1. Background & Objectives
Background (1)
©2014 InsightAsia – Discover The Difference Between Information & Insight
• Under USAID contract number AID-492-C-13-00015, AECOM International
Development (AECOM) implements the Water Security for Resilient Economic Growth
and Stability (Be Secure) Project in support of USAID/Philippines. The Be Secure
Project was awarded on July 8, 2013, with a period of performance of four years,
ending on July 7, 2017. Be Secure has two major, interrelated components to support
water security in selected sites in the Philippines:
1. Increased sustainable access to water supply and wastewater treatment
services; and
2. Increased resilience to climate-related water stress and hydrological extremes.
• To accomplish Component 1, Be Secure addresses water sector reform in the national
environment as well as in the provision of sustainable services at the local level.
Activities focus on strengthening government accountability and the regulatory
framework in the water sector, mobilizing financing, increasing capacity of water
service providers for sustainable delivery and in disaster risk reduction (DRR) and
climate change adaptation (CCA), and introducing integrated water service delivery
models as a platform for ensuring water security.
Background (2)

Source: Research Brief
• To accomplish Component 2, Be Secure develops sustainable systems for water,
weather and climate data analysis and exchange and tailors that information to meet
the needs of end-users. Activities focus on strengthening analysis and use of water
resources and climate data, reducing hydrological risks, and improving capacity for
long-term water resources capacity.
Information & Insight
Background (3)

ACTIVITY BACKGROUND:
• As part of its support for programs of climate resiliency (Component 2) , Be Secure has
teamed up with the Philippine’s principal supplier of weather data and climate
information, the Philippine Atmospheric, Geophysical and Astronomical Services
Administration (PAGASA), to the many decision-makers who rely on such data to alert
them to upcoming climate-related disasters.
• This data is used in such varied decision-making settings as whether to close schools
during storms; move populations out of threatened areas; alert farmers to damaging
winds; ensure medical supplies and assure water and electricity through such
occurrences. The data is also used to educate and inform the population of the
Philippines about climate change and how to prepare for it. This data and information is
supplied in a number of different ways by PAGASA from mobile apps and websites that
can be accessed on the internet, to print information and other channels unique to the
Philippines. The information and data, however, are only useful if they are accessed
and easily used.
• This study aims to find out if the target respondents are being reached by PAG-ASA
and what are their satisfaction levels. Aecom identified 3 focal areas but this report will
initially show the results for CDO.
Information & Insight
Research Objectives
©2014 InsightAsia – Discover The Difference Between
SPECIFIC RESEARCH OBJECTIVES:
1. This study aims to look at the satisfaction with the way that PAGASA
communicates its weather forecast and climate information.
2. This study aims to do a stakeholder analysis that will be developed as a
baseline for the project, and re-implemented annually to see if
satisfaction has increased over time.
GENERAL OBJECTIVE:
RESULT FROM RESEARCH:
This study aims to contribute towards Be Secure’s performance indicator 2.2
or percent increase in stakeholder satisfaction with information provided by
PAGASA regional offices
Stakeholder here is defined as staff of LGUs, water service providers, NGOs, academic institutions, private companies, and other organizations that require accurate weather forecast and climate data for their decision-making and DRR activities.
This study aims to ascertain ease of access, comprehension and relevance
of PAGASA alerts, and warnings by end users.

Research Approach
• Stakeholder here is defined as staff of LGUs, water service providers, NGOs,
academic institutions, media, private companies, and other organizations that
require accurate weather forecast and climate data for their decision-making and
DRR activities.
• Decision maker in terms of what actions to take on the information received about
weather and climate for work
• Total of 135 (MOE: 8%) respondents in specified focal areas.

Why test for significance?
The data we have is sample and not based on the population. So, there is always a room for Sampling Error.
Now, we test for statistical significance to have a certain degree of confidence if the difference that has been observed from the data generated from the sample is a TRUE difference and not just a result of RANDOM CHANCE.
Of course, we cannot be 100% accurate since we only have a sample. That is why we set a certain level of confidence. For this study, we have used 95% since this is the most commonly used in the field of research.
A 95% level of significance implies that if we will run the study with different set of samples and respondents for 100 times, 95 of it will yield the correct results while the other 5 will not.

Summary
Only a few remembers the correct meaning of the PAGASA acronym.
When asked spontaneously, the first thing that comes to mind when they hear ‘PAGASA’ is also the usual weather condition and forecasting as well as climate.
Majority mentioned that the main functions of PAGASA are to forecast and provide timely weather forecast. This is especially true in CDO.
In terms of medium used in disseminating information, most often used is mobile phone except in Iloilo. In addition, for Iloilo, having an actual/personal conversation is a most often medium.
However, the most preferred channel to receive information is television followed by radio then mobile phone thru SMS/MMS.
And when it comes to suggestions for improvements, use of advanced technology is the primary suggestion, more especially in Iloilo and Tacloban. While in CDO, communicating to the public should be understandable.

Conclusions and Recommendations (1)
The most salient programs and services of PAGASA are the common
weather and climate warning/advisory, i.e. 24-hour public weather
forecast, weather advisory and daily temperature.
Low awareness for the other programs and services but recognized when
aided.
Source of information for the programs and services are TV followed by
radio. Radio and word-of-mouth are skewed to Iloilo. These are also the
primary preferred mode of receiving information of the stakeholders. But
in addition, they also liked to receive messages through SMS/Text
• PAGASA should continue to use these popular products and programs through the
popular touchpoints, TV and radio. It should also add text blasts.
• But it should also create information awareness on its other programs and services to
increase not only awareness but encourage usage/trial. The campaign should be a
combination of creating awareness and call to action.

Conclusions and Recommendations (2)
Most often used product is also the 24-hour public weather forecast,
followed by weather advisory.
• A sizeable segments in Iloilo or Tacloban use other programs and services like daily
rainfall and farm forecast.
Though overall positive, satisfaction on PAGASA can still be improved.
• Opportunity to increase this score especially in Tacloban where primary
dissatisfaction is due to inaccurate information.
- Increasing satisfaction means less resort to other source of information, other
than PAGASA, in this area. PAGASA should aim to be the only and top-of-mind
source of information on weather and climate, as well as its on other programs
and services.
- More advanced technology and training of the staff to use this new technology.
could also be an answer to the inaccurate information.
- Presence of PAGASA staff is also crucial in Tacloban at this point because
presence can enable quicker response to call/request.

Conclusions and Recommendations (2)
• Moderate satisfaction scores for CDO but there is still an opportunity to increase by
making its communication more understandable through the use of local language.
• Iloilo has the highest satisfaction so far, due to its timely announcement of
calamity/disaster. This enable them to be more prepared.
- Higher satisfaction scores in Iloilo is also due to the presence of its staff and
responsiveness/quick responsiveness to call /request. More stakeholders in Iloilo
also said that they received a complete information from PAGASA staff when
they asked for some information.

Summary and Recommendations (3)
PAGASA, on general, need to build closer relationship with its current
stakeholders (given the criticality of its role and impact on the
communities):
• Given the criticality of the information it provides, daily access or use of its
information should be encouraged. Currently, about 65% use the PAGASA data
daily, while it is even lower in CDO at just about half.
• Daily access could also increase relevance and trial of its other programs and
services.
• Current source of information are TV and Radio. However, for expediency and
accuracy, need to encourage venues with direct access to PAGASA such as website
or through mobile (SMS/MMS). Currently, only about half access the PAGASA
website and are reached by mobile.
