1. Pursuant to the herein attached DepEd Memorandum No. 090, s. 2019 entitled 3ro National Competition on Storybook Writing dated July 25, 2019, this office annmmces the conduct of the 3rd Division Storybook Writing Competition.

2. The division competition aims to: a. select the best storybooks originally developed by teachers for the K to 3 grade levels as

our division entries to the Regional Level competition; b. recognize the skills and competencies ofteachers in writing and illustrating stories for

children; and c. collect storybooks for uploading to the Learning Resource Portal

3. In connection to the above, all district heads are advised to submit to this office thru the CID-LRMS their best storybooks for Kinder, Grade 1, Grade 2, and Grade 3 (at least four storybooks) as their Division entries on or before August 28, 2019.

3rd NATIONAL COMPETITION ON STORYBOOK WRITING

To: Undersecretaries Assistant Secretaries Bureau and Service Directors Regional Directors Schools Division Superintendents Public Elementary School Heads All Others Concerned

1. The Department of Education (DepEd), through the Bureau of Learning Resources (BLR), announces the 3rd National Competition on Storybook Writing.

2. The competition aims to:

a. select and award the best storybooks originally developed by teachers for the K to 3 grade levels;

b. recognize the skills and competencies of teachers in writing and illustrating stories for children; and

c. collect storybooks for uploading to the Learning Resources Portal.

3 . The competition is open to all DepEd school teachers with permanent status. Minimum qualifications are outlined in the mechanics of the competition.

4 . Any entry found to have been copied or plagiarized shall be automatically disqualified. In cases where winning stories were found to have been plagiarized or have infringed copyright, the award as well as all its prizes will be revoked.

5. The decision of the board of judges is fmal and irrevocable.

6. The mechanics of the competition is provided in Enclosure No. 1 with supporting documents, guides, and requirements in Enclosure Nos. 2-9.

GUIDELIN ES FOR TH E 3RD NATIONAL COMPETITION ON STORYBOOK WRITING

I. Background

Reading stories plays a ,-iutl role in the growth :md development of leamcrs. lt helps learners clt·,-clop and hone their knowledge, attitude, values and ~kills. Stories are useful sow:ce;>s of infonn<ttion that aUow learners tn be imaginatiYe and to explore ideas beyond what are writrcn on prc~cribed textbooks .

.-\ftcr the successful First and Second Editiom of the National Competition on Storybook \Vriting, from which a total of 313 storybooks w~t~ collected, the Bureau of I ,earning Resources initiates the ll1ird Edition to gather more original stories from teachers in the field . Such collection of storybooks in various genres aligned with th~ K to 12 competencies and appropriate for K ro :> key stage and that deYdop comprehension, imagination speHking, listening writing. and socio-cmotioml skilb, will be part of the J.<.:aming Resource Portal and 111:1~· be prodd~d to DcpEd libraries mu:ionwidc.

II. Objectives

5.7.2 Regional Manuscript Screening (RMS)

a. The R<'gional Offic~: through the Curriculum and Learning Management Division - Lcami.ng Resource Management Section shall sen·e as the Regional Secretariat.

b. 'l11e Regional Manuscript Screening shall select the top three (3) stories per grade level categon· ~uhrnitted by the Division Secretariats.

c. Ouk the original version of the stories i~ permined in the RMS. Any modification clone shall automatically result Ul tht! Jis9ualiftcation of the entry :n this lc\·cl of the Competition.

d. The Regional Secretariat has the autonomy to conduct activities relevant to the Competition (e.g. campaign Jrive and workshops, submission of entries, cluster screening, inter-J.ivision training.;, and awarding of winners).

e. The Regional Secretariat shaU facilitate the creation of the Regional Screening Committee which shoulJ be headed by the Regional Director. The RSC must have atl<:ast one (1) judge tt."dcrung Kindergarten, Grade 1, Grade 2, or Grade 3 from a non-winning diYision or sehoob district and at least one (1) extt!rnal judge (non-DcpEd academician or storybook writt:r and illustrator).

official entries of the rt:gion for the Comc~r on Storybook Designing and lllustration.

c. The participating graphic designers shall sen'e as both illustrator anJ layout artist of the chosl' ll Morybook/s.

d. Graphic Jesigncrs may select up to Lwo (2) stories to illustrate and design. c. lntcn:s tcd graphic designers shall submit the Entry Form (Enclosure No. 3) to

the Regional Secret:triat within the set deadline.

f. Winning srorit's with no graphic designer applicants may be assigned to the Pool of National K ro 12 lllustrarors (DepEd .Memo 2019-033) within the regton.

h. Gmphic designers may be gi•·cn th~: contact dewils of the story writers for clarification and coordination regarding anistic composition and other creative inputs.

1. The illus u:~tions shall not ,•iolatc any provision in the Social Content Guidelines (Enclosure No. 9).

J· Same judging criteria applies to writers of the stories who shall join the Contest as graphic designers.

k. The entnes must not ha,·c any identifying mark (e.g. logo, names of offtcials) that is nor directly relentnt to the dc\·elopmem of the story.

111. The Regional Sccrcrari3t ~hall create the Rct~ionnl Screening Committee, which shall be: composed of ar lc;lst 11,-e (5) members, headed by the Rcgional Director. The RSC shall haYc at least one (1) judge teaching Ki.t1derg-Jrtcn, Grade 1, Grade 2, or Grade 3 from a non-winning s<:hools division or district and at least one (1) external judge who may be a non-DepEd academician or ston·book \\'ritcr or illustrator.

n. The tabul~tion of winners using the Competition Report (Enclosure No. 8) shall be submitted to the National Sc:cretariat.

o . The results of the CGD shall not affect the results of the Regional Manuscript Screening-.

5.7.-t Evaluation of Entries at the National Level

c. The Kational Secretariat shall u~e Competition lkporrs to come up with the offtcial Jist of national crmies.

d. Only the entries with completed documents and requirements shall push through the Evaluation of Entries at the National Level.

c. The ~acional Secretariat shall create the :'>lational Screening Committee, which shall be composed of seasoned and mulri-awarded storybook writers and illustrators, and literary academicians.

f. The Criteria for Judging is attached (Enclosure No. 5). g. The 'ational Screening Committee sh:lll select :111 indcfmite number of

sto rybooks that will be subjected to the final deliberation phase. Selected storybooks will be automaticall~- included in the Storybook Exhibit which will rake place during the :\ warding Ceremony.

h. Non-winning entries may be subjected to {jUality assurance activities and may abo be upluadcd to the Learning Resource Portal and/ or national circulation.
