report to give members a feel for the work that is now required by officers on this project. OFFICER RECOMMENDATIONS: The Committee is asked to (i) NOTE that the response rate overall from the 15 schools is low. (ii) That the £171,246 budget for Safe Routes to School is allocated as

set out in paragraphs 3.7 and 3.8. 1. INTRODUCTION and BACKGROUND 1.1 Safe Routes to School (SRS) have been undertaken in Spelthorne for the

past 2 years, especially in the Sunbury area, with some works still in progress, such as Vicarage Road pelican crossing and some due to start shortly such as Nursery Road Sunbury. However, SRS related works have also been carried out in other locations within Spelthorne, such as 555/6/7 bus route corridor and Kingston Road Staines.

1.2 Safe routes to schools projects aim to:

1. Help people who already walk, cycle, use the bus or the train; 2. Have fewer cars making the school trip, by making the other modes of

travel more attractive than the car. 3. Avoid accidents and improve skills and confidence in dealing with traffic.

1.3 There are four types of activity that when combined can make a successful

project in a school:

• Engineering works - to create a safer and more convenient travelling environment;

• Education and training – to improve people’s skills and confidence; • Marketing and Communications – to encourage people to use more

sustainable forms of transport and to create a dialogue between service providers and users,

• Data Collection – to quantify impact and provide attitudinal information. At any one school, there is a mix of these measures that will realise maximum potential. Doing this is usually an ongoing process as opportunities emerge through dialogue. In this way, detailed participation is proving to be the lifeblood of SRS projects both in Surrey and in the whole country generally.

1.4 As well as reporting on the results of the Ashford and Shepperton surveys,

this report sets out suggested actions and a programme for the implementation of a comprehensive project across Spelthorne. In

summary, this is to progress by making use of School Travel Plans (STP), first of all with Sunbury schools, where works have been recently completed or are to be completed shortly and selected Ashford schools. Government assistance may be available for this in the short-term but, in the longer term, most Local Transportation Services in Surrey have allocated dedicated officer resources, including Spelthorne.

2. ANALYSIS and COMMENTARY 2.1 Fifteen schools in the Ashford and Shepperton areas were surveyed

during February and March 2003. However, with one or two exceptions, response rates were low compared to those typically received in Surrey, despite reminders being made by officers.

2.2 Table 1 schedules the 15 schools in alphabetical order indicating the

return rate expressed as a percentage of the school roll, which equated to the number of questionnaires distributed to the school in question.

and the proposals for the next steps are strongly influenced by this. Although works on the Walking Bus route, Station Crescent (Ashford) and at the railway over bridge near Ashford Park School were planned at the start time of the survey, these works appear not to influence the returns from this school, but the return rate is disappointingly low.

2.4 Current Modes of Transport

Car use appears to be about 10% lower than the County average, although this figure may be due to the relatively low number of returns

from primary schools. However, another useful indicator of journey length from home to school is available using the County Council’s Education Department’s data which provides ‘as the crow flies’ distances for all students to state schools and this information is indicated in Annex A.

2.5 Comparisons of these distances can be made with the percentage of

students using the car, but care should be taken on the very low percentage returns at certain schools

2.6 The current modes of transport returns from the 15 schools surveyed in

Ashford and Shepperton are shown in Table 2. The highest percentage mode of travel has been indicated in bold. Again care needs to be taken in the low returns from some schools.

The relatively short distances give some hope that the aim of reducing car use can be achieved. This is reflected in the following table when people were asked if they would walk, cycle or use public transport if improvements were made:

2.7 Such statements are only a starting point, at this stage they represent a

willingness of students and parents to think about it. Actually realising some or all of the potential requires longer-term, detailed work with schools, students and parents

2.8 Problem Locations on Route to School

Students were asked where they experience problems, what the problems are and what their suggestions are. This information enables us to propose highway works, which are an essential part of reaching the project’s aims.

2.9 In total, from the 1,004 questionnaires returned, 195 problem locations

have been identified. Table 4 indicates locations that received ten or more mentions:

what mode of transport are being used. The above locations have been scheduled in Annex 2 and include ideas by the students given for the above locations. To complete the full picture, Annex 3 gives a complete list of problem locations by mode of transport.

2.11 Reported Under-16 Casualties in the Survey Area

The latest 3-year personal accident data availability between 01/01/2000 and 31/12/2002 indicates that there were 41 under-16 pedestrians and cyclists reported injured in Spelthorne. As far as the Ashford and

Shepperton area is concerned, there appear to be three identifiable clusters within an otherwise generally dispersed pattern:

1. Three people injured at the Laleham Road – Sheepwalk junction; 2. Six people injured along the A308 corridor between Cadbury Road and the

Sunbury Cross / M3 junction. 3. Six people injured in the Church Road (Ashford) – Town Tree roundabout

corridor. 3 Proposed Use of 2003/04 Spelthorne SRS Budget 3.1 Consideration should be given to recently completed, current ongoing

works and works that are planned already this year from previous reports that have been presented to this committee that were directly targeted at SRS or have a substantial influence. These have been scheduled in Annex 4.

3.2 The Spelthorne schools that have participated in the cycle parking scheme

are indicated in Annex 5, however at present no additional schools have requested cycle parking facilities. The schools participating in the 2003 Golden Boot Challenge are scheduled in Annex 6.

3.3 The current education and training programme with the Road Safety Officer has been listed in Annex 7. This programme of work is ongoing and is not a full schedule for the remainder of the year.

3.4 There are some SCC education coach services running to specific schools

and these are scheduled in Annex 8. However, there are other public transport services that call at, or the route runs close by schools within Spelthorne, such as the 555/6/7 route corridor, which also benefits other services along this corridor where much work has already been completed and more works are planned this year.

3.5 Annex 9 indicates the School Crossing Patrol sites in Spelthorne. 3.6 The works ideas from the survey fall into two main categories: i) quick win

projects and ii) projects with a high cost and longer timescale. 3.7 Quick Win Projects

The funding for the SRS project for 2003/04 has been agreed at £171,246 (subject to Members approval on 9 June 2003). Two schemes to be funded from SRS have already been agreed at previous meetings of this committee a) Nursery Road Sunbury at £58,000 and b) Squires Bridge Road at £35,000. Taking this into consideration, this will leave £78,246 to be used on other projects this year. The funding for ‘Quick Wins’ could be broken down to the suggested schemes indicated in Table 5

Work on Higher cost and Longer Timescale projects is required to be started this financial year to obtain the best results for everyone, with officer involvement in the schools highlighting the problems and suggesting ideas. It is suggested that a School Travel officer (STO) as indicated in Table 5 number 1 should be used to obtain and analysis the information required. The remaining budget after committed schemes and ‘Quick Wins’ have been taken out is £41,246. Around £11,246 is required for supervision costs of works, which leaves £30,000 for schemes in Table 6.

4.CONSULTATIONS 4.1 Consultations have been carried out with 15 schools in the Ashford and

Shepperton areas involving 6,082 questionnaires. Some schools responded

more effectively than others with a 30+ percentage return but some primary schools were as low as 2%.

5. FINANCIAL IMPLICATIONS 5.1 The SRS budgets form part of the Local Transport Plan for 2003/04 and have

been allocated £171,246 (subject to member’s approval in a previous report 9 June 2003). This funding can then be used for specific projects identified within this report, taking into accounts works already approved by this committee at Nursery Road Sunbury and Squires Bridge Road Shepperton.

6. SUSTAINABLE DEVELOPMENT IMPLICATIONS 6.1 Surrey has embraced the concept of sustainable development, which is

the foundation of Surrey’s Local Transport Plan and is committed to the vision of making Surrey a better place. Funding from the integrated transport budget will be expended on projects and schemes in line with this vision whilst fulfilling its key commitments

7. CRIME & DISORDER IMPLICATIONS 7.1 Safe Routes to School attempts to address the fear of Crime from the

responses to the questionnaire with schemes, education and awareness training.

8. EQUALITIES IMPLICATIONS 8.1 There are none relating directly to this report. 9. CONCLUSIONS 9.1 The report has identified the percentage of students who travel by certain

modes to/from school the current problem sites and suggested ideas from the students to overcome the problems. From the Education Departments data approximate distances from home to school can be compared with mode of travel. A 2003/04 works programme has been suggested within the report based on the available funding under SRS with an indicative forward programme to 2006.

9.2 Although SRS has been substantially completed in the Sunbury area, further

work is required through training and education to make use of the facilities that have been installed in an effort to reduce the school trip being made by car, especially with the overall short distances from home to school.
