    contributing factor in 1 out of 3 fatal crashes

    In many TRACECA

    countries, poor road

    infrastructure has been

    identified as a road safety

    issue (OECD/ECMTresearch, 2006)

    EC recognises that safety must be integrated in

    all phases of planning, design and operation of

    road infrastructure.

    EC emphasizes that road safety must be

    regarded in its own right and separately from

    economic and environmental analyses

    Safety Management of Roads

    ___________________________________ On 19th Nov 2008, the EC issued a Directive

    (2008/96/EC) aimed at the introduction of a

    comprehensive system ofroad infrastructu re

    safety managementfor the trans-European roadnetwork

    The Directive focuses on 4 Proceduresto be

    applied in the planning and construction of newroads and/or modifications to the existing road

    network

    Road Safety Audits

    ___________________________________Definitions and Purpose

    A Road Safety Audit (RSA) is the formal examination of

    an existing or future road or traffic project by an

    independent team of trained specialists.

    - The RSA addresses the safe operation of a roadway

    to ensure a high level of safety for all road users.

    - The RSA team assesses crash potential and safety

    performance of a project and prepares a report on

    any safety issues.
