• 16,800 units of the booklet =tled “Cambodian Poten=al Products” published and disseminated. • A new domain created hSp://www.tpd.gov.kh/cambodiaproduct/ • This new portal has aSracted 150-‐200 online guests to visit the site every day. By 29 May 2012, there were 437,029 hits. • 2,000 copies of Digital-‐CD of Cambodian Top Ten Products produced and disseminated. • Three seminars organized to disseminate informa=on Top Ten Products between Sep 2011 and Jan 2012 in Phnom Penh, Siem Reap, and Preah Sihanouk with 274 par=cipants.

Outputs: Increased awareness among consumers and the general public on the top ten products produced in the 24 provinces in Cambodia.

(ii) Booklets (in English and Khmer) that contain informa=on on top ten products from 24 provinces of Cambodia are developed and printed. (iii) CDs (in English and Khmer) that contain informa=on on top ten products from 24 provinces of Cambodia are developed and “burned”/published. (iv) Promo=onal event for top ten products of Cambodia conducted.

• Natural rubber plays a key role in the socio-economic development of Cambodia. • Employment: About 40,000 direct and indirect jobs • Rubber sector generates rural income, alleviates poverty, and through rural
employment prevents farmers’ emigration to the cities.
• Cambodia has favorable market access conditions in most important markets for natural rubber.
• China, the United States, Japan, Germany, the Republic of Korea, and Malaysia appear as the most attractive markets for Cambodian TSNR.
• In Cambodia, the Government forecasts an average production of 290,000 tons by 2020,
up from some 40,000 tons in 2010. The increase will come from existing large-scale plantations, smallholders and Economic Land Concessions (ECLs).

• Training and coaching on Value Chain Research Methodologies for VCIU staff (14 persons) and provincial staff completed.
• Two research topics (rubber and pepper) completed by July 2012. Two Valida=on workshops organized in July 2012.

• Cambodia has favorable market access condi4ons in most impor4ng markets for pepper. Tariffs for Cambodian peppercorns in most markets are low, and Cambodia enjoys preferen=al access in some markets.
• The United States, Vietnam, Germany, the Netherlands and the Russian Federa4on appear as the most aCrac4ve markets for Cambodian peppercorns.
• In Cambodia, pepper produc4on and export poten4al is expected to increase to 6,500 tons in 2012, thanks to the arrival of new plan4ng.

Budget: $ 47,905 Disbursement: 49% • Training Curriculum on Export Procedures were developed by MoC to promote formal expor=ng.
• New procedures related to export included in the manual: export license, cer=ficate of origin, SPS, insurance, boarder check point procedures, forestry export.
• MoC established a group of 60 trained trainers from 24 provinces for training on Export Procedures. The
Trainers are mostly from provincial departments of commerce, chambers of commerce, and university lecturers.
• Training courses facilitated by the trained trainers reached around 150 beneficiaries from SME, PDoC,
university students, chambers of commerce.

Pillar Area: 1 Project Descrip=on: Training of Trainers from Provincial offices and members of the provincial chamber of commerce on how to use the Hand Book on Export Procedures. Roll out training to all 24 provinces and conduct M&E.

• A draj MoC HR policy was developed ajer a reviewing workshop completed in Sept 2011 and aSended by 49 MoC officials.
• A comprehensive training need assessment carried for Moc and PDoC; ques=onnaire developed in a workshop aSended by 72 staff on Sept 2011; and the ques=onnaire was responded by 446 staff from MoC and PDoC.
• Capacity Assessment conducted to cover MoC departments and 24 PDoC. The assessment was made during the Workshop on Capacity Assessment par=cipated by 94 officials from the central and provincial departments.
• A dissemina=on Workshop organized in Feb 2012 and aSended by 64 persons mainly from PDoCs to disseminate Provincial Departments' Capacity Building Training Plan and Sharing the Result of Capacity Development Plan.
• Workshop on reviewing the three years Development Plan and to review the MoC-‐wide Training Programmes held in March 2012 and aSended by 73 staff from MoC and PDoC.
• A draj of the Capacity Development Plan for the central departments, provincial departments and the Ministry of Commerce (MoC) for 2012 through 2014.

Pillar Area: 3 Project Descrip=on: The project will support DoP in conduc=ng training and capacity need assessment which covered MoC departments and PDoCs; and in formula=ng a Three-‐Year Training and Capacity Building Plan.

Budget: $110,000.00 Disbursement: 84% • 1 IP training need assessment conducted – one assessment report produced, one
presenta=on conducted. • 1 IP manual prepared with consulta=on among various stakeholders in two workshops with
46 par=cipants (800 pages IP manual produced, about 100 copies distributed). • 3 ToTs conducted: 43 Trainers trained (80% informed that they will apply the knowledge) • One two days training conducted to 52 par=cipants. • 1 IP lexicon of 30 pages prepared.

• 1 Half-‐day workshop on the Training Plan has been conducted with 83 par=cipants.
• 1 term of English class completed; 3 more terms of English to be con=nued ajer comple=on of procurement process. 14 staff joined private English class.
• 6 staff aSended a ten-‐hour technical English (English for laboratories) class.

Budget: 613,105.00 Disbursement: 25% • Interna'onal Consultant for Na'onal Intelligence System: Mr. Richard Filmer has finished his contract (Feb. 24 to March 31, 2012).
• Interna'onal Consultant for Strategic Plan and Business Case for Marine: Mr. Stuart Millen is currently on board for 6 weeks to prepare the strategic plan and business case for marine.
• Interna'onal Consultant for Excise Legisla've Framework: Mr. Rob Preece is currently on board and started on April 23, 2012 un=l July 3, 2012. He presented the results of the study on July 26, 2012.
• Interna'onal Consultant for Petroleum Products and Excise Enhancement: Mr. Rob Preece is on board and will start his new assignment in August 2012.
