New Tyre Recycling Decree

Actually the decree pass through the “Consiglio di Stato” and it’s in the way for emission in the “Gazzetta Ufficiale”.

Before the end of April 2011 the Decree should be law.

The main point is the difference in the main responsible actors:

• End of Life Tyres from service market: Tyres Producers

• End of Life Tyres from ELV: Vehicle Producers

The collection and recovery target will be counted separately in favour of both chain.

New Tyre Recycling Decree

The main environmental objective is the collection, recycling and recovery of all the end of life tyres produced each year in Italy.

The major Tyres Producers created in Italy a consortium called ECOPNEUS dedicate to the collection and recovery of the end of life tyres.

According to the last public version of the decree, the dismantlers can provide the tyres to the consortium with zero cost.

Conclusion:

This new decree will:

• increase the collection rate of end of life tyres in Italy

• increase the Italian recycling/recovery target of ELV

Inside the general strategy carried on with other Car Makers, the ELVs FIAT

strategy for Italy is pointed on these issues:

R&D running activities on End of Life

Vehicles management are mainly focused on:

• Recycling: tyres for asphalt

• Energy recovery: Target Fluff project

Goal: to develop market demand for rubber from End of Life Tyres for the use in road pavement

Partner involved: Turin Polytechnic, Turin

Province, Fise Unire, Anfia, Ecopneus, Siteb signed an agreement during 2009

First application - 2010: very important new road

connecting Turin and Reggia of Venaria

Main advantages:

• reduction of noise (inside & outside the vehicle)• reduction of road maintenance

•increase of the use of recycled material from

ELV in industrial applications

Main results obtained at Venaria:

• reduction of noise inside the vehicle:

an average difference of 4 db between

innovative and traditional asphalts

during Coast Down operation

• reduction of noise outside the vehicle:

an average difference of 2 db between innovative and traditional asphalts

during Coast Down operation

• 30% increase of the realization cost balanced by a reduction of road

maintenance costs

• increase of amount of recycled material from ELV

Next steps:

The partners involved in this first application presented during 2010 the LIFE+ EU Project

TyRec4LIFE - Development and Implementation of Innovative and Sustainable

Technologies for the Use of Scrap Tyre Rubber in Road Pavements

Technical project objectives:

• Validation of the use of open graded and controlled texture bituminous mixtures;

• Evaluation of the potential use of reduced-quality or recycled aggregates;

• Development of solutions for the reduction of energy consumption and emissions;

• Implementation of the “dry” technology.

Fiat Research Center main involvement:

• increase the market demands of material from ELV;

• environmental, safety, noise and economical evaluations;

ELV - R&D activitiesEnergy Recovery: TARGET FLUFF

Objective: setting up of 3 different pilot plants at industrial scale for the car fluff

treatment from ELV, using the pyro-gasification process which :

•Ensures the best performances of energy and environmental efficiency and economical

sustainability

•Gives autonomy to the involved industrial partners relative to the problem of landfilling

•Brings to the achievement of the national target of energy recovery (5% from 2006 and 10%

from 2015) and help the achievement of the re-use and recovery target (85% from 2006 and

95% from 2015)

Conclusions

The Italian Framework Agreement has allowed to catch up different important

results:

•EU 2008 target achieved in Italy (84% Reuse & Recycling and 87% Reuse &

Recovery)

•Realization of strong ELV networks based on Quality & active Relationships

between the Economical Operators of the chain

The Italian Framework Agreement is the right instrument in order to achieve

the 2015 Targets by means of the R&D ongoing activities on:

•Tyres recycling for asphalt and for other industrial application

•Energy recovery of Solid Recovered Fuel by means of innovative pyro-

gasification technologies characterized by high energetic efficiency and low

environmental impacts
