Ambassador Place, Suite 101 Portland, OR 97220-1384 RE: Agenda Item E.4 – Unmanaged Forage Fish Protection Final Action Dear Chair Lowman and Members of the Council: The Pew Charitable Trusts has collected 2,952 comments in support of the Council’s final action this March to protect unmanaged forage fish through the adoption of a Final Preferred Alternative that prohibits new directed fishing on seven groups of currently unfished forage species absent robust prior review. Please include the attached petition as an electronic submission on the web site for the Council’s supplemental briefing book. The petition itself is included here, along with the names and cities of individual signers that were gathered as of February 27, 2015. Dear Chair Lowman and council members, I greatly appreciate the steady progress the council has made over the past three years to protect forage fish. The science clearly shows—and the public recognizes—that forage fish are the critical middle link in ocean food webs. As you know, the ocean off the West Coast supports valuable commercial and recreational fisheries, as well as ecotourism and other industries that are economic drivers for our coastal communities. Healthy populations of forage fish make all of this possible. I join thousands of fellow citizens in supporting the council‘s final action, due in March, to protect currently unmanaged forage fish. This action will designate them as ecosystem component species and ensure that adequate science and management are in place before new commercial fisheries can target them. Establishing basic, precautionary management for these critical species makes sense and is an important step in the transition to ecosystem-based fishery management. Forage fish protection has also received strong support from a variety of stakeholders involved in fisheries management, including commercial and recreational fishermen, processors, environmentalists, and the agencies themselves. Rarely has there been such widespread agreement on a management action, and the council should be applauded for its inclusive, deliberate, and scientific process. Taking final action in March is essential to maintaining the long-term health of our West Coast marine ecosystem and all the benefits we derive from it. In so doing, the council will fulfill the first initiative of its Fishery Ecosystem Plan, a visionary document intended to guide its implementation of ecosystem-based fishery management. Certainly, protecting forage fish is a great first step. Thank you for your continued commitment to maintaining a healthy ocean and sustainable fisheries. Sincerely,

Cazadero CA I was able to visit a resort near the island of Misool in Indonesia for scuba diving. the resort guarded a large no take zone in cooperation with several villages. the result was large schools of forage fish like anchovies and sardines which in turn supported large schools of rays, barracuda, sharks, dolphins. everything benefited from
protecting the schools of forage fish; forage fish support the entire food web and feed every living thing.

Our salmon are often below normal weight and fat content. We do not have the density or widespread abundance of forage fish and other species that is needed here to promote healthier fish, bird and mammals, and sustains the myriad marine organisms that live
interdependently in our waters. We need to do more to rebuild our weakened marine food chain.

SHARI B Darrington TN My father was a small time commercial fisherman back when there was not any fancy equipment on board to track the fish. He said they knew where the salmon where by watching for the herring balls in the Puget Sound. He also said the salmon used to double their weight in Puget Sound before going upriver to spawn. Then along came International Fisheries for herring and other forage fish in the 1970's. That and the big ocean trawlers with the 30 mile long nets and the fish decline quickly. It is not about the habitat. You can build them a 5 star hotel but if you mug the fish before they get to
the rivers to spawn all the habitat is for not.

LA Humans have many food options. We can eat beans and rice, lake fish, etc. The world is our
larder. Marine mammals, seabirds and larger fish have but one option - forage fish. They can't pick up the phone and order take out if the forage fish are low or depleted. If we fish out their forage fish., i.e. their food, they die from starvation. As humans we have to share the resources of the planet with other creatures. We can't simply take take take.

The forage species such as saury, sand lance, and various types of squid are not managed or monitored. This is the time to protect all the species.
