Minnesota Department of Human Services

Research/Policy Development Specialist, 1984 - 1989

Initially, did research and policy analysis to develop long term care policy, worked on

development of nursing home case mix system. Final position was research coordinator for

the Long Term Care Management Division. I was responsible for management of research

and evaluation activities which affect long term care program expenditures in excess of $700

million. Major projects included:

● Development of an assessment tool to link client long term care resource use to

reimbursement

● Evaluation of quality of care, access, and fiscal impact of state's Medicaid home care waiver

for elderly

● Utilization study of elderly waiver

● Development of a Medicaid reimbursement system for ICFs/MR based on client resource use

● Development of a new day training and habilitation reimbursement system based on staff

ratios

● Quality assurance in services for the developmentally disabled

Wrote legislation; chaired committees of legislators, providers, and consumers; testified and

presented major reports to the legislature on long term care/health care policy issues

Minnesota Resource Center

● Surveyed service providers in rural Minnesota and then developed video and written

instructional materials that combined current research with practice imperatives

Research Interests (Statement)

Founding Director of the Center for Research on Aging and Disability Options (CRADO) and

nationally recognized leader in community engaged research to improve long term services and

supports practice and policy. Pioneered the strengths based approach to increase resiliency in work

with older adults. Have been partnering with older adults, community, state, and federal

organizations for the last 20 years as the principal investigator for federal, state, and foundation

funded research projects that total over $12,000,000. This research using large state data bases has

informed state and federal policies on assessment, reimbursement, and care transitions in the area of

public long term care supports and services. Research focuses on strategies to increase home and

community based options. This work has regularly involved close collaboration with older adults,

people with disabilities, and faculty from a large variety of disciplines as well as with public policy

makers

and Long-Term Services and Supports; or Economic, Employment and Low-Income Issues.
