Project Objectives
The main objectives of the Project are to reduce the discharge of nutrients in
the water bodies and promote behavior changes by:
- demonstrative activities at the communes level;
- providing support to the Government of Romania for
strengthening the institutional and regulation capacity to comply with
the EU requirements in the water protection area.

Component 1
Investments at commune level in the Nitrate Vulnerable Areas
Provide support to 86 localities, designated as Nitrates Vulnerable Zones, toimplement sub-projects in the following areas:
(i) improve the commune level systems for a better collecting, storage andmanagement of the animal and household waste.
(ii) planting vegetative buffer strips and rehabilitation of some communal pastures;
(iii) water and sanitation;
(iv) promoting adoption by farmers of the environment-friendly nutrients
management practices recommended by the Code of Good Agricultural Practices;(v) preparation of Feasibility Studies for improvement of services for water andwaste waters; and
(vi) testing and demonstration of the feasibility to produce biogas and energy fromlivestock manure and household organic waste through anaerobic digestion.

• The urine from animals and the
water from precipitations isinfiltrating the soil and pollute thewater resources.

• Periodically, the livestockmanure, mixed wit householdwaste is evacuated from thehouseholds and dumped in un-authorized places.
• As result, large areas of agricultural lands are occupiedwith waste that pollute soilsand water.

1. Update the legislation on soil and water protection in line with EU regulation related to EU NitrateDirective and Water Framework Directives with an emphasis on clarifying implementation andcoordination activities across agencies.
2. Support ANAR to lead inter-agencies working groups at the river basin and county level for theEU Nitrate Directive and to report to EU and Ministry of Environment on such activities throughthe completion and equipment of the ANAR’s training facility and the acquisition of the equipmentfor groundwater wells and mobile and in-situ sampling and laboratory equipment.
3. Carrying out a comprehensive training program for the staff of relevant national, regional andcounty level agencies members of the river basin working groups for the EU Nitrate Directive.
4. Carrying out training programs for the Beneficiaries to enable them to access EU funds, includingpreparation, implementation and project management.
5. Designing the capacity building system able to support the scaling up, at the national level, of the
implementation process of the EU directives framework.

42 persons trained. – Using ArcGIS in monitoring activities - 39 persons trained. – Training for technicians on sampling procedures - 100 persons trained. – Determination of nutrients and metals in water, sediments and suspensions - 32 persons

Carrying out of public awareness activities at local, river basin, national and regional levelsincluding workshops, field visits, study tours and other mass media events and products, tointroduce the project and its benefits, to promote a better sanitation in the rural environment inNitrate Vulnerable Zones and implementation of the good agricultural practices, and to promotereplication of activities under the project in other counties as well as in other Black Sea riparian
countries and EU candidate countries.
