San Francisco Department of Police Accountability PAUL DAVID HENDERSON Executive Director July 18, 2018 President Thomas Mazzucco and Members of the San Francisco Police Commission Re: Department of Police Accountability Statistical Reports: Summary of Cases Received, Mediation of Complaints, Adjudication of Sustained Complaints for June 2018 and Companion Reports Dear President Thomas Mazzucco and San Francisco Police Commissioners: Summary of Complaints Received in June 2018 and Companion Reports In compliance with San Francisco City Charter section 4.136 and Police Commission Resolution number 97-04, which require the Department of Police Accountability (DPA) to provide the Police Commission with a monthly summary of complaints received, including the number and type of complaints filed, attached please find a summary of cases received in June 2018, a Comprehensive Statistical Report, a pending case list, and a “How Complaints Were Received” report for the period January 1, 2018 through June 30, 2018. For comparison purposes, reports for the period January 1, 2017 through June 30, 2017 are also included. Mediation of Complaints in June 2018 The DPA mediated two (2) cases in June 2018. The DPA mediated seven (7) cases from January 1, 2018 through June 30, 2018, compared with 14 cases mediated in the same period last year. Chief’s Proposed Discipline on DPA Sustained Complaints in June 2018 In June 2018, Chief William Scott imposed discipline in two (2) cases involving five (5) investigated officers and determined by the DPA to have sustainable allegations. The DPA’s findings and recommended discipline and the Chief’s proposed discipline are as follows: 1. Neglect of Duty Two officers failed to properly investigate and failed to properly process property. Neglect of Duty The officers’ supervisor failed to properly supervise. The DPA Director recommended an admonishment for each officer. The Chief of Police concurred with the DPA Director’s sustained findings for the two officers. The Chief of Police imposed written reprimands and retraining for the two officers. Dear President Thomas Mazzucco and San Francisco Police Commissioners:

Summary of Complaints Received in June 2018 and Companion Reports

In compliance with San Francisco City Charter section 4.136 and Police Commission Resolutionnumber 97-04, which require the Department of Police Accountability (DPA) to provide the PoliceCommission with a monthly summary of complaints received, including the number and type ofcomplaints filed, attached please find a summary of cases received in June 2018, a ComprehensiveStatistical Report, a pending case list, and a “How Complaints Were Received” report for the periodJanuary 1, 2018 through June 30, 2018. For comparison purposes, reports for the period January 1,2017 through June 30, 2017 are also included.

Mediation of Complaints in June 2018

The DPA mediated two (2) cases in June 2018. The DPA mediated seven (7) cases from January 1,2018 through June 30, 2018, compared with 14 cases mediated in the same period last year.

Chief’s Proposed Discipline on DPA Sustained Complaints in June 2018

In June 2018, Chief William Scott imposed discipline in two (2) cases involving five (5) investigatedofficers and determined by the DPA to have sustainable allegations. The DPA’s findings andrecommended discipline and the Chief’s proposed discipline are as follows:

1. Neglect of Duty — Two officers failed to properly investigate and failed to properlyprocess property.

2. Conduct Reflecting Discredit — An officer behaved inappropriately.

Conduct Reflecting Discredit and Unwarranted Action — Another officerbehaved inappropriately and placed the complainant in handcuffs withoutjustification.

The DPA Director recommended a written reprimand for both officers.

The Chief of Police imposed a written reprimand and retraining for thefirst officer and an admonishment and retraining for the second officer.
