    1. Introduction

    1.1 Introduction

    The public transport market has undergone significant change over the last ten years in Ireland. From

    having seen overall passenger journeys rise substantially to a high in the period 2005 – 2007, the trend

    then changed dramatically as journey levels fell abruptly as the fortunes of the economy deteriorated.

    Total passenger journeys have once again begun to grow; however, this can mask the fact that there are

    many ongoing changes constantly occurring within the public transport market.

    Expressway is the brand name for Bus Éireann’s commercial network of bus services. These services are

    licensed by the National Transport Authority under the provisions of the Public Transport Regulation Act,

    2009 and the Authority’s published ‘Guidelines for the Licensing of Public Bus Passenger Services’1.

    Similar to other commercial bus operators under license to the Authority, Bus Éireann receives no Public

    Service Obligation (PSO)2 compensation for the provision of Expressway services.

    Where a service is being operated on a commercial basis, the Operator decides whether it is in their

    commercial interest to continue to run a service to a particular destination, at a particular time or even

    at all. While the Authority considers requests for amendments that might impact on other services,

    there is no legislative framework for the Authority to stop an Operator from withdrawing a service.

    1.2 Operating Environment

    The economic climate over the last number of years has been challenging for passenger transport

    companies generally as they have been experiencing falling passenger demand resulting in reduced

    revenues, while simultaneously experiencing increases in costs, e.g. fuel. These conditions have begun

    to change, with a better economic outlook forecast, improved passenger journeys on some services and

    a significant reduction in the price of oil (although some operators may have hedged their fuel

    purchases well in advance, which would limit the benefits of the price falls).

    Although economic conditions are improving, Bus Éireann considers that the Route 5 will not attract

    sufficient passengers in the short to medium term to make it viable for the company to continue to

    provide it.

    1.3 Current Status of services liable to change

    Bus Éireann Expressway Route 5 service

    Bus Éireann currently operate Expressway Route 5 primarily from Waterford (Bus Station) to Dublin

    serving Glenmore Cross, New Ross, Clonroche, Enniscorthy, Ferns, Camolin, Gorey, Arklow, Ashford,

    Bray with a number of services operating Rosslare Europort to Dublin via Wexford, Enniscorthy,

    Bunclody, Kildavin, Tullow, Rathvilly, Baltinglass, Annalecky Cross, Blessington, Tallaght Hospital with

    set-downs at St. Colmcille’s Hospital Loughlinstown and UCD Belfield and a return offering to most of

    these locations. See Appendix A for current Bus Éireann Route 5 timetable.

    Bus Éireann Expressway Route 5

    Bus Éireann propose to terminate this service due to the low passenger numbers on the intermediate

    stops between Waterford and Dublin. The Dublin-Waterford route is now well served with a number of

    express services through the day so the only remaining business for the Route 5 would be for those

    customers accessing the intermediate towns of New Ross, Enniscorthy, Tullow and Baltinglass.

    2. Route analysis

    2.1 Alternative services

    There is a varying level of public transport services available in the locations affected by the withdrawal

    of Bus Éireann’s Route 5 service along the Waterford to Dublin via Enniscorthy corridor. The services in

    each town currently served by Route 5 are outlined below:

    Rosslare Europort

    To/from Dublin

    Bus Éireann Route 5 operates one service to and from Dublin Monday to Saturday (Commercial

    licensed service to be withdrawn)

    Iarnród Éireann operates 4 rail services Monday to Friday, three services on Saturday and on

    Sunday in each direction (NTA contracted PSO service).

    Bus Éireann Route 40 Rosslare Europort -Waterford – Cork – Tralee operates 6 services in each

    direction Monday to Friday with 5 services on Saturday and Sunday (Commercial Licensed

    2.2 Route analysis

    Links

    In the absence of passenger data, it is assumed that Bus Éireann are withdrawing from locations where

    passenger numbers are low.

    The key links that are now broken or reduced with the termination of the Route 5 are the local links

    within Wexford and the link of some of these towns to Waterford, Wexford and Dublin.

    The Waterford city to Dublin city route will continue to be well-served by a number of key services along

    that corridor. They are primarily express services with limited stopping points along the route and

    comprise Bus Éireann Route 4, JJ Kavanagh Route 736, and Citibus Route 600, with a total of up to 28

    services per day in each direction

    The Wexford to Dublin corridor via Enniscorthy is also well served by Bus Éireann Route 2 and Wexford

    Bus Route 740 with a total of 28 services in each direction. Iarnrod Éireann also provides services from

    some of the towns listed above.

    Therefore the key towns that need to be addressed are New Ross, Bunclody, Clonroche, Tullow and

    Baltinglass.

    3. Options

    3.1 Options to supplement existing services

    The range and availability of alternative public transport services from the locations affected by the

    withdrawal of Bus Éireann Route 5 service is considered for most areas to be adequate to meet demand.

    The Authority is primarily concerned that transport links that allow the public to access ordinary every-

    day services are available. These socially necessary needs would include being able to reach the local

    market town or urban centre to be able to carry out tasks such as visiting a doctor, dentist

    physiotherapist or optician; be able to go shopping.

    Where possible, it would be desirable to be able to link passengers into bigger transport hubs where

    they may be able to interchange and continue their journey onto bigger urban centres.

    Bus Éireann Route 4

    Bus Éireann have also been granted an amendment to their Licence for their Expressway Route 4 service

    from Waterford to Dublin to extend the service to New Ross 5 times per day with 4 services from New

    Ross. This licence will be granted in full once Bus Éireann has provided all additional information such as

    bus stopping approvals from the local authority. Therefore the connections to both Waterford and

    Dublin for New Ross will be catered for by this amended licence.

    For the remainder of the locations along Bus Éireann Route 5, the Authority has determined that the

    social needs of the area will not be met by the current level of Public Service Obligation (PSO) services

    provided by Bus Éireann on Route 132 and that additional services should be provided in the most cost

    effective way.

    This will be achieved by a combination of a re-configuration of services on Route 132 and the

    procurement of connecting services by Wexford Local Link under the Rural Transport Programme.

    The Authority will seek to provide the following level of service:

    proposed new rural transport services are set out in Appendix C and the linking services are set out in

    Appendix D.

    3.3 Fares

    The fares on the proposed reconfigured Route 132 will not be more than what is currently paid on the

    Bus Éireann Route 5 services and the same ticket range will be on offer. Free Travel Passholders will be

    able to continue to travel for free on this service.

    The fares on the new rural transport services will be in the same order as those that are currently

    charged on Wexford Local link’s services. The details will be made available at a later date.

    Free Travel Passholders will be able to travel for free on this service. The Authority will seek a further

    payment from the Department of Social Protection to compensate for the extra free travel passenger

    journeys on Wexford Local link services.

    3.4 Wexford Local Link

    The Rural Transport Programme has been restructured and the delivery of local rural transport services

    is now managed by Wexford Local link on behalf of the Authority. Wexford Local link was formed by the

    amalgamation of the rural transport teams in South Wexford Local Development and Wexford. Their

    office is located in Wexford County Council Offices in Wexford Town and the contact details are:

    all to be co-ordinated in advance of the withdrawal of Bus Éireann Expressway Route 5.

    4. Conclusion

    The Authority has examined the impact of the removal of Bus Éireann Route 5 on the affected towns’

    public transport links. It has determined that some of these links should be maintained to meet a social

    need. It is proposed that these links are established by:

    1) Extension of Bus Éireann Route 4 Waterford to Dublin service to New Ross (Licence amendment

    approved by NTA)

    2) Reconfiguration and additional services on Route 132 to serve Tullow and Bunclody connecting

    to Dublin

    3) New rural transport services to connect the towns of Clonroche, Bunclody and Tullow to

    Enniscorthy and New Ross for onward connections to Dublin, Wexford and Waterford.
