MADHUCON
Following a successful global tender, a Madhucon consortium has formed
a Special Purpose Vehicle (SPV), PT Madhucon Sriwijaya Power (PT.
MSP).
PT. MSP is setting up a 2 x 150 MW mine mouth coal fired thermal power
plant in South Sumatera, Indonesia and will supply Power to PT. PLN, the
State owned Electricity Corporation of Indonesia. In line with the Power
Purchasing Agreement (PPA) signed on May 1, 2012 PT. MSP will supply
Power for 25 years.
PT. MSP has concluded a Coal Supply Agreement with PT. Madhucon
Indonesia for the entire tenure of the agreement with PT. PLN.
Lahmeyer (India) has prepared the Detailed Project Report confirming the
technical and commercial viability of the project.

₰ The power sector in Indonesia is organized under the Ministry of Energy and
Mineral Resources. PT. Perusahaan Listrik Negara (PT. PLN) is responsible for
the majority of Indonesia’s generation and is the monopoly provider of
transmission, distribution and retail supply of electricity in Indonesia.
₰ In order to support a population of over 238 million people, reliable electricity
generation is needed for Indonesia’s economic growth.
₰ The National Electricity Development Plan 2005 (RUKN 2005) estimates that the
peak power demand of the country will increase at an average annual rate of
7.5% and will reach 79,900 MW in 2025. It also estimates that the energy demand
will increase at almost same rate and will reach 4,50,000 GWhr in 2025.

Sector Overview
The Electricity Law 30/2009 is the legal
foundation of the electricity sector in
Indonesia. The Law has brought in major
changes on regulating the electricity
sector. It eliminates the monopoly power
of PLN and enables other entities to
develop electric infrastructures in regions
not yet served by PLN.
The regulatory power for national grid
and PLN is maintained by the Ministry of
Energy and Mineral Resources (MEMR).
PLN has a history wherein it has not met
its obligations with some IPPS which
ultimately had to go for arbitration.
The major consumer of energy is the
residential sector
Of Indonesia’s current installed capacity of
30.941 HW, IPPs account for 4.269 GW or
approx 14%
Electricity Generation Licenses or “IUPTLs”
are offered to private entities with up to 95%
foreign shareholding, with PLN acting as the
single buyer.
The power consumption per capita is the lowest in the region despite the abundant natural resources present.
