ULSG – Why?• Participation at local level is a core component of the

URBACT II methodology for developing urban sustainable development.– Each partner in a thematic network must set up an URBACT

Local Support Group (ULSG).– The ULSG will gather the local key stakeholders concerned by

the thematic exchanges implemented within the network and by the city’s Local Action Plan to be developed.

– ULSG shall follow the network’s activities by receiving reports from the city representatives taking part in the network exchanges.

• The overarching aim of the ULSG is to improve the impact of URBACT exchange activities at local level

Key and primary stakeholders should contribute to the development phase in order to provide advice on:

• Identification of city-specific needs in the sub-themes dealt with by the project

• Experience in the sub-themes dealt with by the project

• Input/advice on the baseline study

• Input/advice into the work-programme developed by the project, especially as far as the functioning of ULSG and its relationship with the project are concerned

This should involve:• Taking part in the design and follow up of the Local Action Plan • Identifying and validating inputs like case studies• Taking part in exchanges and reporting back to other stakeholders• Periodic meetings, in terms of preparing partner’s contribution to project• Commenting on final outputs• Testing or piloting certain recommendations• Participating in local web platforms • Acting as local project champions and lobbying for changes• Organising local dissemination events• Obtaining media coverage

Extending the Knowledge Economy

• Exchange of knowledge with industry and within society is not the responsibility of the universities alone. Companies, national, regional and local authorities, business promotion agencies, private and public joint venture investors and other stakeholders must be active in creating the infrastructure and surrounding environment. (European Universities: Enhancing Europe’s Research Base)

• All forms of innovation need to be promoted, for innovation comes in many forms other than technological innovation, including organisational innovation and innovation in services. (A broad based innovation strategy for the EU)

Medium Sized Cities and Urban Areas

• In the European Union over 60% of the population live in urban areas of over 50,000 inhabitants many of which can be classified as medium-sized cities.

• Medium-Sized Cities that have a strong knowledge base and innovation culture are more likely to gain from strong localisation economies .Medium-Sized Cities with a university or a regional services function are likely to be at a considerable advantage.
