Global Communities is inviting qualified organizations with experience in supporting preparation of participants for study tours and follow-on activities to submit their applications for the subject activity based on this Request for Applications.

This is an open competition RFA. Applicants who are eligible to apply are: US, Ukraine, international, faith‐based and community organizations, and educational institutions who are able to respond through written applications. All applicants must be legally recognized organizational entities under applicable law and authorized to operate in Ukraine. For-profit entities are eligible to apply, but fixed fee or profit must not be included in the budget. Government and parastatal entities are ineligible to apply for these grant funds.

Global Communities anticipates awarding one (1) award not to exceed $25,000 for up 12 months. The Award could start as early as August 1, 2018.

Interested organizations should submit their applications, in hard copy or electronic format in accordance with the language of the solicitation to the address specified. The applications must be received no later than 13 July 2018, 17:00 Kyiv Time.

Responding organizations are advised that this solicitation does not in any way commit Global Communities to make an award or compensate the responding organizations for any costs incurred in the preparation and submission of their applications.

Section 1: Program Description

Global Communities wishes to contract a Ukrainian organization with experience in preparing participants for study tours and providing follow-on support to enable them to apply and share acquired knowledge and skills. Global Communities will conduct international study tour programs to the USA and Poland to enhance the capacity of key Local Economic Development (LED) stakeholders of rural communities to apply international “best practices” and introduce innovative programs that support existing businesses, stimulate entrepreneurism, develop work skills, and attract investment. Global Communities is NOT seeking an organization to design or implement the actual study tours - Rather, the selected organization will provide preparatory, in-country training, and post study tour follow-on activities for the participants. Additionally, the selected organization will create a set of case studies and short articles based on participants’ practical application of learned LED approaches. Interested organizations should describe their experience and propose an approach to implementing the “LED Study Tour Preparation and Follow-on Support Program.” DOBRE plans to begin the program in August 2018 with completion no later than July 2019.

A. BACKGROUND AND INTRODUCTION

Overview

Global Communities is implementing the USAID funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine. Launched in 2016, this 5-year project is helping leaders of Amalgamated Territorial Communities to effectively manage resources, improve public services, motivate citizen engagement, and stimulate the local economy. Using the Strategic Planning process as a framework, DOBRE is providing practical trainings and consulting services so that community leaders develop the skills needed to operationalize and implement their Strategic Development Plans and improve the quality of life in the community. DOBRE is working with communities in seven oblasts of Ukraine – Kharkiv, Dnipro, Kherson, Kirovohrad, Mykolayiv, Ivano-Frankivsk and Ternopil.

DOBRE Local Economic Development Program

Through the Local Economic Development Program (LED) Program, DOBRE is sharing information and providing practical training to community stakeholders to instill the knowledge and skills necessary for local economic development teams to design and implement specific programs and projects that improve their economic “eco-system” and support activities. To achieve this, DOBRE is introducing a broad variety of LED policies, programs, and projects that rural communities can use to operationalize their strategic development focused on:

B. GOAL AND OBJECTIVES

Global Communities wishes to engage an Organization to create and implement a set of activities that prepare participants of international study tours and then provides follow-on support that helps document and share their experiences of applying learned LED knowledge and skills. The study tours (to be organized separately of this RFA) to the USA and Poland will introduce innovative local economic development tools viable for use in rural communities in Ukraine.

Goal: DOBRE’s “LED Study Tour Preparation and Follow-on Support Program” assistance activities will ensure study tour participants effectively apply learned knowledge and skills in their community.

Objectives: The assignment as four primary objectives:

1) The study tour participants will receive pre-study tour training that contributes to their understanding of LED approaches they will learn in the USA or Poland and be able to create and implement “action plans” upon their return to Ukraine that result in sustainable LED programs.

2) Participants will be fully briefed and administratively cleared and ready to participate in their respective international study tour.

3) To ensure broad distribution of lessons learned and “best practices”, the selected organization will create six (6) different case studies based on the participants’ experience implementing LED projects. The case studies will be designed to be used as both training tools and implementation guides.

4) The selected organization will create brief (four to five minutes each) six (6) videos based on best practices and case studies mentioned above.

5) The selected organization will create brief, one to three page journal articles based on the LED tools featured in the case studies. The articles will be designed to simulate interest of communities in introducing LED policies and tools.

Tasks and Deliverables:

Global Communities will select an organization to organize and implement the “LED Study Tour Preparation and Follow-on Support Program,” a set of participant training, preparation and support activities that ensure two groups of study tour participants – one to the USA and one to Poland - effectively apply learned LED knowledge and skills upon returning to their community. The selected organization will also create a set of case studies, short articles and short videos based on participant experiences introducing the LED tools to their communities in order to share knowledge and encourage duplication of the approaches. The selected organization will:

I. Prepare and support participants selected by DOBRE to participate in the LED Study Tour to the USA by:a) Ensuring all official clearances and necessary in-country logistical arrangements are

completed for each of the participants. b) Design and Conduct a one-day practical LED Training Workshop (in Kyiv, Ukraine) – 1

day plus readings/assignments – no less than 30 days prior to implementation of the USA study tour (currently set for late October 2018).

c) Design and Conduct a one-day “preparatory workshop” in Kyiv, Ukraine at the beginning of the study tour briefing the participants on the study tour itinerary, expectations, and obligations.

d) Design and conduct a one-day “Follow-on” workshop between 60 and 240 days after completion of the USA study tour to ensure participants share experiences and identify the next steps of DOBRE assistance needed to move LED projects toward implementation.

e) Create four (4) case studies and four (4) journal articles (2 to 3 pages) based on the experiences of study tour participants applying learned LED knowledge and skills.

f) Create four (4) videos (4 to 5 minutes each) based on the experiences of study tour participants applying learned LED knowledge and skills.

II. Prepare and support participants (and accompanying team) from Skala Podilska, Ukraine selected by DOBRE to participate in the LED Study Tour to Poland by:

a) Ensuring all official clearances and necessary in-country logistical arrangements are completed for each of the up to 16 participants

b) Design and Conduct a one-day practical LED Training Workshop (in Kyiv, Ukraine) – 1 day plus readings/assignments – no less than 30 days prior to implementation of the Poland study tour (currently set for late September 2018).

c) Design and Conduct a one-day “preparatory workshop” in Kyiv, Ukraine at the beginning of the study tour briefing the participants on the study tour itinerary, expectations, and obligations.

d) Design and conduct a one-day “Follow-on” workshop between 60 and 240 days after completion of the Poland study tour to ensure participants share experiences and identify the next steps of DOBRE assistance needed to move Skala-Podilska LED projects toward implementation.

e) Create 2 case studies and 2 journal articles (2 to 3 pages) based on the experiences of study tour participants applying learned LED knowledge and skills.

f) Create one (2) videos (4 to 5 minutes each) based on the experiences of study tour participants applying learned LED knowledge and skills in their community.

C. MONITORING AND EVALUATION

DOBRE’s review of deliverables and submitted reports as outlined below will ensure effective monitoring and evaluation of the selected organization.

The DOBRE “LED Study Tour Preparation and Follow-on Support Program” will be comprised of preparatory workshops; participant preparation and clearance support; follow-on workshops; and case study and article preparation. The selected Organization will perform the following tasks under this Contractual Agreement:

Preparatory Workshops: The selected organization will conduct two (2) practical training workshops – one (1) for the USA study tour participants and one (1) for the Poland study tour participants. The selected organization will submit to DOBRE for review and approval the Workshop Agenda and training materials no less than 10 working days prior to conducting the workshops. The workshops will be conducted in Ukrainian language no less than 14 days prior to the study tour. A training report will be submitted no more than 10 working days after conducting each of the workshops.

Participant Clearance and Readiness: The selected organization will ensure all required administrative and logistical arrangements of study tour participant candidates are completed to enable their participation. A participant status report will be provided no less than 14 days prior to the study tour.

The selected organization will design and conduct two (2) one-day “study tour launch seminar” (one (1) for the USA study tour participants and one (1) for the Poland study tour participants) in Kyiv, Ukraine on the first day of each study tour to brief participants on their itinerary and expectations. The selected organization will submit to DOBRE for review and approval the seminar no less than 10 working days prior to conducting the activity.

Follow-on Workshops: The selected organization will conduct two (2) follow-on workshops – one (1) for the USA study tour participants and one (1) for the Poland study tour participants. The selected organization will submit to DOBRE for review and approval the follow-on workshop agenda no less than 10 working days prior to conducting the workshops. Each workshop will be conducted no less than 60 days after the study tour and no more than 240 days after the study tour completion. A training report will be submitted no more than 10 working days after conducting each of the follow-on workshops.

LED Case Studies: The selected organization will create six (6) case studies and (6) journal articles (2 to 3 pages) based on the experiences of study tour participants applying learned LED knowledge and skills.The case studies will be appropriate for use as teaching tools in university programs and LED short-courses. Draft cases will be submitted to DOBRE for review and approval within 30 days after completion of the follow-on workshops.

LED journal articles: The selected organization will create six (6) case studies and (6) journal articles (2 to 3 pages) based on the experiences of study tour participants applying learned LED knowledge and skills. Draft articles will be submitted to DOBRE for review and approval within 30 days after completion of the follow-on workshops.

Section 2: Eligibility Information

A. Eligible Entities

Applicants who are eligible to apply are: US, Ukraine, international, faith‐based and community organizations, and educational institutions who are able to respond through written applications. All applicants must be legally recognized organizational entities under applicable law and authorized to operate in Ukraine. For-profit entities are eligible to apply, but fixed fee or profit must not be included in the budget. Government and parastatal entities are ineligible to apply for these grant funds.

To be eligible for award of a Subgrant Agreement, in addition to other conditions of this RFA, organizations must have a politically neutral humanitarian mandate, a commitment to non‐discrimination with respect to their employees and to beneficiaries and adherence to equal opportunity employment practices. Non‐discrimination includes equal treatment without regard to race, religion, ethnicity, gender, and political affiliation.

Applicants are reminded that U.S. Executive Orders and U.S. law prohibits transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. It is the legal responsibility of the subrecipient to ensure compliance with these Executive Orders and laws. This provision must be included in all lower-tier subawards and contracts issued under a Subgrant Agreement.

Section 3: Application and Submission Information

A. General Instructions

1. Applicants are requested to submit an application directly responsive to the terms, conditions, and clauses of this RFA. Applications not conforming to this solicitation may be categorized as unacceptable, thereby eliminating them from further consideration.

2. Any application received in response to this solicitation will be reviewed strictly as submitted and in accordance with the evaluation criteria specified in Section 4, Application Review Information.

3. The person signing the application must have the authority to commit the Applicant to all the provisions of the application.

4. Global Communities is not obligated to make an award or to pay for any costs incurred by the applicant in preparation of an application in response hereto.

5. Language – All applications must be in English.

6. Applications must be clearly and concisely written and must describe and define the applicant’s understanding and compliance with the requirements contained in Section 1 of RFA, Program Description. The application should clearly address each of the evaluation criteria set forth in Section 4 of this RFA. All pages of each volume (cost and technical) must be sequentially numbered and identified with the name of the application and the RFA number.

7. The overall proposal shall consist of two (2) physically separated parts, as follows: Volume I – Technical Proposal; and Volume II – Cost Proposal. Technical Proposals must not make reference to pricing.

8. Global Communities reserves the right to accept or reject any application, and to cancel the solicitation process and reject all applications, at any time prior to award, without thereby incurring any liability to applicants or any obligation to inform applicants of the grounds for Global Communities action.

B. Submission Instructions

1. Applications must be received no later than 10 July 2018, 17:00 Kyiv Time. Applications must remain valid for a minimum of sixty (60) days.

2. The Applicant may submit its proposal electronically by Internet email with up to 2 attachments (2MB limit) per email compatible with MS WORD, Excel, and Adobe Acrobat in a MS Windows environment to:

C. Technical Application Format

The Technical Application must be organized so that it follows the technical evaluation factors listed in Section 4. The Technical Application must not exceed 10 pages in length, including graphics and charts but excluding resumes and annexes. The pages that exceed this page limitation will not be evaluated. Any additional annexes not required by this RFA will not be evaluated. Applications shall be submitted in Word format, written in English, single‐spaced, using Times New Roman font size 12 with each page numbered consecutively, and have at least one inch margins on the top, bottom and sides.

The Technical Application must include:

1. Basic Information about the Applicant that includes its title, office location, official registration of the organization and contacts according to the format outlined in the Technical Proposal Template.

2. Technical Approach (limit 5 pages). The technical approach must provide a clear and succinct picture of how the proposed program will achieve the goals and objectives outlined in Section 1 of this RFA.

3. Work Plan that lists all the proposed activities according to the format outlined in the Technical Proposal Template.

4. All Personnel and Consultants who are expected to work under the subaward. (limit 5 pages, excluding resumes).

5. Past Performance of the Organization

The Applicant must submit a list of all grants, subgrants or contracts within the last three (3) years involving similar or related programs The information for these awards must include the performance location, award number (if available), a brief description of the work performed, and a point of contact list with current telephone numbers and email addresses. This list shall be attached as an annex to the Technical Application, which will not count against the page limit.

Global Communities reserves the right to obtain past performance information from other sources including those not named in applications.

6. Capabilities and Experience of Organization (limit 2 pages).

The Applicant shall demonstrate the following:

i. The specialized competence the organization possesses with regard to the requirements described in Section 1 of this RFA.

ii. Organizational systems and procedures are adequate related to: personnel policies and recruitment, travel policies; financial management; project management; contract administration; progress reporting; and other areas in order to successfully comply with requirements and accomplish the expected results

The applicant must propose costs that it believes are realistic and reasonable for the work in accordance with the applicant’s technical application. The applicant shall provide a complete budget by the cost elements described below using Appendix 1 Budget. The cost application must be submitted separately from the technical application.

All cost and financial data should be fully supported with a budget narrative, complete in every detail, and organized in a manner that facilitates review and permits cost analysis. The cost and financial data shall include the following information/data:

1. Direct Employee Salaries – List employee name (when identified), functional position and duration of assignment (in terms of person days). The annual salary of an employee is that individual’s basic compensation exclusive of fringe benefits, travel incentives, housing allowances, differentials, and/or other bonuses. Salary and wages should be proposed in accordance with the applicant’s personnel policies.

2. Fringe Benefits – Benefits shall be budgeted in accordance to what is mandated by local law and in accordance with the applicant’s written established personnel policies. Describe the allocation method and base used. Fringe Benefits shall be expressed as a percentage(s) of salaries.

3. Travel and Transportation – Provide the number of trips, destination, purpose and cost by traveler.

4. Per Diem – Applicants must budget per diem associated with travel and transportation in accordance with their written travel policy. 7. Other Direct Costs – Itemize and provide complete details of other direct costs, including unit prices that may be incurred.

8. Equipment and Supplies – Itemize and provide complete details, including unit prices and total costs.

9. Indirect Costs – Describe the allocation method and base used. Provide a copy of the latest Negotiated Indirect Cost Rate Agreement (NICRA) with any U.S. Government agency, if available. The detailed budget breakdown shall be structured and formatted to clearly and easily identify the rate(s) applied, and the resulting dollar amount.

In the absence of a Negotiated Indirect Cost Rate Agreement (NICRA) or an externally certified indirect rate, the applicant may submit as part of its Cost Proposal audited financial statements (Profit/Loss) for the past three years, which may provide the basis for negotiation of an indirect rate with Global Communities. In the absence of audited financial statements, the applicant may only direct charge costs in its budget.

i. Be registered in the System for Award Management (sam.gov) before submitting its application;

ii. Provide a valid DUNS number in its application; and iii. Continue to maintain an active SAM registration with current information at all times during

which it has an active subaward with Global Communities.

Global Communities may not make an award to an applicant until the applicant has complied with all applicable DUNS and SAM requirements and, if an applicant has not fully complied with the requirements by the time Global Communities is ready to make an award, Global Communities may determine that the applicant is not qualified to receive an award and use that determination as a basis for making an award to another applicant.

Section 4: Application Review Information

A. General

Applications will be evaluated in accordance with the Review Criteria set forth below. These criteria serve to: (a) identify the significant matters which applicants should address in their applications and (b) set the standard against which all applications will be evaluated. To facilitate the review of applications, applicants are advised to organize the narrative sections of their applications in the same order as the Review Criteria.

An application may be eliminated from consideration before a detailed review is performed if the application is considered obviously deficient as to be totally unacceptable on its face or which prices are inordinately high or unrealistically low. In the event an application is rejected, the applicant will be sent a notice stating the reason(s) that the application was not considered for detailed review.

B. Basis for Award

1. The technical factors presented below will serve as the basis upon which applications will be reviewed. The relative weight accorded to each factor is expressed in points with 100 points possible.

2. Applicants are reminded that Global Communities is not obliged to make an award on the basis of lowest proposed cost or highest technical evaluation score. Although for this RFA technical merits are considered more important than cost relative to deciding who might best perform the work, cost factors and Global Communities prime recipient budget must also be considered. Therefore, after the final evaluation of applications, Global Communities will make the award to the applicant whose proposal offers the best value to Global Communities and USAID, considering both technical and cost factors.

C. Review Criteria

1. Technical Approach (25 points) – The extent that the Offeror’s proposal demonstrates a clear and effective overall technical approach to performing the requirements described in the Program Description.

2. Qualifications of Proposed Personnel (25 points) – Demonstrated expertise, experience, and availability of personnel to meet the requirements of the Program Description.

3. Capabilities and Relevant Experience of the Organization – Demonstrated organizational capabilities and experience as follows:

Specialized competence the organization (20 points) Organizational systems and procedures (10 points)

4. Past Performance of the Organization (20 points) – Quality of product or service, including cost control, timeliness of performance, and meeting goals and targets, and customer satisfaction with performance.

D. Cost/Price Analysis – Global Communities will also review the cost applications, but scores will not be assigned. The cost review will focus on three sub-factors: Cost Realism/Reasonableness, Cost Completeness, and Cost Effectiveness. Included in cost effectiveness is cost share.

1. Cost Realism/Reasonableness: The cost realism analysis is intended to determine whether the costs estimated accurately reflect the costs that would be incurred during the actual performance of the program, and whether those costs are reasonable. In addition, Global Communities will make a determination of cost reasonableness based on its own cost experience for similar items or services, what is available in the marketplace, and/or other applications.

2. Cost Completeness: A detailed line item budget, budget notes, assumptions, and schedules that clearly explain how the estimated amounts were derived must adequately support the Applicant’s cost proposal. Global Communities may request additional supporting information to the extent necessary to determine whether the costs are realistic and reasonable.

3. Cost effectiveness involves maximizing the percentage of the budget allocated to program delivery and proposed in-kind contributions and cost share. Applicants will also receive favorable consideration for identifying other contacts and partnerships for contributions to the cost share. Specific in-kind contributions could include office space, vehicles, staff time, facility rental (conference rooms or training centers) amongst others.

4. Ineligible Costs/Activities: Commodities and services that are ineligible for financing under this RFA include the following:

i. Military equipmentii. Surveillance equipmentiii. Commodities and services for support of police or other law enforcement activitiesiv. Abortion equipment and servicesv. Luxury goods and gambling equipment, or vi. Weather modification equipment

5. Ineligible Suppliers. Any firms or individuals that are not in compliance with the requirements in the Standard Provision “Debarment and Suspension” and the Standard Provision “Preventing Terrorist Financing” may not be used to provide any commodities or services contemplated under this RFA.

Section 5: Award and Administration Information

A. Anticipated Award Schedule

Global Communities intends to provide 1 (one) award not exceeding $25,000. However, in exceptional circumstances, this amount may be adjusted depending on the grant timeframe, the applicant’s institutional capacity, the geographic scope of the proposed program, and the type and extent of partnership or other teaming arrangements that are proposed. Global Communities reserves the right to fund none of the applications submitted.

B. Start Date and Period of Performance

The anticipated start date of the program is August 1st 2018 for a period of up to 6 months from the date of Award.

C. Type of Award

Global Communities anticipates the award of Standard Grant to the successful applicant(s)

D. Authorized Geographic Code

The Authorized Geographic Code for the procurement of goods and services is 110.

E. Cost Sharing

A cost sharing amount of is not required.

F. Reporting

i. Monthly Progress Reports - The subrecipient will prepare and submit a monthly progress report within fifteen (15) days after the end of each month. The monthly progress reports must briefly:

ii. Quarterly Financial Reports - The subrecipient will prepare and submit a quarterly financial reports within thirty (30) days after the end of each quarter, to include:

Total estimated cost of the subaward Total amount obligated Total amount liquidated Total amount expended but not yet liquidated Remaining unexpended funds

The subrecipient shall prepare and submit to Global Communities other financial reports as may be required under the subaward.

iii. Final Report - The subrecipient shall submit a final performance report within sixty (60) days after period of performance end date. The end-of-Activity report will summarize the major achievements.

The subgrantee will be provided with DOBRE Branding and Marking plan and obliged to comply with all the requirements and regulations stipulated in the plan.
