FOR THE PURPOSE OF THE PRESENTATION

Education was held at 6:00 pm on January 31, 2019, in the Carl I.

Board approved the agenda.

PUBLIC FORUM
Mrs. Brown indicated she had received Public Forum sheets from a number of
individuals. Each individual was asked if they wished to address their
concern before or after the speaker. Mrs. Kim Toombs, Mrs. Marcia Brown,
Mr. Bruce Dugan and Ms. Angie Wolfe each chose to speak after the
presentation. Mrs. Mary Ann Donnelly chose to speak before the
presentation.
Mrs. Mary Ann Donnelly expressed concern over the WorkFit Medical letter
dated November 27, 2018; specifically quoting “About one in 19 women at
the Albion Central School District have been diagnosed with breast cancer
(about 5%). The good news is that this is actually lower than the
national average.” Mrs. Donnelly asked where the statistics came from?
Was this information regarding all females or just in the Elementary
School? Mrs. Donnelly asserted that WorkFit Medical is not qualified to
assess any environmental risk factors which made their conclusion
completely invalid.
2. NEW BUSINESS
A. Cornell University Presentation Ms. Nellie J. Brown, MS, CIH
Workplace Health and Safety Program
Ms. Nellie Brown introduced herself as a Certified Industrial Hygienist in
the health and safety field who has provided her services this evening
through a state funded grant. Ms. Brown’s program, Breast Cancer and
Occupational and Environmental Exposures, was created in response to
citizens’ and policy makers’ desire to determine whether there was an
environmental link to higher than average breast cancer rates in New York
State counties. Ms. Brown indicated she had attended the Albion Central
School District Board of Education Meeting in January and her presentation
was in response to the request of the Board as a result of information
shared by the ATA at that meeting.

Ms. Brown presented a Power Point that addressed the question of elevated
breast cancer rates in teachers; whether environmental risk factors exist
at ACS; and if there are potential breast cancer carcinogens in the Albion
Central School District.
Ms. Brown’s Power Point provided information from various studies
regarding risk factors, including various everyday exposures to chemicals
at home and in the workplace.
Ms. Angie Wolfe addressed Ms. Nellie Brown thanking her for the
informative presentation. She indicated that the data collected by the
ATA at the school indicated 22 of 24 cases of breast cancer were at the
Elementary School. There had been 15 people diagnosed over the past 10
years and 9 diagnosed over the past 5 years. These diagnoses were for
women in specific locations in the building. Ms. Wolfe asked if the
numbers were higher at ACS than at other districts. Ms. Brown responded
to the question by citing breast cancer rates are high among teachers all
around the world.
Mr. Jim Bowers introduced himself as an Epidemiologist from the NYS Health
Department and addressed Ms. Wolfe’s question regarding the comparison
between ACS and other districts. Mr. Bowers indicated that when a study
is made to determine patterns of illness, various factors such as the
number of people with the same kind of cancer, unusual age groups,
adequate latency (time between exposure and development) and time spent in
the specific location, are some of the information used to help identify
whether it is unusual.
Mrs. Kim Toombs addressed the Board asking what and when was the Board
going to do to specifically address the ATA questions. Would there be soil
and water testing? When would the Board be doing it?
Mr. Jim Bowers responded by indicating that Albion Central School was the
5th school this year raising similar concerns. When the question of
testing comes up, what do you test for? He indicated that tens of
thousands of dollars could be spent testing and not necessarily find an
answer.
Mr. Chris Keller, ATA President, asked the speakers what the reasonable
first step should be. He was looking for reassurance for staff.

Ms. Nellie Brown responded that she could provide an EPA “Tools for
Schools” survey and training for ACS staff to conduct future surveys using
the same tool.
Mrs. Margy Brown addressed those present indicating she has worked in the
anesthesia field for 20 years and that she is very passionate about
cancer. She indicated that she is evidence-based; that none of the Board
members are experts; that they are trying to navigate through the issues,
gathering data and educating themselves as to the next steps to ensure the
safety of the school, community and county. Mrs. Brown indicated that the
Board is looking at this to formulate a plan.
Mr. Jim Bowers indicated that in looking at all types of breast cancer the
first step is to collect information. The second step is to go to the
cancer registry to confirm each case diagnosed. Mr. Bowers provided
information on the criteria for determining cancer clusters when asked.
A local health care nurse in the audience asked how the data is collected
and if the information could be pulled up in a database.
Mr. Jim Bowers responded by indicating what is done once information is
given to the Health Department for review.
Mrs. Betty Sue Miller addressed Mrs. Margy Brown. Mrs. Miller indicated
that she had been through breast cancer twice and that you could not be
passionate about it until you have had it. Mrs. Miller indicated she
taught in the Middle School, went to school at ACS and lived in the
community. She noted that she does not believe her cancer came from the
school. Mrs. Miller indicated that if there is an increased cancer rate
in teachers, the District should present data to new teachers regarding
this; look at what you do to prevent it and that the District should do a
study that analyzes the air quality and go from there.
Mrs. Kate Knorr introduced herself as Leslie Kish’s daughter. She
indicated to Mrs. Margy Brown that Mrs. Brown was not passionate about
cancer; that her mom had worked in the Middle School, went to the
Elementary School, caught cancer and died. Mrs. Knorr asked about the
kids, the air and soil. She cited the District Office building, where the
Superintendent is, had flooded when she was in school; that there were
mold and air concerns in what was supposed to be a temporary building.
Mrs. Knorr asked what else would be done?

Mrs. Joyce Monacelli addressed Mrs. Margy Brown indicating the need for
the Board of Education and the teachers to work together.
Mr. Jim Bowers addressed the question of conducting air testing. He
indicated that it is very important to ask what specific question is be
answered by testing. There is only so much information that can be
offered.
A parent in the audience asked if there are numbers in kids, want to hear
about it, want voice heard in looking at teachers and students.
The speakers were thanked for their time and information presented.

Thursday, January 31, 2019 Special Meeting of the Board of Education.

PUBLIC FORUM
Mr. Christopher Rice updated the Board of Education on the progress being
made on the Clay Target League. Mr. Rice indicated that he is waiting on
the last piece of the insurance puzzle. The Barre Sportsman’s Club has
reviewed everything and all looks good. Last Thursday the insurance
company contacted Mr. Rice requesting dates that the club begins. The
insurance certificate is the only remaining item.
Registration started on February 1st and ends on March 22
nd.
Mrs. Margy Brown thanked Mr. Rice and Mr. Bonnewell for all of their hard
work and effort with regard to the club formation.

A. Finance and Audit Committee Report
Mr. Shawn Liddle, Assistant Superintendent for Business, reported that the
Finance and Audit Committee had met. Mr. Liddle indicated that the
Governor’s proposed budget included a $293,000 Foundation Aid increase,
1.4% over last year.
B. NOSBA Breakfast
Mr. Wadhams attended the Niagara Orleans School Boards Legislative
Breakfast held on Saturday, January 26, 2019. Mr. Wadhams reviewed with
the Board that the breakfast was held in the same format and same
information shared as last year. Legislators spoke and expressed interest
in various areas such as the tax cap and Smart Bond. Mr. Wadhams found the
breakfast to be informative and recommended that any Board members who
could should consider attending.
Mrs. Margy Brown thanked Mr. Wadhams for the information and for his
attendance at the breakfast.

Board Members reviewed a list of additional Field Experience Teachers and
Observers.
B. Special Meeting of the Board of Education
Thursday, January 31, 2019 Follow-Up
Mr. Bonnewell reiterated to the Board that Ms. Nellie Brown of Cornell
University and Mr. Jim Bowers of the New York State Health Department had
presented at a Special Meeting of the Board of Education on Thursday,
January 31, 2019. The presentation was based on ATA health concerns at
the Elementary School in particular and generically for all schools on
campus. Mr. Bonnewell reviewed with the Board that Ms. Nellie Brown had
offered assistance with regard to the EPA “Tools for Schools”

survey of the Elementary School. Mr. Bonnewell indicated that it seemed
sensible to use Ms. Brown’s services for this if the Board agreed.
Mr. Bonnewell additionally reviewed with the Board that Mr. Bowers could
also be of assistance in conducting a study of the data the ATA shared.
Preliminary information shared had already been provided to him.
Mr. Bonnewell requested the Board’s direction on how to proceed.
The Board discussed the fee structure involved in Ms. Brown’s survey and
the option of the free Health Department data review that Mr. Bowers could
provide. The Board decided that they wished to proceed with Ms. Nellie
Brown conducting a survey at the Elementary School building. The Board
also agreed the District will reach out to Mr. Bowers to follow up on the
data review he said his office could perform. Mr. Bonnewell will pursue
this matter further with Ms. Brown and Mr. Bowers.

Resolved, on a motion by Mrs. Sacco, seconded by Mr. Sidari, the
Board approved the Sunday, March 3, 2019, trip request for student
participation in the Middle School Science Olympiad at St. John Fisher
College and the Sunday, March 17, 24 & 31, 2019 trip request for student
participation in the Football Program at Orchard Park, NY. Student
participation must be optional for students for each of the trip requests.

C. Superintendent’s Report
o Internship Program
Mrs. Susan Starkweather Miller shared with the Board that
she has been the Coordinator of the High School
Internship Program since January 2011. The program was
started at ACS over 20 years ago. It was created with a
focus toward connecting school to real-world experience,
embracing one of our value statements – “Learn Today,
Lead Tomorrow.”

Mrs. Starkweather Miller shared that students are
informed of the program through a variety of sources
including the counseling office when openings in their
schedules are found. In addition, the program is offered
in the High School Course Handbook. Juniors are
introduced to the program in the spring when they are
able to attend the Internship Breakfast that offers
interns the ability to share their likes, dislikes and
duties performed at their internship locations. Students
are approached as early as 10th grade and even as early as
8th grade when a visit to Doug Mergler’s Technology class
offered an opportunity for students to ask questions
about the program. Students talking with friends and
sharing with younger siblings get information about the
program out by word of mouth.
The Internship Program teaches work skills and offers
career exposure. Students spend one day a week at school
in Seminar Class with Mrs. Starkweather Miller and
guidance counselors and spend four days a week at their
placement. Students are interviewed by Mrs. Starkweather
Miller the semester prior to beginning the program. They
are required to apply, submit references, provide skills
and answer the questions why they want to participate in
an internship and what they would like to do. Several
businesses in the Albion community partner with ACS in
this program along with others in Medina, Kendall,
Holley, Batavia and Rochester. Community response is
great.
Students are taught professionalism in the workplace;
communication skills; how to manage conflict resolution;
how to adapt to various work styles of others; time
management; ethics; and the importance of
confidentiality. They are taught how to create resumes,
cover letters and the use of references. Students go
through an entry-level mock interview and are taught what
to wear and how to display proper behavior. When the
interview is complete, students are told what they’ve
done well, what could change and how to improve.
Students prepare work applications; visit on-line job
outlook sites and learn how to submit on-line
applications. In the spring, they review local
scholarships and determine what to apply for as they
pursue work and college.

Evaluations are done mid-term and at the end of the year.
The mid-term evaluation offers what is being done well
and the expectations of the placement. At the end of the
year, a student reflection assignment is added to drive a
deeper understanding. Some students have had great
experiences in their internships while others have
learned, before committing to a lengthy preparation for a
career, that it is not the right choice for them. The
program offers valuable experience and the opportunity to
try a career on for size.
The Board commended Mrs. Starkweather Miller on her work
with the Internship Program.
o Poppy Poster Contest
Mr. Bonnewell shared with the Board that the district
will be participating again in the Poppy Poster Contest.
o Orleans Niagara Wrestling
Mr. Bonnewell shared with the Board that Albion was well
represented at the Section 6 Divisional competition on
Saturday at Cheektowaga. The team placed in the upper
half of Class B - Amilcar Morales 6th; Bryce Kelly 6
th;
Ellwood Hafner 5th; Cody Wilson 4
th; and Jessy Cruz 3
rd.
o Music Faculty Recital
Mr. Bonnewell shared with the Board that the Music
Faculty Recital was enjoyed by many. It gave the music
staff the opportunity to share their talents with
students and the community. A number of the staff spoke
to preparing their music and performing it.
o School Resource Officer
Mr. Bonnewell reviewed with the Board that the contract
for the school Resource Officer is with the Village for
their attorney’s review. The district may have someone
beginning in this position as early as February 15, 2019.
o High School Principal Vacancy
Mr. Bonnewell reviewed with the Board that on January
14th, he began covering the High School Principal vacancy.
He shared with high school staff at their faculty meeting
that day how the position would be handled until an
interim placement was made. Mr. Bonnewell expressed to
the Board his enjoyment of being around the students and
that his day is spent in the high school and he returns
to end his evening in District Office.

Mr. Wayne Wadhams shared that certain staff members in
the high school have commended Mr. Bonnewell on the great
job he has been doing in the building. The Board also
commended Mr. Bonnewell and thanked him for the work he
is doing at the high school.
o Active Incident Drill
Mr. Bonnewell reviewed with the Board that March 12th has
been scheduled for the Active Incident Drill. Students
will not attend school that day. He indicated that this
drill will be the largest county-wide drill that will
include law enforcement, medical and fire personnel along
with Homeland Security Officers responding. There has
been a great deal of preparation in the past four
meetings held. Meetings are now being held each week
until the drill is held.
o Remind
Mr. Bonnewell reviewed with the Board the dispute between
Remind and Verizon regarding the charges to be imposed to
deliver texts to customers of Verizon. Remind indicated
Verizon was treating the texts as they would spammers
intending to charge those who send large volumes of
messages. Verizon noted they do not authorize spammers
at any price. After some time, Remind has decided at this
point not to impose this charge and enable Verizon
customers to get the messages. Mr. Bonnewell has
informed staff of the information as it has been provided
to him.
o Sectional Contests
Mr. Bonnewell reviewed with the Board that the weather
issues have caused delays and closings affecting Section
6 Swim Contests. The Swim Contests have been rescheduled
to Thursday and Friday of this week. Other Sectional
Contests will be held beginning over February break.
o Basketball Sectionals
Mr. Bonnewell reviewed with the Board that the Basketball
Sectionals will be held over February break with a
possibility of Sunday competition. Mr. Bonnewell
reminded the Board of the practice that provides a
blanket approval of Sunday Sectional competition.
o Bus Drivers’ Breakfast
Mr. Bonnewell reviewed with the Board that past
practice would have scheduled the annual Bus
Drivers’ Breakfast on Tuesday, March 12th.
However, that is the emergency drill day. The

Board requested information from Lea Olles as to what
works best to allow participation by most of the drivers.
The Board will be updated at a later date on the
tentative scheduling of the breakfast.

Attached is a draft Albion Calendar based on the BOCES approved calendar. You will note that it is different
from the earlier draft in that it does not include the two week Christmas. For the sake of students at BOCES, I
recommend we follow their calendar with the following exceptions:
We will start teachers Tuesday, September 3rd
(this is a student day at BOCES).
We will hold school for students on October 11th
(it’s a BOCES holiday because they have teachers in
two days in August).
We can take one additional day, March 20th
, as BOCES has no students this day.
The recommendations above give us the same 187 day calendar we had this year.
The 187 day calendar will still require us to give back two days if we use no emergency closings. Based on the
last several years, I have no concern we won’t use them. I would suggest May 22nd
if we need one because
BOCES is also closed that day.

Board of Education Report March 2019
Math Goal: A committee led by teachers from each grade level analyzed our current program, our assessment data, and the new Next Generation learning standards for math with a facilitator from McRel. They performed extensive research of more than 10 math programs and reached out to area school districts for recommendations. At this point they are preparing to share their findings and recommendation with the Assistant Superintendent for Curriculum and Instruction.
Inspiring students with meaningful opportunities: Opportunities to use knowledge and skill in a meaningful way is the reward for using grit to push through challenges. We want our students to have a creative and joyful culmination on the projects that they work hard at. February’s classroom and after-school activities provided that meaningful culmination for many of our students in fourth grade.
Art club: researched various local landmarks and designed creative and unique, and truly beautiful representations of our community. Their research, design and commitment to creativity took grit in our after-school community schools program.
Multicultural Club: Our multicultural club shared historical information and trivia questions to help us celebrate national heroes and scientists during Black History month. They will attend a field trip on March 7th for the first time to the Niagara Falls Underground Railroad Heritage Center. The center is an experiential museum that reveals authentic stories of Underground Railroad freedom seekers and abolitionists.
Living Wax Museum: Family members and guests of students in Mrs. Faraci and Mrs. Rightmyer’s classrooms were treated to a reminder of not only historical import, but also of the potential of the students who were presenting. Students selected their own historical hero, researched the life and contributions of their hero, wrote a biographical report, prepared a poster board display, wrote a creative writing script that had them re-enacting their hero and then presented it as a performance. This two-month literacy project in the making took copious amounts of grit and was a truly meaningful opportunity to explore our vision statement of “Learn today, Lead tomorrow.”

Data check-in: A comparative analysis of January measurements of reading comprehension for 2nd
-5th
grade is below. This is based on performance on the Scholastic Reading Inventory which measures reading
comprehension. Our work with McRel to develop student independence and engagement with literacy will
continue this spring.
o “On track” indicates the percentage of students who meet or exceed the common core thresholds
for reading comprehension proficiency in their grade level. o “On watch” indicates the percentage of students who are just below proficiency. These students
receive reading comprehension support in their classrooms. o “Intervention” indicates the percentage of students who are reading below grade level. These are
labeled at the intervention threshold, and these students receive small group instruction.

Student Activities
Adam Burlison won the Scripps Spelling Bee competition on February 13th
. He will now go on to compete at the Local
Regional Bee in Batavia. This will take place on Saturday, March 23rd
at the Batavia High School at 10am. The winner of
the Local Regional Bee will advance to the National Bee in Washington, D.C.
Students in Mrs. Wesolowski’s Advanced Math class enjoy using Chrome Books to work on linear equations on Kahoot.
Chromebooks are widely used as a teaching tool in many classes throughout the middle school since their inception.
6th
Grade Intramurals are coming to a close. Students that participated enjoyed their time playing basketball, Ping-Pong, 4-
Square and Can-Jam.
Community Outreach and Events
Orleans County Historian Matthew Ballard spent two days with Albion
Middle School sixth and seventh graders discussing various aspects of our
region's history, including the Erie Canal, the Orleans County Alms House, early
Albion schools, black history, and more. The children enjoyed seeing the many
pictures of "old Orleans." The classes are working on a project related to the
Alms House.

February wrapped up our winter sports season:
Girls Basketball played in the sectional first round Boys Basketball played in the sectional first and second rounds Wrestling – Amilcar Morales, Bryce Kelly*, Ellwood Hafner*, Jessy Cruz*, and Cody
Wilson* all finished in the top six in their weight classes at Sectionals. (*Wrestlers who were eligible for the state qualifier tournament.)
Swimming captured Albion’s first ever Section 6 Championship! Scholarship Packets were provided to all seniors in homeroom last week. The packet system provides students with a central location to find information about Albion Community scholarships. Students must return these applications by March 22. Major March events:
