I. CALL TO ORDER PUBLIC MEETING
II. READING OF NEW JERSEY OPEN PUBLIC MEETING LAW ANNOUNCEMENT
The New Jersey Open Public Meeting Law was enacted to ensure the rights of the public to have advance
notice of and to attend the meetings of public bodies at which any business affecting their interests is
discussed or acted upon. In accordance with the provisions of this act, the Robbinsville Board of Education
has caused notice of this meeting to be published by having the date, time and place thereof posted in the
Trenton Times and the Township of Robbinsville Bulletin Board no less than forty-eight hours in advance of
the meeting. This notice was also posted at Sharon School, Pond Road Middle School and Robbinsville High
School. In accordance with N.J.S.A 18A:12-24.1 and Policy 0142 the Robbinsville Board of Education shall
be bound by the provisions of the School Ethics Act.

V. MOTION TO CONVENE IN EXECUTIVE SESSION

WHEREAS, while the Sen. Byron M. Baer Open Public Meetings Act (N.J.S.A. 10:4-6 et seq.) requires all
meetings of the Robbinsville Board of Education to be held in public, N.J.S.A. 10:4-12(b) sets forth nine (9)
types of matters that may lawfully be discussed in "Executive Session," without the public being permitted to
attend, and
WHEREAS, the Board has determined that one (1) issue is permitted by N.J.S.A. 10:4-12(b) to be discussed
without the public in attendance and shall be discussed during an Executive Session to be held on Tuesday,
January 28, 2020 at 6:00 P.M, and
WHEREAS, the nine (9) exceptions to open public meetings set forth in N.J.S.A. 10:4-12(b) are listed below,
and next to each exception is a box which will be marked when the issues to be privately discussed fall within
that exception, and after each exception is a space where additional information that will disclose as much
information about the discussion as possible without undermining the purpose of the exception shall be
written:
1. Any matter which, by express provision of Federal law, State statute or rule of court shall be rendered
confidential or excluded from public discussion.” The nature of the matter, described as specifically as
possible without undermining the need for confidentiality is:

relocation, insurance and similar program or institution operated by a public body pertaining to any
specific individual admitted to or served by such institution or program, including but not limited to
information relative to the individual's personal and family circumstances, and any material pertaining to
admission, discharge, treatment, progress or condition of any individual, unless the individual concerned
(or, in the case of a minor or incompetent, his guardian) shall request in writing that the same be disclosed
publicly." The nature of the matter, described as specifically as possible without undermining the need for

4. ✓Any collective bargaining agreement, or the terms and conditions of which are proposed for inclusion in
any collective bargaining agreement, including the negotiation of terms and conditions with employees or

bank rates or investment of public funds where it could adversely affect the public interest if discussion of

disclosure could impair such protection. Any investigations of violations or possible violations of the

7. Any pending or anticipated litigation or contract negotiation in which the public body is or may become a
party. Any matters falling within the attorney-client privilege, to the extent that confidentiality is required
in order for the attorney to exercise his ethical duties as a lawyer." The parties to and docket numbers of
each item of litigation and/or the parties to each contract discussed are and the nature of the discussion,
described as specifically as possible without undermining the need for confidentiality is:

of employment, evaluation of the performance, promotion or disciplining of any specific prospective
public officer or employee or current public officer or employee employed or appointed by the public
body, unless all individual employees or appointees whose rights could be adversely affected request in
writing that such matter or matters be discussed at a public meeting." Subject to the balancing of the
public's interest and the employee's privacy rights under South Jersey Publishing Co. v. New Jersey
Expressway Authority, 124 N.J. 478 (1991), the employee(s) and nature of the discussion, described as

9. Any deliberation of a public body occurring after a public hearing that may result in the imposition of a
specific civil penalty upon the responding party or the suspension or loss of a license or permit belonging
to the responding party as a result of an act of omission for which the responding party bears
responsibility." The nature of the matter, described as specifically as possible without undermining the
need for confidentiality is:
WHEREAS, the length of the Executive Session is estimated to be sixty (60) minutes after which the public
meeting of the Board shall reconvene and proceed with business where formal action will be taken.
NOW, THEREFORE, BE IT RESOLVED that the Robbinsville Board of Education will go into Executive
Session for only the above stated reasons; and

BE IT FURTHER RESOLVED that the Board hereby declares that its discussion of the aforementioned
subject(s) will be made public at a time when the public's interest in disclosure is greater than any privacy or
governmental interest being protected from disclosure.

A. SCHOOL BOARD RECOGNITION MONTH
WHEREAS, The New Jersey School Boards Association has declared January 2020 to be School Board
Recognition Month, a time when all residents can acknowledge the contributions made by our local
school board members; and
WHEREAS, The Robbinsville Board of Education is one of more than 581 local school boards in New
Jersey, which sets policies and oversees operations for public school districts; and
WHEREAS, The Robbinsville Board of Education embraces the goal of high-quality education for all
New Jersey public school students; and
WHEREAS, New Jersey’s local school boards help determine the educational goals for approximately
1.4 million children in pre-kindergarten through 12th grade; and
WHEREAS, New Jersey’s 5,000 local school board members, who receive no remuneration for their
services, act as advocates for public school students as they work with administrators, teachers and
parents for the betterment of public education; and
WHEREAS, School boards strive to provide the resources necessary to meet the needs of all students,
including those with special needs; and
WHEREAS, Boards of education provide accountability to the public; they communicate the needs of the
school district to the public; and they convey to school administrators the public’s expectations for the
schools; and
WHEREAS, New Jersey can take pride in its schools, which rank among the nation’s best in key
achievement indicators such as the National Assessment of Educational Progress scores, and the
preparation for college through advanced placement offerings and SAT assessments;
Now, therefore, be it RESOLVED, That the Robbinsville Board of Education, does hereby recognize the
services of local school board members throughout New Jersey as we join communities statewide in
observing January 2020 as SCHOOL BOARD RECOGNITION MONTH; and

Be it further RESOLVED, That the Robbinsville Board of Education urges all New Jersey citizens to
work with their local boards of education and public school staffs toward the advancement of our
children’s education.

Motion to accept the June 30, 2019 Comprehensive Annual Financial Report (CAFR) as prepared by Holman,
Frenia and Allison, PC., as per exhibits. There is one recommendation:
• 2019-001 Finding – It was noted during the audit that the Board of Education did not approve the
allocation to line items of the receipt of additional state aid by two thirds affirmative vote.
Corrective Action - Verify Board of Education approval of increase in line items when additional state aid is
received.

XIII. PUBLIC COMMENT: AGENDA ITEMS ONLY
Time may be allocated for public comment at this meeting. Members of the public wishing to address the Board of
Education on both agenda and non-agenda items must state their name, address, and the group, if any, that they
represent. A member of the public shall not be permitted to speak until he/she is recognized by the presiding
officer. In accordance with District Policy 0167, each comment shall be limited to three (3) minutes. No
participant may speak more than once. No dialogue between a speaker and the Board and/or Superintendent shall
extend the three (3) minute time limit provided herein.
Although the Board encourages public comment, it reserves the right, through its presiding officer, to terminate
remarks to and/or by any individual not in keeping with the conduct of a proper and efficient meeting. In
adherence to protocol established by the New Jersey School Boards Association, the Board will use this public
comment period as an opportunity to listen to resident concerns, but not to debate issues or to enter into a question-
and-answer session. Issues raised by members of the public may require review and investigation and may or may
not be responded to by the Board or Superintendent during the meeting. All comments will be considered and a
response will be forthcoming, if and when appropriate.

10. AMEND ADMINISTRATOR CONTRACT: KIMBERLY TEW
Motion to amend an employment contract for Assistant Superintendent Kimberly Tew for the period
dating from July 1, 2019 through June 30, 2020. Originally approved on June 25, 2019 in the amount
of $141,384, the contract will be retroactively amended to reflect an annual salary of $145,600.
11. APPROVE JOB DESCRIPTION: BCBA (Attachment #4)

Motion to approve a contract with Para-Plus to provide translation services for written reporting
for the period of January 29, 2020 through June 30, 2020. The district will be charged 28 cents
per word.
b. Approve Contract: Translation Services – Frontline Technologies Group
Motion to approve a contract with Frontline Technologies Group to provide translation services
for written reporting for the period dating from January 29, 2020 through June 30, 2020. The rate
for services is per document pending price quote.
c. Approve Contract: Personal Assistant – Rock Brook School
Motion to approve a contract with Rock Brook School in the amount of $19,947.00 to provide a
one to one personal assistant for student #301552 for the period dating from January 2, 2020
through June 30, 2020.
d. Approve Tuition Contract: East Mountain School
Motion to approve a tuition contract with East Mountain School in the amount of $44,988.69 for
student #210187 for the period dating from December 19, 2019 through June 30, 2020.
e. Approve Contract: Travel Therapy
Motion to approve a contract with Travel Therapy in amount not to exceed $32,683.00 to provide
a full-time special education teacher for the period dating from of January 30, 2020 through April
19, 2020.

Motion to approve school bus evacuations for walkers attending Robbinsville High School and
Pond Road Middle School as required. The evacuations were conducted on January 10, 2020.

Time may be allocated for public comment at this meeting. Members of the public wishing to address the
Board of Education on both agenda and non-agenda items must state their name, address, and the group,
if any, that they represent. A member of the public shall not be permitted to speak until he/she is

recognized by the presiding officer. In accordance with District Policy 0167, each comment shall be
limited to three (3) minutes. No participant may speak more than once. No dialogue between a speaker
and the Board and/or Superintendent shall extend the three (3) minute time limit provided herein.
Although the Board encourages public comment, it reserves the right, through its presiding officer, to
terminate remarks to and/or by any individual not in keeping with the conduct of a proper and efficient
meeting. In adherence to protocol established by the New Jersey School Boards Association, the Board
will use this public comment period as an opportunity to listen to resident concerns, but not to debate
issues or to enter into a question-and-answer session. Issues raised by members of the public may require
review and investigation and may or may not be responded to by the Board or Superintendent during the
meeting. All comments will be considered and a response will be forthcoming, if and when appropriate.
