Golf Canada Board of Directors Meeting October 2013 RULES COMMITTEE REPORT Meetings since Last Report: None Key Activities: Rules Education Subcommittee – completed review of Level 3 and 4 exam results and participant feedback analyzed. A small number of exam questions were identified for improvement and changes made; Group Pace of Play Subcommittee – Conduct full review and update to the Group Pace of Play Policy and Manual for 2014 championships. Prepare for introduction of the groove condition of competition for the 2014 Men's Amateur and the 2014 Women's Amateur. (We will be introducing the groove condition of competition at all other championships (Men's Mid-Am, University/College Championship, Men's and Women's Seniors, Future Links, Women's Tour) beginning in 2016); 2016 R&A request for proposal – we’ve submitted two proposals to the R&A to review for the 2016 Rules of Golf Book (Ball unplayable regression and 13-4 exception for loose impediment in a bunker); Amateur Status reinstatements – to date, we’ve had 61 applications for reinstatement in 2013 Current Priorities: Revise Level 2 Rules of Golf Seminar to update on-line material and increase difficulty of exam; Finalize 2014 Level 4 seminar schedule, arrange 2014 Level 4 Rules of Golf seminar locations, post information on Golf Canada website and open for registration; Develop proposal for 2015 Rules and Tournament Administration Seminar (to include R&A), including seminar outline. Present to Scott and Board for approval and work with R&A to develop materials; Conduct review of Distance Measuring Devices policies in other jurisdictions, (provinces and other countries) before the Committee considers a motion governing DMD use at Golf Canada championships for 2014; Formulate Rules Committee succession plan. Identify prospective committee members, mentor and provide opportunities for current committee members where appropriate and consider Chair succession; Begin development of the 2014 Rules Official Duty Roster.
