Personal Note: I want to begin by thanking all who participated in the Future Search process for two days on June 1st and 2nd at Mtn. Valley Middle School. We had two great days of sharing ideas and working collaboratively to generate a list of Guiding

Foothills Regional School Unit #10. Guiding beliefs emphasized a need for more parent collaboration in the development of social skills, engaging students in authentic learning experiences, and the development of Personal Learning Plans (PLP) for all students. Vision Themes that consistently were emphasized were in the areas of:

1. A Parent/School Partnership for Behavior and Social Skills

2. Safe Schools that Provide a Foundation for H ealth and W ellness

3. Appropriate T echnology Use Throughout the Distr ict (Digital

Natives)

4. Student Empowerment to Take Responsibility for Thei r L earning

through a Rigorous Cur riculum and the Use of Personal L earning

Plans

5. Appropriate Academic and Behavior and Supports at A ll L evels

6. Community/Family Involvement

7. Funding for Programs and Maintenance of F iscal Responsibility

It will be the responsibility of the Steering Committee for RSU #10 to take all of the information from the Future Search, develop an Executive Summary and begin working on a Strategic Plan that will guide the Western Foothills Regional School Unit #10 for the next five years. Once again thank you for your participation and support in helping us on our journey of continuous improvement. Sincerely, Dr. Thomas J. Ward

Preface- Why a F uture Search? RSU #10 came in to existence on July 1, 2010. Prior to that the towns were part of MSAD #43, MSAD #21, or MSAD #39. Hanover families had school choice. Each of the districts operated K-12 schools with a Day Treatment Center in MSAD #43 and a pre-school at the Hartford-Sumner Elementary School. The new Regional School Unit (RSU) structure provided that the three districts would be governed by a single school board and one central office. This new system of administering schools meant that it would be necessary to identify the differences and the commonalities and to decide what areas needed to be addressed.   The RSU# 10 Steering Committee discussed how this could be accomplished and agreed that a process that looked at the history of the schools in the RSU, what presently exists in the schools in the RSU, and what we hope our schools would or should look like in the future would

The Future Search process provided RSU#10 with the vehicle to set a new direction. To ensure that we are united in purpose, and, even more importantly, that we understand what the educational future holds for our most precious commodity, our children, we brought a group of stakeholders together to seek input and to build consensus around a strategic plan of action for our school unit. Relevant stakeholders include parents, administrators,  teachers,  students,  municipal,  business,  nonprofit,  and  religious  leaders.   The F uture Search

Organization development professionals Marvin Weisbord and Barbara Janoff developed the Future Search Conference. The conference is intended to engage a cross section of people who are stakeholders in an organization in creating a shared future direction for that organization. It includes a group of 50 80 people who are invited to be together in the same room for two days to share their thinking and to find the common ground of what they want the future to be.

The two days included many opportunities for sharing ideas in small groups and finding the common ground of those ideas within the larger group. A variety of activities result in creating a database of all the ideas in the room. That database is designed to enhance thinking, to broaden perspectives, and to look for patterns of shared direction.

The outcome will be a set of themes, probably five to eight, which represent a direction for the organization. Themes will be broad, big picture ideas. But they express the common ground or shared sense of direction of the participants.

will include developing the strategies and action steps, time line, resources, etc. for implementation. Another important outcome from most future searches is the sense of community, ownership, and commitment that develops as participants share their wants and wishes for the organization. Many participants expressed an interest in continuing to be associated with the organization as it moves to the strategic implementation of the shared direction.

Conference Preparation

A planning committee was formed in April 2010 to begin work on the future search event. The dates for the Future Search had been set for June 1 and 2. Therefore, the planning

ing times, locations, and contacting Future Search stakeholders to arranging for equipment and food for the meetings. The planning committee formed to facilitate the future search event was comprised of central office personnel, building administrators, teachers, other school personnel and Judy Enright, facilitator. Each member was chosen for their knowledge of the community and/or their expertise in planning and logistics. The planning committee members were:

George Reuter Mike Poulin Nick Waugh Anne Chamberlin Celena Ranger Ryan Wilkins Meghan Wright-Andrews Laurie Soucy Sarah Irish Gloria Jenkins Abby Wood Katherine Harvey Linda Westleigh Maida Demers-Dobson Betty Latham Ryan Casey Chandelle Gray Kathy Richards Melanie Chasse Kevin Kaulback Dr. Ward Dates of Planning Committee meetings were May 4 and May 10. The most important

tasks that this group needed to accomplish was to create the list of participants to invite and to -school personnel that

represented local interests. The group identified business leaders, local government representatives, faith leaders, students, parents, community members, school personnel, and administration. The planning committee developed the following essential question:

Over the next five years, what must RSU#10 become to be responsive to the

current and future needs of our children?

The following press release was written and sent to the Lewiston Sun Journal: RSU # 10 Schools Hold Two-Day Event to C reate Common V ision The RSU #10 Schools will gather about 85 people representing a broad cross-section of the

Over the two days, those attending will

Business leaders, municipal officials, students, parents, school employees and representatives from nonprofit organizations have been invited to participate in the event on June 1 and June 2 at Mountain Valley Middle School in Mexico. Judy Enright, an experienced moderator and former public school administrator, will lead the discussion using a process known as Future Search. Limestone, Portland, and other Maine communities have made major, positive changes in their schools using a similar visioning process. The goal is to create a shared vision for the future of the RSU #10 Schools that can be implemented during the next five to 10 years. Following the two-day event, the Steering Committee will refine the Future Search data into an Executive Summary that will be made available for the Board and Staff of RSU 10. The Steering Committee is comprised of teachers, administrators, and Board members from each region. A strategic plan will be created based upon the Future Search. The Planning group also created a list of 157 people to invite to participate in the Future Search. Each person was personally called and invited. Of those invited, 95 people committed to the Future Search. Eighty-nine of the people who committed actually showed up for the Future Search. Five students were among the participants.

The last preparation piece for the planning committee was to develop the agenda for the two days, which Judy Enright finalized. The agenda was:

Conference Data

An enormous amount of data was gathered at the conference. The Future Search process afforded the participants the opportunity to combine, condense, and put the data into a manageable format. The major headings of the data are:

Historical Scan mmunities and schools. On the global front the Columbine shooting and 9/11 changed school security procedures. Technology changed the way the community, and teachers communicate and do their work. The economy brought highs and lows to the schools with increased grant funding allowing the schools to increase physical education, college access, and positive behavior initiatives. The economy also changed jobs that local families held. Schools had more students moving in and moving out with an overall decrease in enrollment. National standards and requirements of No Child Left Behind brought different regulations and accountability measures. In our RSU #10 communities, the same decades brought a more diverse but decreasing population. The Boise Strike was an example of changes in society and in the economy. The Peru School closed and combined with Dixfield in the new Dirigo Elementary School. The Virginia School became Pennacook Learning Center. Our Dirigo and Mountain Valley high school students could attend a remodeled and expanded Region Nine school. Our Buckfield Junior/Senior High School students could enroll in career and technical programs at the new Oxford Hills Comprehensive High School. Life in our schools changed in these same decades. Laptop computers brought Internet and computer applications, first to our seventh and eight graders then to our high school students. Standards-transferred. The Individuals with Disabilities Act created new opportunities for students with special needs. Grants allowed schools to have programs such as Comprehensive School Health, Gear Up, Reading First, Literacy through School Libraries, and many more. Students brought with them to school homelessness, and family abuse. They also brought with them the wonderful spirit of the technology natives and the drive to succeed in sports and academics.

Cur rent Realities In order to reflect on the current realities of the schools, the participants were asked to create two lists. One list would be to highlight what they are most proud of in our schools. The second list would be to say what they were most sorry about in our schools.

Sense of community/sports community support/school spirit AP and Honors courses available Dedicated and loyal teachers, staff, and leaders Student of the month program Creative curriculum Large honor roll Staff collaboration on curriculum and teaching strategies Elementary/middle school reading scores are good Community support and generosity Future search we are doing today that brings us together as one body New DES building and staff Proud in leadership combining RSU #10 Low number of teacher/student ratio Students can benefit from broader range of services and programs Gifted and talented program Programs that provide hope: Music and drama department, athletics, Region 9 Staff support for after school program Safe Environment After School and summer programs Positive Behavior Intervention Support Value-Physical Education, Health, Lures prevention program Safety is recognized=Community Connection to Law Enforcement Well rounded schools that value safety, provide meaningful learning experiences, and

Could be more community involvement Some towns in RSU may face increased tax burden Creation theory offered Students still falling through education cracks Not enough non-traditional-enrichment (arts) How are schools sharing Poverty-creating gaps Curriculum full-no room for extra opportunities vs. students may have too many options

instead of set curriculum Lack of employment opportunity for all -teaching has become a grind NCLB - and earn a living Loss of small school community feel Program and personnel cuts due to budget- Inequity of educational options Need to communicate school issues to parents Consolidation-a never ending process School not understanding community ties/needs Need more emphasis on hands-on, basic skills and work ethic Low expectations for graduation rate and going on to post-secondary education Lunch programs-carbs Rise in discipline issues Large geographical area leads to feeling disconnected School safety Overlook of academic accomplishments vs. sporting Fear of change with regard to loss of local control obscured the primary mission of our

schools Making things far too complicated State and federal mandates without clear goals and measurability Towns less involved in budget process Lack of school board candidates Lack of involvement (citizen) in budget process

Guiding Beliefs We believe:

Every student is unique. All students can succeed; all students can learn; all students have unique and diverse learning needs, pace, and styles.

Students  and  staff  are  global  and  digital  citizens.  Therefore,  technology  will  be  used  to  expand  student  educational  experiences.

Page 16: RSU #10 FUTURE SEARCH

- 15 -

Data  will  be  used  in  decision-‐making   Educational/behavioral expectations will happen in home, school, and community   Diversity must be respected, celebrated and valued Students and staff must feel and be safe Innovative staff will provide all students with a wide range of learning experiences Physical, emotional, mental well being of staff and students is important. Students have a strong foundation for success (academically, emotionally, and

physically) Interventions must be in place at all levels of learning. Effective support ensures

success for all students. With staff support, students will accept responsibility for their own learning Students require diverse resources to meet their needs, interests, and learning styles The curriculum needs to be diverse and rigorous; engaging; authentic experiences;

inspires innovative and creative thinking Continuous improvement should be a theme every school uses Students will benefit from parent and community involvement in education Each school will maintain its own identity Education needs strong community/parent/school relationship Students must be engaged in authentic learning experiences by passionate, dedicated

staff

Social, economic, and educational developments that we believe will impact the education of our children:

Shrinking enrollment Standards and accountability Federal and state mandates Social problems Economy (e.g. limited resources/ prioritizing funding) Increased services to children in need Parenting teaching vs. school teaching Technology/laptops/infrastructure/access Adapting to changes (personnel, facilities, tools, students, economy, leadership,

curriculum) Lack of common vision Loss/change/control Technology/advancement/adaptation Media / information/technology Increased expectations on schools Population mobility/low income/diversity Prepare for child today/change traditions of education Poverty-increasing

Page 17: RSU #10 FUTURE SEARCH

Participant F eedback

Of the 89 participants, 31 were school personnel (35%) the rest of the participants were students, parents, selectpersons, local government officials, business, faith based, and non-profit folks.

79/89 participants returned evaluation forms Ratings: none lower than 3 on a scale of 1-5 on the value of the Future Search.

o 3- Moderate Value 3 o 4- High Value 40 o 4.5 5 o 5-Highest Value 28 o Three participants did not score this question and noted that the value would be

determined by how the Future Search results are used.

What were the high points of the Future Search? o Listening to ideas of everyone. o To see that the RSU was already moving in the direction that the future

search came up with o Working with the community for the common good of students o Participants from the varied walks of life o Having the communities of the RSU come together/Need to do this at least

twice a year o Skits/creativity of presentations/Future on Stage o Finding common ground o Looking at situations from a new perspective o Feeling like my contributions were valued and important o Final combining of themes/The sum total was greater than the parts o The focused intention of a vision for RSU 10 o The Mind Map, the Prouds and Sorries o Collaboration communication, cooperation o Right on schedule o Outcomes will be available to all participants o Amount of participants/Small group feel in a large group o Stakeholder group meeting o Looking at the past and learning from it, looking at the present state,

o Seeing that people want it to work and that a direction needs to be picked and followed

o The way in which you made it clear that this was about agreement not debate

o Each topic was unique and kept the juices flowing o The children of this RSU are very fortunate to have dedicated people as

their advocates o Amount of work produced in a relatively short amount of time o Fun, relaxed atmosphere to work in/Variety of activities with movement

and break..Food

What do you wish had been done differently? o Mind map was confusing o Begin with a demographic explanation of RSU #10 o More time on some activities o Materials provided before the session o Administrators as observers only o A student at each table, more students, not only the top students o Better acoustics, round tables, better lighting o Make a real plan as part of the process o Gotten to meet more people o Music, photos for more creativity o May have lost important ideas on the final activity o External Influences activity did not feel wrapped up o Work with different people at different time o Do the process at the beginning of the year o The municipal groups has a hard time as in our communities there is a

definitive line between municipal governance and school governance o Wish Buckfield had been better represented o Organize the Prouds and Sorries into topics

Other questions, comments, suggestions, and/or appreciations: o Thank you for helping RSU 10 become better and to set goals o How does one become a Future Search Facilitator o Awesome o I feel honored to be in on this process o Attendance sheet should include areas and roles o NOW WHAT o Great job by the school food service staff o I hope they will show us what the outcome was and what the future plans

for RSU 10 will be/looking forward to seeing the final product o A better time of year might be better o Like the tech trends video and handout o -instead elaborate o This was the most organized meeting, well prepared o Hope to be asked for input again o A real gift to the RSU

Page 20: RSU #10 FUTURE SEARCH

- 19 -

o Having assigned groups gave a broad spectrum of ideas from different individuals

o How do participants stay informed o Liked the no lecturing o Nothing will work unless we work toward accomplishing it. I believe we

can o Bring the group back in five years to see how it went o Great job, Judy o Liked being able to dream- o

merely increasing what is already done o RSU has common goals-keep individuality even though we are one as a

unit-I call it the trinity o An event like this can run out of steam partway through but this one never

lagged. Thanks and congratulations

Conference Follow-up The next step will be to bring together the Steering Committee together on July 12 to review all this material. A planning team will be created for each goal area. The team will draft a strategic plan to bring to the full Steering Committee. The plan will guide the work of RSU #10 over the next few years. This executive summary will also be sent to all participants. All materials, including this Executive Summary, and the Strategic Plan will be available on our website.

Appendix A : F requently Asked Questions

QUESTIONS  MOST  FREQUENTLY  ASKED  ABOUT    A  FUTURE  SEARCH

1. What is the intent of a future search?

A  future  search  is  intended  to  engage  a  cross  section  of  people  who  are  stakeholders  in  an  organization  in  creating  a  shared  future  direction  for  that  organization.    It  includes  a  group  of  50   80  people  who  are  invited  to  be  together  in  the  same  room  for  two  days  to  share  their  thinking  and  to  find  the  common  ground  of  what  they  want  the  future  to  be.

2. How does this differ from strategic planning?

A  future  search  focuses  on  the  long-that  if  you  can  define  where  you  want  to  go  in  the  next  five  to  ten  years,  then  the  next  step  is  developing  a  strategic  plan  to  move  in  that  direction.    It  is  starting  a  planning  process  that  engages  the  thinking  of  a  diverse  group  of  stakeholders  to  advise  about  a  direction  that  becomes  the  framework  for  establishing  the  details  of  how  to  get  there.  A  future  search  conference  focuses  on  the  thinking  that  needs  to  precede  strategic  planning.    (Creators  of  the  process  are  Marvin  Weisbord  &  Barbara  Janoff)  See  futuresearch.net  for  more  info.

3. How is the planning conference time used? What do the participants do?

The  two  days  include  many  opportunities  for  sharing  ideas  in  small  groups  and  finding  the  common  ground  of  those  ideas  within  the  larger  group.    A  variety  of  activities  result  in  creating  a  database  of  all  the  ideas  in  the  room.    That  database  is  designed  to  enhance  thinking,  to  broaden  perspectives  and  to  look  for  patterns  of  shared  direction.

What has happened in the past that has influenced where we are today, and what should we

remember as we plan for the future? What do I know about the current reality that I want to retain or modify or eliminate in the

future? What are the trends in society today that may be on the horizon and will eventually impact us? What is my personal descr

could have it the way I truly want it to be? What is the shared direction among all of the participants? The common ground of our

it that we can build upon? How do we get started to develop a plan to move in that direction?

4. What will be the product at the end of the two days?

The  outcome  will  be  a  set  of  themes,  probably  five  to  eight,  which  represent  a  direction  for  the  organization.    They  will  be  broad,  big  picture  ideas.      But  the  themes  express  the  common  ground  or

the  strategies  and  action  steps,  time  line,  resources,  etc.  for  implementation.

Page 22: RSU #10 FUTURE SEARCH

- 21 -

Another  outcome  from  most  future  searches  is  the  sense  of  community,  ownership,  and  commitment  that  develops  as  participants  share  their  wants  and  wishes  for  the  organization.    Many  participants  express  an  interest  in  continuing  to  be  associated  with  the  organization  as  it  moves  to  the  strategic  implementation  of  the  shared  direction.
