Romania as a Growing Center of IT Expertise
The last years were been quite a beneficial period for the Romanian IT industry: the number of
companies rose to over 16.000, as well as the number of employees in the sector estimated at +90.000
in 2017 only for the software segment. If in 1998, the Romanian software export was about 30 million $,
in 2016 this export reached almost 2.5 billion EUROs and are expected over 3 billion in 2017.
Romania is one of the most interesting markets in Europe for technology investment and trade, as well
as a recognized partner for some of the world’s most demanding customers in IT services outsourcing,
business process outsourcing, call center support and product development and innovation.
Despite significant challenges, accompanied by non-typical evolution of markets, niches and companies,
the focus on increasing productivity and decreasing costs through technology, as well competitive
innovation, was actually the winning card for Romanian software companies, both on the internal and
external market.
European structural funds contributed significantly in IT companies revenues compensating the
reduction of consumption on the internal market. Operational programs for increasing companies
competitiveness and development of human resources generate numerous projects with important IT
components, both hardware and software and services. 2017 yielded an increase of over 15% compared
to the previous year. And 2018 forecasts shows also significant growing by two digits. Auspices for the
software and services sector continue to be on the positive side, based on extended external demand,
reprise of domestic market companies’ investment in IT&C and growth of consumption generated by
European funded projects. However, actual estimates about 2018 to 2020 still shows two digit grows of
the industry, especially doe to new engineering developments for smart farming, industry 4.0, ehealth
and smart city projects.
Romania as an Offshore Destination Romania has still a strong position for attracting a significant
amount of the incoming offshoring business to be located in CEE countries, but innovation is the main
actual growth vector. Many companies engaged in custom application development for foreign clients,
as well as R&D centers or BPO operations have built a long-time successful presence on the Romanian
market. These companies have been gaining experience in the offshore business, with growing projects
and extended sector expertise, and based on their development potential and reliable sourcing
operations they are serving a large number of international clients. Attractive Price vs. Performance.
Balance
Customer surveys show that costs and pricing only represent a fraction of the decision criteria for
locating offshoring projects. Romania is not the lowest cost location for outsourcing, but when
performance and engineering competences are added to the equation it is highly competitive. Previous
sector experience, technology expertise, quality of the proposal, solid procedures of financial reporting
and coordination systems and an enforcing business ethics and social responsibility are some of the
criteria that decide in favor of Romanian companies. Technical and sector specific skills at best practice
Romanian companies often excel in use and development of new technologies and offer strong software
development methodologies and processes. Romanian companies are recognized for their appetence
for innovation, adding value to the partners’ requests, even if it is not demanded. Surveys indicate
Romanian development companies’ customers have experienced particular good understanding of their
requirements and business needs beyond those set out in the RFP or project specs.
Cultural Fit, Language Skills and Similar Mentality to US/ Western Europe
Geographical proximity to Western Europe is clearly common to all developers in the CEE region, but
Romania has a cost advantage compared to Central Europe while its membership of the European Union
differentiates it from most of Eastern Europe, enabling Romanian-based providers to more easily visit or
deploy staff to client sites both within the EU and without.
An area in which Romania is regarded as particularly strong compared with other countries in Eastern,
or even Central, Europe is in the language skills of both management and technical staff. Romania
boasts one of the highest rates in CEE of participation in language classes at secondary school level.
Language proficiency among the adult population is similarly high. In addition to a significant proportion
of the labor force having a high degree of competency in English, there is widespread knowledge of
other European languages, most notably French, but also Italian and German.

ARIES is the largest and most important trade professional association of the Romanian ICT industry,
with over 200 members. According to the evaluation of a European expert, it is the most dynamic and
enthusiastic environment from the CEE countries and it is the first association in terms of size and
content in the region. After the sign up of its branches in Timisoara, Cluj Napoca, Brasov, Iasi and
Craiova, ARIES became the IT association covering the largest geographic space from CEE. The
association is the organizer of the most important innovation event of the Romanian electronic and
software industry (BINARY) and it is the main organizer of the industry’s trade missions abroad (over 150
events in 15 years) with the Ministry of Business Environment, Trade and Entrepreneurship, in the frame
of European projects (like EEN brokerage events) and with strategic partners all over the world.
Successfully advocating its innovation strategy and the research frame, ARIES succeeded to influence the
National Strategy for Research and Innovation and significantly matched the Romanian research frame
to the European.
ARIES has elaborated a strategic relation with the university environment, especially with the Romanian
technical universities, their organizations being ARIES members, especially engineering curricula
adapted to the membership needs, R&D and university innovation. In over 20 years of existence, ARIES
has become a prestigious name, its involvement being requested within various projects in Romania and
abroad.
Aside from own developed projects, ARIES was involved in more than 25 national, European and
international projects, especially in the last 15 years. Through its own services and attracted services,
ARIES disposes of the most performing consultancy cluster of the innovative industry from the country
along the entire value chain of the business environment and of the companies. ARIES is the first
professional trade association, which has developed an ethical code and a code of conduct of the
association in front of its stakeholders. At the moment, ARIES benefits from the best national and
international network and the best services of the Romanian ICT industry. ARIES was, and continues to
be involved in many support programs intensifying the Romanian organizations participation in

From 2004, the main target of ARIES is to foster innovation among its membership and stakeholders, as

competences to support membership and stakeholders challenges to cope with the innovation driven
economy as soon as possible, from awareness activities and services to trainings and advocacy. Doe to
this capabilities, ARIES staff was involved to frame the EUR-ACE standard for engineering higher
education for Romania, achieving the ENAEE accreditation and first engineering award on this standard,
to frame the innovation pillar of the national competitiveness strategy and to frame innovation
programs for the structural funds and the Danube strategy.
About the Romanian trade mission at CeBIT 2018 Our association, ARIES, organize for the fifteenth time the participation of its members at Hannover
Messe. Doe to the last years’ successes, our delegation comprise 31 companies.

Own products AltTap – a smart testing robot We have developed a robot that simulates a human tester by using a stylus to perform click actions on touchscreen or push-button devices. The process is based on an image-recognition algorithm. We designed this robot to help us in some of our projects with critical challenges of test automation. AltRunner - for testing mobile apps AltRunner is a tool we have developed at Altom for running automated tests on Android and iOS apps. Setting up and running tests on mobile devices becomes an easy task with AltRunner. It offers an overview of the progress while running tests on multiple devices and its logs are very detailed. Session Based Test Management tool SBTM is a note-taking app for session-based testing that makes it easy to have an overview of your notes and to generate test reports. Team members can access it to have visibility over the time spent on testing activities and over the testing work left. It is installed as a browser plugin for Chrome and Firefox.

1. REMOTE TEAM FOR ONE SOFTWARE HOUSE XTEL is an Italian software company that distributes on the European market its own CRM product for producers of consumer goods in 2009 XTEL has launched a plan of technological innovation of its product to make use of opportunities offered by new technologies (web, mobile). Not having an internal structure with all the necessary technological skills and a capacity to guarantee the required time to market, XTEL has asked for BeeNear’s services. Therefore we have created a working group of about 45 it professionals which could guarantee the realization of the project on time. Nowadays we have also implemented a delivery department for this client, with the objective of implementing the software solution directly at the final clients.
2. FIX PRICE AND REMOTE SERVICES FOR MANUFACTORING COMPANY ARTSANA is one of the leading player in the "Baby Care" industry with various brands. The subsidiary “GRIGIOVERDE" decided to install at a new factory located in Romania the procedures adopted in other factories to control the productivity. The IT department of the group assigned to BeeNear the software activities in order to adapt these to the specific needs of the Romanian factory. At the end of this project ARTSANA has signed a contract for the ongoing maintenance of the software products with our company.

Enterprise Web-based eProcurement Application – IT Six implemented the application with a modular architecture, a data access layer, multiple different data sources (configurable), and a search engine that unifies them. Handheld Solution for Transportation - The solution was to create a Windows Mobile application to work on the hand held devices available on trucks. The application monitors and displays information about the car delivery. Roads Quality Monitoring Application - The application IT Six developed is a hosted web application that offers synchronized viewing of all pavement management data collected from road infrastructure collection vehicles. Using any web browser, the web application allows you to view synchronized right-of-way video log, pavement images, and your choice of collected pavement management and condition data over the internet.
