Recent Experience in CHINA and CAMBODIA In September of 2010, I decided to have a change of pace from consulting and running my own business so I went to China to do some teaching at a private university in Beijing. Following that, I moved to Cambodia with my Cambodian wife and have been doing some volunteer work, teaching and also running my own business again in IT. NB: In addition to the consulting work noted below, my company employed 5 people, during its peak. We sold computer forensic software and hardware to customers across Asia Pacific and other IT and telephony products to customers in Australia. Software Development Manager: Led a team of 30+ staff and consultants (developers located in Australia, Canada, UK and India) in the development of innovative payment solutions for the airline and travel industry.

Product Manager: Defined products and payment architectures for multi-currency credit card payment solutions to the Travel & Transportation Industry.

Ergon Energy (Brisbane, AUSTRALIA):

Sr. Management Consultant: Developed a Travel Management Blueprint providing short and long-term Corporate Travel Management solutions and strategies for the organisation.

QSI Payments (Brisbane, AUSTRALIA):

Product Manager: Developed e-commerce payment solution for Sabre for their travel agents (known as Merchant Pay).

Fare 1 (Wales, UK):

Sr. Project Manager: Business-to-business virtual shopping centre that allowed travel agents to buy products from tour operators, airlines, car hire companies and ticket consolidators. Responsible for the development of the architecture, system design and business analysis.

Asia Travel Network (Kuala Lumpur, MALAYSIA):

Sr. Project Manager: e-commerce enabled discounted airfares booking system. This was a B2C system. Responsible for the system design, architecture, software selection, business analysis and to project manage the development of the system.

Abacus International (SINGAPORE):

Sr. Management Consultant: Development of the E-business and E-commerce architecture and recommendations to support Business-to-Consumer settlement and Business-to-Business settlement for users for the Abacus International web site. Included multiple currencies, currency exchange/settlement, cross-border selling and other issues related to international selling.

Gullivers Pacific (Auckland, NEW ZEALAND):

Sr. Management Consultant: Developed & implemented solution architecture that detailed the hardware, software, and communications required to achieve the stated business goals of the organization's CEO. Project budget was NZ$8 million affecting over 600 users in more than 160 travel agent franchise shops across New Zealand.

Oracle (Brisbane, AUSTRALIA):

Sr. Management Consultant: Developed a Business Plan for Oracle’s e-commerce consulting group (Brisbane Office).

Queensland Department of State Development (Brisbane, AUSTRALIA):

Sr. Management Consultant: Development of a technical architecture to facilitate customer management, document management, information distribution and electronic commerce (e-commerce) for this government department’s Internet and Intranet web site (known as Business Online which was part of the Federal Government’s ‘Business Entry Point’ project.

Gladstone Area Water Board (Gladstone, AUSTRALIA)

Sr. Management Consultant: Developed three year Information Systems Strategic Plan for the Gladstone Area Water Board (http://www.gawb.qld.gov.au). Included: Information Technology Strategies, Information System Strategies, Organizational Strategies, Implementation Alternatives Road Map & Migration Plans.

Senior Project Manager for Europe-wide Y2K Crisis Management project. This project involving coordinating the efforts of team members across 28 countries plus integrating this work with the work in the other regions (USA & Asia Pacific).

Practical Education Institute (NZ) Ltd, New Plymouth, NEW ZEALAND Information Technology Manager, April 2003 – October 2004

Developed and implemented a three-year IT Strategic Plan for Student Management Systems, Document Management, Records Management, Content Management and e-Learning systems automated assignment marking, teacher support systems, etc.

Responsible for the selection and project management of the implementation of a broad range of online systems using Lotus Domino, IBM WebSphere, IBM DB2, IBM WorkPlace Collaborative Learning, IBM Team Workplace, IBM WebSphere Portal, Novell ZenWorks, Novell eDirectory, Novell exteNd and J2EE.

Responsible for staff of 15 supporting the IT infrastructure and systems supporting over 160 staff, 300 on-campus students and over 4,800 distance learning students across New Zealand.

Federal Airports Corporation, Sydney, AUSTRALIA Information Technology Manager, January 1997 – February 1998

NB: Federal Airports Corporation (FAC), during this period of Paul’s employment, was responsible for almost all of the international and domestic airports across Australia. Paul was hired to devolve the Information Technology systems from the Federal Airports Corporation’s head office (in Sydney) to each airport so the airport could operate independently after it had been privatized.

Responsible for all IT aspects of Australia’s Airport Privatization project (Unix Server, Financial & Airport Applications, Disaster Recovery & Contingency Planning, Lotus Notes and NT LAN implementations into 19 Airports) and Y2K (Year 2000) Compliance for the FAC-managed Airports.

Flight Centre, Brisbane, AUSTRALIA Information Technology Manager, April 1994 – December 1995

NB: Flight Centre is Australia’s largest retail travel agent network. Managed a team of 17 personnel, providing IT systems and 24x7 support to over 200 shops and 1,200 plus staff in 5

countries (Australia, New Zealand, South Africa, UK and Canada).

Developed the company’s first 3-year IT strategic plan including technical architecture, hardware, hardware/software, network, staffing and budget recommendations.

Developed hardware/software standards & specifications for all Apple Macs purchased for Flight Centre worldwide.

Negotiated various volume purchase agreements & contracts for hardware/software with suppliers around the world.

Implemented a new IBM RS/6000 server and migrated PC-based accounting systems to Sun Financials accounting system running on this server.

Designed and implemented a wide area network using Frame-Relay linking Flight Centre’s support offices together (Brisbane, Sydney, Melbourne, Adelaide and Perth).

Designed and implemented wide area network strategy to enable data centre help desk to support remote locations.

Installed Apple Mac systems for users in Head Office and Area Support Offices (70 users in 4 countries) including set-up of First-Class mail, Apple File Servers and Lotus Notes.

Designed, developed and maintained Lotus Notes (version 3) applications and conducted technical evaluation and design reviews for all hardware and software for various projects.

IATA (International Air Transport Association) July 1990 – April 1994

Senior Manager Systems and Operations (Switzerland)

Developed a strategic plan for the IATA Geneva Data Centre including technical architecture, hardware and telecommunications directions, management practices, job descriptions, budgets and project plans.

Developed a strategy, project plan and budget for the migration of users from the Wang office automation system to a PC LAN system, encompassing 150 users in 15 countries – budget of CHF 1.2 Million.

Coordinated the implementation of the Office Automation Upgrade in the Geneva and Singapore offices and developed hardware and software standards for all PCs purchased at IATA offices worldwide.

Implemented various systems management disciplines: problem management, change management and inventory management.

Developed a series of Anti-virus & Security Awareness Policies and Procedures for all IATA offices worldwide.

Designed wide area network connectivity alternatives for linking the voice and data networks of IATA’s offices in London, Montreal, Washington, Miami and Geneva.

Conducted technical evaluation and design reviews for a major (multi-million US dollar) systems development project being developed for the IATA Tariff Conference Department.

Initiated an assessment & conducted an evaluation of the feasibility of outsourcing all data centre functions (including PC systems and support) to EDS.

Coordinated technical aspects and provided technical support for the Billing and Settlement Plan (BSP) data centres in Hong Kong, Athens, Jakarta and Kuala Lumpur.

Negotiated prices, delivery schedules and contracts for numerous hardware and software products for the BSP data centres in several countries.

Software Development Project Manager (Australia)

Responsible for all analysis and designed for a 2nd generation billing systems for IATA (B2B Billing System) utilizing Oracle, Uniface and SAS, running on NT and Unix (AIX) platforms. The success of this project saw this software being rolled out to several BSP Offices around the world. Successfully managed and led a team of developers, database gurus and Unix support staff.

Billing Settlement Plan Data Centre Manager (Australia)

Successfully developed the "BSP Migration Plan" which encompassed a strategy, project plan and budget for the migration of the BSP Data Processing from the Commonwealth Bank of Australia to an in-house system affecting over 2,000 Agents and over 200 Airlines.

Coordinated the implementation of the BSP Migration plan including staffing, equipment purchase and set-up, data centre construction, contracts, data conversion, testing, software verification and installation, program design specifications and cut-over on time and budget.

Developed complete operations instructions and procedures for running the in-house BSP systems and coordinated all migration activities with the Commonwealth Bank of Australia Data Processing

Centre (including processing, data entry and direct debit system).

Implemented various systems management disciplines: problem management and change management.

Designed and coordinated the development, testing and implementation of enhancements to the BSP Software to meet the requirements of the Australian Airlines and Agents.

Successfully lobbied airlines and IATA for the budget to develop new Billing and Settlement Plan Software and for the responsibility to do the development in Australia rather than Geneva.

Established development platform for all software development at IATA, recommending Uniface and Oracle, which were later adopted by IATA Geneva, Montreal and Australia.

Mobil Oil & Alberta Energy, Calgary, CANADA Supervisor - Data Centre

Large IBM mainframe, Unix systems and a Super Computer. Twelve staff and budget accountability of CDN 3 million. Projects included: Mainframe and DASD performance monitoring and capacity planning, hardware recommendations and implementation, design and implementation of Unix & mainframe security policies and procedures (such as ACF2), technical strategies for mainframe software and hardware.

Cantel Inc., Toronto, CANADA Manager, Technical Support & Acting Manager, Application Development

IBM mainframe and Unix systems inter-connected and linked to shops and the cellular telephone network in three major cities across Canada. Other projects included: coordinated project to migrate telecom billing system from DOS/VSE to MVS/SP, establishment (ground up) of entire mainframe and communication software environment (CICS, VTAM, VM, MVS/SP and DOS/VSE) for the company.

Prentice-Hall Canada Inc., Toronto, CANADA Manager, Computer Services

IBM mainframe, Model 204 database, built the data centre, hired all staff, implemented numerous online systems, developed and managed staff of 16 and budget of CDN 700,000.
