting fiveto six weeks before the young person can join. Anyparents or adults who would like to join this sectionare welcome to do so.

Due to the popularity of this sport, I have com-bined the two mats, purchased extra matting, edging,and one large canvas so that I now have an area of30 feet by 18 feet for members to use.

Wednesday evening is slowly becoming the onenight a week for the 14's and overs to attend andobtain coaching and/or expertise in a particular activi-ty. I do need extra adults with a "gift" who wouldlike to work alongside a group of youngsters. Theskin-care group has also moved its night from aThursday and this has proved very successful to allconcerned. The workshops are not at present in use,due to the change to take place in the warmer weatherwith regard to the reshaping from one long room intotwo smaller units. I have obtained two metalworkersbenches and one carpenters bench which will be usedwhen the above work has been done. It is hoped tohave this area ready for the summer period.

Friday evenings - youngsters and. more youngsters,all shapes and sizes. This is another worthwhile sectionof the work at the centre, to provide a meeting placeand activities for the 9 to 13 year olds. It will not belong before on my register I will have 150 names in thissection with a 70-85% regular attendance. Not onlyfor this group have they the same activities as theover l4's, but they have their own model making groupalso a stamp collectors corner. Other groups of interestwill be formed when interested parents/adults can befound to come and work with this age group. Thisgroup also has its own Junior Discos and Junior filmshows at regular intervals.

Since my last article the cen tre has ha d a very suc-cessful Christmas Bazaar and more recent the firstJumble Sale. This has been not only financially usefulbut also from the point of bringing together moreclosely the users of the building, but even more bybringing the community at large into contact with thecentre. Many thanks to all those who have helped withthese two ventures.

Various local organisations are now approachingme with a view to hiring the centre, but I still have acertain period(s) during the week available, and if youfeel that the accommodation could meet your needs,then please contact me either at the centre or by tele-phoning Rickmansworth 78607.

With regard to future activities involving the young,I am only at this point of time planning the summerprogramme on paper, but the choice will involve someof the following:-

Cricket, places to visit, special events, more changesto the building viz. Coffee-bar/Workshops, the Revelson the Green (more news about this later), sportingtournaments, rally both for juniors and seniors.

I hope during a future edition of The Resident toinform you of the further changes and new activitiestaking place at the Youth & Community Centre.

CROXLEY HOUSE ~ WELL HEAD

Plans have been put forward for extending CroxleyHouse by the W.R.V.S. but the thorny problem aroseas to what was to happen to the historic well headwhich is in the direct line of operations. There werethree options open: 1) to leave the well head in itspresent position, 2) to include the well head structurewithin the new extension and 3) to dismantle thestructure and replace it either in the grounds ofCroxley House or in a museum.

The Council's Planning Committee held a sitemeeting recently with all interested persons and it was?ecided to. accept option 3, but with the proviso thatIf possible It should be kept in the grounds.

RICKMANSWORTH "CARE"After 2Yz years of operation, Rickmansworth "Care"has mustered over 250 volunteers, apart from 41 DutyOfficers. A fine record. There are however gaps thatneed to be filled if "Care" is to continue to provideemergency help when and where it is most required.1) The 41 Duty Officers - who undertake a 24 hr.shift, channelling requests for help to the appropriatevolunteer - need to be added to, so as to allow forholidays, sickness and the like.2) Helpers who can offer transport during the daytime on weekends are in demand. Drivers may claimexpenses for petrol at 3p per mile.3) Volunteers for the Help in the Home - HeavySection - are particularly lacking for the area west ofField Way. They need only tackle one or two jobs ayear, perhaps a job of interior decoration as part of asmall team.

LETTER TO THE EDITOR17 Hazelwood Road,

Croxley Green.

Dear Sir,

I have read with a good deal of interest the twoletters regarding model aircraft flying on CommonMoor. Some of their statements are not only imperti-nent - they border on sheer effrontery.. To take Mr. Crossgrove's letter first. It is whollyinaccurate for him to state that it is "only a handfulof killjoys in Frankland Road that keep stirring up thepoison". I do not live in FrankIand Road, but formany years my Sunday afternoons have been ruinedby the noise of model aircraft flying in all directions.I suffer ~rom. impaired hearing, but even with myhearing arr SWItched off, I am driven to distractionby the constant whine.

The second letter from Mr. J.V. Sharman, bears asomewhat bullying remark that they (Watfor d ModelWayfarers) believe in freedom of choice in a democra-tic society. I would ask this correspondent: "Whosefreedom of choice?" Certainly not mine. If Mr.S?arman is. so determined to keep his society's modelaircraft flying on Sunday, then I suggest he applies toWatford Borough Council for suitable land. Thiswould leave Croxley Green residents free to enjoy apeaceful Sunday afternoon which for many yearshas been impossible, In conclusion, I note that bothcorrespondents live well away from Common MoorThis enables them to spoil our Sundays, secure in th~belief that they can go to their own homes far fromthe disturbances they continually cause. This mustbe the "freedom of choice in a democratic society" towhich Mr. Sharman refers.

I, too, am writing to the local M.P. and to theDirector of Environmental Health at Rickmansworth.I consider it intolerable that we should be subjectedto such unnecessary disturbance for the pleasure of aselfish few.

SHOPS - SCOTS HILL/THE GREENIt will be recalled that it was the old RickmansworthV.D.e.'s intention to provide rear access to the rowof shops at the southern end of the Green togetherwith car parking facilities for local shoppers. Since noaction appeared to be forthcoming the matter has beentaken up with T.R.D.C. The shopkeepers have sug-gested the use of the adjoining site of a house ownedby the Ministry of Defence - known locally as theT.A. site.'

It appears that the old V.D.C. were only preparedto make a Compulsory Purchase Order on land essentialto the Highfield Development as a whole although theyhad been concerned for the need for the service road.The shops are separated from the proposed s~rviceroad by a little used builders yard and the council hadhoped that the shopkeepers could take steps to acquireit. T.R.D.e. are not in favour of the use of the T.A.site but they will look into the question of the possibleuse of the builders yard if this were at all possible.

A public meeting was held at Yor~~ !'1eade Scho?1 onMarch 11th to consider the possibility of formmg aCommunity Association in Croxley Green with themain intention of erecting a building to be used as aCommunity Centre.

There were three joint chairmen: Councillor P.Robinson, Mr. A. Hedges, Chairman of the CroxleyGreen Society and Mr. J. Gell. Other speakers wereMr. Will Stampe, Chairman of the Mill End Com-munity Association and Mr. J: Thomp~o~ of theNational Federation of Community ASSOCiatIOnswhospoke on the basic aims of community associations.

It was generally agreed that there was a definiteneed for a centre now that Croxley Green had lostthe Guildhouse. Consequently a Steering Committeewas set up to go into all aspects of such a ventur~.A further public meeting will be held in May, when Itis expected that an Executive Council will be formed.

The Croxley branch has now well over 600 members,and is part of a national organisation. In the ThreeRivers area with branches at Abbots Langley andWatford Rural we have a membership of about 1500.In addition, U; S.W. Herts there are two branches, inWatford, one each in Hemel Hempstead and St.Albans.

We are a non-political body. Our job is to watchover, and take care of the interests of pensioners atboth national and local levels. Therefore, at local levelswe can talk to our public officers from a strongposition. We would pay tribute to the help they giveto members' problems.

As a national organisation, we do not have anypublic demonstrations, but use our influence by havingregular meetings with government ministers of the day,and the all-party committee in the Commons, whichlooks after the interest of pensioners. Mrs. NorahPowell, our national Vice President, who is a regularmember of the discussions, will be speaking to us at ourApril meeting. Recently we had a visit to our H.Q.from the Social Services Minister Mrs. Castle, andsome months ago from Mr. E. Heath, which demon-strates the value of the work done by our officers.

We meet at the British Red Cross Centre, BartonWay, once a month, on the last Friday evening. Ourmajor problem is transport. The Elders of Fuller Hallkindly provide Mini-Bus transport for the GroveCrescent area. Messrs. Austin Containers, HagdenLane, looked. after our interests in the Beechcroft,Oakdene Avenue area, but due to accident, this busis no longer available to us. We would be pleased tohear from any friends, who have this, or any otherform of transport, to help us once a month to coverLinks Way, Beechcroft, Frankland Road areas.

The social side of our activities is now beingorganised by Mr Ernest Taylor, 74 Sh~rborne Wayand his committee. Arrangements are being made fora holiday to Hastings in early September, togetherwith various coach and theatre trips.
