  • Master Data Processing (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can transfer additional, product-specific masterdata from the material master in the feeder system, such as the material type, to SAP BusinessObjects Global Trade Services and save it in append structures of the customs product master. These append structures let youenhance the structures and database tables provided by SAP in your customer system and save your own data there, without any modifications. You enhance this SAP structure or database table with your own component.

    As a result, you can display and change the data from these append structures on separate tab pages in the customs product master, as well as use it during processing. You can use the additional product attributes in SAP BusinessObjects Global Trade Services, for example, to run your own custom foreign-trade analyses based on this data.

  • Sanctioned Party List Screening (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use the following enhancements in SPL(sanctioned party list) screening:

    ! SPL screening of applicants

    You can transfer applicants from your SAP personnel management systems to SAP BusinessObjects Global Trade Services and subject them to SPL screening there. As a result, you can make sure that youonly select potential future employees who are not listed, increasing your enterprise security.

    ! SPL screening for customer contact persons

    You can subject contact persons who you have defined in the customer master data to SPL screening.

    ! Restrict SPL screening to lists for persons or organizations

    To boost system performance during SPL screening of employees and applicants, you can configure thesystem to only use the sanctioned party list for individuals during the screening of master data. Of course, you can also check against both lists, for individuals and organizations, as before. This lets youscreen partner roles exclusively against the SPL lists for individuals within a legal regulation, for example, for personal information from personnel management systems.

    ! Consideration of address validity

    You can configure the system to consider the validity of business partner addresses during SPL screening. Since a given business partner can have different addresses with different validity periods in their master data, you can ignore addresses that are not valid at screening time.

    ! SPL screening for persons from external systems

    In addition to the API for business partners, SAP BusinessObjects Global Trade Services now alsoprovides another API for individuals, to let you start SPL screening for employees and applicants from external systems.

    ! Consideration of initials in search terms

    Starting in this release, the system features an improved search algorithm that recognizes precise initialsin names or titles of a search term for a master record.

    Effects on Customizing

    To use SPL screening for applicants, you have to configure the system connection and data transfer of applicantsin your feeder system, as well as the system connection and SPL screening in SAP BusinessObjects GlobalTrade Services.

    ! You configure the settings for the system connection and data transfer in the feeder system with the areamenu for SAP BusinessObjects Global Trade Services, which you start with transaction code /SAPSLL/MENU_LEGALR3. From there, go to the Master Data and Basic Settings tab pages.

    ! You configure the settings for the system connection in SAP BusinessObjects Global Trade Services inCustomizing under SAP Global Trade Services -> General Settings -> System Communication.

  • ! You configure the settings for SPL screening in Customizing under SAP Global Trade Services -> General Settings and SAP Global Trade Services -> SAP Compliance Management -> "Sanctioned Party List Screening" Service.

    To restrict SPL screening to valid addresses, you have to restrict the scope of address screening to the valid datain SAP BusinessObjects Global Trade Services. You configure this setting in Customizing under SAP Global Trade Services -> SAP Compliance Management -> "Sanctioned Party List Screening" Service -> ControlSettings for "Sanctioned Party List Screening" Service.

  • Legal Control (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use the following enhancements for compliance checks for embargos and in legal control:

    ! Import control for inbound deliveries

    You can run the import control for inbound deliveries starting in this release. In this process, the systemchecks the replicates of the transferred inbound deliveries and blocks them if any data or licenses are missing. The system also sets a block if an embargo situation exists or the document data fails the sanctioned party list screening.Note that you can only create customs declarations prior to goods receipt in customs processing if the purchase orders or inbound deliveries are not blocked.

    o If you have created a customs declaration prior to goods receipt based on an unblockedpurchase order and sent it to the customs authorities, the system continues that customs declaration. This occurs whether or not you then transfer an inbound delivery from the feedersystem that SAP BusinessObjects Global Trade Services blocks.

    o You transfer a purchase order with a quantity x and then an inbound delivery with a quantityless than x. Although the system blocks the inbound delivery, you can create a customs declaration for the purchase order quantity that remains after the blocked inbound deliveryquantity.

    ! Route-based checks

    If you save route information in the item information of the sales documents (orders) in the feeder system, SAP BusinessObjects Global Trade Services can check the following information, for example,for each country combination along that route:

    o Do you have to change the planned itinerary due to an embargo situation for a countrycombination along the route?

    o If a border to another country is crossed during transport along the planned route, are additionallicenses needed?

    SAP BusinessObjects Global Trade Services takes each departure and destination node within a routeof the sales documents in your feeder system and saves it as country combinations in the header data ofthe customs document. It then checks these combinations for the legal regulations you have activated for the compliance checks.

    ! ITAR regulations

    Starting in this release, you can track ITAR-relevant goods in a separate monitor, to document their locations for internal and external auditors at all times. You can use transaction-based BOMs to do so and apply the legal controls to their BOM components.You can also use the following general enhancements in SAP BusinessObjects Global Trade Servicesfor ITAR monitoring of goods traffic:

    o Create and process projects

    Projects let you assign the export licenses manually or using a Business Add-In (BAdI) directlyin the customs document, which the system creates a replicate of a feeder system document

    o Transfer transaction-based BOM information from the feeder system

    You can implement a BAdI to filter the ITAR-relevant items from BOM explosion in the feedersystem and transfer these items to SAP BusinessObjects Global Trade Services.

  • The BOM information appears as items with the respective subitems for the BOM componentsin the customs document in SAP BusinessObjects Global Trade Services.

    o Run legal control for the legal regulation for ITAR monitoring

    You can configure legal control to find and assign the necessary export license for eachindividual component of a BOM, or run license determination until the first component thatrequires an export license is found and then assign that license. The system uses the top-downmethod for license determination in both cases.You can configure these alternatives for license determination depending on the legalregulation, for example. If an ITAR-relevant legal regulation is involved, you can run licensedetermination for each individual component in a BOM, since the authorities require a separatelicense for each component. When products for civilian use or dual use goods are involved, the authorities issue licenses that are valid for a respective product, including all the componentsinstalled therein. As a result, you can use and assign licenses for assemblies or end productsfor the legal regulation for civilian and dual-use goods. Any further examination of the BOMcomponents is unnecessary in this case. Eliminating it improves system performance.

    ! Determination rules for export and import license rules

    You can enter and upload the determination rules for export and import license rules. You can alsodisplay and analyze these determination rules, for example, at country level.

    ! Evaluation for product classification

    You can analyze the classification of products in legal control in Compliance Management. You can runthe analysis for specific products or based on data such as relevance for controls or tariff number. As a result, for example, you can search for specific products that are subject to ITAR regulations at a specifictime, to derive analyses for the control relevance or control grouping, as well as assign export control classification numbers.

    Effects on Customizing

    To enable import control for inbound deliveries, you have to make the following Customizing settings:

    ! In the feeder system, activate inbound deliveries for Compliance Management and configure the systemresponse in the controls for document transfer

    You configure these settings in Customizing in the feeder system under:Sales and Distribution -> Foreign Trade/Customs -> SAP Global Trade Services - Plug-In ->Control Data for Transfer to SAP Global Trade Services -> Control Data for Document TransferorMaterials Management -> Purchasing -> Foreign Trade/Customs -> SAP Global Trade Services- Plug-In -> Control Data for Transfer to SAP Global Trade Services -> Control Data for Document Transfer

    ! In SAP BusinessObjects Global Trade Services, activate the legal regulation for the document checks ofthe replicated inbound deliveries and configure the control data for the legal regulation for the Compliance area.

    To use BOMs to check the ITAR regulations for a product, you have to make the following settings:

    ! Create an instance of the Business Add-In (BAdIs) in the feeder system. You use this BAdI to explodethe BOMs and filter the control-relevant BOM components before transferring them to SAP BusinessObjects Global Trade Services.

    You set up the BAdI in Customizing in the feeder system under:Sales and Distribution -> Foreign Trade/Customs -> SAP Global Trade Services - Plug-In ->Business Add-Ins for SAP Global Trade ServicesorMaterials Management -> Purchasing -> Foreign Trade/Customs -> SAP Global Trade Services- Plug-In -> Business Add-Ins for SAP Global Trade Services

  • ! You also have to set the flag for document-related BOMs in the control data for legal control in SAP BusinessObjects Global Trade Services. This flag lets you control whether the system determineslicenses at the main item or subitem level in the BOM of the customs document.

    You configure these settings in Customizing under SAP Global Trade Services -> SAP ComplianceManagement -> "Legal Control" Service -> Control Settings for "Legal Control" Service.

  • Legal Control for Re-Exports (New)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use legal control for re-export-relevantproducts. When you export products, you have to check specifically whether you need to comply with other, internationally valid export rules, in addition to the national regulations of the countries from which you export and into which you import. This can apply, for example, to products that originate in the United States and which youwant to export from a country outside of the U.S. to a third country. Starting in this release, you can run the checks for this type of re-export with the following steps in SAP BusinessObjects Global Trade Services:

    ! Explode the BOMs as master data from the feeder system and transfer the data to SAP BusinessObjectsGlobal Trade Services; the BOMs contain the information (at component level) as to which componentsare subject to re-export regulations

    ! Classify the BOM components and leading parts in accordance with the requirements for re-export control, such as the EAR classification for the re-export control of products from the U.S.

    ! Calculation for re-export, during which the system uses the BOM to determine which share the re-export-relevant products comprise of the overall product

    ! Legal re-export control, based on the share of dual-use goods in the overall product; the necessaryexport license is determined and assigned in this step

    The re-export control lets you ensure compliance with internationally valid regulations for every single export. If you violate U.S. re-export regulations, for example, the U.S. authorities can impose trade restrictions on you andyour U.S.-based business partners.

    Effects on Customizing

    To use the re-export functions in export control, you have to make the following settings in Customizing for legalcontrol:

    ! Configure the checks for legal control for re-export

    You configure these settings in Customizing under SAP Global Trade Services -> SAP ComplianceManagement -> "Legal Control" Service -> Control Settings for "Legal Control Service".

    ! Assign each feeder system plant to exactly one legal unit and assign each legal unit to a foreign tradeorganization

    You configure these settings in Customizing under SAP Global Trade Services -> General Settings -> Organizational Structure.

  • Inward Processing (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use inward processing as a customsprocedure with economic impact, including related settlement of the suspensive arrangement. You can use the following master data and enhancements in processing for imports and exports to handle your inward processingtransactions:

    ! Master data

    o Authorizations for inward processing

    You can enter processing periods and an authorization for applying the equivalency principle,for example, in authorization maintenance.

    o Product flag for inward processing

    You can flag the relevance of products for inward processing in the product master data in SAP BusinessObjects Global Trade Services and use these flags to control the customs processes.You also define the quantity-based dependencies between components and compensatingproducts in a BOP.

    ! Import processing

    When you temporarily import products for use as components in inward processing, the system createsa stock with each customs declaration. It also calculates the periods during which you have to complete inward processing. You can see these stocks in the stock list.

    ! Export processing

    When you export compensating products after inward processing, the system determines the closingportions for the installed components that you imported temporarily. You can use the time of export or the time of settlement to calculate the closing portions. The system then reduces the stock of these components in accordance with the quantity installed in the compensating product.

    ! Settlement after inward processing

    During settlement, you compare the stocks of imported components with the stocks of the resulting compensating products over the period defined in the authorization.If you cannot report closing portions for all components in stocks by the end of the authorized processingperiod, you have to transfer these components to free circulation and pay compensating interest to the customs authorities.

    Effects on Existing Data

    If you already use other customs procedures in SAP BusinessObjects Global Trade Services and want to use inward processing as well, you have to enter the product attributes for inward processing in the master data for SAP BusinessObjects Global Trade Services.

    Effects on Data Transfer

    You can use an API to transfer legacy data.

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use processing under customs control as a customs procedure with economic impact, including the related settlement. You can use the following master data and enhancements in this processing procedure:

    ! Master data

    o Authorizations for processing under customs control

    You can enter processing periods, for example, as attributes for authorizations.

    o Product flag for processing under customs control

    You can flag the relevance of products for processing under customs control in the productmaster data in SAP BusinessObjects Global Trade Services and use these flags to control the customs processes. You also define the quantity-based dependencies between componentsand processed products in a BOP.

    ! Import processing

    When you import products for use as components in processing under customs control, the systemcreates a stock with each customs declaration. It also calculates the periods during which you have to complete processing. You can see these stocks in the stock list.

    During settlement, you compare the stocks of imported components with the stocks of the resulting processed products over the period defined in the authorization.If you cannot report closing portions for all components in stocks by the end of the authorized processingperiod, you have to transfer these processing components to free circulation and pay compensatinginterest to the customs authorities.

  • Shipping Processing and Customs Processing (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use the following general enhancements for shipping processing and customs processing:

    ! Electronic processing of TIR Carnet transit procedureYou can process the TIR (Transports Internationaux Routiers) transit procedure electronically. Note that individual countries in the EU (European Union) will begin operational support for electronic TIRprocessing at different times.

    You can use the TIR procedure for the transportation of non-community goods that begins in a third country and ends in the tax community, or transits a third country during intra-community transportation.

    ! Display of inbound EDIFACT and XML messages

    You can display the contents of inbound messages directly from documents for customs declarations,customs shipments, and the log book. You can analyze this content for errors, use it for documentation,or archive it.

    ! Monitoring of document flow in export processing

    You can display the document flow for export processing in a separate overview. This lets you see the order for which you created an export declaration, for example, or which supplementary exportdeclaration you used to complete an export process. You can display and print a list of all processes for a specific period. If your local authorities require monthly overviews of your completed export processes, for example, you can generate them with this function.

    ! Mass maintenance for item data for documents

    In addition to creating documents for items in mass maintenance, you can now change them in mass maintenance as well.

    ! Documents and evidence for customs product

    You can save product-specific documents and evidence directly in the master data for a customs process and send these objects to the customs authorities during processing. These documents and evidence can also include documents for other authorities involved in processing and monitoring goodstraffic.

    ! AEO authorization

    You can create authorizations for AEOs (authorized economic operators) and use them in shippingprocessing and customs processing.To use an AEO authorization, you have to pass an AEO certification, which requires a functioning,system-based risk management infrastructure at your company. One supported system is SAP GRC Risk Management Release 2.0 and later, from the SAP solutions for GRC, which manages the questionscatalog for AEO certification (among other features).

    ! Area menu for shipping processing and customs processing

    In addition to the new functions for shipping processing and customs processing, the locations of some existing functions have changed. The functions for editing authorizations and securities, for example,which used to be in the Shipping Processing and Customs Processing areas of the SAP BusinessObjects Global Trade Services area menu, are now located in the master data for shippingprocessing and customs processing. In addition, the functions for communication-based systemmonitoring that were formerly under System Monitoring (in the System Administration area) are nowfound under System Communication.

  • SAP Transportation Management Integration with Export Processing (New)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can integrate SAP Transportation Management(SAP TM) 7.0 in SAP Supply Chain Management (SAP SCM) with export processing. This lets you delaytransportation execution in SAP TM until the customs authorities release an export, making sure your logistics processes are compliant with all local laws.

    SAP TM initiates the generation of pro forma billing documents in SAP ERP for deliveries that are transferred from SAP ERP and processed further in SAP TM. SAP BusinessObjects Global Trade Services then carries out export processing based on these pro forma billing documents. You can retrieve the release status of export transactions assigned by the customs authorities directly from SAP TM. As soon as the customs authorities grant the release for an export transaction and this release is transferred to SAP TM, the system removes the block on transport execution.

    Effects on Customizing

    To use export processing for SAP TM, you have to configure export processing for SAP BusinessObjects Global Trade Services in Customizing in SAP BusinessObjects Global Trade Services and the SAP ERP feeder system.

    ! You configure the settings for SAP BusinessObjects Global Trade Services in Customizing of the feeder system under:

    o Sales and Distribution -> Foreign Trade/Customs -> SAP Global Trade Services - Plug-In

    or

    o Materials Management -> Purchasing -> Foreign Trade/Customs -> SAP Global Trade Services- Plug-In

    ! You configure the settings for export processing in SAP BusinessObjects Global Trade Services under

    o SAP Global Trade Services -> General Settings

    and

    o SAP Global Trade Services -> SAP Customs Management

    You can define the system action that serves as the release event in Customizing of SAP BusinessObjects Global Trade Services. If you want to integrate SAP TM and SAP BusinessObjectsGlobal Trade Services, we recommend defining this event as receipt of the release message from the authorities.You have to configure this setting in the definition of the communication processes, which in turn is part of the settings for export processing. You can find these settings in SAP BusinessObjects Global TradeServices under SAP Global Trade Services -> SAP SAP Customs Management -> General Settings -> Communication Processes -> Define Control Settings for Communication Processes.

  • Localization for the United States: Import (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can save information about particular official requirements involving cross-border goods transporters separately for each active legal regulation in the customs product master. This enables you to enter additional information for the following governmental agencies atproduct level, which is required on customs declarations for imports into the United States:

    ! Federal Communications Commission (FCC)

    ! Food and Drug Administration (FDA)

    ! Department of Transportation (DOT)

    The system adds this data to customs declarations and customs shipments automatically, for example, at item level in the "Authorities" tab page of the customs declaration.

    If you plan to import goods that are subject to FDA regulations into the United States, you need an FDA product code in addition to the valid tariff number for customs processing. SAP BusinessObjects Global Trade Services lets you classify the products to be imported into the U.S. according to FDA rules; the FDA product codes identifyall the imported products that are subject to FDA rules. Like tariff numbers, you can enter FDA product codes inyour system manually or upload them from a file.

    You can also use the certified processes in SAP BusinessObjects Global Trade Services for the ABI (Automated Broker Interface).

    Effects on Customizing

    To use FDA product codes, you have to define a numbering scheme and assign it for customs processing in Customizing. You configure these Customizing activities under:

    ! General Settings -> Numbering Schemes -> Define Numbering Scheme for FDA Classification

    ! General Settings -> Numbering Schemes -> Assign Numbering Scheme for FDA Classification for Customs Processing

  • Localization for Germany: Export with AES 2.0 (Enhanced)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use AES (Automated Export System) 2.0, the new release of the German customs authorities' export processing system, to process your exports from Germany. AES 2.0 requires the following new messages, which are contained in SAP BusinessObjects Global Trade Services:

    ! Resubmission for export

    This message is a status query to the ATLAS participant from the office of export. If you have alreadysent a customs export declaration to the authorities, but have not presented the export goods to the office of exit within a defined period, the office of export cannot send an export confirmation. As a result,the office of exit uses this message to query the status of the export.

    ! Status of export

    You use this message to answer the status query from the office of exit and explain the status of the goods to be exported.

    You can monitor these status queries in a separate display.

    The customs authorities have already enhanced the existing messages for the new release of their electroniccustoms processing system. You can enter and edit this additional information in the customs declaration; the system adds it to the respective message. The additional information includes:

    ! Dangerous goods code

    ! Countries of transit along a transportation route in the traveled sequence

    ! Closing portions for customs warehouse and inward processing

    ! Depreciation value and quantity of export license in documents

    Delivery Customizing for process handling: The enhanced processes are contained in the delivery Customizingstarting in this release.

  • Localization for Switzerland (Enhanced)

    Verwendung

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use electronic customs processing forexports to Switzerland, to declare and discharge goods movements with the Swiss customs authorities. SAP BusinessObjects Global Trade Services communicates the customs declarations to e-dec, the customs authorities' electronic communications system.

    ! You can use the following declarations for export processing with the Swiss customs authorities' IDEE (IDeal Electronic Export solution) in SAP BusinessObjects Global Trade Services:

    o Declaration to a customs office under customs control

    o Declaration to a customs office through advance declaration

    o Declaration to a domicile under customs control

    o Declaration to a domicile through advance declaration

    As a result, you can model the following export procedures:

    o Exporter in normal procedure

    o Exporter as authorized consignor

    o Exporter with carrier as authorized consignor

    ! Determination rules for license requirements for Switzerland are integrated in the legal control for importsand exports in customs processing. You have already assigned a tariff number to a product in classification. This number flags the product as relevant for controls, meaning it requires an import or export license for cross-border goods transports. You can upload the determination rules for these licenses in SAP BusinessObjects Global Trade Services. Based on this information, the system determines the necessary import or export licenses and assigns them to the customs declaration.

    ! You can upload NZEs (for other governmental agencies) to SAP BusinessObjects Global TradeServices. You can then either assign them to products in product classification or assign them to the individual items of a customs declaration for specific processes.

    ! In export processing SAP BusinessObjects Global Trade Services lets you request an eVV (electronicexport confirmation) from the customs authorities for each process and monitor these confirmations in aseparate display.

    These processes are contained in the delivery Customizing starting in this release, and therefore supplement the certified one-step and two-step export processes, as well as the opening of transit procedures.

  • Localization for the Netherlands: Import and Export (New)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use electronic communication with Sagitta for customs processing of your imports and exports.

    ! You can use the following declaration types and procedures for customs export processing with SAP BusinessObjects Global Trade Services:

    o Customs export declaration in normal procedure with presentation at office of exit

    o Advance customs export declaration in normal procedure before presentation; note that the supplementary customs declaration is submitted later outside of Sagitta

    o Customs export declaration without presentation requirement in simplified procedure for unloaded goods

    o Customs export declaration without presentation requirement in simplified procedure for unloaded goods, with subsequent supplementary customs declaration

    o Incomplete customs declaration without presentation requirement in simplified procedure for unloaded goods, with shortened clearance

    o Paper-based customs export declaration

  • Localization for Belgium: Customs Processing with PLDA (New)

    Use

    Starting in SAP BusinessObjects Global Trade Services 8.0, you can use electronic import and export processingprocessing for Belgium to declare goods movements that are transported outside the customs territory of the European Union properly to the Belgian customs authorities. SAP BusinessObjects Global Trade Servicescommunicates customs export declarations to the Belgian PLDA (Paperless Douane & Accijnzen) electroniccommunications system using XML messages. This helps you automate your processes more completely andreduce paper-based forms.

    SAP BusinessObjects Global Trade Services supports the following processes for PLDA:

    ! Export of community goods

    ! Import to free circulation

    ! Customs warehousing processes

  • Customizing Change for Definition of Preference Models (Changed)

    Use

    Starting in SAP GRC Global Trade Management 8.0, the Customizing activities for defining the plant-based and cross-plant preference models are located in the general settings for SAP BusinessObjects Global TradeServices.

    This lets you reuse the settings for the plant-based and cross-plant analysis of BOM information in preferenceprocessing and in legal control for re-export.

    In addition, the names of the Customizing activities have been standardized for use in both product areas starting in this release.

    Effects on Customizing

    To define the preference models for preference processing and the BOM evaluation for legal control in re-export,note the following changes in the Customizing structure:

    Starting in SAP BusinessObjects Global Trade Services 8.0, all the functions that you use for transactionalprocessing or monitoring of your integrated processes between your SAP ERP feeder system and SAPBusinessObjects Global Trade Services and which you previously executed in your feeder system are nowdescribed in the application help for SAP BusinessObjects Global Trade Services, instead of in the configurationinformation where they were before. This includes, for example:

    ! Monitoring of feeder system processes
