She has over 6 years of experience in geotechnical engineering, geophysical testing, and construction materials testing (CMT). PROFESSIONAL EXPERIENCE Jason Hill’s background in the construction industry has been extensive. Mr. Hill brings over 20 years of combined professional experience within the consulting engineering field. Starting as a concrete technician in the mid 1980’s, and subsequently expanding into various materials testing and code compliance roles, Mr. Hill obtained an extensive knowledge in the materials testing and geotechnical engineering fields. In the early 1990’s, he took on the task of project manager where he oversaw as many as 30 projects at a time and his project management skills were honed. For the past 15 years, Mr. Hill has served positions as Branch Manager, District Manager, Regional Chief Executive, and now serves as Nova’s Executive Vice President overseeing operations in Florida. JAVIER JIMENEZ, PE Senior Engineer/Business Unit Manager PROFESSIONAL EXPERIENCE Mr. Jimenez began his civil and structural engineering career in 1996 working on a variety of public and private projects ranging from design of NFL stadiums to construction of multi-million dollar highway projects. Mr. Jimenez’s project experience includes performing building envelope evaluations, Infrastructure evaluations, roof testing and design, property condition assessments, forensic testing and evaluations, moisture intrusion, mold and indoor air quality services and

Mr. James Flaig, PE: Principal//Chief Engineer/Senior Structural Inspector Mr. James Flaig has been Chief Engineer and Special Inspector for Nutting Engineers of Florida, Inc. since 1986. His responsibilities include engineering, inspection and technical activities, project management and business development. He has over 35 years of experience in geotechnical and foundation engineering, design, construction inspection, materials testing and inspections. The project consisted of a fast track design-build for a new water and sewer main using micro-tunneling and horizontal direction drilling technology at the Port of Miami. Yes, we do realize that #1 and #9 are essentially the same task, but we believe that it is so critical to the proper flow and mutual satisfaction of this project that communication be stressed between ACES and the County. He is familiar with field-testing of soils, concrete, structural steel and asphalt in accord with ASTM/ACI/AASHTO/AWS/AISC/FDOT standards. He is also responsible for the in-house laboratory facility, report review, preparation and the engineering technicians on staff. In addition, he has extensive experience in facilities-remediation, which includes structural, roofing, waterproofing, site assessments, construction, pavements and code compliance. Mr. Villegas is the Executive-in-charge and successfully manages PSI’s large government contracts for the FDOT, Miami-Dade Expressway Authority, The Turnpike Enterprise, Palm Beach, Broward, Miami-Dade, Martin, Fort Pierce Counties, School Board of Broward, Palm Beach, and Miami-Dade Counties. Ian Kinnear, PE – Chief Geotechnical Engineer Mr. Kinnear has over 40 years of international engineering experience. Raj Krishnasamy, P.E. President, Principal Engineer Mr. Raj Krishnasamy, P.E. will serve as Project Manager, the single Point of Contact for the County, and QA/QC Officer. He is a Florida-registered Professional Engineer with 29 years of professional experience and a Master’s of Science in Geotechnical Engineering. As President and Principal Engineer of Tierra South Florida, Inc. (TSF), Mr. Krishnasamy oversees all geotechnical engineering, construction materials testing, and inspection services operations. His experience is highlighted by over 3,000 public and private projects, design-build projects totaling $1.7 billion in construction costs, and numerous prominent Broward County projects. Mr. Krishnasamy has extensive experience as Project Manager and QA/QC Officer for continuing contracts providing geotechnical engineering, laboratory services, and construction material testing. He serves as Project Manager for continuing contracts with over 20 Florida public agencies with a history of repeatedly retaining those contracts through successful, cost-effective and prompt execution of each task order. He specializes in geotechnical projects involving foundation design, slope stability analysis, WEAP analysis and interpreting PDA reports, excavation support, and construction inspection. Resources in the dam design section and a Sacramento, California based geotechnical firm, he joined Dames & Moore in 1967 as a staff engineer. Over the next 22 years, he worked for that firm as a geotechnical engineer both domestically and internationally while taking on assignments of greater and greater complexity as he was gradually promoted and ultimately admitted as a partner to the firm. Tom joined Dunkelberger Engineering & Testing, now a Terracon Company in 1995 after five years of employment with Jammal & Associates, Inc. (later PSI). N. MANOHARAN, PH.D. Senior Specialist N. Manoharan, Ph.D., will serve as Senior Specialist. Dr. Manoharan has more than 19 years of experience in providing geotechnical services to projects of diversified complexity focusing primarily on transportation projects. His experience includes soil investigation, foundation designs, piling works, ground improvement works, slope stability analysis, MSE walls and earth works. He is extremely knowledgeable regarding the analysis and evaluation of field and laboratory data, performing in-situ soil testing, in-place permeability testing and geophysical explorations. He has performed studies including monitoring vibrations of structures during construction and evaluating bearing capacity and settlements for different types of shallow and deep foundation systems. In addition, he has provided evaluation of embankment design of retaining walls, sheet piling systems, slope stability analysis of conventional and reinforced embankments, and evaluation of drilled shaft, driven pile, Augercast pile, and pile static load tests. He has successfully completed over 100 FDOT projects, principally in Districts 4, 6, and Florida’s Turnpike Enterprise. American Express Corporate Center, Sunrise, Florida Materials Testing & Inspections American Express' new regional headquarters in Sunrise will consist of two glass-sided buildings spanning 400,000 square feet and connected by an atrium and provide offices for most of the credit card company's 3,000 employees from Plantation, Weston and Miramar. With groundbreaking in early 2015, the buildings, south of the southeast corner of Sunrise Boulevard and NW 136th Avenue, will take two years to complete. Joseph Scavo Park, Broward County, FL Date: 2013-2014 This project was completed on time and within budget. For new construction at this park, RAD!SE provided geotechnical engineering and construction materials testing and inspection services including geotechnical oversight and related testing services during the augercast pile installation and masonry inspection services. Solution - Terracon provided all engineering technician staff with field laptops and wireless “hotspots” via cellular devices and conducted appropriate field training in usage and connectivity to the FDOT LIMS program. Data was entered in real-time and uploaded to the system prior to our technician staff leaving the project site by close of business each day. TSF schedules a preconstruction meeting with the contractor to introduce our personnel assigned to the project. TSF also addresses the scope of work, scheduling, cost saving strategies, and our standard 24-hour response times. For each task order, Contractors call our office to schedule work to be performed. We ask for 24 hours’ notice; however, TSF makes every effort to accommodate last minute requests as well. All work is performed as discussed in the preconstruction meeting. Construction Services System (CSS) TSF utilizes a smartphone reporting system called Construction Services System (CSS). With the system, TSF’s field technicians create an electronic draft report on site, which is immediately transmitted to TSF’s Project Manager as well as Owner representatives for same day reporting. All draft reports will then be checked by the TSF Project Manager and QA/QC officer. Following QA/QC, the reports for the specific project are billed on a daily basis and mailed or emailed weekly to all specified parties. Fast Track/Expedited Projects TSF’s standard response time for most common testing activities is 24 hours with notice via email, fax or phone call. These testing activities include but are not limited to: Proctor tests, field density tests (soil and asphalt), LBR tests, soil conductivity/resistivity tests, organic content tests, concrete cylinders, grout prisms/mortar cubes, concrete coring, and asphalt coring. Specific tasks may require additional preparation time prior to mobilizing to the site. If needed, TSF can

respond to last minute/same day requests within 2 hours of contacting our office. We have technicians on job sites throughout Broward County that can respond to same day testing needs. Please note that should a Contractor forget to schedule testing, TSF provides the following solutions to minimize the impact on the project schedule: • Concrete: TSF performs concrete

cores or non-destructive testing, such as Windsor probe testing.

• Density: TSF tests by (1) potholing or (2) excavating and retesting.

Interaction With Regulatory Agencies We have an excellent working relationship with the Florida Department of Transportation as well as the South Florida Water Management District. When working within right of way of these agencies, Tierra South Florida will submit an application for request of work permit and obtain the proper authorization prior to proceeding with work. Tierra South Florida will then follow up with a meeting to explain the scope in detail, and notify the agency at completion. Internal Quality Assurance And Quality Control Mechanisms Tierra South Florida maintains a strict quality assurance and quality control system to ensure employee performance, Accurate recommendations/testing results and consistency. and time considerations on the County’s part, TSF is happy to provide them upon request to Broward County. Yearly Proficiency Testing, Inspection, and Review Each year TSF undergoes inspections and proficiency testing by recognized agencies such as CMEC and the Florida Department of Transportation (FDOT) to ensure accurate test results and laboratory procedures. TSF also performs a yearly internal review for QA/QC purposes. Below please find the details of those programs. Facilities and Equipment – QA/QC Procedures Related to Proficiency Testing: In general, it is the responsibility of the Senior Engineer to review all reports pertaining to proficiency sample testing, on-site inspections, and quality system evaluations. The Senior Engineer receives a detailed copy of the inspection reports, evaluations, and any corrective actions that will be taken. If the Senior Engineer adds corrective steps, the Lab Manager will be notified. Proficiency Sample Testing: Participation by CMEC and FDOT - CTQP Any test result that is greater than two standard deviations from the group average value is identified as a poor result. Procedures to follow when poor results occur:

1. Check the report submitted for correct data entry.

2. Check that the data transferred from the worksheet to the report was correct.

3. Check the calculations on the worksheet.

4. Check that the equipment used to perform the test meets spec.

Yearly Internal Quality System Review: The Senior Engineer reviews the following records, reports and associated documentation every year to assure that the established quality procedures are being followed:

After each 12-month review, the Senior Engineer discusses any deficiencies noted with the appropriate staff to make sure that all corrective actions are taken. All documents reviewed for this internal quality system are filed in the quality system manual. Track of Calibrations, Verification and Inspection Records: Calibration records are maintained in the Principal’s office and performed by the lab manager on the specified dates and calibration frequencies. To better track and manage the calibration procedures we use a system of cards by months and dates. The equipment that requires inspection and calibration is written down on the card and tracked by the Principal on a monthly basis. See response pages 115-117 for various projects and challenges.

Time and Budget Requirements: This solicitation is for the award of a continuing contract. The specific projects requiring professional services under the agreement have not yet been identified. Projects Terracon has managed range in size from $1 to 20 million and are multi-year (3-10 year) contracts with multiple renewals. Terracon has a proven success rate of renewals on continuing contracts that we hold. These include FDOT Districts 4 and 6, School Boards of Broward and Miami-Dade Counties, South Florida Water Management District and Palm Beach County to name a few. Our commitment to Broward County is to meet schedules and budgets to accommodate your projects. “On-call,” multi-year contracts are essentially a “bundle” of projects that require technical tracking systems to ensure completion of assignments on schedule and within budget. Often times, these are short duration (less than 3 months) projects with small budgets ($10 - 20,000). As an employee-owned, national firm, we have the ability to draw on resources locally (275+ in Florida and 3,800 nationally in 150 offices). Considering these resources, your projects will be assured the prompt and professional attention they deserve. Testing and inspection for any emergency utility remediation work along major streets sometimes may require night and weekend work to minimize disruption of traffic. Our team has the ability and capacity to respond within 24 hours of the first notification, and can handle all services required for this contract. We have a proven track record of timely response and meeting and/or exceeding the needs of our clients. See response pages 86-87 for further information.

Our typical backlog is made up of many short duration assignments. Even long-term contracts are of indefinite quantity type and thus, actual workload is dependent upon the release of individual work orders. We are fully capable and committed to County and the contract’s needs. TSF is confident of meeting all project schedules. TSF maintains strict internal timelines to ensure all work is completed in a timely manner. We are committed to staying on schedule throughout the duration of each assignment. All projects and task orders are initiated within 24 hours of authorization to proceed. By initiating tasks within the first 24 hours, TSF avoids a backlog of work waiting to be completed and, therefore, maintains the capacity and flexibility for all incoming assignments to be completed on schedule. Mr. Krishnasamy will work closely with the County and our sub-consultants to anticipate staffing commitments and ensure that the required staff is committed to the projects, maintaining the same personnel for each of the individual task orders whenever possible.
