Commissioner Barney Trujillo is originally from Chimayo, NM and became Commissioner of District 1 in 2010. Commissioner Trujillo has more than 12 years of experience in state government and has actively taken

part in projects involving oil and gas, commercial development, renewable energy, and agriculture. Other professional experience includes budget management for the State Land Office and securing funding for

special needs projects with the Legislature and Congress. He has served on the Legislative Council Service (1998-1999) and worked in the State Land Office (2000-2010).

Commissioner Trujillo has been active in grazing, ranching and farming, which allows him to understand the needs of this agricultural county. His interests also include zoning and land use; Oil and Gas (revenue generation and reclamation); and Public Relations and Marketing work on major Economic Development

projects.

Commissioner Alfredo Montoya was born, raised and still resides in Alcalde, NM. He attended local public schools and received his Bachelor of Arts (BA) and his Master of Social Work (MSW) from New Mexico Highlands University. He and his wife Mae have two

sons, a daughter and four grandchildren. Alfredo retired in 2012 from Northern New Mexico College after 24 years as a Dean of Student Services and Director of Financial Aid. Prior to that, he was employed with the Eight Northern Indian Pueblos Council in the

Child Welfare Division for 10 years. Commissioner Montoya has served on numerous boards and commissions including the Espanola School Board, New Mexico Game and Fish Commission, New Mexico Acequia Association, Commission de la Acequia de Alcalde,

Alcalde Mutual Domestic Water Consumers Association, New Mexico Association of Counties Board of Directors, New Mexico Association of Counties Executive Committee, and numerous boards and committees associated with his work at Northern New Mexico College. He currently holds positions on several boards and commissions mentioned above. As a Commissioner, Alfredo Montoya represents Rio Arriba on the Rio Arriba E911 Board, LANL Regional Coalition and New Mexico Association of Counties.

During his tenure on the Rio Arriba County Commission he has been a strong proponent of protecting the quality of life of Rio Arriba

residents while balancing the need to enhance the economy by creating jobs. Rio Arriba, like many rural counties, depends on its natural resources to create an economy and Commissioner Montoya has played a major role insuring that extracting natural resources be done responsibly. Sustainable approaches to utilization of natural resources including water and agricultural land has been his goal

and the protection of Rio Arriba’s resident’s customs, culture and traditions has been his passion.

Commissioner Danny Garcia was elected Chairman of the Board, Congratulations to Chairman Garcia.

The Board of County Commissioners shall annually elect one of its members as the chairman by majority vote. In addition to his powers and duties as a board member, the chairman shall have the additional powers and duties to:

•Serve as presiding officer of the Board of County Commissioners •Call the Board of County Commissioners into regular and special session; •Sign ordinances, resolutions and documents for the Board of County Commissioners •Serve as the official representative and ceremonial dignitary for the County Government •Serve as administrator of the Commission Office with administrative authority and responsibility regarding the operation of the Commission Office. Such authority shall include the preparation and submission of the office budget, and the establishment of policies and procedures regarding the operation of the Office not in conflict with Board adopted policies and procedures •Consult with the County Manager regarding the development of the County Commission agenda and scheduling of County Commission work sessions and meetings •Appoint members of the County Commission to local and regional boards and Agencies, except where such appointment is required to be made by the Board of County Commissioners •Such other duties as may be assigned from time-to-time by the Board of County Commissioners

The Rio Arriba County Assessor is charged with the duty of assessing all parcels fairly and equitable throughout the county and responsible with maintaining current and accurate records and maps for all parcels in Rio

Arriba County.

Probate is the court process to obtain the legal authority to act on behalf of the estate of a person who has died. A probate court is hereby established for each county, which shall be a court of record, and until otherwise provided by law, shall have the same jurisdiction as hereto fore exercised by the probate courts of New

Mexico and shall also have jurisdiction to determine heir-ship with respect to real property in all proceedings for

The Rio Arriba County Treasurer is a constitutional officer elected for a four-year term and is responsible for collecting, investing, and disbursing county funds.

The Hernandez Community Center is a building inspired from the community that will allow the community to grow and recognize its diversity.

The Center will be used as a place for community celebrations of various occasions and traditions; a place for public meetings on various issues; a place for local clubs and

volunteer activities; a place that passes on and retells local history and a place where community members meet and socialize.

The fully furnished center will consist of a 3,000 square foot multipurpose room with an occupancy of 200, an office to house the Agua Sana Mutual Domestic Water

Association, an extra office area, adequate storage and a warming kitchen.

The Archive Center will store historical, valuable documents to include but not limited to: records, deeds, plans, blueprints and other legal documents for both the Española and Tierra Amarilla administrative offices. The 11,223 sq. ft. facility is currently under construction in Tierra Amarilla and will house the Archivist, Clerks, Treasures and Assessors offices which will allow for faster, easier and more efficient services to citizens of the County.

The community of Velarde is nestled along New Mexico State Road 68 approximately 15 miles north of Espanola. The need for an adequate fire station will replace a

dilapidated facility which is approximately 1,500 square feet in area and housed various fire apparatus which will provide fire protection to this community as well as others

which have mutual-aid agreements. The mutual site will include a four-bay 40’x40’ and 20’x20’ administrative office space for the fire station component and approximately

11,500 square feet of facility for a community center which will enable constituents to co-mingle with their neighbors, relatives, and peers at various community functions.

Successful Legislative Efforts Rio Arriba Waste Water

Treatment Plant Rio Arriba Regional Water Users Association

(RARWRA Circuit Rider Program)

One hundred thousand was allocated this legislative session to plan, design, construct, equip and expand the wastewater treatment system and plant at the county detention center in Tierra Amarilla. Water discharge and infrastructure improvements are critical to the health and well-being of local rural communities as well as hundreds of thousands of water users downstream in Santa Fe, Albuquerque, Las Cruces…. An extensive Preliminary Engineering Report was completed and the county has already invested $200,000. In addition CDBG funding is also being considered for this project.

Together with the help of Juan Garcia, we secured $50,000 this legislative session to continue to build on the regionalization effort we started 2 years ago! Regional planning meetings will commence in the coming months.

Rio Arriba County was allocated $290,000 to remodel and equip the Hunter Ford building in Española to accommodate a northern New Mexico food hub economic development initiative, to construct greenhouses at the county detention center complex and to purchase and install information technology upgrades in county community centers in Rio Arriba county.

Successful Legislative Efforts Food Hub

This project has received exceptional community support. In addition to fitting directly within the REDI plan, this specific project represents a collaborative effort between Rio Arriba County and the City of Española representing the public sector. Private sector strategic partners include the Cosecha del Norte Cooperative, los de Mora Cooperative, the Rio Arriba Food and Agriculture Council, Española Valley Food Market Cooperative all under the representative umbrella and leadership provided by Siete del Norte. Importantly, Siete del Norte has committed significant financial resource to assure operational funding and continues to actively seek additional grant funding to cover future costs.

New Mexico's drunk driving law makes it illegal to operate a motor vehicle if your blood alcohol concentration (BAC) is .08 percent or above. The .08 limit is the standard measurement for the "impaired" driver in all states. The punishment however, is not the same in all states. New Mexico has strict laws and penalties for drunk driving and even your first offense will be expensive. In addition to the .08 limit, New Mexico has lower limits for commercial drivers and drivers under the age of 21.

Driving while intoxicated (DWI) is the act of operating a vehicle while under the influence of alcohol or drugs. Unfortunately, New Mexico has one of the highest rates of alcohol-related crash fatalities a year compared with other states. The rates have declined in the past decade, since New Mexico committed to put a stop to drunk driving through education―and strong enforcement

BUYING ALCOHOL FOR MINORS IS A 4TH DEGREE FELONY PUNISHABLE BY 18 MONTHS IIN JAIL AND A $5000.00 FINE.

Alcohol is involved in about 40% of the traffic crashes in which someone is killed.

DO NOT DRINK AND DRIVE! THERE IS NO SAFE AMOUNT OF ALCOHOL!

Even one drink of alcohol can affect your driving.

PENALTIES Because of the high number of DWI cases in New Mexico each year (and the number of repeat offenders), the legal system is really cracking down on this crime. In fact, the criminal penalties for a DWI are more severe in New Mexico than in most other states. There are now many mandatory penalties for a DWI, which means a judge can't be lenient and let you off easy. These mandatory penalties include:

• Imprisonment • Fines • Community service • License reinstatement fee • Psychological evaluation • Driver education courses • Ignition interlock devices (these are required for everyone convicted of DWI, even the first time) • Court fees

Repeat offenders, especially, are receiving maximum penalties, as they are the most likely to break this law again. A fourth DWI conviction is now a felony in the state of New Mexico. Because the consequences for conviction are so harsh, many people seek the counsel of a DWI attorney after they are arrested on suspicion of driving while impaired.
