The September 2014 SAR Affiliate Spotlight is on Steve Williamson, owner of Pillar to Post Home Inspection.
Williamson was enlisted in the U.S. Army from 2001-2009 and spent time in both active duty and National Guard as a Staff Sergeant. He served in Iraq as a Squad Leader and gun-truck commander based out of Taji, Iraq. He moved to Sarasota in 2006 as an Executive Team Leader for the Super Target on University Parkway.

contribution as a volunteer for an organization or project in the community.
Meritorious Service AwardThe Realtor® selected for this honor is one whose service
to the Sarasota Association of Realtors® and his/her fellow Realtors® has been of such effectiveness and quality so as to deserve special recognition. The member’s service must be both consistent and valuable, and their dedication to personal professional development must be both consistent and of high quality.

Back in 2005, then-SAR President Judy Schomaker was considered somewhat of a rebel when she strongly advocated and pushed the local trade association to emphasize the international real estate market. Her passion ignited the interest of others, and she was instrumental in starting the SAR International Council, which later became the Global Business Council.
The first accomplishments of the Council were major accords with Spain, when SAR became the official Ambassador Association to AEGI, Spain; and the 2005 cooperative agreement between SAR and the Paris, France real estate organization Ile de France.
Judy noted at the time, “We are working to build a bridge between our associations.”
Now nine years later, the bridges are still in place, and international real estate is a major (and growing) part of the Sarasota real estate industry.
This year’s leader of the Global Business Council, Robin Adair, noted, “The Global Business Council is here to make it easier for all Sarasota Association of Realtors® members to understand and work with people from all over the world. The Council is staffed by volunteers who are all professional Realtors® sharing their time and knowledge to help ensure smooth transactions with foreign customers.”
The essential day-to-day information is vital to make international real estate operate smoothly, Robin noted.
“When foreign nationals come to Florida to buy property, they typically have only the experience and knowledge of a property purchase in their home country on which to base their understanding and actions,” said Robin. “This can be a real challenge for the local Realtor® who may not be aware of the customer’s preconceptions, which may lead to difficult and sometimes fatal results with the relationship.”
The common questions encountered include:- Does the customer trust the Realtor®?- Are they aware of the ability of Realtors® to show
and sell any and all listed property for sale?- Do they know about the MLS?- Do they know that an accepted and signed offer,
with all contingencies met, precludes further offers and changes?
“There are many areas for possible misunderstandings and disconnects,and the GBC is here to help you,” said Robin.
The Global Business Council offers year round, ongoing education and information seminars specifically designed to provide SAR members with the knowledge and expertise to be able to anticipate such bumps in the road on the way to a satisfactory transaction.
Over the last year, the GBC has hosted speakers from Visit Sarasota, IMG Academy, the Port of Manatee, Sarasota International Airport, the Port of Tampa, National Association of Realtors® and others.
GBC also strongly encourages and promotes education as a major component of international trade.
Realtors® with an eye toward achieving international business are encouraged by the GBC to gain their CIPS (Certified International Property Specialist) designation.
International transactions are significantly different and more complex than domestic deals. From currency issues and financing to visa and tax laws, working with a Realtor® who knows how to handle these differences can make or break the purchase or sale of a home. Because of these nuances, it is essential to work with a knowledgeable and trusted professional.
A CIPS designee has undergone specialized training to complete international transactions seamlessly and with reduced risk.
The CIPS designation is the only international designation recognized by the National Association of Realtors®. Only Realtors® who have completed the coursework and demonstrated considerable experience in international business can call themselves a CIPS designee, and use the name and logo.
CIPS designees must complete 5 full days of study focusing on the critical aspects of international transactions, including:
- Currency and exchange rate issues- Cross-cultural relationships- Regional market conditions- Investment performance- Tax issuesAfter they have completed the coursework

It’s been over six years since the majority of Floridians who voted on Jan. 28, 2008, approved an amendment to the Florida Constitution that instituted Portability, or the ability of a homesteader to transfer all or some of their Save Our Homes Cap on their previous homestead to a new homestead anywhere else in Florida. And still, questions linger if the queries I get from Realtors® and the general public are any indication. This month, I am using this space to provide answers to the most frequently asked questions I’ve received recently.Do I get to transfer my taxes from one property to another?
No, Portability is the transfer of some or all of the Save Our Homes Cap on your previous homestead to a new homestead, not your tax liability.Is there a deadline for filing for Portability?
Yes, a homeowner must establish a new homestead within two tax years of leaving a previous homestead, NOT twenty-four months from the date of sale or move-out. For example, if you move from or sell your current homestead at any time in 2014 you have until January 1, 2016 to establish a new homestead and take advantage of portability – whether you move on January 2nd or December 31st of 2014.How much of my previous Save Our Homes Cap can I transfer to my new homestead?
If the just value of your new homestead, as reported by the Property Appraiser as of January 1 of the tax year for which you are applying for your new homestead, is the same or greater than the just value of your previous homestead in the year in which you moved from or sold that property, (within the prior two tax years), you may transfer all of the Save Our Homes Cap, (up to a maximum of $500,000) to your new homestead.
If the just value of your new homestead is less than the previous homestead’s just value then you have to do some simple arithmetic.
- First, divide the assessed value of your previous homestead by that property’s just value. The result is the proportion that will be maintained on your new homestead, (if the assessed to market value ratio is 50% on the old homestead then the assessed to market value ratio on the new homestead will be 50%).
- Second, multiply the just value of your new homestead by that ratio. The result is your new assessed value.
- Third, subtract the new assessed value from the new property’s market just value and you have your new Save Our Homes Cap. It will be less than the old one but the proportion of just to assessed value will be preserved. With, of course, one exception: The $500,000 transfer limit still applies.

SAR-Habitat Team Buildslated to begin Sept. 13th
The next SAR-Habitat for Humanity Team Build project starts with a wall-raising day on Saturday, Sept. 13th at 2944 Sterling Lane, and our members are encouraged to volunteer and participate in this exciting venture.
This year, SAR donated $10,000 toward the project, from the organization’s Affordable Housing Fund, administered through the Community Foundation of Sarasota County. This is the fourth consecutive year that SAR has sponsored a Team Build, and so far $85,000 has been contributed to help make the dearm of home ownership come true for deserving families in our area.
The project is under the wing of the SAR Community Outreach Committee, chaired by Roxanne Foley. This year, the committee has been joined by the fledgling Suncoast Regional Young Professionals Network, and the group will supply volunteers to work on the project to its conclusion early in 2015.
SAR members will work side by side with Joann Robinson, the new Habitat homeowner who was selected to receive the low-interest loan, which is contingent on her volunteerism with the Habitat organization. Robinson said she is thrilled to finally be on the verge of owning her own home, and she looks forward to hosting her children and nine grandchildren at family get-togethers.
“This is truly a dream come true - I just can’t believe it sometimes!” said Robinson as she awaited the start of the groundbreaking ceremony on Aug. 7th.

PProperty sales cool off slightly in Sarasota County
Property sales in Sarasota County almost reached the 1,000 level for the fifth straight month in July 2014, falling just short at 928 closed transactions. In the county’s history, only once has such a five-month hot streak been accomplished – from March through July 2004 – falling just short this year and in 2005.
The breakdown for closed sales in July this year was 643 single family homes and 285 condos sold, according to figures released by Florida Realtors®. Closings were off 11.4 percent from last month (June), when they hit 1,048, and down about 4 percent from July 2013, when there were 969 closings.
Sales the first seven months of 2014 remain ahead of the near record sales pace of 2013, an historic year for property sales in the county with the second highest number of sales in SAR’s 91 year history. The first seven months of 2014 saw 6,875 sales, compared to 6,786 last year at this time.
The median sale price for single family homes stood at $201,000 in July 2014, and the condo median was $205,000. Last month, both were at $195,000 – reflecting a 5.1 percent increase for condos and a 3 percent increase for single family homes. The median sale price for single family homes was about 6 percent higher than the July 2013 figure of $189,900. The major change was July’s condo median price, which was 29 percent higher than last July’s figure of $159,000.
“For the past several years, we’ve seen reductions in July sales numbers, so this is not a surprise,” said Sarasota Association of Realtors® President Peter Crowley. “What is surprising is that July was the first month in six years that we’ve seen both property categories – single family and condos – top the $200,000 median sale price level. The last time that occurred was in August 2008. We may have reached new balanced, sustainable price points in the market.”
Distressed sales remained far below the levels experienced four years ago, indications of a strong market
returning to historic norms. In July 2014, 19.5 percent of total sales were short sales or foreclosure sales. This was down slightly from the 20.1 percent figure in June 2014. Last July, the figure was 24.9 percent, reflecting a major improvement year over year.
The median sale price for the 12-month period ending in July, which moderates monthly swings, was $189,000 for single family homes, about 11.2 percent higher than the previous 12-month period. For condos, it was $176,000, up 10.6 percent over the previous 12-month period.
Pending sales remained strong in July 2014, hitting 834 after last month’s total of 901. This should translate to sales in August coming in slightly below the July numbers. Last July, pending sales were at 849 and sales in August 2013 were at 957.
Inventory levels dropped below 4,000 in July 2014 to 3,912 from the June figure of 4,196, a fairly significant one month decline of 6.7 percent. Last July, inventory stood at only 3,747, the low point in the recent market and about 4
percent lower than the current level.The month’s supply of inventory
stood at 4.4 for single family and 3.8 for condos. Last month, those figures were 4.6 and 4.2 respectively, and last year at this time they were 4.1 and 4.2 respectively.
“We remain statistically in a seller’s market, with low inventory and prices on the rise,” said Crowley. “All the numbers point to a very healthy 2014 for Sarasota County real estate.”

“Encourage, Empower, Elevate” is the theme for the 2014 Annual Women’s Council of Realtors® Fashion Show on Wednesday, Sept. 17th at 11 a.m.
We have chosen this theme to tie in with the charity that has been chosen which is Mothers Helping Mothers. Since 1990, Mothers Helping Mothers, Inc., an all volunteer not-for-profit organization, has been providing basic necessities such as clothing and baby items free of charge to families in need. All items are donated or purchased through grant funding or private contributions and are provided free of charge to their clients.
Through their storefront location, they help over 6,000 families in a single year. These families represent more than 9,500 children, and the numbers are continuing to grow, because the need is so great.
Family members willing to wait in line and provide basic information are allowed three visits per year. They can pick out up to 15 outfits for each child in their family. With an all-volunteer staff of approximately 20 core volunteers, the organization currently serves an average of 6,700 families annually.
Clothing is also available for adults. Volunteers working with the founders, Terri Stottlemyer and Madeline Brogan help support mothers looking for work with business type clothing and personal assistance in getting out of a dead end situation.
Through individual donations or grants, Mothers Helping Mothers is also able to provide occasional emergency assistance to families in crisis that might need their electricity turned back on or rental assistance to avoid eviction. This helps families stay in their homes and perhaps end the downward spiral that such an event can cause.
Women’s Council of Realtors® donates a portion of
the Fashion Show Fund Raiser to a charity every year. Along with the monetary donation going to Mothers Helping Mothers this year we are also collecting some of the most needed items which are diapers and wipes for children and feminine hygiene products for the mothers. A receptacle will be at the Polo Grill for donations from those attending the Fashion Show.

Editor’s Note: One of the goals in SAR’s 2014 Strategic Plan is to increase the professionalism of our members so they are recognized as true professionals and trusted advisors. Pathways to Professionalism is the National Association of Realtors® voluntary guide to professional courtesy, originally created in 1998. Each issue of the magazine will include a column to increase members’ awareness of the key concepts in the document.
Article 10 – Duties to the Public – Fair HousingThis month, we will review Article 10 of the Code of
Ethics. This particular article specifically addresses Fair Housing practices. Realtors® shall not deny professional services to or discriminate against any person for reasons of race, color, religion, sex, handicap, familial status, national origin, sexual orientation or gender identity.
Whether involved in a sale or lease of a property, it is important to remember that there are certain questions that may not be asked of a prospective buyer or tenant. Has a Seller or Landlord ever asked you if the prospect is married? Do they have children and what age? Where they are from? These questions are more common than you think.
The intent of the questions may seem innocent, but they still may form the basis for a fair housing violation. We all want to be friendly, answer questions to form relationships, and be helpful. That is where the trouble can start. The advice here is to remember that you can talk “about the property” and not “about the people”. This is true for advertising as well. If you live by this guideline, you will find it much easier to avoid the easy trap of answering what appears to be a
simple question. Not only it is a violation to answer these questions, it is also a violation to volunteer this information. One example of volunteering the information is: “I have this lovely single mother with a 9 year old boy who would love your swimming pool and has a small dog.Do you accept pets?” What you can say is “I have a prospect interested in your home. The pool is a plus, and they have a small dog. Do you accept pets?” See, it seems acceptable to share that the child would like their pool but it is really irrelevant and could be a violation.
How do you reply to an enthusiastic seller who asks “So where are these guys from?”Did you tell them that we have a great group of Chinese families that live here and they invite us frequently to enjoy their home cooked meals? An appropriate response might be, “I’ll be sure to tell them that you are happy living here and like your neighbors, but please know due to fair housing laws, I cannot discuss where folks come from or specific ethnicities.” Don’t be afraid to share with the seller or landlords that Realtors® have rules to abide by.
It is important to know that you may provide demographic information that is needed to assist with or complete a transaction or professional assignment. A relocation prospect may want to know more about employment opportunities, demographics, etc. You can refer them to a website like Sarasota County EDC’s site or print out the ‘Fast Facts’ for them. The facts must be from a reliable impartial source with reasonable and accurate detail. Being the source of the source is always the recommended path.
Remember to talk “about the property” and not “about the people” and to avoid any chance of violating the Fair Housing laws.
