Please extend a warm welcome to Emily Whiteley who will begin her role as the interim San Benito County 4-H Program Representative on Friday, March 20. Please provide the 4-H Office or your community club leader with any thoughts or comments you have regarding this proposed language. This item will be voted on at the March 23, 2015 4-H Council meeting. See Attachment below.

5. State Leadership Conference pre-Trip Interest

The 2015 4-H State Leadership Conference will take place at UC Irvine on July 23-26. So the San Benito County 4-H Council can begin getting estimates for the cost of ground transportation, members in 8 – 12th grades want to attend the conference are asked to email Susan Stricker at [email protected] by March 18th so Susan can get a preliminary head count to begin pricing transportation.

7. FARM CLEANUP DAYS

MARCH 7 is the next farm work day. The next cleanup days will be as follows: 3/21, 4/4, 4/18, 5/2, 5/16, 6/6, 6/20, 7/18, 8/15, 9/19, 10/17. Work days start at 9:00am – 12:00pm. It is mandatory that everyone that uses the farm works at least 6 hours at the farm. Please bring weed eaters or mowers (gas operated, we have no electricity), protective gear, water or something you want to drink, a snack or sack lunch, sunscreen, gloves, racks, hoes or shovels and wear proper shoes. Farm requests are available online or in the 4-H office. Farm is available for all fairs. If you have any questions, please feel free to contact Susan Dike at 831-801-5882. Thank you for your help.

8. County Fashion Revue Come participate in this fun and exciting event where you do not have to be in a sewing project or event know how to sew to have fun! Categories include: • Traditional • Consumer Science-Purchased with $40 limit • Upcycled • Jacket Challenge • Costume Challenge. Judging will take on April 29 at 5pm at the Vets Building with the fashion revue taking place April 30 at 5pm at the Elks Club. Formal entry forms are due April 13. See attachment below.

9. South Central 4-H Council Representation San Benito County needs additional 4-H volunteers and senior 4-H members to represent our county on the South Central Leaders Council. The Council meets via phone conference as well as face-to-face on a quarterly basis. The Council works to support scholarships, the State Leaders Forum, Sectional Presentation day and a variety of other items important to the 4-H program. Please contact Judi Johnson at [email protected] if you would like to participate and for more information.

10. YMCA Healthy Kids Day Mark your calendars for The YMCA of San Benito County Healthy Kids Day. This event is the perfect opportunity to demonstrate how 4-H contributes to healthy lifestyles. The event which reached over 400 people last year would be an excellent day to spread the word about 4-H, recruit new families and have the 4-H program visible at a major community event. This would also be an excellent Emerald Star Project or service event for a club. See Attachment below.

11. Submitting to the Updates If you have an announcement, need or opportunity you would like to promote in the 4-H Updates, please email Lynn Schmitt-McQuitty at [email protected] by 2pm every Friday with “copy ready” information, and I will gladly include your information into the weekly 4-H Update.

Attachment 2: San Benito County 4-H Participation Guidelines MEMBERSHIP Membership in the University of California San Benito County 4-H Program is open to all children in Kindergarten through 19 years of age without regard to age, class, ethnicity, gender, physical and mental ability, race, sexual orientation, spiritual practice, and other human differences who reside in San Benito County. UC Policy Chapter 3 The county of residence is the primary county for 4-H YDP enrollment. A 4-H member cannot be enrolled in two different counties at the same time. Any exception to this residency requirement must have prior approval from 4-H YDP staff in both counties and/or states affected. If an exception is approved, it can be documented by the “Request For 4-H Membership in a Neighboring County” request. UC Policy Chapter 4 section X To participate in 4-H club activities youth must complete the required enrollment form, pay accident/illness insurance and state 4-H program fees, and have the individual enrollment recorded in the county office. The program year dates July 1 to June 30. UC policy Chapter 4 section V&VI Primary 4-H members must be 5 years old or in Kindergarten by December 31st of the program year. Youth enrolling or turning 9 on or after January 1 must participate as a primary member until June 30th. Primary members cannot enroll in large animal projects. Approved primary animal projects include but are not limited to rabbits, poultry, cavies and pygmy goats (complete list UC Policy Chapter 5 section II.A.1). For other restrictions of primary members, please see UC policy. Junior, Intermediate and Senior members must be 9 years old or in the 4th grade by December 31st of the program year and may continue in the program until December 31st of the year in which they become 19 years of age. Home schooled members are to enroll based on their chronological age as of December 31st. UC Policy Chapter 5 Section II parts B & C INCENTIVES & RECOGNITION ELIGIBILITY Youth may enroll in 4-H at any time, however to be eligible for Incentive & Recognition awards (including year pin & stripe, star level, record book competition), San Benito County 4-H Council funding for conferences and trips, county and state fair market livestock exhibition a member must be enrolled in club and projects by December 31st of the program year and attend 80% of club and 80% of project meetings from the date of enrollment. UC Policy Chapter 4 section VII, Chapter 7 section IV part C All enrolled members may participate in Presentation Day and Fashion Revue if eligible by event guidelines. Members enrolling after December 31st are eligible to earn record book credits for their cumulative totals but are not eligible to earn star ranking during the initial partial year. Eligibility to exhibit at fairs: 4-H members must be a member in good standing, complete a minimum of six (6) hours of project instruction or more as required by the project leader and complete additional

requirements as determined by the county 4-H YDP . UC Policy Chapter 7 section V part C. In San Benito County to a member in good standing for fair exhibition is defined as follows: Market Livestock Projects (including horses, meat pens of rabbits or poultry):

a) member must be enrolled in club and project(s) prior to January 1 of the calendar year of the fair and

b) if the fair is after June 30, complete either a minimum record book (complete project report forms, PDR and 4-H story) or a competition record book and

c) attend 80% club and 80% project meetings and d) meet the ownership requirements as outlined in UC Policy.

The fall San Benito County Fair is to be considered an extension of the previous years’ project work; however, the member must re-enroll in the year of the fair to be eligible.

Non-Market Livestock Project Eligibility: member must be currently enrolled in club and project(s) for no less than 60 consecutive days prior to the start date of the fair and meet ownership requirements as outlined in UC policy

Record Books: Record books are not a requirement for participation in club activities, events or conferences. A minimum record book (completed project report forms, PDR and 4-H story) or competition record book and 80% club and 80% project attendance (average over all projects) and enrollment prior to January 1 of the program year are required for participation in Awards and Recognition program (including star levels, competition record books, project proficiency), county and state fair market livestock eligibility, Bank On Us, scholarship and 4-H council funding for trips, camp and conferences in the following program year. Trips, Conferences, Scholarships, Bank On Us All members may attend 4-H sponsored events, conferences and trips at their own expense if they meet the eligibility and requirements for the event. To Be Eligible for Council Funding: Members requesting funding must meet deadline requirements, complete appropriate applications and meet the following requirements:

Trips, Conferences and Camp: member must have completed one program year (enrolled prior to January 1 and met record book requirement as outlined above) prior to request for funding.

Citizenship Trips (including Cal Focus, Washington Focus and Foreign Exchanges): member must have completed two consecutive program years and met record book requirement as outlined above for each year prior to request for funding.

Scholarship and Bank On Us: Member must have completed three consecutive years in the program and these years are to have been the last three years of the member’s high school career, met record book requirement for each year as outlined above to be eligible for these awards. (Adopted 6/2013)

1. Legends and Lore: Thursday, July 23 - Sunday, July 26, $499 Thursday arrival begins with an orientation, dinner and a trip to Disneyland! Friday is tour day! Register for one or more Legends and Lore Tours (some at an additional fee). Most tours will be back in time to join in on the fun lawn games and activities the Recreation Committee has planned! The traditional SLC schedule begins Friday late afternoon and continues through Sunday.

2. Fairytales and Fables: Friday, July 24 - Sunday, July 26, $419 Friday arrival begins with fun and games provided by the Recreation Committee! and the first meal served is dinner. The opening keynote is Friday evening to kick off the traditional SLC schedule and educational events.

3. Friday Tours: The Friday educational content is all tours. Legends and Lore tours must be selected and fees paid at the time of registration.

4. Education: Education sessions A-C descriptions will be available after the close of registration.

5. Parking: Parking permit should be purchased with your registration and will be given to you at check- in. A parking permit is required each day.

6. T-shirt: Must be ordered at the time of registration. REGISRATION PROCESS: Youth Delegates:

1. The San Benito County 4-H Council has agreed to pay the $499. registration fee for delegates to attend the Legends and Lore: Thursday, July 23 - Sunday, July 26, portion of the conference. HOWEVER – if delegates register for a fee-based field trip on Friday, July 24th or order a conference T-shirt, those expenses must be covered by the delegate. If your registration fee is over the $499. amount, you must include a check for the difference with your registration materials by April 27, 2015 made out to the San Benito County 4-H Council.

Adult Chaperones: 1. The 4-H Youth Development Program staff must ensure that appropriate adults are

selected to chaperone our youth delegates. As such, chaperones will be identified using the following process:

a. Certified male and female adult 4-H volunteers need to submit their names to the 4-H Program Representative by April 17 for chaperone consideration.

b. Chaperones will be selected by 4-H Youth Development Program staff to ensure proper supervision and to meet the youth to adult ratios needed (10:1).

c. Selected chaperones will be notified and asked to register for the conference by April 27th.

d. Only adults following this process will be designated as San Benito County chaperones and have their expenses covered.

Transportation: 1. The San Benito County 4-H Council will be arranging and funding ground transportation

to and from the conference for Thursday, July 23 - Sunday, July 26. 2. Delegates attending the conference on dates other than Thursday, July 23 - Sunday, July

26, are responsible for making their own travel arrangements. 3. More details will follow once ground transportation has been secured.

Attachment 4: Fashion Revue March 2015 To: All 4-H Members From: Judy McCord Fashion Revue Committee Chair Re: Fashion Revue Judging April 29, 2015 at the Vets Hall Fashion Revue Show April 30, 2015 at the Elks Lodge This letter will hopefully answer many of the questions I have been receiving. 1. You must use a separate outfit for each entry. For example: If you will be entering a vest in

the Wearable art category, you may not enter it in another category.

2. To qualify to be a Medalist, your outfit must present a “total look”. Examples of what is meant by a “total look” are: Dress, jumper with a purchased blouse, full-length coat, two-piece ensemble, or a three-piece ensemble.

3. Remember to accessorize your outfit with jewelry, flowers, a hat, or hair ribbons. Example: If you carry a book or flowers when modeling your outfit, you would be judged as having successfully accessorized your outfit.

4. A judging time will be assigned to you after April 11 (registration deadline).

5. If you need to request a specific judging time, please make a prominent note on your registration form before you turn it at Judy's Gifts & Awards.

6. Please style your hair so it is out of your face. Style your hair with ribbons or barrettes. This will also count as having successfully accessorized your outfit.

7. Remember to wear proper undergarments. Examples of appropriate attire are: panties, slip, nylon hose, or bra. An example of inappropriate attire is: a black bra under a white or see-through blouse.

8. Proper shoes are important to the “look” of an outfit. An example of inappropriate footwear is: wearing tennis shoes with a formal gown.

9. If you have changes that need to be made to your Commentary after you have turned it in at the 4-H Office, bring (3) copies of your corrected Commentary the night of the judging.

In addition to a registration form, please remember that you must also turn in a Commentary and a photo of you in your outfit for each entry for your entry to be valid. Also, certain categories require even more items to be turned in. Please check the detailed requirements for the specific

category you will be entering in. If you cannot access that information online, you may contact me at 637-1635. The following categories will be modeled only and not judged (modeled in the Fashion Revue on April 30, 2015). • Me Too: This category is for clothing which was constructed by a 4-H clothing project

member for another person and modeled by that person or a pet (live or stuffed) in the Fashion Show. This can be a brother, sister, parent, grandparent, cousin who will be expected to model the ensemble.

• Creative Stitches: This category is for Any Project members who have constructed wearable garments in the Fiber Arts Project. (Knitting, Crocheting, Quilting & etc... No more than 2 items may be entered in this category.

• Creative T-Shirt: All 4-H members may participate in this category. Members are encouraged to be creative with fabrics, fabric paint, “puff” paints, beadwork, appliqué, quilting, stitchery, etc.

• Model’s Choice: All 4-H members may participate in this category. You or someone else may model the outfits. Items such as sleepwear, and accessories are acceptable. These outfits may be purchased or sewn by the 4-H member. Be creative.

• 4-Hers Choice: Any 4-H member, in any project, that wants to model an outfit. • Cultural Outfit: Any outfit themed to a different culture. The following categories will be Judged and modeled. 2015 SFR Entry Categories: • Traditional: The entry must be sewn by the member as part of his/her 4-H Clothing and

Textile project. • Purchased (Consumer Science): has a $40.00 limit, shoes and sales tax not included. Receipts

for all items showing except shoes are required, with purchases made during the 2015 4-H year.

• Jacket Challenge: Use any Jacket pattern. (Read the State Guidelines) • Up Cycled Challenge: There is no specific pattern requirement. Additional garments to

complete the outfit may be sewn or purchased. Take a "before" photo of the member holding the outfit and an "after" photo wearing the outfit. The entry must be sewn by the member as part of his/her 4-H Clothing & Textiles project.

• Costume Challenge: Use any pattern, technique, materials to create a costume. Read state guidelines.

Guidelines 1. For all entries, the outfit must be produced and modeled by the individual member. 2. The outfit must meet SFR modesty guidelines. 3. A member may only qualify to enter one outfit at SFR. 4. When a member enters more than one outfit, the garments, accessories, and shoes for each

outfit must be distinctly different. 5. An item in one outfit may not also be used as part of another outfit.

6. No live animals; no perishable food. These types of projects will not be judged. For these particular entries, please use a “Project Display” Entry Form. The number of displays that members are allowed to exhibit is limited to 4.

7. Project Displays: In conjunction with the 4-H Fashion Revue, all 4-H members are encouraged to participate by exhibiting other projects (such as posters, craft projects, cookies, cakes, etc.).

Timeline 1. Entry forms are due to Judy McCord by April 13. 2. On April 30, all displays must be delivered to the Hollister Elks Lodge, 12:30pm to 2pm. 3. The Fashion Show will be held on April 30, at 5:30 pm. 4. All displays must be picked up at the end of the Fashion Show.
