CSOC Cost Disclaimer

• Costs in this presentation are ‘Direct’ costs.– Staff & Immediate Mgmt, Materials, Other Direct costs such as

Travel, Training etc.

– ‘Sustaining Engineering’ costs being changed from ‘Direct to Indirect’ costs, but has been highlighted where it is significant.

• ‘Indirect’ costs being moved to a multi-mission Code-S UPN.

• CSOC Cost Estimates and funding approach are changing on a daily basis, and separating specific costs out of ‘rollups’ is not always accurate.

LZP Processing Costs

• ISTP LZP processing was reengineered in ’97, requiring approximately 9 FTE’s.

• Reengineering reduced Operations Staff from 13 to 2.25.

• Processing and Products are very Mission and Instrument specific and include numerous ‘artifacts’.

• Further Reengineering unlikely to save more than it costs.

• No mission-specific breakdown of cost available.

LZP Staff Utilization

• Data Analysis: reviewing run logs for correctness and completeness and delivery.

• Troubleshooting: diagnosis and recovery from h/w & s/w problems, data gaps, network problems.

• Maintenance: System Administration, Oracle DB maintenance.

FDF Maneuver Support

• Maneuver Planning, Execution, and Analysis.

– March 2002 - maneuver South Ecliptic Pole

– September 2002 - maneuver to Negative Orbit Normal

– March 2003 - maneuver to Positive Orbit Normal

– October 2003 - maneuver to North Ecliptic Normal

• Sensor Calibration is no longer required, but biases are trended.

• Pointing Trim Maneuvers will be required after 10/2003 due to gravity gradient effect predicted to about .1 degree RA per day, in order to avoid sun angle (thermal) constraints.

Maneuver Overview

• Update GMAN input files with current and long term Ephem’s, attitude, body-rates, tank temperatures and pressures.

• Determine when beta angle reaches 90 and 93 degrees using long term Ephem, and orbit normal at 3 months from 90 degree beta angle.

• Plan 2 separate maneuver segments, each of which requires duel-station contact allowing for changing antennae aspect angle and eclipses, and which also increase perigee height, and allow for other pulsed maneuver constraints.

• Prepare backup plans in the event of postponement.

• QA the plans and prepare timeline, review results with FDF & FOT.
