As a delta city and one of the fastest sinking cities in the world, Indonesia’s largest city is exposed to a variety of shocks and stresses. The population growth and speed of urbanization increases the intensity and variety of stresses in the city such as congestion, crime rate, water scarcity, as well as the need of wastewater and waste services and other services.

Jakarta and the surrounding districts and cities (also known as Jabodetabek) are expected to be the largest megapolitan in the world, with a total population of 35.6 million people. Limited investment on public transport, and fragmented governance of the metropolitan region, remain a major challenge for the Government of Jakarta. At the human scale, limited coverage of basic services in DKI Jakarta, especially those related to access to clean water, wastewater and waste services, affects the level of health risk exposure of citizens.

Jakarta’s resilience strategy is a strategic and tactical response that is structured with the spirit of Jakarta as a city 4.0 or city that places governments as collaborators and communities as co-creators. This strategy was prepared collaboratively together with hundreds of stakeholders across government, community and business. The strategy promotes the achievement of three resilience pillars namely WELL-PREPARED Jakarta, HEALTHY Jakarta, and CONNECTED Jakarta. The city does not start from scratch, the ongoing resilience building initiatives are aligned with this strategy to build wider and impactful collaborations. Thus, this strategy can be a roadmap to realize the RESILIENCE VISION of Jakarta, “Resilient Jakarta which provides equal opportunity for all its citizens to live safe, healthy, prosperous, and happy through public service and innovation”.

As a city with various risks of shocks and stresses, people in Jakarta must be prepared and understand how to respond to disasters. In addition, when shocks occur, infrastructure and basic services must remain functioning to support the citizens of Jakarta through such crisis conditions. Well-Preapared Jakarta will promote the culture of readiness, development of coordination systems both before, during, and after the disaster and reduced levels of vulnerability in various regions in Jakarta. Well-Prepared Jakarta will embody these following directions:

Basic service limitations related to clean water, wastewater, and waste disposal increases health risks for residents of Jakarta. Not only in terms of quantity, in terms of quality is also still a problem. For example, most of the surface water in Jakarta is in severe polluted conditions. In terms of health, gastroenteritis and dengue fever, two diseases associated with unhealthy environment, are two types of diseases with the highest number of cases in Jakarta.

HEALTHY Jakarta will encourage increased access to clean water services, increased coverage of wastewater services, free open

Jakarta is often rated the worst city for traffic in the world. Each day there are 45-50 million trips and majority of the trips are with private vehicles. This situation impedes the Jakartans in their productivity and also increases geographic inequality, especially for low-income communities. In addition, traffic congestion contributes to the health risks of Jakarta’s population due to the increased intensity of air pollution. Jakarta also needs to improve its communication infrastructure and increase access to public information. CONNECTED Jakarta will encourage increased mobility by public transportation
