Welcome to Saint Patrick School!

This 2015-2016 Parent/Student Handbook is being provided to you on behalf of the Faculty, Staff, and Administration of Saint Patrick School. Together, students, parents, faculty, staff and community members, are dedicated to the creation of an environment that educates the whole child – body, mind and spirit. As a school community, we are committed to a loving, nurturing school culture inspired by the example and teachings of Jesus Christ. It is our intention that this handbook will provide all school community members a better understanding of the procedures and policies that guide us. In order to support and guide the mission of Saint Patrick School, it is important that the policies and procedures in this handbook are enforced. By doing so, we will be able to Work Together to Challenge Minds & Foster Faith! All of the policies and procedures in this handbook remain in effect until the distribution of a new handbook. The administration of Saint Patrick School is the final recourse and reserves the right to amend this handbook, when it is deemed appropriate and necessary. Parents will be given proper notification. We ask that each parent and student read this handbook and then sign the “Parent/Student Handbook Acknowledgement Form”. Thank you for your commitment to Saint Patrick School, and may you find many blessings in 2016! Sincerely, Mrs. Christine Ross Principal

Mission Statement

The clergy, faculty, staff, students, and families of Saint Patrick School subscribe to the ongoing building and living

of a faith community—not only as a concept to be taught, but as a reality to be lived. Through education, the school

community strives to enable its students to assimilate the knowledge, attitudes, and values that prepare them to take

their place as active members of society, while witnessing to the Gospel message.

Purpose and Use of Handbook This Handbook exists to foster the efficient operation of Saint Patrick School. To meet this objective, the school

administration is given flexibility and the ability to exercise discretion. Although many policies and procedures are

provided in this handbook, it cannot address all needs that come to the attention of the Faculty, Staff and

Administration of Saint Patrick School. In appropriate circumstances, the Principal has the discretion to take actions

other than those specified in the Parent/Student Handbook. This Handbook is not intended and should not be

considered to create rights for students or parents/guardians.

Violations of the spirit, intent or letter of the policies found in this handbook will be considered just cause for

Administrative action. Under no circumstances is a student or parent/guardian excused from the observance of these

policies and procedures. The administration of Saint Patrick School is the final recourse and reserves the right to

amend this handbook, when it is deemed appropriate and necessary. Parents will be given proper notification.

Awards

In 2003, Saint Patrick School was recognized as a Blue Ribbon School of Excellence by the United States Department of Education. This school recognition is awarded to elementary schools that distinguish themselves as among the nation’s most successful institutions of learning. The schools chosen are judged to have strong leadership, high-quality teaching, and

appropriate and up-to-date curriculum and policies, as well as practices which ensure a safe environment conducive to learning, strong parental interest and involvement, and evidence that the school helps students of varied ability levels achieve.

Saint Patrick School received the Paterson Diocese Star School Award in 2011. A Star School is a school on the “cutting edge.” It promotes high student achievement and has an identifiable specialization which addresses the educational services and needs of students. The faculty is engaged in professional development; there is administrative and fiscal efficiency demonstrated in the educational program. Outstanding performance is measured in terms of student results and school accomplishments, and there are collaborative efforts with parents, parish, and community

Academic & Assessment Policy The primary objective of Saint Patrick School is to provide a curriculum which is designed to develop, implement, and reinforce the values, attitudes, knowledge, and skills necessary for the students’ spiritual, moral, intellectual, academic, social, emotional, and physical growth. The school follows the Paterson Diocesan Curriculum Guidelines and ACE Curriculum model implemented and assessed by the faculty. Major subject areas include: Religion, English Language Arts, Mathematics, Science, and Social Studies. Other subject areas include: World Language, Technology, Art, Music, and Physical Education. Academic Probation Those students accepted into Saint Patrick School whose academic progress is in jeopardy will be placed on academic probation. The student’s academic standing will be evaluated after the first marking period. At this time, a decision will be made regarding the continuation of the student’s education at Saint Patrick School. The decision of the administration is final. Registration and fees payments are non-refundable. Cheating Students who plagiarize, cheat, or aid another in cheating will receive a zero (“0”) for the test, quiz, assignment, etc. The student will not be placed on the Honor Roll for that quarter. An eighth grade student will be ineligible for the exam exception. Grading Student performance is evaluated through written tests, projects, displays, reports, etc., in conjunction with the teacher’s judgment regarding completion of homework and class participation. Students in grades 5 to 8 take mid-term and final exams. An eighth grader, who maintains an A average in a specific subject throughout the year, will be exempt from the final exam in that subject. An eight grade student who maintains an A average in conduct for EVERY marking period will be exempt from the religion final exam. During exam week, middle school students have the option of a half-day schedule with the written permission of their parents. A student who is caught cheating during the school year will not be offered the exam exemption in that subject. Students in grades K, 1-3 receive a Standards Based Report, approved and issued by the Diocese of Paterson. Student skills in content areas are identified on a scale from 1 to 4. Other subject areas and general conduct are graded four times a year with VG (Very Good), G (Good), S (Satisfactory), I (Improvement Needed) and U (Unsatisfactory). Students in grades 4 to 8 are graded with numerical grades four times a year in the major subject areas and World Language. For students in grades 4 to 8 specials (music, art, technology, gym) are graded with VG (Very Good), G (Good), S (Satisfactory), I (Improvement Needed, and U (Unsatisfactory).

Graduation Upon successful completion of 8th grade, having met the required course of studies for elementary education, and having all tuition expenses and fees paid, students receive a diploma verifying their graduation from Saint Patrick School. Students whose graduation is in jeopardy for academic reasons will be informed no later than the third marking period. The attendance at all graduation activities and ceremonies is a privilege, not a right, earned through satisfactory behavior. A graduation fee or $150 is required of each graduate prior to graduation Honors Math & Spanish The Honors Math and Spanish Programs at Saint Patrick School are designed to challenge those students with demonstrated superior ability, as well as the self-motivation to achieve. Students are eligible based on their yearly grades, final exams, placement test, and standardized test scores. Students are invited into the program at the discretion of the administration of the school. Honor Roll & Principal’s List Students from the sixth through eighth grades are eligible for:

• High Honors, if they receive all A’s in all the subject areas. High Honors, students taking Honors Math, Language Arts, or Spanish may have a B+ in that subject.

• Honors, if they receive at least all B’s in all the subject areas. • Special Recognition if they receive at least all C’s in all the subject areas and with teacher recommendation

only. Any student who receives and I (Improvement needed) or a U (Unsatisfactory) in conduct or a special class for a quarter (music, art, technology, gym) is not eligible for Honor Roll for that quarter. Students in the fifth grade are eligible for the Principal’s List if they receive a ninety or above in all the major subject areas, including world language, with no grade less than G (good) in all other areas, including Music, Art, Technology, Physical Education and Conduct. Progress Reports For students in grades Pre-K and K, progress reports are distributed to the students twice a year. Failure warnings will be given after the second or third marking periods if there is a danger of failure for the year at that time. For students in grades 1 to 2, progress reports may be issued as needed for poor academic work and potential failure, as well as behavioral and social issues. Parents of students in grades 3 to 8 can view their child’s grades on PowerSchool at any time. It is strongly encouraged for all parents to regularly check PowerSchool and contact the teacher if a concern arises. Promotion/Retention A student must pass all major subjects in order to remain in School and be promoted. A student who fails a major subject may be required to withdraw or be retained. A student may be retained when it has been demonstrated that repetition of the grade by a particular child will be profitable to that child because of particular circumstances. The principal and teacher, in consultation with the parents, will make the final decision. All registration payments and fees are non-refundable. Pupil Assistance Committee The purpose of the Pupil Assistance Committee is to facilitate continued student progress. This committee of educators from within the school community and professional consultants, as needed, will make recommendations for interventions that will support the teacher, parent/guardian, and student in order to assist students with academic or behavioral issues.

Religion The aim of our religious education program is to cultivate young Christians with a sense of religious values and attitudes that will enable them to witness the Christian message in their daily lives. It also seeks to impart the basic tenets of the Catholic faith. Religion is a major subject taken every year by every student. Students learn about the Catholic faith, participate in daily prayer, liturgies, prayer services, penance services, and perform Christian service. Parents are invited to participate in all school liturgies and prayer services. Students in grades 1 to 8 attend the parish mass once a week. Retreat days are offered to the middle school students. Religious Education & Services The non-Catholic student is welcome at Saint Patrick School. The non-Catholic student is expected to understand and agree that the school exists to educate in the framework of Catholic values. Non-Catholic students must participate in the religion classes and liturgical services scheduled for students during the school year. At mass, the non-Catholic student will go up in the Communion line, cross his/her arms over the chest, and receive a blessing from the minister. Report Cards For grades Pre-K and K, report cards are distributed to the students twice a year. For grades 1 to 8, report cards are distributed to the students four times during the school year. Special Needs/ISP Accommodations and modifications associated with students who have special needs will be followed and met to the best of the school’s ability, given the limited resources available to the school. A parent/guardian who wishes to alter the ISP/IEP may do so by contacting the case manager and requesting a review meeting. If Saint Patrick School is unable to service a student’s needs, it will be necessary for the student to find another educational setting. Support Services The following services are provided by the state of New Jersey. Compensatory education, special education services and evaluation, English as a Second Language, speech, and in-class-support teachers are provided by the Education Commission of Morris County and the Chatham School District to those who qualify. The Chatham Board of Education provides bus transportation for residents of Chatham. Other districts may offer compensation. Health services, education, nursing, and textbook funds are provided by the Education Commission of Morris County. Funding is also provided through federal programs in conjunction with the No Child Left Behind Act and the Individuals with Disabilities Act. Testing Students are tested both formally and informally at the discretion of the teacher during each marking period. Make-up tests and quizzes are the responsibility of the student. The student must contact the teacher to arrange missed assignments. Please see the Homework Policy for more information. The Terra Nova test is administered annually during the school year. Results are shared with the parent when received by the school.

Attendance Policy

There are compulsory education laws in New Jersey dealing with students’ attendance and truancy. (18A:371, 37-2, 38-25, 38-26, 38-27). In order to enforce the law, it is reasonable for the school to establish policies and regulations governing student attendance. Regular attendance and participation in classes, along with interaction between student and teacher, as well as the interaction among students in class, are a vital and integral part of the learning process. Attendance is seen as a means of serving educational ends. Frequent absence and tardiness disrupts the continuity of the instructional process. Chronic absence and tardiness limits accomplishments and reinforce a habit which will handicap the individual in future education and employment. Research indicates that there is a close relationship between students’ attendance and their academic and disciplinary performance. Absence Prompt, regular attendance is absolutely essential to academic success and to comply with the law. Excessive absence may cause student failure and retention. It is understood that occasional school absences will occur.

Excused Documented Absence Therefore, the following may be considered as a documented absence:

• Illness requiring longer than a 3-day recuperation period as verified by a doctor’s note • Certified hospital stay • Periods during which bedside instruction is received • School approved reasons such as field trips, suspension, death in family or other school initiated

reasons. Please note: An excused absence will be documented in the attendance system as a non-attendance and must be reported per the Reporting Absence Policy. Unexcused Absence Absence from school for an unidentified purpose. A vacation or trip is considered an unexcused absence. When an unexcused absence occurs, the responsibility for the missed work is that of the pupil and parent, not the teacher. Teachers are not required to give make-up tests or assignments for absences due to vacations. No assignment will be given in anticipation of the vacation. Text books may not be taken on vacation. Parents who choose to remove students from school excessively must accept the responsibility for lower or possible failing grades. See the section on homework and makeup for further information. Reporting Absence A parent/guardian must call the school no later than 8:30 a.m. to report a student's absence. If no call has been received, the school nurse will make a reasonable effort to reach a parent/guardian by phone to verify the legitimacy of the absence. All absences that are not reported are unexcused.

Page 14: Saint Patrick School€¦ · We ask that each parent and student read this handbook and then sign the “Parent/Student Handbook Acknowledgement Form”. Thank you for your commitment

Page | 14

Sick A child who is sent home with a fever must be fever free for 24 hours (without fever reducing medication) before returning to school. Upon return to school, the student must present to the teacher a written excuse from a parent/guardian stating the dates and reason for the absence or the absence will be considered unexcused. An absence of more than 3 consecutive days requires a doctor's note.

A child who is ill or absent from school may not be on school premises, or in school activities that day, even when excused.

If a student is ill for a period of two weeks or longer as documented by a physician, the school district will provide bedside tutoring. Work may also be made up through tutoring, supervised study, and/or summer school at the discretion of the administration.

Truancy A student who deliberately avoids coming to school, contrary to the wishes of his/her parent/guardian, is considered truant. Truancy includes absence from any class, activity during the school day, after school special help sessions, and disciplinary sessions. Truancy will be reported to the attendance officer of the child's district of residence. A student who is truant will be subject to disciplinary action, including suspension and/or separation from school.

Late (Tardiness) Every effort should be made to have students attend school on time. Students are considered late if they have not reported to their classroom by:

Pre-Kindergarten to Grade 5 8:00 AM Middle School students (Grades 6 to 8) 7:50 AM

A student who is late must report to the school office with his/her parent for a late slip before going to the classroom. Parents of students, who are habitually late (5 or more days in a month), will be required to meet with the principal in order to correct the problem.

Behavior Expectations & Discipline Policy

A spirit of Christ-like charity, respect for authority, and mutual cooperation are essential elements of the learning environment at Saint Patrick School. Students are expected to act with courtesy and respect toward one another and toward all members of the staff. They must take seriously their obligation to develop lifetime habits of self-control and concern for the well-being of others. Home and school should work together to help students learn and live the qualities of responsible behavior and elements of good citizenship. The aim of discipline at St. Patrick School is twofold: to promote the fulfillment of spiritual values and to foster the growth of self-discipline in each individual. We strive to provide an environment that fosters the dignity of each child and at the same time create an atmosphere where the students feel safe, secure, and happy. This environment must be one in which they are provided every opportunity to learn, free from harassment and/or threats of violence. In an effort to achieve this goal, the school has compiled a management plan which provides students with guidelines for appropriate behavior, incentives for following these guidelines, and consequences for making irresponsible choices. Discipleship guidelines and class incentives are also used to inspire students to help each other create a Christ-like community. Appropriate discipline is within the discretion of the principal and teacher(s). Discipline A student who chooses to disrupt the good order of the school or violates school policies and procedures must accept the consequences of those choices. Disruptive behavior impedes the teaching and learning process and creates a poor learning environment. In order to foster the best learning environment, the following list includes, but is not limited to, behaviors that will be subject to disciplinary actions:

• Disruptive behavior • Disrespect • Inappropriate language • Lack of preparation for class • Lack of homework • Cheating • Tardiness • Improper uniform

More serious behavior problems will be subject to individual consequences including detention, ineligibility for field trips and suspension from school athletic events. Students are held accountable and responsible for their behavior. Detention Detention is issued for, but not limited to the following: tardiness, classroom disruption, disobedience, disrespect, negative attitude, mischief, failure to complete class or homework at the discretion of the school. Parents are notified by phone by the Principal. Detention consists of sitting quietly under supervision. Detention is served until 3:45 p.m.

Suspension/Expulsion When an out-of-school suspension occurs, the Superintendent of Schools for the Diocese of Paterson must approve. Suspension is the temporary exclusion, by the principal, of a student from the regular school program and/or activities connected with the program. Suspension may be in school or out of school. Students will be assigned schoolwork and receive zeroes on work and tests for the day. This grading may be modified by the Principal in the case of more than one day of suspension. If a student places his safety or the safety of another child in jeopardy, he/she receives an in school or out of school suspension. Parents will be notified by phone. Suspensions may also occur, but are not limited to, any suggestion of racial or ethnic prejudice; sexual harassment; fighting, serious injury or extensive damage to property; smoking, resulting in fire; pornography, drugs, or alcohol; and acts of vandalism. In the case of expulsion, the permanent exclusion of a student from the school, the administration will arrange a conference with the parents, the Pastor, and the student. No student shall be expelled or asked to withdraw from the school without the specific approval of the Superintendent. Good cause for suspension or expulsion may include, but not be limited to (NJSA 18A:37-2): willful disobedience, defiance of school authority, profane or obscene language, patterns of bullying, conduct that is dangerous to other pupils, physical assault, taking or extorting money or personal property, willfully damaging school property, prejudice, vandalism, smoking, pornography, drugs, alcohol, attacks of a sexual or criminal nature, possession and/or threat with a weapon, possession/distribution of controlled substances. Suspension/Judicial Decision Students who have been charged by the police, suspended from school, and who are awaiting court action are to continue their education in one of the following ways: will be re-admitted to school but will have a special teaching arrangement and schedule until a judicial decision is rendered; will be re-admitted to school, follow the usual schedule and activities--there will be close supervision of the student until the judicial decision is rendered, however; or will be re-admitted to school, follow the usual schedule and activities, but will not be permitted to take part in any extracurricular activities until a judicial decision is rendered. Drug Abuse/Trafficking Students may not have in their possession at school or at any school-sponsored activity alcoholic beverages, nicotine, opiates, cocaine, and any other derivatives, such as crack, barbiturates, amphetamines, or hallucinogens, designer drugs. Students who must have medications at school or at any school-sponsored activity shall file with the school a form signed by the physician and parents/guardians. Any violation concerning possession is a major infraction of school policy and makes the students liable to dismissal. The student and his/her family shall cooperate fully with any therapeutic measures which the administration deems necessary to help the individual. Any student whose behavior indicates the possibility of drug misuse shall be referred to the Superintendent and a determination and program, if necessary, shall be completed. If a student is selling drugs or recruiting for drug abuse, the parents shall be required to withdraw the student from school and the student’s activity shall be reported to the police. (If the school becomes convinced that a student is guilty of possession, use or trafficking outside of school, it shall treat the student the same way). Special situations shall require prior consultation with the Superintendent of Schools who in turn will inform the Diocesan Education Council. All schools in the Paterson Diocese are in compliance with the Comprehension Drug Reform Act and have Model Agreements for School Zone Enforcement signed by the County Prosecutors and the Diocesan Superintendent of Schools. In the event that a student be found with such dangerous materials the designated school official will follow the procedures clearly identified in the model agreements and call in the law enforcement authorities.

Harassment/Student Threats/Violence/Bullying Saint Patrick School maintains a zero tolerance in dealing with harassment, threats, bullying, and incidences of actual or potential violence. All acts of harassment, threats, and bullying, whether physical or verbal will be taken seriously and investigated. Students who make threats or engage in bullying will be subject to disciplinary action, such as detention, temporary or permanent suspension of extracurricular privileges, in or out of school suspension from school, a psychiatric evaluation, and other actions in the best interest of the victim and the accused. Any student who reports or makes a false threat will be subject to disciplinary action up to and including suspension from school. He/she may also be required to get a psychiatric evaluation before being readmitted to school. A threat can be physical, verbal, written and/or a weapon. A threat can be reported to an adult by a victim who is frightened. A threat can be reported by a third party who witnessed the threat and/or act of violence. A threat can be observed by an adult. A threat can be something written and/or spoken. Sexual Harassment/Violence The school community must work to promote a climate that engenders mutual respect and deep compassion for all its members as unique gifts from God. Each member of the community has the responsibility to maintain acceptable standards of personal behavior that ensure a learning environment free from intimidation, harassment, bias, or prejudice. Threats of violence and other forms of abusive expression, physical harassment, corporal punishment, use of inappropriate sexual words, actions or innuendoes and comments directed at a person’s gender are inappropriate and will not be tolerated. The definition of sexual harassment is unwelcome sexual advances, requests for sexual favors, repeated derogatory sexist remarks, and other verbal, written, visual, or physical conduct of a sexual nature directed toward another person. Depending on the type of incident, disciplinary action may be: a verbal reprimand, required counseling or psychiatric evaluation, detention, deprivation of extracurricular activities, suspension from school, an invitation to withdraw from the school, other actions in the best interest of the victim and the accused, and/or action by the government authorities. Vandalism Vandalism shall be defined as the deliberate damaging of school property and/or parish property resulting initially in the loss of time and money and, also, in conditions that may be hazardous to the safety and wellbeing of students, staff, and/or parishioners. In cases where parents or legal guardians are not cooperative, the case shall be referred to the Superintendent of Schools. In these cases, the parents may be required to withdraw the student from school. Transcripts cannot be released until appropriate restitution is made. In regards to vandalism, the school is: to provide for the development of attitudes that will be respectful of persons and property; to protect the school community and the community at large; to provide for the restitution of damages made to school property; to discourage the violation of the law through clear standards for Catholic school students. In order to clearly articulate the responsible standards of conduct expected of all Catholic school students, those students found guilty of vandalism on property not connected with the school shall be placed under the procedures of the above policy where the vandalism involves damages over $200.

General School Policy Arrival & Dismissal Procedures In order to provide for the safety of every student, parent/guardian and faculty member, the drop off/pick up procedures must be followed by anyone who drops off or picks up a student. From 7:30 AM to 3:00 PM, cars may enter only from Chatham Street and exit from Oliver Street. A drive through drop off/pick up line enters from the west driveway on Chatham Street, stops between the yellow cones, and exits on Oliver Street. Students must enter and exit their car on the passenger side only between the cones and stay behind the white line on the sidewalk. The speed in the parking lot is 5 m.p.h.

Parking Parents have the option of parking to drop off or pick up their children. Students, whose parents park for drop off/pick up, must be supervised by their parents at all times and cross only at the designated crosswalks. Cars must be parked in legal spaces only. Students may not walk to parked cars without a parent. Parents may NOT park illegally on Chatham or Oliver Streets and have students jump out of the car.

Car Line In the car pool line, students may only get out of the car once they have been waved through by the crossing guard and are parked as close to the cone as possible. Dismissal Parents should arrive at the designated dismissal time of their oldest child, and wait in the designated area between the Elementary School and the Parish Center. Students are not permitted to loiter in the building or parking lot. Any student not picked up promptly will wait outside the school office until a parent/guardian or designee arrives to pick them up.

Pre-Kindergarten Pre-K parents must park and then drop off/pick up their children at the door of the Pre-K.

Walkers/Riders Students who walk to and from school or ride their bike must present written permission from their parents to the teacher at least one day in advance. These students must obey all safety laws and cross only at crosswalks. They may not walk through the parking lot.

These directives will apply regardless of the weather, so children should be dressed according to the weather. Birthdays Birthdays for students in grades Pre-K to 5 may be celebrated in school provided the teacher gives PERMISSION AHEAD of TIME. At least two days prior to the event, the parent of the birthday child must communicate to all other parents in the class exactly what is to be served. This allows those with allergies to decide if they will participate or not. Please keep all treats MINIMAL and NUTRITOUS. Balloons, party favors and the like are not permitted. Students in grades 6 to 8 will celebrate their birthday without treats. Invitations for out of school parties may be given out in school if every classmate is invited.

Bus School bus service is provided for residents of Chatham who live over 2 miles from the school by the Board of Education. Only students who conduct themselves appropriately and follow the rules will be allowed to use the school bus. Children who become a serious disciplinary problem on the school bus may have their riding privilege suspended by the principal. In such cases, the parent/guardian of the students involved will be responsible for seeing that their children get to and from school safely. Each student must sit quietly and have his/her seat belt snugly buckled from the time he/she gets on the bus until he/she gets off. They are to treat each other with Christian dignity and respect each other's feelings and person. Students are to use proper language and keep hands, arms, and feet to themselves. Every student is responsible for keeping the bus orderly. Any damage or harm done by the student to person or property is the responsibility of the parents/guardians. If your child is NOT going home on the bus, a written note must be sent to the teacher every time your child does not take the bus. Calendar The yearly school calendar is issued to every school family and is tentative. Refer to this calendar before making vacation plans or medical appointments for your child. A monthly calendar, that supersedes the yearly calendar, will be posted on the school website and communicated to parents monthly. The school reserves the right to modify the calendar as needed throughout the year. It is the responsibility of all parents/guardians to review the calendars. Care of Books/Classrooms/Property Every book must be covered and carried in a book bag. Students have the obligation to take care of all books, supplies, and equipment used in school programs and to keep all school areas neat, clean, and free from litter. Any student injuring or defacing school books, supplies, or equipment shall be liable to suspension or punishment and his/her parent/guardian shall be liable for damages for the amount of such injury or defacement. Cell Phones/Electronics Cell phones or portable electronic devices (i.e. iPod, iPad, gaming device, etc.) are not permitted during the school day. If a child brings a cell phone/electronic to school, it should remain in their bag or locker, turned off until the end of the day. If students are in violation of the cell phone policy, the phone will be confiscated and held by the principal until picked up by a parent. All phones not picked up within one month will be discarded. The K-12 filter which protects students at Saint Patrick School works only on school devices. Therefore, we cannot control content on personal cell phones. It is imperative that they are not utilized at school for the safety and well-being of all students. During field trips, cell phones will be collected before leaving the school. Permission will be granted for students to use cameras on phones when they arrive at their destination. Phones will be recollected and then distributed prior to arrival back at school to coordinate pick up. Any inappropriate pictures, emails or text messages taken during the duration of the field trip will result in disciplinary action at the discretion of the teacher. Students are to be mindful of the technology policy and the code of conduct of the school at all times. Class Parents, Chaperones, Volunteers It is mandated by the Diocese of Paterson, that all adults (21+) who would like to serve as a class parent, volunteer in school or chaperone a school related trip or activity are responsible to successfully complete the following criteria:

• Fingerprinting through Sterling Testing Systems • Attend Protecting God’s Children workshop • Sign the Code of Conduct

Page 20: Saint Patrick School€¦ · We ask that each parent and student read this handbook and then sign the “Parent/Student Handbook Acknowledgement Form”. Thank you for your commitment

Only those with documented successful completion and verification of these requirements will be permitted to serve as volunteers and chaperones. All mandated documentation must be submitted to the main office for principal approval to be a class parent, volunteer, or chaperone for any school activity and field trip. Class Parties Class parents, under the supervision of the teacher and with the permission of the teacher and principal, may organize and assist with class parties in grades Pre-K to 5. Students, with the help of the parents, clean up after the parties. NO party food may be sent to school without the PRIOR APPROVAL of the teacher. Communications It is vital to keep lines of communication open between home and school. All non-emergency information will be sent via Constant Contact. The SPS Week at a Glance is sent via Constant Contact each Thursday. The Week at a Glance reviews after school activities and evening events. It is the responsibility of parents to read this information as it is sent out. E-mails are sent as needed through Constant Contact. The family envelope is sent home with the oldest child in the family on the first Wednesday of the month. Return the envelope to school the following day. School forms (i.e. emergency, medical, conference, summer forms, etc.) are posted on the website or sent home via the family envelope. All flyers need to be approved by the administration before included in electronic communication or the family envelope. Custodial Agreements If there is a court order specifying the rights and responsibilities of individual parents, it is the responsibility of the custodial parent to provide Saint Patrick School with an official copy of the court order. The custodial parent should supply the principal with the "custody section" of the divorce decree if it contains information that may be useful to the school in fulfilling its obligations. The School will permit only the custodial parent, or her/his designee, to pick up the student during or at the end of the school day. The non-custodial parent will not be permitted to remove the child from Saint Patrick School during or at the end of the school day, unless there is written authorization from the custodial parent. In an emergency, a clearly defined one-time telephone authorization may be acceptable. Saint Patrick School abides by the provisions of applicable law with respect to the rights of non-custodial parents. In the absence of a court order to the contrary and upon request, the school will provide the non-custodial parent with access to the student's essential academic records. Early Dismissal Doctor and dental appointments should be made after school hours. If the rare need arises a physician/dentist note is required at the time of dismissal. A student who leaves school during school hours for any reason must be signed out at the school office by a parent or authorized person. A written request, stating the reason for the early dismissal, from a parent/guardian is required for a student to leave school before 2:00 PM. No student is allowed to leave the school without an adult. No early dismissal can occur after 2:00 PM. Enrichment Activities All enrichment activities are an extension of Saint Patrick School. Behavior and attitudes are expected to meet the same standards as any in-school activity. If an instructor sees consistent problems with disrespect or disruption, the student or students, will be dismissed from the activity and a refund may be issued at the discretion of the instructor/administration.

Emergency Closings Planned early dismissals and closings are noted in the school monthly and yearly calendars. Families are notified of delayed openings, school closings, and early dismissals through the Alert Solutions System. In the event of technical difficulties, a pre-established phone chain will be activated. For this reason, the obligation to keep telephone numbers and e-mail addresses current in Power School Alert Solutions 2 is the responsibility of the parent. In the event of an emergency closing, students will gather in the gym. Parents, or person designated on the emergency form, will be admitted by the front entrance, sign the student out, and exit by the back door. If you wish to pick up your child early in case of inclement weather, please come to (do not call) the school office. When school is closed early and the parent/guardian cannot be reached, the student will be released to the person/persons designated by the parents on the emergency form. Emergency Forms/Change of Address It is mandatory that updated emergency forms be completed and signed by each family. Any changes of address, home/work/cell phone number, home status, guardianship or emergency arrangements must be reported to the school office immediately in order to keep our records accurate. It is for the safety of your child(ren) that we have current contact information and emergency information. Extended Care Program Our aftercare program is provided for students from Pre-K through Grade 8 daily from 2:30 PM to 6:00 PM, except the day prior to Thanksgiving, Christmas, Easter, and the last day of school. Requests for students to attend extended care must be made 24 hours prior to the day of attendance. Fire/Evacuation/Safety Drills Fire and safety drills are required by state policy and conducted regularly. In order to provide for the protection of the students, students are given instructions in fire and safety drill procedures. During a fire drill or safety drill students must be silent and follow all directives from administration and faculty. Field Trips On occasion, Saint Patrick School will sponsor and conduct field trips for the educational enrichment of the students. The information and cost of the trip is passed on to the parent/guardian who must sign a permission slip and provide payment in full. No student may participate in a field trip unless a signed permission slip, provided by the school, for the specific event is submitted to the School, along with the requested payment. All field-trip payments are non-refundable regardless of reason for non-attendance. Participation in field trips is a privilege, determined by the faculty and administration. Saint Patrick School has the right to deny this privilege to students, because of grades or behavior. There will be zero tolerance for violation of school rules and behavior expectations, and all in-school disciplinary actions apply. If a student is not permitted to attend the event, or if the parent/guardian elects not to allow the student to participate, the student must report to school on that day and will be given an assignment. During field trips, cell phones will be collected before leaving the school. Permission will be granted for students to use cameras on phones when they arrive at their destination. Phones will be recollected and then distributed prior to arrival back at school to coordinate pick up. Any inappropriate pictures, emails or text messages taken during the duration of the field trip will result in disciplinary action at the discretion of the faculty/administration. Students are to be mindful of the technology policy and the code of conduct of the school at all times. Homeroom Assignments Students are assigned to homeroom classes in consultation with the previous year’s teacher and principal.

Homework Policy Rationale Homework is an important component to the learning process, as skills taught daily are reinforced. Homework timeframes may vary, but all students should be reviewing skills each day, regardless of formally assigned homework. Homework policies are at the discretion of each teacher. The amount of homework given is determined by the student's grade level and the teacher's requirements. The AVERAGE amount of time to be spent on regular homework, excluding independent reading, tests, or projects, is as follows: grade K, ¼ -½ hour; grades 1, 2, and 3, ½ -3/4 hours; grades 4 & 5, ¾ - 1 hours; grades 6, 7 and 8, 1 - 1 ½ hours. If your child spends considerably more time on regular homework, please contact the teacher.

Procedure Students in grades 1 to 8 should write their homework assignments in the proper assignment pad. It is vital that parents read and review the homework sheet or assignment pad to ensure that homework is completed as assigned. It is the responsibility of the student to obtain, complete, and bring to school all homework assignments. Assignments are penalized for lateness. Classes may not be disrupted for delivery of forgotten homework. Work that is brought in by the parent will be placed on the bench outside the school office. Students will not be called out of class for delivered homework/items and may not call home for homework.

Absence Make-up Students are responsible for class work and homework during an absence. Both the first and the second day of homework assignments will be given after the second day of absence and may be picked up at the end of the second school day outside the school office. If absence is due to a serious or prolonged illness, please consult with the teacher.

The responsibility to make up missed work within a specific time frame rests entirely on the student and the parent. It is the responsibility of the Middle School students to meet with each teacher, including specials, after an absence to ensure that the student knows what the missed assignments were and the due dates. Long-range assignments must be handed in on the due date, or the grade will be lowered. If a student is absent, the project is to be sent to school on the due date. Students must take tests on the day the tests are scheduled, even if the student has been absent the day before.

Teachers may not prepare assignments ahead of time for students who are away on vacations or trips during school time.

Health & Safety Policy Child Abuse or Neglect New Jersey State law requires that any person who has reasonable cause to believe that a child may have been subjected to abuse or neglect, must make a report to the New Jersey Division of Youth and Family Services. The Catholic Schools of the Diocese of Paterson shall cooperate in cases of abuse and neglect by early identification and reporting of suspected cases to duly constituted authorities, whether or not substantial coorobative evidence is available Food Allergy and Anaphylaxis As permitted by New Jersey law, the school shall follow the orders of a physician for emergency administration of epinephrine via epinephrine auto-injector, i.e. Epipen/AuviQ for anaphylaxis.

• Written authorization for administration of the Epipen must be received from the parent or guardian of the student. The Food Allergy & Anaphylaxis Emergency Care Plan MUST be completed and signed by the physician before the beginning of school in September. Copies of this information will be kept in a confidential binder in the Nurse’s Office, the cafeteria, aftercare binder and in the teacher’s emergency/substitute folder in the classroom. All anaphylaxis kits must be contained in a hard case.

• The physician and parent must indicate whether or not 1) the student has permission to carry their own epinephrine auto-injector, and 2) whether the child has permission to self-medicate, on the 2nd page of the Food Allergy Emergency Care Plan. At all times, students must have access to BOTH Epipens/AuviQ injectors as dispensed by the pharmacy either with the student or with the teacher, and must be carried by teacher or student to all activities out of the main school building. The anaphylaxis kits in the Middle School will be kept in the teacher’s room unless otherwise indicated by parent/physician to be carried by the student to each class.

• All parents must notify the class of the contents of any birthday treats 1 day before bringing food into the classroom.

The school will abide by the parent wishes regarding allergy students participating in the school lunch program or having food brought into the classroom for class events. Any food brought into the school for a school event is required to be peanut/tree nut-free. Parents of allergy students will provide the school with specific instructions regarding the handling of food and their child. If parents of allergy children wish to send in treats from home, they will be stored and used when class events with food occur. The school will notify parents if any questions arise concerning their child’s health and safety pertaining to food and allergies.

Technology Use Policy & Safeguards

All students must agree to obey the Paterson Diocesan School Internet and Technology Resources Acceptable Use Policy. Students failing to respect this policy will be refused the privilege of using school computers and devices. Any student defacing or destroying computer equipment will be held responsible for all repair/replacement costs and charged accordingly. Acceptable Use The use of the technology resources at Saint Patrick School is a privilege, not a right. Students are expected to make responsible, ethical, and appropriate decisions regarding the use of technology resources and information services at all times. The Internet and Technology Resources Acceptable Use Policy (see Appendix C) applies to all technological resources, electronic databases, and software. The school has the right to regulate the material that is accessed or posted, to insure that all use of the system is in accord with the Christian philosophy of the School, and to enforce all rules set forth in the School’s disciplinary code, diocesan policy, and the laws of the United States, and the State of New Jersey. The following uses of the system are unacceptable:

• Personal Safety—posting of contact information or physical meeting of online contact is strictly prohibited. • Illegal Activities—attempting to gain unauthorized access to any computer system, to disrupt the computer

system or data, to modify any computer or system, or any other illegal act. • System Security—not safeguarding passwords; not notifying a teacher of any system problems;

downloading material of any kind or loading or installing files or software. • Inappropriate Language—including, but not limited to, obscene, profane, lewd, vulgar, rude, inflammatory,

threatening, or disrespectful language; posting information that could cause danger or disruption or personal attacks; harassing others.

• Respect for Privacy—posting messages without permission of the sender and posting private information. • Respecting Resource Limits—using the system for non-educational development; using the system longer

than prescribed; posting chain letters, establishing e-mail or accessing personal e-mail from the school’s system.

• Plagiarism and Copyright Infringement—plagiarizing words or ideas from on-line sources is prohibited. • Inappropriate Access to Material—accessing material that is profane or obscene or that advocates illegal acts

of violence or discrimination is prohibited. • Rights—the Internet is a limited forum that can be restricted by the School; no privacy or permanency of

personal files can be expected; routine maintenance and monitoring will occur and may result in the viewing and/or removal of your files.

Failure to comply with these standards or acceptable use of technology will result, in following the normal disciplinary procedures and may culminate, at the very least, in suspension or withdrawal of computer privileges. Students and parents are required to sign an Internet and Technology Resources Acceptable Use Policy. Students in grades 6 to 8 are also required to sign an iPad Contract. Internet Posting The Internet is a public forum with unrestricted access. For this reason, the school restricts permission for the

posting of information related to the school, our staff, and our students on the Internet from any devise on or off school premises. No student is permitted to use images of the school, our staff, or other students in any form on the Internet or in any form of electronic communication without specific written permission from the administration of the school. The posting of any such information on any website, bulletin board, chat-room, e-mail, social network, or other messaging system without permission, or the or transmission of information or images related to the school, staff, or students that are defamatory, scurrilous, pornographic, or which could be construed as threatening or impugning the character of another person, is prohibited and will make any person involved in the posting or transmission of such material subject to disciplinary action deemed appropriate by the administration.

Parent/ Guardian Involvement

We are a faith community and it is the responsibility of every member to model Christian values toward the other members of our school family. Since parents actively participate in school programs, it is important that they maintain confidentiality about school occurrences and the parents, students, and teachers involved. Issues are to be addressed with the faculty and/or administration and not be the subject of gossip. This will enable a positive atmosphere to flourish. Parents are expected to actively supervise children at all school social, program, and athletic events. An adult must accompany and be responsible for every child who attends school-sponsored events. Children must remain with the adults who brought them to the event. In addition, children are expected to socialize politely, remain in the area in which the event is held, and out of areas, such as, the stage, corridors, or parking lot. In this way, our school community will provide a safe and consistent environment for our students. When parents and students attend school-sponsored events away from Saint Patrick School, they are obligated to adhere to all behavior guidelines. In order for our teachers to effectively educate our students, parental trust, respect, and cooperation are essential. As part of this good faith agreement, parents are expected to support the school administration and faculty, as well as its policies and program. Appointments with School Personnel Parents who wish to meet with a teacher must contact the teacher via their patdio email to arrange a mutually convenient meeting time. For the sake of good order in the school, parents may not go directly to the classroom or approach staff members during the school day without arranging an appointment beforehand. Appointments with the principal can be made by calling the school office for an appointment time. Communication between the teacher and the parents of a student may occur by phone, e-mail, letter, or in person. Teachers cannot participate in discussions or conferences at times that could conflict with teaching or supervisory duties. When requests are made, both the parent and the staff member should be aware of the purpose of the phone call or conference so that all concerned may be appropriately prepared. All student issues should be addressed first with the classroom/homeroom teacher, next with the Principal, and then with the Pastor. Issues will be documented at each level. Parent-teacher conferences are held after the distribution of the first report card. Additional conferences may be requested at other times during the year by parent or teacher.

Only those with documented successful completion and verification of these requirements will be permitted to

serve as volunteers and chaperones. All mandated documentation must be submitted to the main office for principal approval to be a class parent, volunteer, or chaperone for any school activity and field trip. Fundraising Every school family is expected to participate significantly in each of the two major fundraising events sponsored by the Home and School Association or pay a buyout fee as specified in the contract. All tuition penalties will apply. Lunchroom & Playground Volunteers Volunteer aides are used in the lunch/recess program, classrooms, and other school activities. Every school family must provide service or buy out of the lunch/recess program. Volunteers must report to the school office or lunchroom and sign in. Your first priority is to attend to the children. Please refrain from the use of cellphones and keep socializing to a minimum. While on the playground, students must remain in areas marked by cones. Students should be visible to adult supervisors at all times. Natural surroundings should be undisturbed (no playing with sticks, stones, dirt, etc.). Students may run cautiously; however, no rough or dangerous play is allowed. Students should take turns with the basketball hoops. When recess is over, all students should line up quietly. Students may not enter the school building without adult permission. Students must respectfully listen to all lunch and recess supervisors. Protecting God’s Children All volunteers must have completed all the required components of the Paterson Diocesan requirements, as stated by the Bishop, for Protecting God’s children. Volunteers must attend Virtus training, have a background check, and sign the Paterson Diocesan Code of Conduct. Tuition/Fees Financial policies and obligations are stated in the tuition contract signed by each student's parent/guardian. A non-refundable re-enrollment fee and tuition deposit must be paid for each family every year. Lunch duty obligations, buyouts, and fines are stated in the contract. A new contract must be signed for each school year and returned by April 30th. All fees, fines, and tuition payments must be paid on time in order for the student(s) to remain on the school register.

• After one month of outstanding tuition, the parent receives a written notice. • After two months, the parent receives a written notice from the school that the parent must contact the

School and meet with the Principal and Pastor. • After three months of nonpayment if the School receives no contact from the parent, educational

services for the student(s) will be discontinued. Parents are responsible for timely payment of the full year’s tuition, even if their child does not complete the academic year.

• Transcripts and final report cards will be withheld if all financial obligations are not met by the last day of school.

Registered Parish school families must use the weekly church contribution envelopes in order to maintain their parishioner status.

Appendix C: Internet and Computer Use Policy

for Diocese of Paterson Elementary Schools Saint Patrick School lets students use Computers and the Internet at school. These pages tell you how you are allowed to use the computers and other electronic tools of the school. Even though we say “computer” and “computer system” in these pages, what we say applies to all school owned computers and other electronic equipment (like TV's, VCR's and DVD players, telephones) that are here at school. These rules also apply to any information and software programs, not just to the actual equipment. The Internet system here at school is for school activities only. There are things that you might be allowed to do using the Internet and computers at home that you are not allowed to do here at school. What you do using the computers here at school has to go along with what you are learning in your classroom. Saint Patrick School can tell you what you are allowed to do, and what you are not allowed to do using the computers at school. These are rules that we have made to help keep you safe, and to be sure that you use computers and the Internet the right way while you are in school. We want you to use the computers and the Internet in a way that is Christian and doesn't break any laws. You shouldn't use the computers and Internet at school to buy or sell things, and you can only use the computers and the Internet at school with the permission of your parents, the principal, and your teachers. Later on, we will ask you to sign your name to show that you understand these rules, and that you are promising to follow them. We will also ask your parents to sign so that we know that they agree with these rules, and have talked to you about these rules. Your parents also have to give you their permission to use the Internet while you are in school. Here are some things that you are not allowed to do: Keeping Yourself Safe

• You will not tell other people on the Internet where you or any of the other students live, or how they can find you or any other student.

• You will not send your picture or pictures of any other students to other people on the Internet. • You will not tell anyone you meet online that you will meet them somewhere in person. If someone you

meet online says they want to meet you in person or talk to you on the telephone, you will tell your teacher and parents.

Not Doing Things That Are Against the Law

• You will not try to use any computer, or anything on a computer at school without permission. If you have a password, you will not share it with anyone else. If you know someone else's password, you will not try to use it to get to their files and other stuff on the school computers.

• You will not try to do anything on purpose to the computers at school that would make them stop working or mess up any information that is kept on the computers.

• You will not try to change anything on the school's computers without permission. This means that you won't try to change any computer settings or software settings.

• You will not use the school's computers to do anything that is against the law. Keeping the Computers Safe

• Your school might give you a special place to keep your files and other stuff on the computers in school. You should be careful to keep other people from being able to go to that place to use your special files and other stuff. If you have a special password that the school gave you, you will not give it to anyone else.

• If something does not seem to be working right, or if you have any problems with the school computers,

Page 37: Saint Patrick School€¦ · We ask that each parent and student read this handbook and then sign the “Parent/Student Handbook Acknowledgement Form”. Thank you for your commitment

Page | 37

you will tell your teacher right away. • You are not allowed to download or copy anything from another computer or from the Internet without

your teacher's permission. You should not try to add any programs or software to the school's computers without the permission of the person who is in charge of the computers at your school.

Not Using Bad Language

• Any time that you use the computers or Internet, you will remember that you are a student in a Catholic school. You will only use good language, and will never use words that someone else might think are mean or dirty. You will not use language that shows disrespect or that would make someone else afraid or uncomfortable.

• You will not send or post information that puts someone else in danger, or is like an insult or attack on someone else.

• You will not annoy or pester other people online. If someone asks you to stop doing something online that they find annoying or that makes them upset, you will stop doing it right away.

Respect for Privacy

• You will respect the privacy of other students by not telling or writing about what someone else told you without permission of the person who sent you the message. But if an adult you meet online asks you to keep something secret or private, you ask your teacher and parents what to do.

• You will not tell private information about yourself or another person. Being Fair About Using Internet and Computers

• You will use the computers at school only for school work. • You will share computers with others, and will only use the computers for as long as your teachers

allow. • You will not send annoying or unnecessary message to people. • You will use e-mail only with the permission of your teacher. If you have your own personal email, you

will not try to send mail or check your mail at school using the school's computers. • You may use the communication tools of the internet (email, chat, instant messaging, and other things

like that) only if your principal and teacher allow it. This will only be allowed if it is part of your school assignments or classes.

Not Copying or Stealing Things

• You will not copy words or ideas that you find on the Internet and try to pretend that they are your words or ideas.

• You will respect the rights of people who own things. You will not copy things that you find on the internet, like pictures or music, without the permission of the person or company that owns it. If you are not sure, you should ask your teacher.

Be Careful of Where You Go Online

• You will not use the school’s computers to go places or download things that are dirty, or against the law, or that talk about hating or hurting other people. Your parents might tell you about other things that they want you to stay away from while you are online. The school wants you to do what your parents' tell you about this.

Other Things You Should Know About What You Can and Can't Do Online The school can tell you what you can and can't do while you're using the computers at school. This also means that the school can keep you from using the computers and the Internet while you are at school. Whenever you say or do anything while you are online at school, you must remember that you are a student in a Catholic school, and must act like a Christian.

Remember that your principal and teacher are allowed to look at anything that you have stored on the computers at school, and anything that you make using the internet or computers while you are in school. If the police or any other government officials need to look at information on the school computers to investigate a crime or something against the law, the school will help them. If you do anything that is against any of the things talked about in these pages, the principal and your teacher may punish you. They may also stop you from using the computers or Internet while you are in school. The school can't promise that the computers or Internet will always work at the school. You should always make a copy of anything you keep on the computers at school in case it is lost or damaged. You should always check with your teacher about any information you get from the Internet - sometimes it may not be right. If you do anything while you are online at school that costs money, you and your parents are responsible for paying for it. If you do something that breaks the computers, or costs the school money, you and your parents will have to pay for it. The school expects that you will follow the directions of your teachers and other school authorities when you use the computers and Internet at school. Anytime that you use the computers or the Internet, you must show respect for others. Your actions must also show that you understand that every person is important and that we are all God's children and are brothers and sisters

Appendix D: Asbestos Management Plan November 30, 2015

Dear Parents:

In compliance with the U.S. Environmental Protection Agency (EPA) regulations and the Asbestos Hazard Emergency Response Act (AHERA), we performed inspections of our school building for asbestos containing building materials in February 2015. This inspection is required every three years. The inspection findings and Asbestos Management Plan are on file in the school office.

To ensure safe management of our building, the EPA requires routine surveillance inspections to be performed by a designated individual as well as a time-sensitive re-inspection from an accredited asbestos company. A copy of the Asbestos Management Report and the results of the re-inspection are on file in the school office and are available for review during normal school hours. Please contact the school office at least twenty-four (24) hours prior to your visit. If you should have any questions, please contact the school office.

It is always our intent to comply with federal, state and local regulations in this area. We at St. Patrick School take the necessary steps in insure that your children and our employees have a healthy, safe environment in which to learn and work.

Sincerely,

Father Robert Mitchell, Pastor
