EGYPT RECEIVES INFLOWS OF USD1BN SINCE FLOAT

The Central Bank of Egypt (CBE) (link here) Governor Tarek Amer said
nothing would prompt him to intervene to prop up the EGP, calling those policies
‘history’ in an interview published by business newsletter Enterprise. "Intervene
No. Absolutely not. This is history. There will be no intervention. Everyone was
talking about us pumping in USD2-4bn. That's not it. That runs exactly contrary
to the idea we were implementing". Amer also said that the stock market is up
35% since the floatation decision was taken on 3 November. Portfolio investors in
the debt market came almost immediately with USD1bn worth of inflows in the
month since the decision, he said, adding that this was not expected in the first
month. "This is great news and we expect more to come.
GAFI: NEW INVESTMENT LAW OFFERS GOLD LICENCE

The CEO of the Egyptian General Authority for Investment (GAFI) (link here), Mohamed Khodear, said that the new investment law offers a golden
licence for investors to take part in the national developmental and strategic
projects. The licence will be a single certificate that facilitates all procedures, he
added. Khodear also pointed to the amendment of liquidation and bankruptcy
laws, adding that that the ministries of Investment and Finance will reach a
decision regarding special free zones.

The government has decided to increase duties on more than 350 imported
consumer goods to reduce trade deficit and ease demand on foreign currency,
Minister of Finance Amr El-Garhy said. The Ministry of Finance said in a statement
that the tariff increases targeted manufactured products that are also made
locally and goods that were deemed non-essential. The new tariffs, going up to
60% for many items, would boost customs revenues by EGP6bn (USD339mn) a
year, if imports remained at current volumes, according to the Ministry. The
increases, which take immediate effect, are in compliance with World Trade
Organisation (WTO) (link here) standards, and do not apply to counties or
blocs with which Egypt has active free trade agreements, the Ministry said.

TARIFF ON IMPORTED POULTRY TO BE REINSTATED

The Cabinet is reportedly planning to reinstate tariffs on poultry, following a
meeting with the Egyptian Poultry Association (link here) , which threatened
to seek legal arbitration to have the measure scrapped. According to sources,
Prime Minister Sherif Ismail was misinformed that there was a 20-25% shortfall
in the supply of chicken in the market, which led to the decision of tariff removal.
The decision allowed for 147k tonnes of poultry to enter the country in just a few
days, which is nearly the same amount of chicken that Egypt imports in an entire
year. Domestic poultry producers have welcomed the reversal of the decision,
with some promising to double production and sell to the Supply Ministry at
cheaper prices.

PASSENGER CAR SALES CONTINUE DOWNTREND

The Automotive Marketing Information Council (AMIC) (link here)
reported a 19% Y-o-Y drop in Egypt passenger car sales to 13,999 vehicles in
October 2016 (+9% M-o-M). Total automotive market sales volume fell 22% Y-o-
Y, reaching 18,468 units during October, with buses declining 44% and trucks
22% Y-o-Y. GB Auto’s (AmCham member) (link here) combined passenger
car sales volumes (Hyundai, Geely, Chery and Mazda) increased 38% Y-o-Y with
its market share increasing to 41% in October 2016 compared to 24% in the
same month last year, driven mainly by the Chery brand, of which it sold 1,185
units in the month (8% market share) and a 16% Y-o-Y increase in Hyundai
volumes. Meanwhile, Geely volumes declined 13% Y-o-Y, while Mazda volumes
dropped 25% Y-o-Y.

The government has decided to delay all the power generation projects included
in the 2017-22 plan to the government’s 2022-27 plan, given the increased
financial burden on the government post floatation of the EGP, along with current
excess supply of energy due to the recent/upcoming capacity additions, according
to government sources. The list of postponed project includes: power stations in
Dayrout, Damanhour, Hamraween, Attaqa and Mahmoudeya conversion to
combined cycle, and Qena, for a total investment cost of USD15 bn.

The Ministry of Electricity and Renewable Energy will exclude coal-fired power
plants and transmission and distribution projects from the government’s recent
decision to delay power generation projects included in the 2017-22 plan to the
2022-27 plan. The sources added that the rationale behind proceeding with the
coal-fired plants (such as Hamraween, and Al Nowais) is that their construction
takes seven years, in addition to the bidding process. The Dayrout power plant
will not be delayed as well as it will be contracted through Build Own Operate
“BOO”, where the land will be awarded through usufruct for 25 years and the
government will sign PPA with the awarded company.

ENI AGREES TO SELL 30% OF SHOROUK CONCESSION TO ROSNEFT

Italian Eni (link here) agreed to sell 30% stake in Egypt’s Shorouk Concession
to Russia’s Rosneft (link here). Eni, through its joint venture Italian Egyptian
Oil Company (IEOC), holds a 90% stake in the concession after the recent selling
10% to BP (AmCham member) (link here). Eni will sell the 30% stakes for
$1.125b. This will reduce Eni’s stakes to 60%. Rosneft would repay investments
already paid by Eni which has reached total of around $450m. Additionally,
Rosneft has an option to buy a further 5% stake under the same terms. Finalizing
the agreement and consequent transaction is pending the fulfillment of certain
standard conditions, including all the required approvals from the Egyptian
authorities. The Shorouk concession includes supergiant Zohr gas field in the
Mediterranean Sea, which was discovered by Eni in August 2015 and is the
largest natural gas field ever found in the Mediterranean, with a total potential of
850bcm of gas in place.

SOLID CAPITAL IN TALKS OVER BUYING 15% STAKE IN CI CAPITAL

Solid Capital (link here) is leading a consortium of foreign and Arab investors
to negotiate for acquiring a 15% stake in CIB (AmCham member) (link here)
owned investment arm, CI Capital (AmCham member) (link here). “Solid
Capital-led alliance plans to submit an acquisition offer for an additional 15%
stake to the previous offer. Earlier, CIB announced selling 72% of CI Capital to a
number of investors at EGP 683.4 million, of which Solid will account for an 8%
stake. The additional stake purchase will be carried out at the same valuation of
the 72% stake, subject to a possible increase as per negotiation progress. Thus
the bid is likely to be finalised at EGP 142.5 million, raising the total lump sum to
EGP 950 million.

MINISTRY OF AGRICULTURE AWAITING ADJUSTMENTS IN EITHER GAS OR PRODUCT PRICES

Alexandria Fertilizers Company (AlexFert) (link here) and other private
fertiliser producers have decided to cut supply to the Ministry of Agriculture until
a solution is provided from the government’s side for the gas price issue, which
increased post-floatation. The news source added that fertiliser companies are
pressuring the government to either increase fertilisers prices or adjust the
natural gas pricing mechanism.

HEALTH MINISTRY AND PHARMACEUTICAL PRODUCERS FAIL TO REACH MIDDLE GROUND

The Minster of Health and Population stated in a press conference that no
medicine price increases will be allowed until the EGP exchange rate stabilises.
This comes after many pharmaceutical producers failed to agree with the
Minister's proposal, which included raising prices for 10% of medicines by 50%
every six months. Unnamed sources reported that companies will submit
proposals to the Minster in the coming days, including: i) increasing prices of all
medicines by 25% annually for four years, ii) increasing prices by 40% for 20%
of non-essential drugs every sixth months, while increasing the prices for
essential drugs by 10% per annum, iii) increasing the prices of all medicines by
60% within two years.

LOW OCCUPANCY RATES IN VARIOUS CITIES

Average occupancy rate at Sharm El-Sheikh currently averages 12%, continuing
to suffer from the travel ban imposed on the city, with not much improvement
expected over the Christmas break for the same reason. This is according to
Hesham Ali, Head of South Sinai Investors Association. The current average
occupancy rate in Luxor is 11%, expected to grow to 15% only over the break,
according to Tharwat El-Agamy, Head of Tourism Chamber in Aswan.

NBE TO PUMP EGP1.7BN IN MORTGAGE FINANCE INITIATIVE IN 2017

National Bank of Egypt (NBE) (AmCham member) (link here) is planning to
complete pumping EGP3bn financing allocated for the mortgage finance initiative
by the end of 2017. The bank has managed to pump EGP1.3bn so far through the
Central Bank of Egypt (CBE)’s initiative launched back in 2014. According to an
official at NBE, the bank is on a steady path to funding the mortgage sector and
will be able to complete pumping the EGP3bn funds allocated for the initiative.
Some 13,000 low income customers have benefited from the EGP1.3bn financing
provided by NBE in several new urban communities including Sixth of October
and the Tenth of Ramadan.
