• Occupational Health & Safety Regulations Victoria 2017 • National Standards for Plant (NOHSC) • The Worksafe booklet “Understanding the Plant Safety Package” • The Worksafe Plant Hazard Checklist • The Hierarchy of Hazard Control which addresses:

1. Elimination. This is a permanent solution and should be attempted in the first place. 2. Substitution. This includes Plant which presents a lower risk. 3. Engineering. Involves changing the structure e. g: Guarding. 4. Isolation. Separate the person from the Plant, e. g: Operating in an enclosed area. 5. Administrative. Provides a system that reduces the possibility of a person being exposed to the hazard. 6. Personal Protective Equipment. Is generally used as a short term control measure.

All the above items have been addressed in the ‘Static Hazard & Risk Assessment of Mobile Plant’ and have been controlled by the following:

THE HIERARCHY OF HAZARD CONTROL

Elimination. This is a permanent solution and should be attempted in the first place. Not required for this item of plant.

Substitution. This includes plant, which present a lower level of risk. Not required for this item of plant.

Isolation. Separate the person from the Plant, e. g. operating in an enclosed area. Not required for this item of plant.

Engineering. Involves changing the structure, e, g. guarding. Not required for this item of plant.

Administrative. Provide a system that reduces the possibility of a person being exposed to the hazard. Addressed by placing safety decals in areas of low risk on this item of plant.

Personal protective equipment. Is generally used as a short term control measure. Other than general PPE that is required by all worksites no special PPE is required for the operator of this item of plant.

OTHER CONTROLS Areas of low risk, decals have been placed to warn operators and workers. Ares of medium risk, comments have been made and are to be addressed by the owner. Areas of high risk, the machine will be tagged, “do not use”, keys removed and reported to owner.
