About the speaker: Lory Laughter, RDH, BS

Lory Laughter has been a practicing dental hygienist since her graduation from Idaho State University in 1994. Today she has a variety of career roles including private prac-tice, speaking, writing and event planning. She is a consultant with Nuvora, Inc. and participates in Hygiene Department consulting with Kathleen Johnson consulting.

Lory is the founder and owner of Dental IQ - a business committed to providing quality continuing education to the entire dental team. Dental IQ (www.dentaliq.net) hosts the Annual Napa Dental Experience which has grown to become a popular national meeting drawing nationally recognized speakers and international attendees.

She has been a consultant with OraPharma and a Hygiene Specialist with OraPharma. Lory is a consultant for Nuvora Inc and Livionex Dental.

As a national speaker covering a variety of dental and health topics, her courses are appealing to every member of the dental team.

Lory is a Thought Leader for American Eagle Instruments and Key Opinion Leader with GC America and Philips (Sonicare). Her spare time is devoted to volunteering in her community, providing a warm home to abandoned pets, and enjoying empty nest syndrome.

About the speaker: Tricia Osuna, RDH, BSDH, FAADH

Tricia Osuna, RDH, BSDH, FAADH is a USC graduate, Past President of the American

Academy of Dental Hygiene and California Dental Hygienists’ Association. Tricia has over

35 years of experience as a dental hygienist to share with her audiences in a humorous

and enlightening presentation experience. Ms. Osuna is a lifelong CDHA/ ADHA member

and a previous Member of the Dental Board of California. She is a Founding Member of

the American Board of Facial Esthetics and an Academic Advisor to Dental Expert CE.

Licensed in both California and New York, her experiences traverse the dental hygiene

arena in a very unique way spanning a variety of roles including Consultant, Clinician,

Educator, International

During each General Meeting and Saturday seminar, we will be collecting

donated toiletries. If you have any of these items lying around the house,

your donations would be greatly appreciated! These items will be collected

and distributed to the women’s shelter .

President’s Message

As fall closes in around us, it is obvious that the pace of life has increased, as our daylight hours slowly decrease. With major universities back on schedule and the summer vacations months behind us, our busy lives transition into the Holiday period.

On November 1st, we will hold our second CE opportunity of the Season. It will

be a Saturday Seminar with the amazing Lori Laughter, RDH, BS, as our speaker. Taking into account our members busy lives, we have opted to do half -day seminars so as members may still be able to go out and enjoy their families. We have also eliminated the December meeting to avoid the holiday rush. This Nov. 1

st seminar will conclude the 2014 Con-

tinuing Education events.

The 2015 season begins’ with our annual Infection Control/ California Law course with renowned speaker Tricia Osuna, RDH. BS. Please be sure to let your offices know that this required CE is being offered half day on January 24

th.

At our first general meeting of the season, we honored our Past Presidents. For those who have been following our San Diego component and attending our meetings throughout the season.

This April, we will be having our own Oral Cancer CE at Rady’s Childrens Hospital, and a donation will be made to oral cancer on behalf of your local dental hygiene component. We invite members to attend and revamp their oral pathology skills.

Finally, I would like to thank our members for their ongoing commitment to Dental Hygiene and their continued membership. With three Dental Hygiene schools in San Diego County, we are lucky to receive so many motivated and new student members. It is clear we are growing as a component and change is coming!

The San Diego Dental Hygiene Society would like to congratulate Dr. Linda Lukacs, DDS - new incoming President of the San Diego Dental Society. Dr. Lukacs held her incoming inauguration at the University Club in downtown San Diego, this past Sept. 28th, 2014.

In attendance were many of her colleagues from the Dental board in San Diego, in addition to multiple faculty from SWC where Linda teaches core classes in the dental hygiene program.

Kids Care Fest

On Sept. 10th, 2014 the San Diego Dental Hygiene Society volunteered at the annual Kids Care fest held

in East County San Diego. Present were President Darcie Bell, RDH. BS and Community Chair Krystelyn

Paras. Many student volunteers from SWC were present at the event, educating the children in attendance

and showing them how to brush their teeth. Thanks to the generosity of VP Kayley Krage and her employer,

Dr. Diane L. Edge, DDS, we were able to donate to the kids that stopped at the table samples of rinses and

toothpaste. President Darcie Bell, donated to the San Diego County Dental Hygienists’ Society a new tooth

fairy costume which was shared by several students throughout the event. Children were thrilled to meet

the tooth fairy and parents were grateful that she readily taught them how to brush.

Our table was the most popular table at the Kids Care Fest. Activities which included coloring teeth, plac-

ing magnets of healthy food on a tooth board, huge typodonts with toothbrushes to demonstrate correct

brushing techniques, and of course, puppets with oversized teeth to attract the children.

Community Chair Krystelyn Paras also broke out the face paint and did teeth images on the children's

faces. We had quite a line in front of our booth. Happily, we were showcased on live television and even on

the radio station. Multiple pictures were taken of our booth for the Newspaper and by the district person-

nel. It was a huge success!

Thank you to all who volunteered and participated.

Share the Care: Who, What and How

Getting involved, your Public Health Dental Hygiene Role in the

Community

The Dental Health Initiative of San Diego, "Share the Care" is a public-private partnership between the County of San Diego Health and Human Services Agency, the San Diego County Dental and Dental Hygienists' Societies and the San Diego County Dental Coalition. Established in 1994, Share the Care, with current partial funding and support from UCSD Department of Pediatrics, First Five California and other stake holders for financial support, has the following goals:

To provide access to dental care and education to improve oral health for children and adults in San Diego County, especially those with limited resources by finding free or reduced-cost emergency care to alleviate pain

To offer preventive services in neighborhood-based programs

To provide education to parents, educators, health professionals and child care providers to promote dental care for children and their families.

Activities of Share the Care:

Links school-age children in need of immediate dental treatment who have no other resources to pro-bono dentists for care

Organizes oral health screenings for children ages birth through 5 years, providing Oral Health Assessment forms for school entry

Hosts Sealant and Varnish Clinics with support of various organizations, at no charge to the organizations or families who receive these services

Educates pregnant moms, parents and care-givers of children birth to 5 years

Trains staff of child-care facilities, medical/dental professionals, ancillary and pre-dental/pre-medical students and others who provide care and interact with the above mentioned groups

Provides educational materials on Oral Health and Access to Care for these services

September General Meeting Recap

The September 30th General Meeting started off the new upcoming season of CE events

offered by the San Diego County Dental Hygienists’ Society. Our first speaker, Lewis Meyers, from American Eagle was a huge hit! Everyone in attendance received a free instrument! In addition to the CE lecture, we also honored all past Presidents for their past dedication and time on behalf of the San Diego County Dental Hygienists’. Our Hospitality Chair, Krystelyn Paras made beautiful table arrangements that were given to the past Presidents in attendance. Overall, it was a great start with over one hundred attendees, including student members. We look forward to more enjoyable and successful events, and encourage all members, non-members and dental professionals to attend!

Gov. Jerry Brown has signed CDA-sponsored legislation into law that will bring in-creased accountability and transparency to den-tal insurance plans in California. Assembly Bill 1962, authored by Assembly member Nancy Skinner (D-Berkeley), establishes standardized requirements for dental plans to disclose how they spend patient premium dollars and puts the state on a path to establish a minimum percent-age of premium dollars that must be spent on patient care.

Under current state law and the federal Af-fordable Care Act, all medical plans must spend at least 80 percent of patient premiums directly on patient care as opposed to insurance compa-ny profits and overhead, a standard known as a medical loss ratio (MLR). However, no minimum standard exists for dental plans. Due to the lack of this patient protection, some dental plans self-report spending as little as 38 percent of premi-um revenue on patient care.

"This law will provide greater transparency for patients and employers who have a right to know that they're getting value out of their pre-mium dollars dedicated to dental care," said CDA President James Stephens, DDS. "This bill will shine a light on dental plan spending, which should incentivize plans to improve the value of their products and will help guide the state to-ward an appropriate minimum standard for spending on patient care."

Currently, dental plans self-report this data without consistent standards and the details necessary to verify their spending ratios. As a result, there is a lack of reliable data for the state to develop an evidence-based minimum standard. AB 1962 requires dental plans to uni-

formly and publicly disclose the financial data necessary to assess their spending on patient care, bringing dental plan reporting to the same level as currently exists for medical plans, and declares the Legislature's intent to adopt a for-mal minimum standard for dental plans by Jan. 1, 2018, based on the data reported.

"AB 1962 is a great step toward instituting a critical protection for the 15 million Californians enrolled in private dental plans and we are very grateful to Assembly member Skinner and the governor for moving the state forward on this issue," Stephens said.

With AB 1962, all California dental plans will have to annually report the necessary financial data to the state Department of Managed Health Care and Department of Insurance by Sept. 30. The first reporting deadline will be in 2015.

Under the MLR rule for medical plans, con-sumers have saved an estimated $9 billion on premiums since 2011, according to a 2014 re-port by the U.S. Department of Health and Hu-man Services (HHS). The report attributes this to the fact that companies are charging lower premiums and operating more efficiently than they would have in the absence of the MLR standard. Additionally, medical plans that do not meet the standard must issue rebates to policy-holders to make up the difference. The HHS re-port adds that in 2014 alone, 6.8 million con-sumers will receive rebates.
