MAPPING/ NETWORK MAPPING FOR KEY POPULATION (IDUs, MSWs, TSWs and FSWs)
IN PUNJAB
1. The Punjab AIDS Control Program (PACP) is leading the provincial AIDS Response in the Punjab working under the Primary & Secondary Healthcare Department, Government of the Punjab. The Program is providing preventive, diagnostic and treatment services to the People Living with HIV/AIDS (PLHIV) and Key Population (KPs). Now the program intents to map the Key Population for IDUs, MSWs, TSWs and FSWs.
2. Punjab AIDS Control Program invites Expression of Interest from the Organizations to implement the mapping project. The objective of the Mapping is to estimate the size and locations of the Key Population (IDUs, MSWs, TSWs and FSWs).
3. The interested Organizations can submit the EOI for any or all districts of the Punjab.
4. The Organizations can download the document of Expression of Interest including TORs from websites (www.ppra.punjab.gov.pk) and www.pshealth.punjab.gov.pk).
5. The Organizations will have to submit of Rs.1,000/- (Non-refundable) as document fee to Punjab AIDS Control Program, 7-B, LDA Flats, Huma Block, Allama Iqbal Town, Lahore and attach the original receipt with the Technical Proposal.
6. The interested Organizations should submit their sealed proposals in the tender box placed at the office of Procurement Cell, Primary & Secondary Healthcare Department, Government of the Punjab, 1-Birdwood Road, Lahore, till 11:00 AM on 27/07/2016.Any proposal received after the prescribed deadline will be rejected and returned un-opened to the bidder. The proposals will be opened publicly on same day at 11:30 AM.
7. The qualified organizations will be contracted for further process of procurement.
8. The process will be governed by PPRA Rules, 2014.

Section 1: INTRODUCTION Punjab AIDS Control Program is leading the provincial AIDS response in Punjab.
The Government is implementing the Program, through Primary & Secondary
Healthcare Department. The PACP has extensive network of Preventive and
Curative Services. There are Ten Service Delivery Packages (for Injecting Drug
users, Male Sex Workers, Transgender Sex Workers and Female Sex Workers);
Ten HIV/AIDS Treatment Centres, Six PPTCT (Prevention of Parent to Child
Transmission) Sites; Ten VCCT (Voluntary Counseling & Confidential Testing)
Centres; and Twelve Surveillance Centres.
The PACP (the "Authority") invites the proposals ("The proposal") from
interested Organizations for the implementation of “Antenatal Sero-Surveillance
for HIV – Punjab 2015” (the "Project" as detailed in Section 2 below).
Section 2: PROJECT DESCRIPTION
2.1 Project Title:
“Mapping and Net Work Mapping of Most At Risk Population (MARP) in all cities of the Punjab”
2.2 Terms of Reference A brief description of the Terms of Reference is mentioned below:
2.2.1 Goal To conduct a comprehensive assessment of the locations and size of MARP
(Mapping) and characteristics of MARP through geographic and network
mappingof MARP in all cities of the Punjab
2.2.2 Objectives
2.2.2.1 To provide information on size sand characteristics of MARP through geographic and network mapping in all cities of the Punjab

2.3 Study Groups
The study population shall comprise of four MARPi.e IDUs, MSWs, TSWs and
FSWs

2.5 Description or Survey Activities
Some of the important activities that would be conducted by the all Consulting
Firms / Organizations / Institutions, during the course of the implementation of
the:
2.6.1. To select and recruit field team; 2.6.2. To participate (allorganization’s key members and field team members
including data collectors) in training of training (ToT) workshop on mapping survey; PACP, along with implementing partner, will provide training;
2.6.3. To conduct mapping of key populations; 2.6.4. To develop and implement an internal monitoring and quality assurance
mechanism in data collection with full documentation for maximum accuracy of survey results;
2.6.6. To ensure weekly reporting to PACP on the survey progress in a given format and daily reporting of fieldwork Coordinator – reporting formats will be provided at the time of contract to all Consulting Firms / Organizations / Institutions.
2.6.7. To ensure confidentiality of data; 2.6.9. To undertake any other work directly related to the assignment as required
by PACP. 2.7 Staffing The Implementing Partner will be required to have at least the following staff on
their payroll:
Principal Investigator, M&E/QA Manager, Finance Manager, Data Manager, Gender Specialist, City Coordinator for each city and the Team Leader for each city and each MARP. 2.8 Monitoring Progress The Implementing Partner will be required to hire dedicated M&E/QA staff for monitoring of the project activities and report the progress to PACP. However,

the M&E Officers of PACP will also conduct monitoring / supervisory visits during activities of Mapping as and when deemed necessary by PACP. 2.9 Recording and Reporting Requirements The “Implementing Partner,” at the end of the Project, will submit a comprehensive report for each city and a consolidated report of all the project findings. Other than the reports, the Implementing Partner will also be required to submit the data sheets/forms, in original hard and soft copies, collected during the project execution. All the data, documents, samples, questionnaires, reports shall remain the property of the PACP. The Implementing Partners shall not share, transmit or publish part of data/report. 2.10. Financial Reporting Needs
The minimum recording and reporting requirements will be as follows:
Maintain books of accounts according to Accounting Standards.
Maintain income and expenditure statements of the project proceeds for external annual financial audit.
2.11 Compliance with National and Provincial Guidelines The Implementing Partner will follow national guidelines (current or those that will be developed during the period of contract execution) for Mapping. Where such standards or specifications don’t exist, the specifications and standards laid down by the WHO, UNAIDS or any other agency (approved by the PACP) shall be followed. 2.12. Accountability and Working Relationship The Implementing Partner will be accountable to Punjab AIDS Control Program for the satisfactory execution of the project.
2.13. Duration of Contract The Punjab AIDS Control Program will sign the contact with the Implementing Partner. It will remain effective for a period mentioned in the Contract.
SECTION 3: PROSPECTIVE APPLICANTS
The Prospective Applicants for this Request for Proposal titled “Mapping & Network Mapping of MARP in all cities of the Punjab “may be a single entity or may take the form of a partnership comprising of the two or more separate entities legally registered in Pakistan.

3.1 Partnership Lead Members
In case of Partnership, each Partner shall appoint and authorize one(1)"Lead
Member" to represent all partners in all matters connected with the EOI up to
the completion of project.
SECTION 4: PROPOSAL 4.1 Language of proposal TheProposal and all the correspondence and documents related to the Proposal
shall be submitted in English, as specified in Annex 1, with the exception that
any pre-printed information (e.g. brochures) furnished by the Prospective
Applicant may be written in another language.
4.2 Documents comprising the Proposal
The Proposal submitted by the Prospective Applicant shall comprise of following
documents:
(i) basic information on the Prospective Applicant (or each member of a Partnership), as detailed at Annex 2 (Basic Information Form);
(ii) a certified copy of the Prospective Applicant's certificate of Registration (or, if the Prospective Applicant is in Partnership, each of its members'); a t Annex 4 and
(iii) Resume of the Key Staff Members of the Prospective Applicant that may
include but not confined to (Principal Investigator, M&E/QA Manager,
Finance Manager, Data Manager, Gender Specialist, City Coordinator for
and team leader) on the prescribed format at Form F-5; and
(iv) The Prospective Applicant, or if the Prospective Applicant is in
Partnership, the relevant Partner, shall provide the audited financial
statements duly certified by a certified chartered accountant, for most
recent two full financial years for which such statements are available,
including the consolidated balance sheet, income statement and the
accompanying notes.
(v) An Affidavit, in the form of Annex 4(Affidavit), confirming that the
Prospective Applicant and each Partner:
(i) Isnotinbankruptcyorliquidationproceedings; (ii) has not been convicted of fraud, corruption, collusion or money
laundering;

(iii) isnotaware ofanyconflict ofinterest orpotential conflictofinterest arisingfromprior orexistingcontractsorrelationshipswhichcould materially affectitscapability tocomplywiththeobligationsunderthe Agreement;and
(iv) has not failed to perform any contract, as evidenced by imposition of a penalty by an arbitral or judicial authority or a judicial pronouncement or arbitration award against the Prospective Applicant or Partner as the case may be; or
(v) has never been expelled from any project or contract by any public/private (UN Agency, INGO etc.) entity or Authority; or
(vi) had no contract terminated by any government or government instrumentality or National or International Civil Society Organization for breach by such Prospective Applicant or Partner.
(vii) have carefully studied the EOI documents and will abide by the rules and regulations
4.3 Pre-Printed Literature
If the Prospective Applicant wishes to provide pre-printed literature (e.g.
brochures) about the Prospective Applicant or the Partner, that pre-printed
literature shall be contained in Part V of the EOI and shall be separately bound.

SECTION 5: SEALING AND MARKING OF PROPOSAL
TheProspectiveApplicant shallsealthe originalProposal in an envelope
andshallmark theenvelopeas“EOI for Mapping & Network Mapping of MARP
in all cities of the Punjab"

The envelopes shall each indicate the name and address of the Prospective
Applicant (in case of a Partnership, the name and address of the Lead Member)
to enable the relevant proposal to be returned un opened in the event that it is
declared" late". If the envelope is not sealed and marked as required in this Section 5 of the
PACP will assume no responsibility for any Project Proposal misplacement or
pre mature opening. It is expressly specified that the Prospective Applicants shall submit the
Proposals by hand. The Prospective Bidders shall not be allowed to submit
their Proposals by email.
5.1 Deadline for Submission of EOI Proposals
The Proposals shall be submitted to the PACP at the address specified above,
not later than 11:00 am, on July 27, 2016 i.e.the"EOISubmissionDeadline". Any Proposal submitted after the Deadline shall be rejected and shall be returned unopened to the Prospective Applicant (or in case of a partnership, to then Lead Member) who sent it.
SECTION 6: PROPOSALS: OPENING AND EVALUATION 6.1 Opening of the Proposals
The proposals will be opened publicly on July 27, 2016, at 11:30 AM in the
Procurement Cell, Government of the Punjab, P&S Healthcare Department,1-
Birdwood Road, Lahore

6.2 Preliminary Examination
At the time of Public Opening of the proposals, the Authority will carry out a
preliminary examination of each proposal to determine whethe it is complete,
whether the documents have been properly signed, and whether it is generally
in order.
Where the Authority deems it convenient or necessary, it may request
supplementary information or documentation from an applicant (including each
Partner). Whenever such request is made, the applicant shall provide the same
to the Authority, by such date as may be specified by the Authority.
Any applicant found to be non-responsive will be rejected by the Authority and
shall not be considered for any evaluation further.
6.3 Evaluation of the Proposals
The Authority will carry out a detailed evaluation of the Proposals that have not
been rejected after the preliminary examination. The proposals shall be
evaluated by the Purchase Committee constituted by Government of the
Punjab, Primary & Secondary Healthcare Department. The proposals not
conforming to the specified TORs would be rejected.
The Proposals shall be evaluated for assessment of the capability and potential
of the firm/ organization to execute the required project in Comparative Manner
on the basis of following Criteria;

QC2:Technical Personnel Criterion 2 The Team Leader of the prospective bidder should be an experienced person to implement the project goals.
DQC2:Technical Personnel Criterion The Team Leader of the prospective bidder should have at least 10 years’ experience in Health/ Social Sector. The Team Leader should also give its team members including M&E, Finance, Field, Clinical etc. and attach the CVs for all of them.
QC3:Technical Capabi l i ty Criterion 3 The Prospective Bidder, or if the
Prospective Bidder is in Partnership, at
least one of the Partners, shall have at
least 3 years of experience in the

FORM 3: DESCRIPTION OF METHODOLOGY ANDPROJECT IMPLEMENTATION PLAN
Instructions: The TORs and the targets mentioned in Form 2 should be strictly followed in methodology and the work plan. The Proposal is to be divided into the following three areas: A. Methodology The methodology portion of the proposal must encompass the following:
i. Provide understanding of the objectives ii. An approach adopted to implement the project. iii. A comprehensive outline of methodology for carrying out such activities. iv. Applicants must briefly describe their understanding of the research
methodology. (Please DO NOT give an alternative methodology as the methodology given in the Research Protocol will have to be adhered to.)
v. Operational Plan for Data Collection;

Community mobilization

Internal and external communication (including to PACP)

Consulting Firms / Organizations / Institutions are also expected to briefly outline the risk considerations during the course of survey work and suggest mitigation strategies.

(a) is not in bankruptcy or liquidation proceedings;
(b) has not been convicted of, fraud, corruption, collusion or money laundering;
(c) is not aware of any conflict of interest or potential conflict of interest arising from prior or existing contracts or relationships which could materially affect its capability to comply with the obligations under the Concession Agreement; and
(d) has not failed to perform any contract, as evidenced by imposition of a penalty by an arbitral or judicial authority or a judicial pronouncement or arbitration award against the Prospective Applicant or Partner as the case may be; or
(e) has never been expelled from any project or contract by any public/private (UN Agency, INGO etc.) entity or Authority; or
(f) had no contract terminated by any government or government instrumentality or National or International Civil Society Organization for breach by such Prospective Applicant or Partner.
