BOOK CLUBBy Louise Bell
TheladieswhoparticipateintheWaterfordHarborBookClubhaveread four very interesting books in the first quarter of 2007. The first, TimeTraveler’sWife, was just what the title implies. The wife in the story is married to a man who is a time traveler, and their life together is filled with unusual events as the result of his ability to travel in time. SnowFlowerandtheSecretFanwassetinruralChinainthelate 1800’s. All the members of the Book Club were horrified by the vivid description of foot binding of the young Chinese women. The noveltracesthefriendshipoftwoyoungwomenthroughtheyearsand finally, to the end of their lives. This book added much to our thinking about the culture and the history of the country. ThethirdbookreadanddiscussedwasTheMemoryKeeper’sDaughter.Thebookcoversthelifespansofseveralpeopleandtheinteraction of their paths. It contained all of the ingredients of a good novel, intrigue, sex, a little humor, and complexity of characters. In June, Jodi Picoult’s novel, TheTenthCircle was a real cliffhanger. Themaincharacterisanactioncomicwriterwhosedrawingswereinterspersed within the text of the story. His daughter is suspected of killing her boyfriend, but in the end, the wife/mother is identified as the murderer. On July 19, the book for discussion and interpretation wasStolen Lives, Twenty Years in a Desert Jail. An autobiography by Milika Oufkir, this book tells of a Moroccan woman and her family who are imprisoned in a desert penal colony for 20 years. It is not a pleasant book, but one that is very interesting and provocative. This book provided great discussions as well. The WHLA Book Club meets approximately very six weeks in the members’ homes. Operating on an alphabetical rotation arrangement, the hostess is responsible for selecting the book to be read, leading the discussion (or getting someone to leadthe group), and serving wine and dessert. Thispastmonthhasprovideditsshareofadverseweatherthathas impacted most of us who live in Waterford Harbor. We have experienced a major sprinkler system leak at an old fitting that was probably the result of wet soil settling. We have had bulkhead leaks, pop-ups are not working properly, and standing water on the bulkhead promenade. These problems havecausedslipperyconditionsalongthepromenadeandalsocalled attention to non-compliance of Waterford Harbor rules and guidelines. FortunatelymanyhomeownersareawareoftheseconditionsandhavereferredthemtotheappropriateWHBoardmembersin a timely manner so remedial action could be taken. Not all problems have been corrected but many have, and the remainder of the problems are in line to be worked on soon. Thank you, the concerned and observant homeowner, for letting us know about the problems you see. By the way, REPORTING A PROBLEM IS NOT WHINING!!! The Houston Community Management Services (HCMS)inspects theentireneighborhood twiceamonth toascertain ifthe homeowners are in compliance with the rules and guidelines. Maintenance of all of the property is a major concern. HCMS informed many homeowners of the mildew on their houses. Mildewisaconstantproblemforhomeownerswholiveonornearthe water in a humid climate. The community property will soon be cleared of mildew as well, and that problem will be corrected before the next Board meeting.

In June the members of the Waterford Harbor Ladies Association went out to dinner and then to see a really cute play at the Bay Area Playhouse in Dickinson, Texas, titled “Run for Your Wife”. With attending the play it reminded me that we have some great littletheatreshereintheareaandwedon’thavetogodowntownallthetime to see plays.
Tom and Nancy Upton hosted the wine tasting in July at their home. That was a big success. Attendees brought appetizers and wewinedandmunchedawayandthelittlecityofKemahprovidedthe fireworks for additional entertainment. What a great evening.
August will find the ladies of WHLA practicing a mini self defense class which will be on Monday, August 27th. Be looking for the flyers at the mailboxes and watch for your email. For those who have not signed up to join the Women’s Association it is not too late. Feel free to email me or give me a call at 281-334-7993.
Someoftheremainingactivitiesfortheyearwillbetheannualboattrip over to Houston Yacht Club, a shopping trip over to the Harwin shops, and the great Christmas Party.

Well the dog days of summer are here and I hope all of you are enjoying all that our neighborhood and Clear Lake has to offer. Weareseeingmorepoolactivitythaninpastyearsanditappearsthat this trend is growing. The Waterford Harbor pool area may be the next hot spot in the area. We are asking all residents to make sure they lock the pool gate as they leave. Sammy, our roving patrol is also checking the gate approximately 3 times during his 8 hour shift as well. Please call the management office if you do not have a pool key and we appreciate your help. WecontinuetoseenewneighborsmoveintoWaterfordHarborand welcome them to our very special subdivision. I would ask that you continue to drive 20 miles per hour as you move through the neighborhood. Please call the guard house with any security questions, issues or recommendations that you may have for our team. The League City Police came into the subdivision earlier this monthlookingforwhatsoundedtobeaburglarysuspectthatmayhave jumped over our fence while trying to run from the Police. Please continue to communicate with guards at the main gate as you come into the neighborhood or by phone, as this is our most effective security tool. I hope all of you have a wonderful summer and hope to see you soon.

Forthosewhoarenewtotheneighborhoodorforthosethatmaynotknow listed below is information on recycling. The Water Department at City Hall has the green recycling containers that they just give to you. This is a great way to help our environment. Thefollowingitemscanberecycled:
Newspapers onlyAluminum Cans – aluminum beverage cans only please. It is not necessary to smash cans, but it does help save space inyourrecyclebinSteel Cans – please rinse. It is not necessary to remove ends and labels. Lids from glass, bottles, and jars are recyclable.Plastics – only clear or white plastic milk, juice, water jugs, and soda bottles. All caps and rings must be removed. It is not necessary to remove labels.

Notification GuidelinesBy the Waterford Harbor Board of Directors
From time to time, the need arises for the Homeowners’ Association to request that a homeowner take some specific action to correct a situationwithhisorherproperty that isnot inconformancewithour rules and guidelines. Sometimes, the need arises because of a lack of awareness or maybe simple negligence. The Board wishes to see, on the one hand, that our neighborhood is preserved in good and consistent order, while on the other hand, it also wishes to allow a homeowner the latitude that may be necessary for complianceto be achieved. Accordingly, the Board is adopting the following homeowner notification guidelines. PROCEDURES FOR NOTIFICATION OF HOMEOWNERS (Regarding the need for compliance with Neighborhood rules and guidelines) We recognize three classes of issues requiring notification: Urgent, Simple Maintenance, Complex Maintenance. Urgent issues are thosewhichmightcauseharmtoindividualsorpropertyandneedimmediate attention. Simple maintenance items are those like mowing, parking violations and improper signage, (House number plaques, etc). Complex Maintenance Items are those which require several steps for completion, may involve the engagement of contractors, and are usually more costly, like House washing and Painting, Fence Construction, and significant Landscaping Adjustments. Here are the guidelines for notification for these three classes:
Urgent:HCMS (HoustonCommunityManagementServices)will call the homeowner and describe the problem, and request immediate attention to its resolution. The HCMS representative will advise the homeowner by email confirming that thehomeowner was advised of the need for immediate attention. HCMS shall follow-up the next day and take corrective action then, if necessary.SimpleMaintenance:HCMSwillprepareandsendanoticetothe Homeowner describing the problem, and request that it be resolved within 10 days. Follow up Letter, (if no compliance) after 14 days giving notice that The Association will correct the problemwithnofurtherdelayandchargethehomeownerforcosts. Complex Maintenance:HCMSwillprepareandsendanoticetothe Homeowner describing the problem, and request compliance within 30 days. The notice would include a provision that the homeowner may petition the Board at the next regularly scheduled Board Meeting, should there be a need for more time for compliance. The Board would decide on whether to permit a specified extension, and notify the homeowner in writing of its decision.

Beware When Gardening & Cleaning By Karen Carter
Gardening is my passion and for years I have done so without incident, with the exception of an occasional scratch, thorn or bug bite. No problem since they always healed! About a week ago while cleaning an outside water fountain, I scratched and bumped my hand. It hurt but I thought it was just another little scratch that I’d easily recover from. Unfortunately that was not the case. My hand quickly began to swell and ache. After a couple of days I decided to visit my doctor who in turn told me I had an infection and sent me on my way with oral antibiotics. A few days later my entire hand was almost twice its normal size and the knuckle I had scratched was becoming difficult to bend. At that point I decided to return to the doctor. She quickly admitted me into the hospital with “Cellulitis”. Cellulitisisabacterialinfectionthatisapparentlybecomingincreasingly common. After researching it online, I discovered it is a bacterial infection of the skin or underlying tissue. It is usually caused by streptococcal or staphylococcal bacteria. Infection may occur at sites of minor surgery or trauma. Anyone of any age can be affected by Cellulitis. I stayed in the hospital two days where I received three bags of antibiotics intravenously and had to have a specialist examine my hand and X-Ray it to determine if more drastic measures were going to be necessary. Thankfully my hand did not require surgery and is now recovering. Even now though, I amonoralantibioticsandamscheduledforanothervisit to the doctor in 10 days. These bacteria areverypotent! I know many of you, like me, do not protectyourhandswhengardeningand cleaning outside. In the future, after this very unpleasant experience, I will be wearing gloves. I hope my scary ordeal will motivateyoutowearglovestoo!
