The month of March saw a spurt of activities on the Customer Experience front by installing Fit

getting a five star rated Eat Right Station Certificate for Anand Vihar (Delhi) Railway Station

Ministry of Railways and Govt. of Gujarat selected Gandhinagar Railway Station for its

redevelopment along with exploitation of Railway Station Airspace for development of a 5-star

Hotel , integration of Mahatma Mandir and Helipad Ground owned by the Govt. of Gujarat. A

SPV named GARUD has been formed with Equity Contribution of Government of Gujarat

(GoG) (74%) and IRSDC (26%) which is working as a Joint Venture Company for

redevelopment of Gandhinagar Railway Station, development of Hotel on the Airspace

above Railway Station , management of Mahatma Mandir and Exhibition Centre at Helipad

Ground.

In January 2017 foundation stone was laid down by Hon’ble PM. The same month GARUD was

formed and the contractor for Civil works was appointed.

The project has undergone numerous changes since conception to implementation

incrementally from initial concept of development of 300 room ( mixed category hotel with 30

rooms five star, 120 rooms 3 star and 150 rooms of budget hotel), to all the 300 rooms of five

star hotel category ,in a limited space of 100m X 100m above the tracks. After appointment of

M/s Leela on 10.10.2017 as Operator on Management contract model, the design underwent

lots of changes with inputs from M/s Leela which led to construction of 2 additional floors, 1 no.

of banquet hall, 2 restaurants along with changes in the room sizes. Complete layout plan

underwent transformation to accommodate a road underbridge and an elevated ramp to

provide direct road connectivity to the reception lobby at 22.5m above the ground. Thus the

design was evolving while the construction was going on, thereby making the project quite

challenging.

Gandhinagar Railway Station

Considering these design changes and with project structure being unique and one of its kind, IRSDC has

worked dilligently for achieving progress whilst getting over the obstacle/challenges that have come during

the Construction Period. Few of the challenges overcome are illustrated below:

Incessant Rains for two months during 2017With unusual heavy rains in 2017, the execution of pile foundation was very difficult as the site got flooded

with water. However, keeping in mind, the tight deadline and number of piles to be executed as high as 609

Nos. (depth varying from 32.79-37.79 m), execution of work was continued even in monsoon by taking

precautionary measure using Bentonite slurry and metal casing to avoid the collapsing of soil.

Construction of 100 m x 100 m slab being over Live OHE and operation stationMassive construction of approximately 10,000 sqm Concourse slab over and above the live OHE cable and

operational railway station was a mammoth task with various challenges. However, challenges were tackled

using innovative methodology, safety precautions, and parallel support of Western Railway. It was also

possible due to our constant follow up and coordination with Western Railways which helped us in taking

approvals for necessary block in record time with minimal hindrances.

Gandhinagar Railway Station

Execution of RCC Transfer girder of 7.5 m depth

Structural changes due to increase in load because of increase in height of building from 54 m to 76 m and

introduction of 2 service floors resulted into revision of design of transfer girder from 2.5 mtr depth(RCC

Beam) to 7.5 mtr depth(Composite Girder) Execution of this activity can be considered as an engineering

challenge, since enormous amount of concrete was needed to be poured between the crowded

reinforcement and structural steel beams. However, casting of slab in sequences and different strength gain

stages helped us to tackle the above challenges under monitoring of our team 24*7.

Also, there was a challenge of shortage of 40 mm dia TMT bar in market which we managed by replacing the

40 mm dia TMT bars with structural steel beams with due consultation of Structural Designer. It also helped us

in maintaining the casting cycle as per the planning with minimal deviations.

In the month of February 2019, we accomplished an engineering milestone by completing the erection of Arch

shaped space frame structure 105 m x 72 m on either side of the new station building. It is one of its own kind

and a longest single span roof structure ever built in India. Erection of Space Frame over live OHE cables and

operational railway station with 5 tracks was a mammoth requiring engineering precision. With proper

planning, elaborate safety precautions and pre-decided sequence of erection, our team could achieve

successful erection of the rafters of space frame within approved railway traffic blocks. Each rafter was erected

in 4 separate segments, held properly by cranes till the joints were completed and also supports were erected

on platforms as additional safety

Genesis for Form Based Codes (Part-2)

1.0 Layout Regulating Plan

Layout Plan for Station DevelopmentScheme shall refer to the set of drawings whichindicate arrangement of Railway Station,Railway operational areas, Sub-plots forcommercial development, common roads,common plazas, common green areas, sharedutility areas and areas reserved for futuredevelopment.

Layout Plan for a station area shall refer to thefollowing set of drawing-

A. Layout Regulating Plan- Shall indicate theRailway land holding, Land areas allocated

for Sub-Plots, Roads, ROBs RUBs, Parkinglots, Plazas, Green areas, Utility zones andland parcels reserved for futuredevelopment.

B. Green Area Layout Plan- Shall indicate allgreen areas for common use

C. Street Layout Plan- Shall indicate layout ofstreets, junctions, ROBs, RUBs, etc.

D. Movement Network Plans- As a set of atleast four drawings, it shows circulation andinfrastructure for movement of PublicTransport, Intermediate Public Transport,Pedestrians, Bicycles, and Private vehicles.

Layout Regulating Plan includes station areadevelopment and its connectivity withsurrounding plots, green area, etc.Comprehensive planning shall ensure thatRailway Land and all its sub-divisions like sub-plots, streets and green areas integrate thestation building with surroundingdevelopment and movement network whilecomplementing each other.

The integrated, transit and use planning atrailway land shall improve work and residentrelationship by providing mix of uses whichshall be complemented by adequate greenspace, public streets and pedestrian plazas foractive use by the public and passengers. Theprinciples of National TOD policy have beenadopted by IRSDC and shall inform thepreparation of these layout plans.

5.1. To promote the use of public

transport by developing high density

zones in the railway land, which would

increase the share of transit and walk

trips made by the users to meet the

daily commute and long-distance travel

and resulting in reduction in pollution

and congestion in the station and

surrounding area.

5.2. To provide all the basic needs of

work/ job, shopping, public amenities,

entertainment in the railway land with

mixed land-use development which

would reduce the need for travel.

5.5. To develop inclusive habitat in the

railway land so that the people

dependent on public transport can live

in the livable communities within the

walkable distance of railway stations.

5.6. To promote the economically

weaker sections (EWS) and affordable

housing in the railway land by

allocating a prescribed proportion of

built-up area for them wherever

possible.

7.3. Mixed Use Development

7.3.2. Mix of land-uses are permitted as it helps in

optimization of physical infrastructure and resources.

7.3.4. Mix of uses within sub-plots can be achieved

either by horizontal mixing, i.e. separate activities in

separate buildings or vertical mixing i.e. combining

different activities within the same building.

7.4. Affordable Housing

7.4.1. 30% permissible built up area may be provided as

affordable housing (for example up to 60 sq.mt. area).

7.4.4. 10-15 percentage of residential built up area

within sub-plots may be provided as EWS housing. it

should also be ascertained that only low-income

families/ individuals are provided ownership of these

EWS units.

7.7. Street Oriented Buildings And Vibrant Public

Spaces

7.7.1. Retail and other 'active uses' with in sub-plot

should be supported on the ground floor along the

main streets, key intersections, interchange points and

parking garages to ensure high quality pedestrian

environments.

7.7.2. Buildings within sub-plot should be developed up

to the edge of the street as per relevant property

development cards or buildable volume cards. buildings

should be oriented so as to face the pedestrian facilities.

Green Area Layout Plan specifiesthe location, sizes and areas of thegreen space and its integrationwith various functions. It providesnot only the recreational/entertainment, but also enhancingthe quality of life for all users.Green area layout also helps todefine safe movement ofpedestrians as per the desired lineof travel by the users. It alsoprovides relief in high density andhigh intensity user area likerailway stations.

for a good quality of life in the railway land.

7.7.8 Green areas as per approved green area layout plan shall

be preserved and maintained. some proportion of green area can

be utilized for kiosks, cafes, open gym and other suitable

activities.

Street Layout Plan defines Right of Way, Junctions, its geometries and circulation of vehicles

ensuring safety of the passengers and pedestrians. It also earmarked adequate and seamless

integration of pedestrian movement with conflict with vehicular movement.

5.10: To reduce carbon footprints by shifting

towards environmentally friendly travel options for

the line haul as well as for access and egress trips.

7.5: MULTIMODAL INTEGRATION

7.5.1: Station area has been planned with high

quality integrated multimodal transport system

for the optimum use of the facilities by the

residents/users.

7.6: FOCUS ON PEDESTRIANS, CYCLISTS AND NMT

USERS

7.6.6: Traffic Calming: To promote a safe and

secure environment for pedestrian and NMT

users, necessary measures should be taken to

reduce speed as well as volume of motorized

traffic in the influence zone. Streets with row

less or equal to 12m, the maximum design

speed limit should be restricted to 20 kmph by

design by use of tabletop crossings, carriage

way surfaces etc. for all other streets, the design

speed should not exceed 40 kmph.

7.7: STREET ORIENTED BUILDINGS AND VIBRANT

7.7.1: Street Vendors: designated spaces for

street vendors should be created while

designing the streets.
